All possible assistance and care may be provided to them.</p>

<p>With reference to the above mentioned subject the undersigned is directed to state that Critically ill and CGHS beneficiaries undergoing treatment for Cancer need special care and any permissions required for treatment ( including Post-Operative follow up treatment ) may be provided on priority basis by the CMOs i/c/ Addl.Director,CGHS .</p>



<p>A feedback proforma may also be taken from such CGHS beneficiaries about the facilities provided by HCOs empanelled under CGHS. The information so collected may be sent to the Addi. Directors on Monthly basis.</p>

<p>Subject: <strong>Grant of Advance for Cancer treatment in Non-Empanelled Private Hospitals / Private Nursing Home under CGHS / CS (MA) Rules.</strong></p>
<p>Respected Sir,<br />
Considering the hardships being faced by cancer patient, vide O.M. No.1967/2013/DEL/CGHS/SZ/D52/CGHS(P) , Dated 30.12.2014 Department of Health &amp; Family Welfare, CGHS (Policy) Division delegated the powers to HOD’s for permission / ex-post facto approval for cancer treatment taken in non-empanelled hospitals subject to reimbursement being restricted to CGHS rates or actual expenditure, whichever is less.</p>
<p>Further, as per O.M. No. s.12020/4/97-CGHS (P), Dated 07.03.2000 of Ministry of Health &amp; Family Welfare (Department of Health) the Heads of Departments (HODs) may decide the cases of reimbursement of medical claims in respect of treatment obtained in emergency at private hospitals/private nursing home/private clinic, subject to item-wise ceiling as per rates prescribed for CGHS beneficiaries without financial limit on the total amount to be reimbursed.</p>
<p>Now, it has been experienced that a government employee covered under CGHS / CS(MA) Rules and resides in Kanpur, obtains the permission of Head of Department for treatment in Non-Empanelled Private Nursing Home/Hospital (for example Rajiv Gandhi Cancer Institute &amp; Research Centre, New Delhi). After surgical treatment of Cancer, he needs post operative treatment (Chemotherapy) and he wants to continue his treatment from the same non-empanelled private nursing home/hospital. But the HOD refuses to grant advance for post operative treatment on the plea that advance may be granted in emergency for treatment in non-empanelled private nursing home and post operative treatment of cancer (Chemotherapy) does not fall under the category of emergency. In absence of advance, such employee finds himself unable to get treated and cured and that add insult to injury.</p>
<p>In such circumstances, you are requested to issue necessary orders so that the beneficiaries covered under CGHS / CS (MA) Rules may be granted medical advance being restricted to CGHS rates for post operative treatment of Cancer obtained from nonempanelled private nursing home/hospital.</p>

<p>Sub: <strong>Treatment of period of Railway employees sent for medical treatment of serious ailments like Cancer, Tuberculosis or Polio myelitis -reg.</strong></p>
<p>Federation desires to invite attention of the Railway Board to the provisions contained in Rule No. 1676 (1) extract of which is reproduced below:-</p>
<p>“A Railway servant suffering from Cancer, Tuberculosis or Polio myelitis who is sent to a hospital referred in Rule 643 RI for treatment on the advice of the authorised Medical Attendant shall be entitled to travelling allowance as for a journey on tour to and from the place of treatment, but no daily allowance shall be admissible for any halts”</p>
<p>As per the above provision Railway employee or a family member of the employee if suffering from Cancer, Tuberculoses or Polio myelitis and sent to Railway Hospital or referred to another Hospital for treatment is entitled for payment of travelling allowance similar to the journey on tour, to and from the place of treatment.</p>
<p>NFIR has noted that the rules, however, do not cover the period of absence during the medical treatment of the Railway employee or member of his/her family. Reports received by the Federation from Zones/Divisions reveal that Railway employees have been facing difficulties in absence of adequate provision as the period spent by the employee is debited against ‘leave due‘ and sometimes leads to &#8216;Nil&#8217; balance which causes further hardships as the employees are denied salary due to non- availability of adequate amount of leave in the leave account.</p>
<p>NFIR, therefore requests the Railway Board to make suitable provision in the rules for treating such periods as duty, may be, on production of medical certificate from the authorised medical officer and issue instructions accordingly. This will send a right message among the Railway employees as a positive welfare measure. A copy of the instructions issued may be endorsed to the Federation.</p>

<p>With reference to the above mentioned subject the undersigned is directed to draw attention to the Office Memorandum of even number dated 2nd September, 2008 and to state that in view of empanelment of several Cancer hospitals under CGHS the matter was re-examined, and it has now been decided to modify the Office Memorandum as follows:</p>
<blockquote><p>i) CGHS beneficiaries and beneficiaries covered under CS(MA)Rules, 1944 shall be permitted to get themselves treated from any of the under mentioned 27 (Twenty seven) hospitals recognized by the Ministry of Health &amp; Family Welfare under the National Cancer Control Programmes that are funded by the Government of India, subject to the condition that the reimbursement will be as per the rates fixed in the Regional Cancer Centers under Central Government, if any or as per actual, whichever may be less.</p>

<p>ii) In cities where there are no facilities for cancer treatment in any of the empanelled private hospitals powers are hereby delegated to the Addl. Directors of CGHS of the concerned cities in respect of CGHS and to HOD/ Head of Office in respect of serving employees covered under CS(MA) Rules, 1944 for grant of permission for undergoing treatment at any hospital that provides treatment to cancer patients, subject to the condition that the reimbursement shall be limited to the prevalent CGHS rates or actual expenditure &#8211; whichever may be lower. Permission shall however be granted for the specific treatment procedures as advised by a Government specialist.</p>
<p>iii) Powers are also hereby delegated to the Additional Directors of CGHS of the concerned cities in respect of CGHS and to HOD/ Head of Office in respect of serving employees covered under CS(I\/IA) Rules, 1944 for grant of permission for post-operative follow up treatment from the same centre, where permission has been granted earlier for cancer treatment as per the terms and conditions of OM dated 10.04.2001 regarding Post-operative follow up treatment.</p></blockquote>
<p>2. These orders shall be in force till further orders.</p>
<p>3. This issues with the concurrence of Integrated Finance Division vide CD No. 115650 /2015 dated 15-01-2015.</p>
