Sub: Calendar for Cadre Review of Central Group “A” Services.

The undersigned is directed to refer to this Department’s O.M. of even number dated 14.02.2022 vide which a Calendar was issued for cadre review of Central Group ‘A’ Services indicating the month by which the complete cadre review proposal should be submitted by the concerned CCAs to DoPT positively. Further, reference is invited to the assurances given by the representatives of the CCAs in the meetings held earlier with the undersigned from time-to-time, the last meeting of which was held on 24th May 2022. Despite the assurances, some CCAs have not submitted the cadre review proposal.

2. In this regard, it has now been decided to fix a date for submission of long pending cadre review proposals by the CCA concerned as scheduled in Annexure-I. All the CCAs are, therefore, requested to ensure compliance for submission of complete cadre review proposal of the Service/ Cadre by the indicated date No further request for extension of date for submission of proposal would be entertained.

The undersigned is directed to refer to this Department’s OM No. 15/1/20214-CS.II(A) dated 5th October, 2018 wherein it was decided to downgrade the vacancies arising out of retirement, death or VRS of incumbents promoted to the newly created additional posts in the grade of Sr. PPS, PPS to Stenographers’ Grade ‘D’ CSSS

2. In this regard it is to say that as on 31.01.2021, 63 Sr. PPSs and 63 PPSs who had been promoted against the additionally created posts, have vacated the posts due to retirement, death or VRS.

3. Based on the above decision, the 63 posts in Sr. PPS Grade and 63 posts in PPS Grade are hereby downgraded to Stenographer Grade ‘D’ posts with immediate effect.

4, This issues with the approval of Competent Authority.

Subject: Review of Modified Flexible Complementing Scheme (MFCS) – reg.

The undersigned is directed to refer to this Department OM of even number dated 16.4.2020 (copy enclosed) followed by reminder dated 06.07.2020 on the above-mentioned subject conveying therein the following recommendations made by Committee of Secretaries (CoS), in its meeting held on 20th February 2020, while considering the proposal of review of Modified Flexible Complementing Scheme (MFCS):

• Ministries/ Departments may carefully rework the Output Indicators so as to simplify and streamline them. Qualitative dimensions may also be captured so that excellence of a Scientist is brought out and only the deserving Scientists get promoted.
• Ministries/ Departments may ensure that all promotions under MFCS are held timely so that the issue of granting retrospective promotion does not arise.
• Number of posts required at HAG/ HAG+ level may be worked out individually at the Ministry/ Department level looking at the organizational structure and their specific requirements. Cadre review exercise may accordingly be undertaken.

2. A response in this regard is still awaited. It is, therefore, requested that Action Taken Report on the recommendations made by CoS, may kindly be provided to this Department at the earliest.

The Cabinet has approved the Cadre structure of Posts & Telegraphs Building Works Service (P& T BWS), Group ‘A’ as communicated vide Cabinet Secretariat Approval No. 34/CM/2019(i} dated 8th November 2019 (Case No. 296/34/2019).

2. The Cadre strength of Posts & Telegraphs Building Works Service, Group ‘A’ and distribution of posts at various levels has been fixed as follows:

3. Further distribution of posts between Department of Telecommunications and Department of Posts will be issued separately.

4. There will be no fresh recruitment into P& T BWS cadre and the cadre will be phased out in such a manner that there is no adverse impact on the incumbents.

Cabinet approves Cadre review of Posts & Telegraphs Building Works Service (P&T BWS), Group A

The Union Cabinet Chaired by the Prime Minister Shri Narendra Modi approved the Cadre Review of Posts & Telegraphs Building Works Service, Group ‘A’.

The number of Duty posts was fixed as 105. The approval would result in strengthening of the cadre structure both at the headquarters and in the field units of Department of Telecommunications and Department of Posts on the basis of functional requirements. This will reduce the existing stagnation of P&T BWS officers. It was also decided that there will be no fresh recruitment into the Cadre, and the cadre will be phased out in such a manner that there is no adverse impact on the incumbents.

Background:

The Posts & Telegraphs Building Works Service (P&T BWS), Group A, was constituted in 1990 as an organized Group A service. The service comprises of three wings – Civil, Electrical and Architecture – and caters to the Department of Telecommunications (DoT) and Department of Posts (DoP). Selected through Combined Engineering Services Examination conducted by Union Public Service Commission, the officers of P&T BWS are working in management and administrative positions in the Department of Telecommunications (DoT), Department of Posts (DoP), PSUs of DoT, and also on deputation in other Central Ministries/ Departments/ Autonomous Bodies and State Governments. Since the inception of the service in 1990, no cadre review of the Service has been done so far and is long overdue.

Formation of BSNL had affected the functions as well as cadre strength of the service with absorption of various officers in BSNL. After the transfer of telecom operations, service and functions of DoT to BSNL, the P&T BWS is left with the responsibility for maintenance of assets of DoT and DoP, handling of new projects, inspection of electro mechanical installations as per Central Electricity Authority Regulations, 2010, formulation of guidelines, standards and specifications for Telecom Installations, ensuring implementation of green initiatives, monitoring of EMF radiations etc. for the entire ambit of Telecom sector, both public and private, and to meet the building infrastructure needs of Department of Telecommunications and Department of Posts.

These facts coupled with the stagnation in various grades of the service necessitated a review of the structure of P&T BWS. Accordingly, a cadre structure of P&T BWS officers was approved, which is considered essential for discharge of the role & obligations of the Department of Telecommunications and Department of Posts.

The Cadre Strength was restricted to the present working strength of the cadre, and the cadre review would entail no fresh financial commitment for Government.

The Union Cabinet, chaired by the Prime Minister Narendra Modi has approved the proposal for Cadre Review of 8 organized Group ‘A’ Services in Railways namely Indian Railway Accounts Service (IRAS), Indian Railway Personnel Service (IRPS), Indian Railway Traffic Service (IRTS), Indian Railway Service of Engineers (IRSE), Indian Railway Service of Electrical Engineers (IRSEE), Indian Railway Service of Mechanical Engineers (IRSME), Indian Railway Stores Service (IRSS), Indian Railway Service of Signal Engineers (IRSSE).

Cabinet has also approved encadrement of the post of Member (staff) a cadre post for IRPS and re-designation of the posts of Director General (Signal & Telecom), Director General (Stores) and Director General (Safety) as Member(S&T), Member (Materials Management) as Director General (Safety) respectively.

This Cadre Review was pending since 2012 and will benefit 900 officers of these services.

Subject: Cadre Review of Barrack and Stores Cadre- reg

Reference is invited to MoD letter no. 76002/1St CR/BS Cadre/CSCC/23(l)/2017/D(W-II) dated 15.12.2017 and letter dated 10.05.2018.

2. During Inter Ministerial consultation regarding the Post of Joint DG (Resources), DoPT have noted some procedural and other discrepancies and stated as under

(i) The proposal of BS Cadre does not specifically mention the cadre as organised Group ‘A’ Cadre. However, the proposal has been finalized in a manner that it contains attributes of organised Group ‘A’ service such as DR element at JTS to the extent of 50%, all standard grade of Group ‘A’ Service upto SAG, making all the posts above JTS promotional, provision of 30% NFSG and mention of NFU, As such, the proposal tantamount to formation of an Organised Group ‘A’ service.

(ii) As per procedural requirements, for formation of a Service as Group ‘A’ Cadre/Group ‘A’ Service/Organised ‘ Service, the cadre review guidelines issued by the DoPT on 14/12/2010 are applicable. Proposals for formation of a Service as Group ‘A’ Cadre/Group ‘A’ Service/Organised Services are to be placed. before the Cadre Review Committee (CRC) headed by Cabinet Secretary with Secretary (Personnel), Secretary (Expenditure), Secretary (Administrative Department) and the Senior Most Member of the service concerned as Members. Based on the recommendations of CRC, approval of MoS (PP) and Finance Minister is obtained and subsequently the proposal is submitted for approval of the cabinet. The above, procedure has not been completed in the Cadre Review of Barracks and Store Cadre and the sanction letter has been issued only on the basis of approval of Deptt. of Expenditure.

(iii) The Cadre Review for Barrack and Stores cadre may also have serious implication on. the concept of organized Group ‘A’ Service/ Group ‘A’ Service/ NFU/NFSG etc. and various court cases on the matter of organized status/NFU/extension of 30% NFSG etc.

(iv) Accordingly, MoD’s letter dated 15/ 12/2017 needs to be immediately withdrawal/kept on hold wrt Group ‘A’ cadre till the approval of the competent authority (i.e Cabinet) on the Cadre Review/formation of Group ‘A’ Cadre/Group ‘A’ service/organized status. The procedure as per Cadre Review guidelines issued by the DoPT on 14/12/2010 needs to be followed and proposal submitted to DoPT along with all necessary details. However, if it is intended to retain the cadre as Group ‘B’/Group ‘C’ and not as Group ‘A’, the proposal may be revisited accordingly in consultation with DoE and while revisiting the provisions of DR element at JTS, 30% NFSG, NFU etc. which are characteristic/attributes of organized Group ‘A’ service may be withdrawn.

3. E-in-C’s Branch is requested to review the Cadre Review proposal and resubmit the file in the light of DoPT instructions whether they intend to retain the cadre as Group ‘B’/ Group ‘C’ or intend to create an Organised Group ‘A’ service. Based on the inputs, the proposal will be resubmitted to DoE if it is decided to retain the Cadre as Group ‘B’/Group ‘C’ or will be taken up with DoPT as per the guidelines if the intention is to create an Organised Gr ‘A’ Service.

4. Further, E-in-C’s Branch is requested to keep the Pay and Allowances of Barrack and Stores Cadre (BSO and above) in abeyance in light of the DoPT instructions till finalization of the case and in case pay fixation of the posts (BSO and above) have been carried out immediate steps may be taken to withdraw the same.
