<p>Subject: <strong>Cadre Restructuring of Group &#8216;C&#8217; employees in Department of Posts.</strong></p>
<p>Sir/Madam,</p>
<p>The Cadre Restructuring Order of Group &#8216;C&#8217; employees was issued vide this office letter of even number dated 27.05.2016. Later on, some Circles requested for further clarification, which were issued vide this office letter of even number dated 11.11.2016. However, Circles still faced with problems while implementing the orders.</p>
<p>2. Issues like norms for allotment of number of LSG posts, instructions for identification of surplus LSG posts other than C and B class POs, identification of HSG-I (NFG) posts, divisionalisation of LSG Cadre, relaxation of minimum qualifying service for promotion to HSG-II and HSG-I and date of effect of the orders etc. needed further clarification.</p>
<p>3. Therefore, on representation of various Staff Unions to the Secretary (Posts) regarding the issues arising out of implementation of Cadre Restructuring, a Committee was constituted vide Office Order of even number dated 09.06.2017, under the Chairmanship of Sh. Charles Lobo, CPMG Karnataka Circle and DDG (Estt), PMG (M&amp;BD), Chennai and PMG, Pune Region as its members to examine all such issues. The Committee after thorough consultation, including one with the staff representatives, submitted its report on 22.09.2017.</p>
<p>4. The recommendations of the Committee, as accepted by the Competent Authority, are as under:</p>
<p>4.1 Uniform Guidelines for identifying the surplus LSG posts other than Single Handed and Double Handed (C and B Class) Post Offices:</p>
<blockquote><p>(i) Treasurer posts should not be identified for upgradation as Treasurer posts are PA posts with special cash handling allowance.</p>
<p>(ii) The posts of System Administrator, Marketing Executive, DO (PLI) etc. are not cadre specific posts. Therefore, any suitable official can be deployed against these posts.</p>
<p>(iii) As per the Recruitment Rules, the PAs of Foreign Posts are recruited separately and trained for Foreign Post. But on promotion to LSG they are transferable to other LSG posts on postal side and vice versa. Hence extending the benefit of cadre restructuring to officials of Foreign Post in LSG and above cadres is in order as far as foreign post is concerned. Only Mumbai Foreign Post is treated as separate Foreign Post unit.</p>
<p>(iv) The present cadre restructuring order is not applicable to RLO. Hence RLO staff should not be included in cadre restructuring.</p>
<p>(v) After upgrading C and 8 class SPM posts to LSG remaining LSG posts allotted to the Circle can be utilized as per functional requirement. The officials occupying these restructured LSG posts will have either or both supervisory and operative responsibilities as per allocation ofwork by competent authority.</p>
<p>(vi) The SPMs posts of C and B class post offices are upgraded to LSG without following the LSG norm of 5:1. Therefore, it is not practicable to prescribe the norm for other restructured LSG posts. Number of posts to be created in each office will be as per functional requirement.</p>
<p>(vii) Accountants are Postal Assistants only who have passed the PO &amp; RMS Accountants examination. They are eligible for promotion as per Recruitment Rules. Norm based LSG accountants posts can be upgraded to HSG II within the number of posts allotted to the circle.</p>
<p>(viii) The post of Accountant in Divisional Office can be upgraded to LSG. If there is more than one post of Accountant in HPOs, some may be upgraded to LSG while leaving some others for time scale Accountants.</p>
<p>(ix) More Posts may be identified in bigger offices like HPOs and MDGs. It is not possible to specify the number of posts as the staff strength and functional requirements vary from office to office. Thereafter PM Grade-III/HSG I pre restructured HPOs may be given preference for creation of posts. PM Grade II/HSG II HPOs, PM Grade III/HSG I MDG, PM Grade II/ HSG II SO/MDG, (all pre restructured) may be preferred for creation of posts in that order based on functional requirement. Circles should ensure that the posts are not disproportionately concentrated in a few offices/cities.</p>
<p>(x) In charge CPC, Foreign post (except Mumbai Foreign Post), PSD and CSD or other offices can be considered for upgradation of posts to LSG.</p>
<p>(xi) If Circles are left with surplus LSG posts, then limited number of posts in Divisional Office and important delivery offices may be identified for upgradation.</p>
<p>(xii) All the posts of SPMs in B and C class offices should be upgraded to LSG and all LSG norm based and A class offices should be upgraded to HSG II as a result of the implementation of the orders.</p></blockquote>
<p>4.2 Identification of NFG posts in HSG I: Only 10 percent of HSG I posts i.e. 235 posts have been approved for NFG scale. Therefore it is not possible to promote all HSG I officials who are completing 2 years of service in HSG I. Although there is need to identify these posts for promotion from HSG l, in order to avoid inconvenience to staff in the initial stage and purely as a temporary measure, the officials can be given NFG on the basis of seniority wherever they are posted in HSG l by upgrading the HSG I post to NFG and simultaneously downgrading the NFC position to HSG-I elsewhere. In due course of time the posts need to be identified.</p>
<p>4.3 LSG Cadre: The Committee examined the issue of Divisionalization of LSG Cadre. The Committee observed that there are some mofussil Divisions which have more B and C class offices now upgraded to LSG but are having very less HSG II and HSG I offices. On the other hand there will be city Divisions where the number of B and C class post offices now upgraded to LSG are very less. Divisionalization will provide less opportunity for staff of these divisions to get LSG promotion and in turn affect their HSG promotions. The Divisionalization will create promotional disparity between employees in different Divisions. Therefore, the Committee&#8217;s recommendation not to Divisionalize LSG cadre has been accepted. It will remain a circle cadre. However, for better management of transfer and postings and to minimize inconvenience to the staff, Circle would allot officials to Regions for further allotment to Divisions, which in turn shall issue the posting orders in case. of the LSG officials and rotational transfer orders thereafter till such time that they remain allotted to that Division by the Region. At any time the Circle or Region may allot these LSG officials to any other Region or Division respectively.</p>
<p>4.4 Revision of Leave Reserve (LR) strength consequent upon upgradation to LSG. It has been observed that consequent on cadre restructuring the LR strength would be considerably reduced. The Committee observed that the postmaster in restructured LSG grade working in B and C class offices have to do operative work. Similarly restructured LSG PAs in other post offices have to do operative/supervisory work. Therefore, the Committee&#8217;s recommendation that considering the PA strength and the restructured LSG strength for calculation of LR strength will be in order, has been accepted.</p>
<p>4.5 Date of Effect of the Orders and completion of restructuring: For the sake of uniformity, the promotion will be effective from the date of issue of the original order dated 27.05.2016 as per existing instructions on the subject. It will be applicable to all eligible officials including those who were in service but now retired.</p>
<p>5. The rationalization of posts, as recommended by the Committee and accepted by the Competent Authority, is attached as Annexure-I.</p>
<p>6. In view of the above, all the Circles are requested to take immediate necessary action to implement the Cadre Restructuring of Group &#8216;C&#8217; employees, keeping in view the above instructions without any further delay. All attempts should be made to complete the exercise of conducting DPCs by 31.12.2017 and the whole exercise, including transfer/posting Orders, must be completed by 31.01.2018.</p>

<p><strong>Sub. :      Restructuring of cadre of  Traffic Assistants.</strong></p>
<p>Keeping <strong>in </strong>view  the  fact that  the  cadre of Traffic  Assistants  in Metro   Railway,  Kolkata   is  a unique  cadre   performing    both Operational   and Commercial   duties,   the  percentage   distribution of posts for  restructuring    of this  cadre  as proposed   by Metro   Railway  administration    was under consideration  of the Ministry  of Railways   for  some time.   As a  result  of the ‘review undertaken   on the  basis of  functional,    operational    and  administrative     requirements,    it  has been  decided  with the approval   of  the  President   that   benefit   of  cadre  restructuring    may  be  given  to  the  Traffic Assistants.  Metro   Railway,  Kolkata   as per the   percentage   distribution  of  posts  indicated   in  the enclosed  Annexure   ‘A’.    While   implementing  these orders,  the  following  detailed   instructions<br />
should  be strictly  adhered  to  :</p></blockquote>

<td>Date of effect</td>
<td>1. The  restructuring  of  the  cadre  will  be with    reference   to  the sanctioned        cadre  strength     as  on   the  date  of  issue of  these orders.        The staff  who  will  be placed  in higher  grade  pay as  a result of  implementation   of  these   orders   will   draw   pay  in higher  grades w.e.f   <strong>date  of issue of these orders. </strong>The  benefit of   restructuring·    will   be  restricted    to   the   persons   who   are working  in the  cadre  on  the  cut-off-date  i.e.  date  of  issue of these  orders.</td>
</tr>
<tr>
<td>Applicability    to   various cadres</td>
<td>2.    These   orders   will   be  applicable    to   <strong>the   permanent regular posts   of   Traffic    Assistants   cadre    (excluding surplus   </strong>&amp; <strong>supernumerary posts)  </strong>of  the   Metro    Railway  establishment. Only those  temporary  posts which  are in operation   for  atleast three  years  may also be taken  into  account  for  the  purpose  of applying     revised     percentage.         This    will    be   subject    to certification  that  these  posts  are  meant   for  regular   activities which  will  continue   and not for  any sporadic  requirements.2.1  These   orders   will   not   be applicable    to   ex-cadre &amp;  work charged   posts  which   will   continue   to  be  based  on<br />
worth of charge.</td>

<tr>
<td>Pay Fixation</td>
<td>3.      The pay of staff  promoted  against  the  additional   higher  grade posts as a  result  of restructuring (including  chain/resultant vacancies)  will   be  fixed   as per  Rule  13 of  RS(RP) Rules,2008 with  the  benefit   of   one  increment  @  3%   of  basic   pay,   with the  usual option  for  pay fixation   as   per extent  rules.</td>
</tr>
<tr>
<td>Existing classification and   filling    up   of  the vacancies</td>
<td>4.      The existing  classification    of the  posts covered  by these   orders as   ‘selection’   and   ‘non-selection’,    as the  case may  be remains unchanged.    However,  for  the  purpose   of  implementation   of these     orders,    if    any   Traffic    Assistant      becomes     due    for promotion  to  a  post classified as   a  ‘selection’   post, the  existing selection    procedure   will  stand  modified   in such   a  case    to the extent    that   the   selection    will   be  based   only  on  scrutiny    of service record and confidential reports   without    holding    any written        and/or     viva-voce test. This  modified selection procedure   has  been  decided   upon  by the  Ministry of  Railways as   a  one time  exception  by special dispensation,     in view   of the numbers involved,    with    the    objective     of  expediting     the implementation   of  these   orders.   Similarly   for  posts   classified as     ‘non-selection’  at   the   time    of   this    restructuring,       the promotion  will   be  based   only  on scrutiny    of  service   records and confidential  reports.4.1      Normal  vacancies   existing   on the  date  of issue of these  orders (except     direct   recruitment  quota)   and  those   arising    on  that date   from   this   cadre   restructuring  including    chain/resultant vacancies    should  be tilled   in the  following  sequence:(i)     From  panels   approved   on  or  before  the  date  of  issue  of these  orders   and   current  on that date;(ii)  and the  balance   in the  manner   indicated   in para 4 above.</p>
<p>4.2      Such    selections   which  have  not  been  finalized   till  the  date   of issue   of these  orders   should  be cancelled/abandoned.</p>
<p>4.3      All  normal   vacancies   arising   from     the   next    day  of  issue    of these  orders  will  be filled  by normal  selection   procedure.</p>
<p>4.4      All   vacancies    (including    chain/resultant      vacancies)     arising purely  due  to  this  cadre  restructuring    should    be filled   up  by senior    employees     who    should    be   given    benefit    of  the promotion from  the  date of issue of these  orders   whereas  for the  normal   vacancies    existing   on the  date   of  issue     of  these orders,    junior    employees     should     be   posted    by   modified selection    procedure     but  they  will  get  promotion  and  higher pay from  the  date   of taking  over the posts as per normal   rules. Thus  the  special  benefit   of  the  promotion  from    the   date   of issue of these  orders   is  available   only  for  vacancies  arising    out of  cadre   restructuring  and  for   other  vacancies,   the   normal rules  of  prospective    promotion  from   the  date  of filling   up of vacancy will apply.</p>
<p>4.5  In cases where   percentages   have  been   reduced   in the  lower grade  and  no additional  post  becomes   available  as a  result     of restructuring   (including  chain/resultant  vacancies), the existing  vacancies  on the  date  of issue of these  orders    should be filled   up by normal  selection procedure.</p>
<p>4.6       Direct   recruitment  percentages   will    not  be  applicable   to  the additional posts  arising  out  of these  restructuring orders   as  011 the   date   of   effect.   The   direct   recruitment     percentage    will apply    for   normal     vacancies     arising     on’  or   after     the   date following   the  date  of  effect.   The  direct   recruitment  quota    as existing  prior    to   the   date   of   effect    will   continue    to   be maintained.</p>
<p>4.7       Employees  who   retire/resign   or  expire  in between  the  period from   the  date  of  effect  of these  orders    to  the  date  of  actual implementation    of these  orders,  will  be eligible  for the  fixation benefits      and  arrears   under   these   orders   from   the   date   of effect,  if they  are  otherwise   eligible  for  the  said benefit.</p>
<p>5.        Extant    instructions     for    D&amp;A/Vigilance      clearance    will     be applicable   for  effecting  promotions  under  these orders with<br />
reference   to  date  of  effect  of these  orders.</td>
</tr>
<tr>
<td>Minimum years of  service  in each grade</td>
<td>6.       While    implementing     the    restructuring      orders,     instructions regarding   minimum     period  of  service  required   for  promotion issued   from  time   to  time  should   be followed.    However,   while considering   any  relaxation   in the  residency   period    prescribed for   promotions,     General   Manager   would   personally    ensure<br />
that  the  safety aspect   of Metro   Railway  is  not  compromised.</td>
</tr>
<tr>
<td>Basic   functions duties and responsibilities</td>
<td>7.      Since  the  cadre  as detailed   in  the annexure   to  this   letter    is being            restructured      on      functional,       operational        and administrative  considerations,   the  posts  being  placed  in higher scales  of  pay  as a   result   of  restructuring   should   include    the duties  and responsibilities     of greater  importance.</td>
</tr>
<tr>
<td>Adjustment of excess number  of posts.</td>
<td>8.       If  prior   to   issue  of  these   instructions   the   number   of  posts existing     in    any  grade   in    any   particular   cadre   exceeds    the number  admissible    on  the   revised   percentages,   the   excess may   be  allowed   to  continue   to  be  phased   out  progressively with  the  vacation  of the  posts   by the  existing   incumbents.</td>
</tr>
<tr>
<td>Provision   of reservation</td>
<td>9.      The  existing   instructions  with   regard  to  reservation   of  SC/ST<br />
wherever applicable  will  continue  to apply.</td>
</tr>
<tr>
<td>Refusal of promotion</td>
<td>10.      Such  of  the  Staff  as had  refused   promotion  before   issue   of these    orders    and   stand    debarred    for   promotion   may   be considered      for    promotion,     in    relaxation     of   the     extant provisions   as   a  one  time  exception,    if they  indicate   in   writing that   they   are    willing   to   be  considered     for   such  promotion against  the  vacancies  existing   on  the  date  of  issue    of  these orders   and  arising   due  to   restructuring    on  the   date.     This relaxation   will  not  be applicable  to  vacancies    arising    after  the date of effect.</td>
</tr>
<tr>
<td>Matching  Savings</td>
<td>11.      Entire  scheme    of  restructuring   is   to  be  a   self-financing     and expenditure    neutral   proposition.     Financial    implications    should be    worked    out   taking   into   account   the   revised    basic   pay (including    the  Grade  Pay)   corresponding     to  the   midpoint     of the  pre-revised  pay scales   in respect    of   each    post   as   listed in the  fitment   table  circulated   vide  Railway   Board’s   letter    no. PC-Vl/2008/1/RSRP/1 dated     11-09-2008     and    12-09-2008, along  with   the  Dearness    Allowance   as   applicable on date  of effect  of these  orders.11.1 After   working  out   the   financial    implications,   the    matching savings   should   be effected   from  the  category   itself.    Wherever<br />
it   is     not   possible    to   do   so   from   the   category    itself,    the matching   savings  should  be arranged   from  the  department     at zonal  level.    But  before   restructuring   the   cadre  as per  the revised  percentage    distribution   of  posts,   matching    savings will   have  to   be  ensured   by  surrender  of  24  posts   at  the lowest  grade.        While    effecting      surrender       of    posts     of equivalent    financial   value,  the  existing    vacant  posts   available in the  category  on the  date  of effect  should  be considered    for the   purpose   of  off-setting the cost   of  restructuring/financial effects of   restructuring.  Board   desires  that  the    General Manager  should ensure that  the  restructuring is  implemented expeditiously  with   matching   saving without   any exception     and difficulty.    There  would   be no restructuring     without    matching savings  by surrender  of posts.11.2     Revised percentage   distribution  of posts as   per these   orders   is to  be based   upon the sanctioned   cadre  strength  as   on the  date of issue  of these  orders.   Surrenders  are to  be effected   on this sanctioned   strength   and  the  resulting   imbalance/variation     in the   cadres   is  to   be reviewed  at   the   time   of  next    annual review  as indicated   below.</td>

										<content:encoded><![CDATA[<p><strong>Cadre Restructuring Proposal for Group -C Cleared by MOC &amp; IT</strong></p>
<p>The Cadre Restructuring for Group -C Employees has been signed by the Ministry and forwarded to DOPT for Final Approval on 13.05.2015.</p>
<p>It is expected that the proposal would be approved by DOPT after various formality checks and clearance from Department of Expenditure of Ministry of Finance.<br />
<strong>The Salient features of the agreement are as follows :</strong></p>
<blockquote><p>1. Number of LSG posts will increase from 8 % to 22 %</p>
<p>2. Number of HSG II posts will increase from 2 % to 12 %</p>
<p>3. Number of HSG I posts will increase from 1.5 % to 4 %</p>
<p>4. After completion of 2 years in HSG I the official will be promoted to 4800 GP (Non-functional Basis)</p>
<p>5. The above proposal will be applicable to RMS, Circle Office and SBCO in the same ratio</p>
<p>6. Postman/Mail guard will get the same ratio of promotion.</p></blockquote>
<p>1. The Post of SPM in Single and Double Handed Post offices will be placed under 2800/- Grade Pay ie All LSG and I MACP officials would man the offices.</p>
<p>2. The Post of SPM in Triple Handed and LSG Post offices will be placed under 4200/- Grade Pay ie All present HSG II / MACP II officials would man the offices and Posts.</p>
<p>3. The Post of HSG I and HSG II would be merged and placed under Grade Pay of 4600/- and be granted 4800/- on non functional basis after 4 Years.</p>
<p>4. The Post of Existing Postmaster Cadre officials will be modified in light of the same on approval of the Cadre Restructuring…</p>
<blockquote><p><strong>The Present Postmaster Grade -I Offices are likely to be placed under the Grade Pay of 4200/-</strong></p></blockquote>
<p>The Grade I Posts are likely to get ungraded to Grade II , creating wide opportunity for the Postmaster Cadre Official to get promoted to Grade II and Placed within the same division.</p>
<p>The Present Grade II offices are likely to be placed under 4600/- Grade Pay creating more number of offices for HSG I and II officials.</p>
<p>The Norms of the Postmaster Grade III Offices would be modified so as to identify 1/3rd of the merged HSG I and II for Postmaster Grade III.</p>

<p>As per Instructions contained in para 12 to 12.2 of Board’s letter of even no. dated 08-10-2013 (RBE No. 102/2013), for implementation of cadre restructuring of Group ‘C’ staff, the matching savings by surrender of posts should be effected from the category itself. Wherever it is not possible to do so from the category itself, the matchtng savings should be arranged from the department at the divisional/zonal level. If the Department/Railways are not able to provide the matching savings, the particular category/department will not be restructured.</p>
<p>2. It has been broughf to the notice of Board that there is currently shortage of Booking Clarks &amp; Ticket Checking Staff and given the increase in passenger traffic &amp; the introduction of new trains, Zonal Railways are finding it difficult to smoothly conduct the commercial activities of sale of tickets &amp; ticket checking. While shortage of Commercial staff varies from zone to zone, it is particularly acute in a few zones. As such, It is viewed that since Booking Clerks &amp; Ticket Checking Staff are being essentially, revenue earning categories, any further reduction in strength of these categories due to implementation of cadre restructuring especially in the zones already facing acute shortage, would not be desirable as it may lead to closure of counters or leaving coaches unmanned, thereby resulting in leakage of revenue.</p>
<p>3. The requirement of matching savings by surrender of posts is a mandatory pre-condition for cadre restructuring. Therefore, keeping in view the non-feasibility of further surrender of posts for cadre restructuring from the above mentioned two categories of Commercial Department in certain zones due to existing shortage of staff in these categories, it has been decided by Ministry of Railways (Railway Board) that after working out the financial implications for Booking Clerks &amp; Ticket Checking Staff of Commercial Department as per instructions contained in para 12 of Board’s letter of even no. dated 08-10-2013 (RBE No. 102/2013). the General Managers may also consider the possibility of surrender of posts against matching savings from the alternate cadres at the Divisional/Zonal level, wherever absolutely must. In very rare &amp; exceptional circumstances as a last resort, the option of using matching savings from vacancy bank may be considered as per laid down norms. However, there wouId be no revision of percendage dIstribution of posts without matching savings.</p>
<p>4. Except the above mentioned two categories (Booking Clerks &amp; Ticket Checking staff) of Commercial Department, matching savings by surrender of posts for all other categories mentioned in the Annexure ‘A’ o ‘H’ of Board’s letter dated 08-10-2013 (RBE No. 102/2013), should continue to be arranged as per Instructins laid down in para 12 to 12.2 of Board’s letter ibid.’</p>
<p>5. These instructions are in partial modifications of Board’s letter no. 2013/TG-II/12/16/Cadre dated 31-01-2014.</p>
<p>6. This issues in consultation with the Commercial Directorate &amp; with concurrence of the Finance Directorate of this Ministry.</p>
<p>7. This disposes of Eastern Railway’s letter no. E.740/O/Restructiring dated 02-05-2014 and E.C.Railway’s fetter no. ECR/HRD/Restructuring/Comml./14 dated 23-04-2014.</p>

<p>After implementation of VIth CPC report by Government, there is a growing demand from Staff Side to review the cadre structure of clerical staff in the light of recommendations of VIth CPC and accordingly OFB has constituted a committee.</p>



<p>02. The recommendations of the Committee has been accepted by OFB and are summarised below…</p>



<p><strong>(i) The number of posts of LDC and UDC is proposed to be 1700 each, which is the bare minimum at the lower level of the Clerical Cadre for smooth running of offices in the various Ordnance Factories.&nbsp;</strong></p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p><strong>(ii) The number of posts of Office Superintendent is proposed to be fixed at 1600 for efficient running of the higher hierarchy of the Clerical Cadre.<br />(iii) The number of posts of Junior Works Manager (NT/OTS) is proposed to be 30% of the strength of Office Superintendent for further strengthening of the top hierarchy of the Clerical Cadre and taking care of the genuine aspirations of the cadre.<br />(iv) The following rationalised structure is proposed</strong>…</p></blockquote>

<blockquote><p>Chairperson&#8217;s note regarding implementation of the Cadre restructuring</p></blockquote>
<p>Implementation of the Cadre Restructuring of the department has been approved by Hon’ble FM on 10.05.2014- Chairperson’s note regarding implementation of the Cadre restructuring</p>
<p>Greetings to the IC&amp;CE family. It is my pleasure to inform you that implementation of the cadre restructuring of the department has been approved by the Hon’ble FM on 10.5.2014. Months of hard work and waiting have finally paid off. The cadre restructuring is late by 7 years, even so there is a cause for happiness as a large number of promotions in different grades can now take place.</p>
<p>However, we have no time to rest as the implementation of the CR requires focus and a lot of hard work.</p>
<p>It is in the interest of the department to have a committed and largely satisfied work force. Stagnation is one of the de-motivating factors in this regard. While CR resolves some of the issues leading to stagnation. it does not address some of the root causes of stagnation. For this we have to take other actions such as amending the RRs, raising the matter before the next Pay Commission etc. Addressing the root of the problem also takes clarity of mind, time, patience and persistence since other Ministries &amp; agencies are involved. It also requires that we remain united at all times. We should be cautious that divisiOns &amp; differences do not derail/side track the process of CR which is in the larger interest of the entire department. Just as a motivated work force is important, credibility of the higher bureaucracy in the department is also equally important and must not be undermined.</p>
<p>Promotions to Group B gazetted and lower posts are to be done by the CCA’s. I hope that ACRs/rosters and vigilance clearances etc. are up to date. I urge all officers, staff and associations of the department to be united and face the challenges of implementation with patience, persistence and a spirit of cooperation. I again thank all of you for your support in carrying through this important work.</p>

<p><strong>2. Large number of posts of Assistant is lying vacant in NSSO Offices due to not taking up the merger of the posts of Office Superintendents &amp; Assistants after a lapse of long 8 years since 6th CPC.</strong></p>
<p><strong>3. Posts of Administrative Officers are lying vacant very long for want of recruitment rules for the post.</strong><br />
Sir,<br />
This Association had written a letter to your office vide letter No. Assn/2/2012/GS Dated 23/07/2012 to apprise the inordinate delay in implementation of cadre restructuring of Administrative Staff in NSSO Offices thereby bringing you the disappointment of the Staff shouldering heavy responsibilities of Administrative Officers in the NSSO Offices retiring on the post of UDC/Assistants without getting any pay parity (copy enclosed). Thereafter, I have contacted the concerned authorities in the Ministry several times and explained the miseries of the Administrative Staff of the NSSO Offices carrying higher responsibilities without getting a matching pay scale. But despite of a lapse of 1 year and 9 months after the submission of the aforesaid letter no significant development in the implementation of the Cadre restructuring has been taken place.</p>
<p>It is worth mentioning here that this is the only cadre restructuring for Administrative Staff which has been initiated by the Ministry since the very inception of the NSSO. But unfortunately the maiden Cadre restructuring itself has not reached anywhere even after 5 years from its initiation.</p>
<p><strong>2. Non filling of vacancies of Assistant.</strong><br />
Large number of posts of Assistant is lying vacant in FOD Offices where UDCs are discharging duties of Assistant in addition to their own duties as UDC without any additional remuneration and forced to retire on the post itself. FOD has informed that vacant post of Assistant is not being filled up due to the pending merger of the posts of Office Superintendent and Assistant. In the Regional Offices of FOD Office Superintendent with Gazetted status were functioning as Section Officer and DDO and on the ground a request for upgradation of the OS post to the Section Officer was made by this Association immediately after implementation of the 6th Pay Commission. But the same was not considered by the Ministry. And yet, merging of these two posts has not taken place even after 8 years of implementation of 6th CPC. This has largely affected career of the UDC and LDCs of the FOD.</p>
<p><strong>3. Non filling of vacancies of Administrative Officer.</strong><br />
Majority of the posts of Administrative Officer, sanctioned in the FOD Offices has been lying vacant for the reason that the recruitment rule for the post of Administrative Officer has not been finalized. The initiation for change of recruitment rule for the post would have been started immediately after the implementation of the Pay Commission. But it pains to note that after 8 years of implementation of the Pay Commission the recruitment rule for the post has not been modified and due to this only reason, the person qualified to get promoted to the post of AO are suffering.</p>
<p>It is requested to please take a favorable action on the matter immediately.</p>

<p>Subject:  <strong>Cadre Restructuring and re-organization of field formations under central board of excise &amp; customs.</strong></p>
<p>Madam<br />
I am directed to convey the sanction of the competent authority for creation of 18067 posts in various grades under the central Board of Excise &amp; customs, as per details in Annexure A to this letter, with immediate effect. With the creation of these posts, the total sanctioned staff strength of the Central Board of Excise &amp; Customs will be increased from the existing 66808 to 84875.</p>
<p>2. The posts approved for creation include 2118 temporary Group A posts created in Junior Time Scale for a period of five years from the dated of this letter, to be regulated in the manner stipulated in Para 4 here under.</p>
<p>3. The new vacancies arising due to additional regular posts approved for creation in the Junior Time Scale as well chain vacancies in JTS arising due to promotions against additional posts created at higher levels will be filled up in accordance with the provisions of India Revenue Service (Customs &amp; Central Excise) Recruitment Rules, 2012 and the extant instructions of DOP &amp;T.</p>
<p>4. The temporary vacancies arising due to creation of 2118 temporary posts in Junior Time Scale will be operational for five years from the date of this letter and will be filled up only on promotion from the feeder grades specified in the relevant recruitment rules. The promotions against these vacancies shall not entail further promotion to any level beyond JTS.</p>
<p>5. All additional posts created in various other grades will also be filled up in accordance with the provisions of the relevant recruitment rules.</p>
<p>6. Pending notification of revised recruitment rules, wherever required the newly created/re-designated posts will be filled up on the basis of the extant Guidelines for Recruitment Rules, issued by the Department of Personnel &amp; Training. Concurrence of Deptt. of Personnel &amp; Training would be obtained for the relaxations, wherever required.</p>
<p>7. Wherever the posts recommended for abolition are filled up at present, such abolition will be effective on such posts being relinquished by the existing incumbents by way of promotion, transfer, retirement, resignation etc.</p>
<p>8. The formation-Wise distribution of the posts at various levels will be issued  separately. Details of Group “C” Posts will also be communicated separately.</p>
<p>9. This issues with the approval of competent authority and with the concurrence of integrated Finance Unit vide their ID No.212509/JS&amp;FA(F)/2013 dated December 18,2013.</p>
