Sub: Cadre Review of Clerical Staff in Ordnance Factorise Organisation.

After implementation of VIth CPC report by Government, there is a growing demand from Staff Side to review the cadre structure of clerical staff in the light of recommendations of VIth CPC and accordingly OFB has constituted a committee.

02. The recommendations of the Committee has been accepted by OFB and are summarised below…

(i) The number of posts of LDC and UDC is proposed to be 1700 each, which is the bare minimum at the lower level of the Clerical Cadre for smooth running of offices in the various Ordnance Factories. 

(ii) The number of posts of Office Superintendent is proposed to be fixed at 1600 for efficient running of the higher hierarchy of the Clerical Cadre.
(iii) The number of posts of Junior Works Manager (NT/OTS) is proposed to be 30% of the strength of Office Superintendent for further strengthening of the top hierarchy of the Clerical Cadre and taking care of the genuine aspirations of the cadre.
(iv) The following rationalised structure is proposed…

*466 exclusively for promotion of Chargeman and 480 exclusively for promotion office Superintendent to JWM (NT/OTS).

**Exclusive promotional post of JWM from the feeder grade of Office Superintendent.
The financial implication of cadre restructuring is given in the table below…

(v) Net savings due to this rationalisation is Rs.13,07,400/- (Thirteen Lakh Seven Thousand and Four Hundred only) per annum.

Sir,
We are in receipt of the copy of OFB letter cited under reference (ii) above alongwith M of D letter dt 23.01.2014 regarding framing of Recruitment Rules for the post of Master Craftsman (MCM) and Chargeman both in the same Grade Pay of Rs.4200/-.

Since Defence Finance and DOP&T have not agreed to grant 3rd MACP to MCM on completion of 30 years of regular service on the reasons that the feeder grade and promotion grade stands remain in the identical Grade Pay.  Further, it was also not agreed to grant one increment on their re-designation from MCM to Chargeman (T).  Based on this refusal, DOP&T suggested to M of D to create separate channel for promotion to MCM and Chargeman (T) and accordingly a model proposal was suggested by M of D and circulated to all Directorates and Federations asking views and comments for further action.

While forwarding the model proposal by OFB vide your letter Dt 03.03.2014 to all Ordnance Factories, you have mentioned in para (3) giving your views about the changes and its functional implications and impacts on the career prospects of other categories.

Giving your proposals and impacts on the changes on model proposal it appears that OFB is having prejudice on the matter which shows that OFB itself is not interested in agreeing to the views of M o D.

We therefore, are totally oppose to the comments of OFB mentioned in your letter, whereas INDWF is firmly support to the proposed model of M of D which will be benefited to the organisation as well as to the individuals.

a)    MCM till they become JWM will continue to work as workman by which we shall be getting their services of workmen (MCM) to work.
b)    Chargeman (T) all will be with the background of having Diploma both through DR & LDCE.
c)    The prospects of promotion of Chargeman will not affect at any cost to others.
d)    The MCM can become only after 25 to 30 years of service only at the end of their long service.

Therefore, the model proposal may please be accepted and a favourable decision may please be forwarded to M of D so that MCM can be considered for 3rd MACP.

In continuation to this office earlier circular bearing No. Pay/Tech-II/04/2013/17/Cir dated 03.6.2013, it is intimated that the matter regarding grant of 3rd MACP benefit in the same grade pay of Rs.4200/- to the MCMs in the light of MoD ID No. 11(5)/2009-D(Civ-I) dated 23.7.2012 has been examined by this office. Accordingly it  has been decided that the said beenefit may be extended to all eligible MCMs (either in service or going to retiree) along with 3% increment benefit on Band Pay and Gr. Pay of Rs.4200/-.

In this connection ti is also mentioned that in cases where such benefit has already been given in the Gr. Pay of Rs.4600/-, only the grade pay may be restricted/reduced to Rs.4200/-.

As an important decision taken in the national convention of All India Defence Employees Federation (AIDEF) held in Pune, memorandum was submitted to the Cabinet secretary through the chief of Southern Naval Command, media sources said.

The AIDEF Federation and the union of Cochin Naval Base Civilian Workers has demanded through their memorandum that the 7th CPC should be appointed soon and also demanded that 50% of Dearness allowance should be merged with basic pay.

Media report said that to clear the anomalies of 6th Central Pay Commission, withdrawing New Pension Scheme and PFRDA Bill, raising the ceiling of Bonus, relaxation children education allowance from Income Tax, Cash less health scheme to all Central Government  Employees and removing the unscientific clauses in appointment of dependents are some important demands has been raised by the union of Cochin Naval Base Civilian Workers in their memorandum.

INDWF writes to OF Board regarding restructuring of Ordnance employees (Artisan staff)

INDWF General Secretary Shri.R.Srinivasan writes a letter to DGOF and Chairman of Ordnance Factory Board on 5th July, 2013 regarding the implementation of four grade structure in Ordnance factories to the employees of Industrial cadre. The General Secretary insists to give clear clarification and instructions on exemption for promotions while implementation of 4 Grade structure to all factories immediately.

Sir,
OF Board vide their letter quoted under reference addressed to all Sr.GMs/GMs of Ordnance and Ordnance Equipment group of Factories intimated that while implementing the 4 Grade structure in Industrial Cadre as per M of D instruction dt 14.06.2010 only one exemption for one promotion was to be given to the cadre of Industrial Employees, next promotion was to be given after duly conducting Trade Test, after the date of issue of M of D instructions and the promotions may be effected from a prospective date.

In this regard, we would like to convey that the promotions were granted based on the instructions of M of D letter dated 14.6.2010 granting one time exemption but in some Factories, based on the Trade Test conducted where vacancies exists, have been granted promotions by many Factories.

At this belated stage giving clarification and instructing the factories to dispense with the promotions and any action taken to reverse will lead to unrest and it would be better to regularise the promotions as they were already placed.
