<blockquote><p>Chairperson&#8217;s note regarding implementation of the Cadre restructuring</p></blockquote>
<p>Implementation of the Cadre Restructuring of the department has been approved by Hon’ble FM on 10.05.2014- Chairperson’s note regarding implementation of the Cadre restructuring</p>
<p>Greetings to the IC&amp;CE family. It is my pleasure to inform you that implementation of the cadre restructuring of the department has been approved by the Hon’ble FM on 10.5.2014. Months of hard work and waiting have finally paid off. The cadre restructuring is late by 7 years, even so there is a cause for happiness as a large number of promotions in different grades can now take place.</p>
<p>However, we have no time to rest as the implementation of the CR requires focus and a lot of hard work.</p>
<p>It is in the interest of the department to have a committed and largely satisfied work force. Stagnation is one of the de-motivating factors in this regard. While CR resolves some of the issues leading to stagnation. it does not address some of the root causes of stagnation. For this we have to take other actions such as amending the RRs, raising the matter before the next Pay Commission etc. Addressing the root of the problem also takes clarity of mind, time, patience and persistence since other Ministries &amp; agencies are involved. It also requires that we remain united at all times. We should be cautious that divisiOns &amp; differences do not derail/side track the process of CR which is in the larger interest of the entire department. Just as a motivated work force is important, credibility of the higher bureaucracy in the department is also equally important and must not be undermined.</p>
<p>Promotions to Group B gazetted and lower posts are to be done by the CCA’s. I hope that ACRs/rosters and vigilance clearances etc. are up to date. I urge all officers, staff and associations of the department to be united and face the challenges of implementation with patience, persistence and a spirit of cooperation. I again thank all of you for your support in carrying through this important work.</p>

<p>Subject:  <strong>Cadre Restructuring and re-organization of field formations under central board of excise &amp; customs.</strong></p>
<p>Madam<br />
I am directed to convey the sanction of the competent authority for creation of 18067 posts in various grades under the central Board of Excise &amp; customs, as per details in Annexure A to this letter, with immediate effect. With the creation of these posts, the total sanctioned staff strength of the Central Board of Excise &amp; Customs will be increased from the existing 66808 to 84875.</p>
<p>2. The posts approved for creation include 2118 temporary Group A posts created in Junior Time Scale for a period of five years from the dated of this letter, to be regulated in the manner stipulated in Para 4 here under.</p>
<p>3. The new vacancies arising due to additional regular posts approved for creation in the Junior Time Scale as well chain vacancies in JTS arising due to promotions against additional posts created at higher levels will be filled up in accordance with the provisions of India Revenue Service (Customs &amp; Central Excise) Recruitment Rules, 2012 and the extant instructions of DOP &amp;T.</p>
<p>4. The temporary vacancies arising due to creation of 2118 temporary posts in Junior Time Scale will be operational for five years from the date of this letter and will be filled up only on promotion from the feeder grades specified in the relevant recruitment rules. The promotions against these vacancies shall not entail further promotion to any level beyond JTS.</p>
<p>5. All additional posts created in various other grades will also be filled up in accordance with the provisions of the relevant recruitment rules.</p>
<p>6. Pending notification of revised recruitment rules, wherever required the newly created/re-designated posts will be filled up on the basis of the extant Guidelines for Recruitment Rules, issued by the Department of Personnel &amp; Training. Concurrence of Deptt. of Personnel &amp; Training would be obtained for the relaxations, wherever required.</p>
<p>7. Wherever the posts recommended for abolition are filled up at present, such abolition will be effective on such posts being relinquished by the existing incumbents by way of promotion, transfer, retirement, resignation etc.</p>
<p>8. The formation-Wise distribution of the posts at various levels will be issued  separately. Details of Group “C” Posts will also be communicated separately.</p>
<p>9. This issues with the approval of competent authority and with the concurrence of integrated Finance Unit vide their ID No.212509/JS&amp;FA(F)/2013 dated December 18,2013.</p>

<p>Sub:-Upgradation of the posts of Chief Commissioners and Directors General of Income Tax from HAG to HAG+-reg.</p>
<p>In accordance with the approval of the Cabinet conveyed vide Cabinet Secretariat letter No.20/CM/2013(i) (Case No.165/20/2013) dated 27th May, 2013, read with the sanction order of even number dated July 19, 2013 the posts of Chief Commissioners of Income Tax stand upgraded from HAG Scale of Rs.67,000-79,000/ to HAG+Scale of Rs.75,500-80 000/-w.e.f. 23.05.2013.</p>
<p>The pay of the officers holding the posts of Chief Commissioners of Income Tax/Directors General of Income Tax shall be regulated in terms of FR 23 of FRSR (General Rules).</p>
<p>This issues with the approval of the Finance Minister.</p>

Top IRS officers to get fixed pay scale of Rs 80,000 per month</p>
<p>Top income tax sleuths will now get a fixed pay scale of Rs 80,000 per month on par with secretaries in the Union government and police chiefs.</p>
<p>The proposal, approving the enhanced salary for chief commissioners (CCs) and directors general (DGs) of income tax, was in-principle cleared by the Union Cabinet in May when it also put its stamp of approval on the much awaited cadre restructuring of the income tax department.</p>
<p>&#8220;The decision to upgrade the salaries of these senior ranking officers from Rs 67,000-79,000 to Rs 75,500-80,000 was made by the government on July 19 and it will come into force from today,&#8221; a top Revenue department officer said.</p>
<p>This is the first time Indian Revenue Service (IRS) officers have been sanctioned the apex grade of salary and these I-T officers will now be getting equivalent pay on par with secretaries to the government and directors general of police, the officer said.</p>
<p>A total of 116 CCs and DGs of the tax department will get benefit of this decision who are tasked to collect revenue under the direct taxes category.</p>
<p>The government recently sanctioned a large-scale cadre restructuring of the I-T department and created 20,751 posts, in various ranks, in the I-T department.</p>
<p>According to the new blueprint of the I-T in this regard, the number of assessment units of the department would be &#8220;increased by 1,080 from 3,420 to 4,500 for strengthening the tax administration&#8221;.</p>
<p>This step is expected to &#8220;bring additional revenue of Rs 25,756.04 crore per annum against an expenditure of Rs 449.71 crore per annum&#8221;, the new blueprint says.</p>
<p>&#8220;The primary objective of the strengthening/restructuring exercise (of the I-T department) is to improve the efficiency of the I-T department, maximize revenue collection and provide better services to the taxpayers, apart from improving career prospects of the employees,&#8221; the blueprint, also called the vision document, says.</p>

<p>4. 300 posts of Commissioners of Income Tax have been upgraded from SAG scale of 37400 &#8211; 67000/ (Grade Pay 10,000) to Principal Commissioner of Income Tax in HAG scale of 67000 79000/</p>
<p>5. This issues with the concurrence of the IFU vide FTS 200503.</p></div>

<p><strong><br />
&#8216;Every district to have I-T office by 2013 end&#8217;</strong></p>
<p>New Delhi, July 15: Every district in the country will have at least one <a href="http://centralgovernmentnews.com/category/income-tax/">Income Tax</a> office once the ambitious cadre restructuring of the department is implemented by the end of this year.</p>
<p>The proposal was discussed at length and approved at a recent meeting of top I-T and Central Board of Direct Taxes (CBDT) officials as  they sat down to plan the roll-out of the recent government decision which sanctioned a large-scale cadre restructuring of the department  and created 20,751 posts, in various ranks, in the I-T department.</p>
<p>The CBDT, the apex policy making body of the tax department, has put its stamp of approval on the decision.</p>
<p>&#8220;The effort will be to create an I-T office in every district of India. This would not only reduce the hardship of taxpayers residing  in mofussil and small towns but also widen the tax base bringing in more revenue to the government kitty,&#8221; a top official privy to  the development said.</p>
<p>The department has also decided to implement the big- ticket restructuring proposal by the end of this year, the official said.</p>
<p>At present, only metro, semi-metro cities and few towns have I-T offices while a number of districts have no such office and taxpayers  have to go to the nearest city or neighboring district to perform tax related works.</p>
<p>The CBDT had recently called all the top officials heading I-T units across the country here to finalize the road ahead in this regard.</p>
<p>According to the new blueprint of the I-T in this regard, the number of assessment units of the department would be &#8220;increased by 1,080 from 3,420 to 4,500 for strengthening the tax administration&#8221;.</p>
<p>This step is expected to &#8220;bring additional revenue of Rs 25,756.04 crore per annum against an expenditure of Rs 449.71 crore per annum&#8221;,  the new blueprint says.</p>
<p>&#8220;The primary objective of the strengthening/restructuring exercise (of the I-T department) is to improve the efficiency of the I-T department, maximise revenue collection and provide better services to the taxpayers, apart from improving career prospects of the employees,&#8221; the blueprint, also called the vision document, says.</p>

										<content:encoded><![CDATA[<p><strong>Highlights of IT Cadre Restructuring: Proceeding of the meeting held on 5.07.2013</strong><strong></p>
<p>Proceedings of the meeting of Implementation of Cadre Restructuring in the Income Tax Department held at Civic Centre, New Delhi on 5th July, 2013.</p>
<p></strong></p>
<p>A meeting of the all Cadre control Authorities, members of the Core Committee and Sub-committees was held in Delhi at the Conference Hall of the Civic Center at 10:00 A.M. on 5th July, 2013 to familiarize all concerned with the details of the Cadre Restructuring proposals and discuss the terms of reference of each Sub-committee for coordinating implementation of the cadre restricting in the Income Tax Department. The meeting was chaired by the Honible Member(P&amp;V), CBDT.</p>
<p>&nbsp;</p>
<div id="stcpDiv">2.    The meeting opened with the welcome address of the DGIT(HRD) followed by the inaugural address by the Hontle Member(P&amp;V).</p>
<p>3.    Hon&#8217;ble Member(P&amp;V), in her inaugural address, briefed the participants about the sterling efforts of the officers which resulted in the approved Cadre Restructuring. The highlights of her address were:</p>
<p>(i)   All due procedures have to be followed for the implementation of the restructuring.</p>
<p>(ii) The CCsIT(CCA) must necessarily involve employees of Group A, B and C of the Department, after consulting with the IRS, ITGOA and ITEF, for constituting appropriate Implementation Committees for examining and formulating their recommendations.</p>
<p>(iii)    All efforts should be made to complete the restructuring entirely in the calender year 2013.</p>
<p>(iv)    The imperative for higher revenue collection (of additional revenue collection of Rs. 25,756 crores per annum) viz a viz the Cadre Restructuring and attendant creation of new posts in the department. Despite the additional efforts required for implementing the restructuring, the high revenue target must not be lost sight of. The CBDT is committed to deliver oh the revenue collection.</p>
<p>(v)    There should be an effort to create an Income Tax Office in every district of India, while drawing up the implementation plan for restructuring.</p>
<p>(vi)    While projecting workload in the region, due care should be taken by CCAs to prepare an accurate requirement of workload and posts required.</p>

<div>4.    The following are the highlights of the proceedings</div>
<div>
(i) A presentation on &#8220;Cadre Restructuring- A Perspective&#8221; was made by Sh.B.K.Jha, DIT-I (HRD). In gist, it dealt with the background of the Cadre Restructuring and the road ahead. Various recommendations of the Cadre Restructuring Committee about the future structure of the Department were informed to the House, including creation of 620 posts of Reserves for the first time.</p>
<p>The House agreed that that where flexibility in distribution of the new posts is possible, there should be keeping in view, inter alia, the various factors like workload, revenue potential and the outcome of the recommendations of the various Sub-committees set-up for the purpose inter-alia.</p>
<p>(ii) A presentation on &#8220;Terms of reference: Responsibilities of Core Committee and Sub-committees&#8221; by Shri B.K. Jha, DIT (HRD) on the terms of reference, responsibility of the Core Committee and Sub-committees formed for the specific purpose of implementation of the cadre restructuring proposal. The important points highlighted are:</p></div>

<ul>
<li>The entire work allocated to the seven Sub-committees must be completed within the time lines i.e. three months.</li>
<li>An initial report about the road map of the task to be completed by each Sub- committee should be sent to the Core Committee within a period of 2 weeks from the date of issue of the order constituting committee.</li>
<li>Periodic reports are to be Submitted by all the Sub¬committees to the Core Committee on the progress made in the areas assigned to the concerned Sub¬committees.</li>
<li>The Member-Secretary of the Sub-committees, who are all officers of the HR Directorate, will the points of first contact of the Sub-committees with the Directorate.</li>
<li>The Chairmen of the Sub-committees may; co-opt other members and also constitute working groups responsible for carrying out task assigned to the each committee.</li>
<li>The Chairman of the Sub-committee may also ensure that each group coordinates with the concerned CCA in their respective area of work and obtains necessary input from all CCIT (CCA) regions.</li>
<li>CCsIT(CCA) must not only operate their Implementation Committee, but also provide data to the Sub-committees, as required by the latter.</li>
<li>A Nodal officer at each CCIT (CCA) region may be nominated urgently by the Chairman of the respective Sub-committees, in consultation with the CCsIT(CCA), who woLild-&#8221; responsible for providing the required inputs.</li>
<li>Issues of Budgetary requirement and delegation of financial powers on the issue of creation of infrastructure for additional manpower etc., may be highlighted in the interim reports of the Sub- committees.</li>

<div>(iii)    A presentation on &#8220;Implementation Plan&#8221; was made by Shri Manoj Joshi, erstwhile DIT(HRD)-II, which dealt, inter alia, on the number of posts sanction by Cabinet, the terms of sanction, the timelines of implementation, and the linkages between the various function Sub-committees.</p>
<p>(iv)    DGIT(HRD), in his winding up address, informed that a list of issues which have been now frozen due to approvals/directions at higher levels will be intimated to the Sub-committees. Subcommittees may give their recommendations on other issues, while keeping &#8216;in view the recommendations of the Cadre review Committee. A portal will be provided to the Sub-committees and CCsIT (CCA) to provide suggestions.</p>

<strong>Restructuring of the Income Tax Department</strong></p>
<p>The Union Cabinet today approved the proposal for creation of 20,751 additional posts in the Income Tax Department in various cadres that is 1349 additional posts in the IRS cadre and 19,402 additional posts in the non-IRS cadres. This will help the <a href="http://centralgovernmentnews.com/category/it-exemption/">Income Tax</a> Department collect increased revenue and provide better tax payers services.</p>
<p>An additional expenditure of Rs. 449.71 crore per annum is likely to be incurred on creation of additional posts and upgradation of some existing posts. This additional expenditure would be more than compensated by the increased revenue of more than Rs. 25,000 crore per annum proposed to be generated as a result of this exercise.</p>

<p>Paving the way for launching a massive recruitment drive to hire around 19,000 tax officials across the country in the next couple of years, the group of ministers on cadre restructuring of income tax department on Monday gave its nod to the proposal of substantially increasing the strength of revenue officials.</p>
<p>These recruitments will take place in a phased manner. While 800 of them will be recruited as Indian Revenue Service (IRS) officers in Group A, remaining over 18,000 will be employed as Group B and Group C officials.</p>
<p>&#8220;The proposal will now go to the Cabinet. The recruitment drive will be launched after getting Cabinet approval,&#8221; an official said.</p>
<p>Sources said the GoM — comprising finance minister P Chidambaram, home minister Sushilkumar Shinde, environment and forests minister Jayanthi Natarajan and minister of personnel V Narayanasamy – also decided to extend the rank and pay of special secretaries to chief commissioners of large income tax zones and to chiefs of various directorates under the Central Board of Direct Taxes (CBDT).</p>
<p>It is learnt that the group of ministers gave its nod to increase the strength of IRS and other income tax officials despite opposition to it from Narayanasamy who argued that other departments may ask for increasing the strength of their respective cadres once the government allows it for income tax department.</p>
<p>The proposal was, however, cleared when the finance minister convincingly spoke on the merit of the decision. Ministers, during a brief meeting, agreed that the move will significantly increase the efficiency of tax administration at the time when the government is committed to increase its tax collection besides providing better and faster delivery of services.</p>
<p>The finance minister is learnt to have dismissed the argument that creating a higher number of senior positions would lead to problems pointing out that even states such as Andhra Pradesh had several chief secretary rank officials and there were more director general of police in place than the number of states. He noted that his ministry was going to undertake a restructuring of roles of the officials in order to ensure a greater mopping up of taxes.</p>
<p>It was pointed out in the meeting that the move would not only help tax payers in getting quicker refunds, but would also detect the high net worth individuals who, at times, either escape the tax net or just end up under-paying taxes.<br />
