<p>New Delhi: Three days into GST regime, Cabinet Secretary P K Sinha today asked all ministries and departments to ensure that their is no shortage of goods and prices of essential items are kept under check.<br />
Sinha held a review meeting to take stock of situation post implementation of the new tax regime, and departments have been asked to ensure that retailers, dealers/shopkeepers should display a price list under GST of items sold by them.</p>
<p>“Government has asked all the departments to ensure that their is no shortage of products and consumer items in order to keep a check on prices. Special emphasis was laid on to keep prices of essential commodities under check,” a finance ministry statement said.</p>
<p>Sinha stressed that benefits of GST should be passed on to consumers, which would in turn also keep inflation under control.</p>
<p>“Various machines used by dealers, retailers for computerised billing should be calibrated at the earliest as per the new GST rates,” he added.</p>
<p>A four tier Goods and Services Tax (GST) &#8211; 5, 12, 18 and 28 per cent &#8211; has been rolled out from July 1. Essential items like salt, unpacked food grains, cereals have been kept a zero rated to ensure that there is no price rise.</p>
<p>Sinha also asked departments to be ready to deal with queries of their stakeholders.</p>
<p>“In order to do so, officers of every ministry should equip themselves and have full knowledge of the details relating to GST concerning their respective Ministry,” he said.</p>
<p>A similar review meeting will be held every week to keep a close watch on GST rollout.</p>
<p>Sinha has also asked all the departments/ministry to provide all the relevant information relating to GST concerning their ministry/department, including GST rates on their respective websites.</p>
<p>He asked the secretaries to get more detailed feedback and in-depth details of the field from their respective stakeholders, officers and consumers at large after GST implementation.</p>
<p>The officers should be fully ready to deal with it so that there is quick response to any situation, the statement said.</p>
<p>Sinha asked them to launch campaigns to make their stakeholders and consumers fully aware about GST related matters concerning their respective ministry/department.</p>
<p>Apart from Revenue Secretary Hasmukh Adhia, the 20 secretaries, including from textile, consumer affairs, food processing, railways, MSME, rural development, tourism, fertiliser, pharma, and financial services attended the meeting. CBEC officials were present in the meeting.</p>
<p>On June 20, Sinha had taken GST preparedness meeting with 30 ministries and departments and had asked the secretaries to organise outreach meetings and publicity campaigns through their departments and PSUs for explaining the provisions of new law and rules to their stakeholders.</p>
<p>The finance ministry had yesterday said that the two days of GST rollout has passed “without any major problems being reported” from the field offices.</p>
<p>“The Revenue Department has got encouraging reports from the roadside dhabas and big restaurants as well as from kirana shops to departmental stores which, in turn, have started getting acclimatised to the new tax system,” it had said.</p>
<p>The biggest indirect tax since Independence, GST removes at least 17 different taxes and transforms India into a single market for seamless movement of goods and services.</p>

<p>Today I met the Cabinet Secretary (Government of India) and handed him over a copy of our letter regarding inordinate delay in implementation of the report of the Ashok Lavasa Committee on Allowances.</p>
<p>Also shown him our anguish regarding other demands, pending with different committees, such as Minimum Wage, Fitment Formula and NPS, etc. etc.</p>
<p>The Cabinet Secretary said that, he has fixed date of 1st June, 2017 for perusal of the report of the Allowances Committee by the Empowered Committee, and soon after that, he will send a memorandum to the Cabinet for their consideration.</p>

										<content:encoded><![CDATA[<p><strong>7th CPC: Secretaries group submits final report to Fin Min; Cabinet approval in 15 days</strong></p>
<p>New Delhi: It&#8217;s good news for central government employees eagerly waiting for the implementation of 7th Pay Commission.</p>
<p>The implementation of 7th Pay Commission appears to be a matter of a few days now. As per Dainik Jagran report, the Cabinet Secretary met the PMO officials on Wednesday and apprised them about the secretaries panel&#8217;s recommendations on the salary and allowances hike recommended for central government employees.<br />
The secretaries panel reviewing the 7th pay commission&#8217;s recommendations have submitted its report to the Finance Ministry. The Finance Ministry will prepare a note and present it before the Cabinet in the next 15 days.</p>
<p>With the threat of strike by central government employees looming large, the Cabinet is expected to take a prompt decision on the recommendations resulting in notification.</p>
<p>The salary hikes recommended are expected to apply from July.</p>

<p>New Delhi: To tone up the bureaucratic apparatus and weed out officials of doubtful integrity and efficiency, the government has asked all its departments to identify such central government employees and move proposals for their premature retirement.</p>

<p>The move by the Department of Personnel and Training follows a meeting chaired by Cabinet Secretary Pradeep Kumar Sinha recently on mechanisms to be adopted to ensure probity among government servants.</p>
<p>The departments have been asked to invoke provisions of Fundamental Rule 56(J) to compulsorily retire such officials.</p>
<p>Under FR 56(J), the government has the “absolute right” to retire, if necessary in public interest, an</p>
<p>y Group A and B employee, who has joined service before the age of 35 and has crossed the age of 50.</p>
<p>Under the rules, a C Group government servant, who has crossed the age of 55 can be retired prematurely but action can be taken only if the official is suspected to be corrupt or ineffective.</p>
<p>Group A comprise officers of All India Services like IAS, IPS, Indian Forest Service, IRS, while Group B consists of gazetted &amp; non-gazetted officers and Group C clerical and ministerial staff.</p>
<p>However, action can be taken only against such officers whose annual increment have stood frozen for a few years and have not got promotion in preceding five years.</p>
<p>The meeting emphasised rotation of officers on sensitive and non-sensitive posts and their review and screening under FR 56(J).</p>
<p>The DoPT has been asked to monitor implementation and obtain compliance from all ministries in this regard.</p>
<p>“As this activity is to be completed in a time bound manner, it is requested that priority attention may be paid to it and inputs sent to the internal vigilance section at the very earliest,” the notice, sent to all ministries, said.</p>
<p>The Cabinet Secretariat has been issuing such orders from time to time. In February 2012, the UPA government notified a rule making it compulsory for IAS, IPS and officers from other all-India services to retire in “public interest” if they fail to clear a review after 15 years of service.</p>

<div>The Confederation of Central Government employees and workers is the apex level organisation of all Federation/Association/Unions of CGEs other than in the Railways and Defence Departments. It was in the wake of a strike action in 1960s by the Central Govt. Employees, the Govt. of India set up permanent negotiating machinery called JCM so that the employees will be able to raise their demands and grievances and seek settlement thereof through dialogue. This machinery has now come to a standstill as the Govt.does not convene the meetings of the councils at the National and Departmental levels on one pretext or the other. A new set of rules for grant of recognition of service associations were promulgated in 1993. Many Ministries, despite the employees organizations abiding by the stipulated conditions, have not afforded recognition to the Associations/Federations, thereby closing all channels of communication. The JCM had the facility of referring the issues on which the Government could not agree upon to the Board of Arbitration. The decision/award of the Board was binding on all parties. Still the Government had been rejecting the awards in favour of the employees on the specious plea of adverse impact on national economy by presenting resolutions in the Parliament. We need not emphasise the unethical character of this approach which undermines the confidence of the employees in the fairness of the system.</div>

<div>The 6th CPC recommendations and its implementation had given rise to various anomalies. The employees genuinely felt that the said anomalies would be removed through discussions for which the Government had set up a committee. The Committee despite meeting on four occasions had not been able to settle the issues; nor could it be referred to the Arbitrator. No decision has been taken by the Government so far as to the fate of these anomalies.</div>

<div>The Government set up the 7th CPC in September last. Its notification was issued early this year. Despite assurance being held out, the terms of reference was not subjected to discussion with the staff side with the result the demand of the employees to include the Gramin Dak Sewaks within the ambit of the Commission was not acceded to. The 6th CPC recommendations were implemented with effect from 1.1.2006. The revision of wages was due on 1.1.2011 having completed five years. Wage revision is permitted in the Public Sector undertaking every five years. The value of wages fixed in 2006 has been eroded significantly during the period due to the high rate of inflation and price rise.</div>

<div>The new contributory pension scheme was introduced by the Government on the plea that the pension liability has become unbearable and is a drag on the exchequer. In our Memorandum to the then Prime Minister, we had raised several issues and had pointed out that the financial outflow on account of the new scheme will be much more than the existing defined benefit scheme. We had indicated in our memorandum quite a number of aspects which would be detrimental to the interest of workers. The Government has decide allow FDI in pension fund operations. This will only result in the flow of Indian Savings for investment outside the country.</div>

<div>We submit herewith the charter of demands which requires settlement urgently. We have also appended a Note on each of the issues included in the charter of demands, which is self explanatory. We shall be grateful if these issues are caused to be considered by the concerned departments of the Government of India and brought before the negotiating forum for settlement.</div>

<p>Cabinet Secretary Ajit Seth has asked Secretaries of all central departments to intensify the crackdown on government employees who are found to be “habitually late” in reaching office. Seth, in his July 31 missive, has specifically cited concerns expressed by Prime Minister Narendra Modi in this regard.</p>
<p>Stating that the onus lies on the Secretaries to make the staff more work-oriented, the letter says that Modi has taken cognizance of some official reports which say that there has been no visible improvement in the ambience of the workplaces while “some officials have been habitually coming late” to work.</p>
<p>“In some departments, the ministers have noticed the laxity in this regard. The PM has expressed concern over these reports,” says the letter.</p>
<p>The government is waiting for the success of its drive to make its employees punctual, which can happen on “continued perseverance by every employee,” it says. Cautioning the Secretaries against any “slippages” in this regard, Seth has asked them to review the situation on a sustained basis.</p>
<p>At a meeting with the Secretaries in June also, Seth had emphasised the need to ensure punctuality and attendance.</p>
<p>Two Secretary level officers told The Indian Express that a Joint Secretary level officer has been informally deputed in each ministry to keep a check on attendance. Though the letter does not spell out the punitive action in case of continued poor attendance, it is learnt that the defaulters may have to take compulsory leave.</p>

<p><strong>I am thankful for providing me an opportunity to meet you and explain various problems of the Central Government Employees.</strong></p>
<p>You might be aware that, the meeting of the National Council(JCM) could not take place during the last four years, whereas this meeting should be convened at least twice a year on six monthly basis as per schedule. The members of the Standing Committee(Staff Side) had, therefore, shown their anguish in the last meeting of the Standing Committee of the National Council(JCM) held on 7th May, 2014 because of inactiveness of the NC/JCM Forum.</p>
<p>You may appreciate that the Joint Consultative Machinery was constituted in the year 1966 on persuasions of Late S/Shri Guljari Lal Nanda and Jaisukh Lal Hathi, the then Hon&#8217;ble Minister for Home Affairs and Minister of State for Home Affairs, respectively, with a view to create congenial atmosphere between the Government(Official Side) and the Employees(Staff Side) to secure mutual confidence in the interest of industrial harmony. After its constitution, this machinery had performed well and proved to be an effective tool for resolving many important issues related to the Central Government Employees, thereby avoiding confrontation and conflict. It is, however, a matter of concern that, with the passage of time, this forum is becoming ineffective in achieving its objective, more so because even its regular meetings are not being convened as per schedule, what to talk of resolving the issues, on account of which, serious discontentment is brewing among the Central Government Employees.</p>
<p>I, therefore, on taking over as Secretary(Staff Side), National Council(JCM) on 11.03.2014, after sad demise of Late Umraomal Purohit on 27.02.2014, have been making sincere efforts for meeting with the Secretary, DoP&amp;T and yourself as well.</p>
<p>It would, therefore, be quite appropriate that the Joint Consultative Machinery should be made effective, and strengthened by increasing the participation level also, which, I am sure, would prove to be an effective tool to resolve major issues related to more than 36 lakh Central Government Employees and provide better motivation and proper working environment for them.</p>
<p><strong>I would, therefore, request you that the meeting of the National Council(JCM) may be convened at the earliest possible so as to resolve various long pending major issues pertaining to Central Government Employees.</strong></p>
