<h3 class="wp-block-heading"><strong>5% DA from July 2019 Declared</strong></h3>



<p>More than one crore of employees and pensioners are waiting for the announcement of hike in DA from July 2019.</p>



<p>Today the Centre has decided to increase 5 percent Dearness allowance for Central Government employees and Pensioners with effect from 1st July 2019. The second installment of 5 percent additional Dearness allowance is increased for Central Government employees and Pensioners with effect from July 2019. After enhancement of 5% the DA is increased from 12% to 17%.</p>

<p>This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.</p>



<p>The hiked rate of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners will be applicable retrospectively from July this year</p>



<p>These are revised twice a year from January 1 and July 1.</p>



<h3 class="wp-block-heading"><strong>DA Arrears</strong></h3>



<p>5% DA Arrears for three months from July to September 2019.<br /></p>



<h3 class="wp-block-heading"><strong>DA from January 2020</strong></h3>



<p>The 5% additional Dearness allowance for the period of 6 months from July to December 2019. After that the next episode of ‘DA from January 2020’ will start!</p>

<p>As per media news, the Cabinet committee in its meeting tomorrow is likely to approve an additional Dearness Allowance for Central Government employees due from July 2015.</p>
<p>&nbsp;</p>
<p>The second installment of this year, from July to December 2015, an additional DA is finalized hike by 6% as per the calculations recommended by 6th CPC. Now the Central Government employees and pensioners are getting 113% DA and DR, after the declaration by the Cabinet Committee on DA, it will become 119%.</p>

<p>New Delhi: Central government employees are in for a rude shock as the new financial year begins on April 1. Their salaries for March is likely to be delayed by a week as Public sector banks will be closed from today to April 3, followed by the weekend, in many parts of the country.</p>
<p>A government employee said, “Every month our salary gets credited to our bank account up to the last working day of that month except March. March salary is passed by DDO on the first working day of April from new budget, salary of March gets credited to our accounts on April 2 due to the annual closing of Banks on April 1.”</p>
<p>“This year , on April 2, the banks will remain shut because of Mahavir Jayanti, followed by the holiday for Good Friday on April 3. The next day being a Saturday, an off day for central government employees.The banks will be closed the next day, on April 5, because it’s a Sunday. Accordingly, central government employees are likely to get salary of the March’ 2015 only on April 6 or 7,” he added.</p>
<p>However, these holidays differ from one State to the other, and not all will have consecutive holidays.</p>
<p>Information posted on the website of the Indian Banks’ Association says Tamil Nadu, Karnataka, Maharashtra and Uttar Pradesh will have continuous holidays from April 1 to 3, while in other States, some banks will work on April 2 and some others on April 3.</p>
<p><b>It is interesting to note that the central government didn’t announce 6 per cent hike in Dearness Allowance (DA) payable to its employees and pensioners from January 1 this year as the revised Consumer Price Index-Industrial Workers data for December 2014 was released by Labour Ministry.<br />

<blockquote><p>The Centre has announced an additional 7% DA hike for the Central Government employees and Pensioners from July 2014.</p></blockquote>
<p>Usually, agendas for central government employees’ DA hike are presented at the Cabinet meeting only on the third or fourth Thursdays of the month. There are times when these decisions were made during the last cabinet meeting of the season. Sometimes, these decisions are not made even during the last meeting and are taken up only during special meeting or at critical times.</p>
<p>On the 4th of this month, out of the blue, the Government announced a 7% DA hike. The cabinet’s announcement gives a positive conclusion to the relentless waiting of the past few weeks.</p>
<p>DA is calculated twice a year (from January to June, and from July to December) based on the changes in the Consumer Price Index (IW) BY 2001=100. The AICPIN numbers of the month are released by the Labour Bureau the following month.</p>
<p>In the month of August, the Labour Bureau sends the AICPIN data for the months of January to July, to the Finance Ministry. Based on the data, the Finance Ministry calculates the DA hike and the additional expense likely to be incurred, and presents the findings and reports towards the end of August to the Cabinet for its approval. The final decision is made in the month of September. This is the usual procedure.</p>
<p>Irrespective of the date of the Cabinet approval in the month of September, the DA hikes are calculated and given along with the salary for the month of September. Increase for the month of July and August are calculated and given as arrears to the employees and pensioners too.</p>
<p>Although 7% hike has been confirmed already, the prompt decision is worth appreciating!</p>

<blockquote><p>Release of additional installment of Dearness Allowance to Central Government employees and Dearness Relief to pensioners due from 01.07.2014</p></blockquote>
<p>The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its approval for the release of an additional installment of <strong>Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR)</strong> to pensioners with effect from 01.07.2014. This is an increase of seven percent over the existing rate of 100 percent of the Basic Pay/Pension, to compensate for price rise.</p>
<p>The increase is in accordance with the accepted formula, which is based on the recommendations of the <em><strong>6th Central Pay Commission</strong></em>. The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be of the order of approximately Rs. 7691 crore per annum and Rs.5127 crore respectively in the financial year 2014-2015 (i.e. for a period of eight months from July, 2014 to February, 2015).</p>

<blockquote><p>The Government is likely to approve a hike in <em><strong>dearness allowance (DA)</strong></em> to 107 per cent from the existing 100 per cent, benefiting around 30 lakh Centre’s employees and its 50 lakh pensioners including dependents.</p></blockquote>
<p>“The average rate of retail inflation for industrial workers from July 1, 2013 to June 30, 2014 works out to be 7.25 per cent. Thus the Central government will hike dearness allowance for it employees by 7 per cent,” an official said.</p>
<p>He said the Finance Ministry will now put a Cabinet proposal for approval of 7 per cent DA hike from July 1 this year as the revised Consumer Price Index-Industrial Workers data for June was released by Labour Ministry on Saturday.</p>
<p>With increase in DA, the pensioners will also gain as the benefit provided to them as dearness relief will be hiked to 107 per cent of basic pay.</p>
<p>The previous UPA government had increased DA to 100 per cent from 90 per cent with effect from January 1, 2014, on February 28 on the basis of agreed formula for revision of the allowance.</p>
<p>However, the central government employees’ union is not very enthused by the 7 per cent hike in the dearness allowance as their long pending demand of merger of DA with basic pay has not been given heed by 7th Pay Commission and the government.</p>
<p>“The erosion of value of wages is unbearable at 50 per cent dearness allowance. Now it will be 107 per cent. It is high time to merge DA with basic pay to provide relief to employees,” Confederation of <em><strong>Central Government Employees</strong></em>’ President KKN Kutty told PTI.</p>
<p>“We had summited our memorandum in this regard to 7th Pay Commission. They forwarded it to Central Government. We have apprised about the issue to the newly elected NDA government.</p>
<p>But no decision has been taken so far,” he said.</p>
<p>With merger of DA with basic pay, the salary and allowances paid in proportion of basic pay are increased. As per earlier practise DA was merged with basic pay once it breached 50 per cent mark. But the 6th Pay Commission has disallowed that.</p>

<p>We have heard it so many times . Every one of us got tired of hearing this rumour again and again. But this time this news may not fade away just as a rumour.</p>
<p>Because the series of events that had happened until now listed below are telling that it will be come true soon.</p>
<blockquote><p>1. Though there is no any demand from any corner to raise the retirement age of central government employees to 62 years, a parliamentary panel has recommended a proposal to increase the retirement age of government servants to 65 years. The report of the standing committee of Parliament on social justice and empowerment tabled in the Parliament on 7th of this month. Ample justification also was given for their recommendation to increase the retirement age.</p>
<p>2. A reliable source close to a Cabinet Minister told that, the Cabinet Minister himself, while addressing to the Trade Union Wing of his party told ‘the Central Government would announce some important decisions in respect of central government employees within a week or two. This will be good news for all the central government employees.’</p>
<p>3. A close ally of a Central Minister told that, in a meeting held with the leaders of the state unit of his party day before yesterday, the Minister told the Leaders ‘a proposal of increasing retirement age of central government employees to 62 years has been waiting for Cabinet nod. It is expected that the cabinet will clear this proposal within a week. After it gets the Cabinet Nod, the formal announcement will be made by Central Government before the Election announcement.’</p></blockquote>
<p>The above information clearly indicates that some Good News for <a href="http://centralgovernmentnews.com/" target="_blank">Central Government Employees</a> are waiting to be announced within a week or two. All the central government employees know what that good news is!</p>
<p>The expected good news will be either increasing retirement age or Merging 50% DA with Basic Pay or Both!</p>

<p>Government had constituted a Group of Ministers (GoM) on 17.04.2013 to recommend short term, medium term and long term measures for revival and revitalization of Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL). Department of Telecommunications has circulated a draft Note for inter-ministerial consultations on 30.10.2013 proposing preferential treatment to BSNL and MTNL services in Central Government Ministries/Central Government Public Sector Undertakings (PSUs) and Autonomous Bodies to enhance the revenues earned by BSNL and MTNL.</p>
<p>The proposal is not contrary to economic policy as it is limited to Government employees for whom reimbursement facility from Government is provided and limited to the extent of the reimbursement and to Government departments &amp; PSUs for official use. The matter is presently under consultation and no decision has been arrived at.</p>

Cabinet Committee likely to approve ten per cent Dearness allowance hike next month.</p>
<p>According to the press report of PTI News, the preliminary assessment suggests that dearness allowance hike will be in the range of 10-11 per cent and would be effective from July 1st this year.</p>
<p>Central Government employees and Pensioners are expecting the announcement of 10% additional <a href="http://centralgovernmentnews.com/category/dearness-allowance/">Dearness allowance</a> and Dearness relief in earlier of September to avoid unnecessary stress.</p>
<p>The minimum amount of Rs.740 would be increased per month to all <a href="http://centralgovernmentnews.com/">Central Government employees</a> with effect from 1st July, 2013. According to their basic pay (Pay in the pay band + Grade Pay) the amount will be increased and also hike in Transport Allowance.</p>
<p>Usually, arrears for the month of July and August would be paid in September and from September would be paid in salary itself. More than eighty lakh existing and retired employees are benefiting the pay hike, particular in the festival season.</p>
