<strong>Cabinet approves listing of certain unlisted CPSEs on Stock Exchange</strong></p>

<p style="text-align: left;">The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has given its approval to list the following seven Central Public Sector Enterprises(CPSE) on the Stock Exchange through Initial Public Offering (IPO) /Further Public Offer (FPO):</p>
<ul>
<li>Telecommunication Consultants (India) Ltd.[TCIL]- IPO</li>
<li>RailTel Corporation India Ltd. &#8211; IPO</li>
<li>National Seed Corporation India Ltd. (NSC) &#8211; IPO</li>
<li>Tehri Hydro Development Corporation Limited (THDC) &#8211; IPO</li>
<li>Water &amp; Power Consultancy Services (India) Limited [WAPCOS Ltd.] &#8211; IPO</li>
<li>FCI Aravali Gypsum and Minerals (India) Limited [FAGMIL]- IPO</li>
<li>Kudremukh Iron Ore Company Limited (KIOCL) &#8211; FPO</li>
</ul>
<p>The listing of CPSEs on the exchange shall unlock their value and encourage investor participation in the CPSEs. Further, Alternative Mechanism comprising of the Finance Minister, Minister of Road Transport &amp; Shipping and the Minster of concerned administrative ministry has been empowered to decide on extent, mode of disinvestment, pricing, time etc. of listed CPSEs (including CPSEs to be listed in future).</p>
<p>The scope of eligibility criteria for listing of CPSEs has been expanded. CPSEs with positive net worth and net profit in any of the immediately three preceding financial years shall be eligible for listing on the Stock Exchange</p>

<p style="text-align: center;"><strong>World Bank approves Rs. 6,000 crore Atal Bhujal Yojana</strong></p>

<p>The World Bank has approved Atal Bhujal Yojana (ABHY), a Rs.6000 crore Central Sector Scheme of the Ministry of Water Resources, River Development and Ganga Rejuvenation. The scheme is to be implemented over a period of five years from 2018-19 to 2022-23, with World Bank assistance. The scheme proposal has already been recommended by the Expenditure Finance Committee and the Ministry will be seeking Cabinet approval for the project shortly.</p>
<p>Atal Bhujal Yojana has been formulated by the Ministry to address the criticality of ground water resources in a major part of the country. The scheme aims to improve ground water management in priority areas in the country through community participation. The priority areas identified under the scheme fall in the states of Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh. These States represent about 25% of the total number of over-exploited, critical and semi-critical blocks in terms of ground water in India. They also cover two major types of groundwater systems found in India &#8211; alluvial and hard rock aquifers- and have varying degrees of institutional readiness and experience in groundwater management.</p>
<p>Funds under the scheme will be provided to the states for strengthening the institutions responsible for ground water governance, as well as for encouraging community involvement for improving ground water management to foster behavioural changes that promote conservation and efficient use of water. The scheme will also facilitate convergence of ongoing Government schemes in the states by incentivizing their focussed implementation in identified priority areas. Implementation of the scheme is expected to benefit nearly 8350 Gram Panchayats in 78 districts in these states. Funds under the scheme will be made available to the participating states as Grants.</p>
<p>Ensuring active community participation in groundwater management is among the major objectives of the scheme. The scheme envisages active participation of the communities in various activities such as formation of Water User Associations, monitoring and disseminating ground water data, water budgeting, preparation and implementation of Gram-Panchayat wise water security plans and IEC activities related to sustainable ground water management. Community participation is also expected to facilitate bottom-up groundwater planning process to improve the effectiveness of public financing and align implementation of various government programs on groundwater in the participating s0tates.</p>
<p>The implementation of the scheme is expected to have several positive outcomes like better understanding of the ground water regime, focused and integrated community based approach for addressing issues related to ground water depletion, sustainable ground water management through convergence of on-going and new schemes, adoption of efficient water use practices to reduce ground water use for irrigation and augmentation of ground water resources in targeted areas.</p>

<div>The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the revision of pension of BSNL pensioners and family pensioners, who retired prior to 10.06.2013 by allowing the benefit of merger of 50% DA/DR with Basic Pay/ Pension, effectively amounting to 78.2% DA/DR for the purpose of fitment, and (ii) Modifying the liability of BSNL towards the payment of pensionary benefits to the retired employees.The pension of BSNL pensioners/family pensioners, who retired prior to 10.06.2013 has been revised w.e.f. 01.01.2007 notionally with actual benefit w.e.f. 10.06.2013, by allowing the benefit of merger of 50% DA/DR with Basic Pay/ Pension, effectively amounting to 78.2% DA/DR for the purpose of fitment at par with the serving employees of BSNL. However, increase in the amount of DCRG, leave encashment and commutation of pension in respect of these pensioners shall not be increased on this account.</p>
<p>The pension liability in respect of employees of Department of Telecommunications (DOT) / Department of Telecom Services (DTS) / Department of Telecom Operations (DTO) who retired prior to 01.10.2000 is solely borne by Government of India and the BSNL will have no liability in respect of these employees. In respect of employees who are absorbed in BSNL, the liability on account of pensionary benefits shall be fully borne by Government while BSNL will continue to discharge pension liability by way of pension contribution in accordance with FR-116 for the period they so work/worked.</p>

<p>The revision entails an estimated recurring annual expenditure of approximately Rs 129.63 crore for pensioners and Rs 24.93 crore for family pensioners and arrears from 2013-14 would be Rs 239.92 crore approximately for pensioners and Rs 44.62 Crore approximately for family pensioners. Approximately118500 pensioners all over India will be benefitted by this revision.</p>
<p>This revision will fulfill the long pending demand of revision of pension of BSNL absorbed employees who retired prior to 10.06.2013 and will bring the pensioners at par with the serving employees of BSNL by removing the anomalies. It will help in reducing the financial burden of BSNL and removing prospects of industrial unrest in BSNL while fulfilling the commitment of Government.</p>
<p><b>Background:  </b>The decision of the Cabinet has come in the wake of an anomalous situation created in the difference of pension formula among the BSNL retirees who retired before and after 10.06.2013. Further, the decision regarding pensionary liability is on persistent demand from various quarters and a series of deliberations at different levels to fulfill the assurance given by the Government before corporatization i.e. before formation of BSNL.</p>

<blockquote><p>The Union Cabinet approval for the 6% rise in the Dearness Allowance for the Central <em>Government employees</em> is expected to be announced on coming Thursday.</p></blockquote>
<p>It is a well-known fact that every six months, the Central Government increases the <em>Dearness allowance</em> for its employees during the months of January and July. The increased amount is calculated on the price index (CPI IW BY 2001=100) of essential commodities. Rise in the Dearness allowance is being calculated on the basis of the changes in the prices of the essential commodities during the periods between January and June and the period between July and December.</p>
<p>But, it takes around three months since the release of the price index for the months of June and December to arrive at the calculation for the increase in the Dearness allowance. With the result that the increase due from the month of July is being given only from the month of October and the amount due from January is being given only from the month of April.</p>
<p>And, because of this situation, the amount due for the left-behind period of two months is to be settled as arrears. Practical problems arise in the calculation of the arrears amount and also problem arises in clarifying the doubts of the beneficiaries. Pensioners especially, are more tensed up over this procedure.</p>
<p>To avoid this situation, the price index during the periods from November to April and from May to October can be taken into account and the increase in the Dearness allowance calculated based on the information relevant to these periods. The amount can be disbursed from the months of January and July as per this calculation so that there’s no due as arrears.</p>
<p>We imaginatively tested this method to find out the result. It was found out that there was no tangible change in the increase amount if calculated on the basis of the price index obtained during the months of April and October.</p>

<blockquote><p>The Government is likely to approve a hike in <em><strong>dearness allowance (DA)</strong></em> to 107 per cent from the existing 100 per cent, benefiting around 30 lakh Centre’s employees and its 50 lakh pensioners including dependents.</p></blockquote>
<p>“The average rate of retail inflation for industrial workers from July 1, 2013 to June 30, 2014 works out to be 7.25 per cent. Thus the Central government will hike dearness allowance for it employees by 7 per cent,” an official said.</p>
<p>He said the Finance Ministry will now put a Cabinet proposal for approval of 7 per cent DA hike from July 1 this year as the revised Consumer Price Index-Industrial Workers data for June was released by Labour Ministry on Saturday.</p>
<p>With increase in DA, the pensioners will also gain as the benefit provided to them as dearness relief will be hiked to 107 per cent of basic pay.</p>
<p>The previous UPA government had increased DA to 100 per cent from 90 per cent with effect from January 1, 2014, on February 28 on the basis of agreed formula for revision of the allowance.</p>
<p>However, the central government employees’ union is not very enthused by the 7 per cent hike in the dearness allowance as their long pending demand of merger of DA with basic pay has not been given heed by 7th Pay Commission and the government.</p>
<p>“The erosion of value of wages is unbearable at 50 per cent dearness allowance. Now it will be 107 per cent. It is high time to merge DA with basic pay to provide relief to employees,” Confederation of <em><strong>Central Government Employees</strong></em>’ President KKN Kutty told PTI.</p>
<p>“We had summited our memorandum in this regard to 7th Pay Commission. They forwarded it to Central Government. We have apprised about the issue to the newly elected NDA government.</p>
<p>But no decision has been taken so far,” he said.</p>
<p>With merger of DA with basic pay, the salary and allowances paid in proportion of basic pay are increased. As per earlier practise DA was merged with basic pay once it breached 50 per cent mark. But the 6th Pay Commission has disallowed that.</p>

<p><span style="color: #ff0000;"><em><strong>All Central Government Employees and Pensioners are expecting to hear the announcement of hike in the Dearness allowance by 10% from July 2013.</strong></em></span></p>
<p>The Union Cabinet Committee may take the agenda point for approval on DA in the next meeting, which will be held on 19.9.2013 (Thursday).</p>
<blockquote><p>
<strong>Following the approval on DA, the total DA will go upto 90% and the DA may cross 100% very soon..!</strong></p></blockquote>
<p>As per the recommendations of <a href="http://centralgovernmentnews.com/category/6cpc/" target="_blank">6th CPC</a>,  particular allowances will be increased by 25% every time the Dearness allowance payable on revised pay scales goes up by 50%. Therefore, once again the allowances, including Children Education Allowance will be increased by 25%, when the DA crosses 100%.</p>
<p>There is a slight confusion in the calculation of 25% in increasing Children Education Allowance from Rs.1000 or Rs.1250. Ofcourse, there is lot of time to discuss and decide the calculation factor..!</p>
