<blockquote><p><em>Not a single word about Central Government Employees uttered in Budget Speech of FM</em></p></blockquote>
<p>Comrades ,</p>
<p>The budget for the year 2017-18 was presented by the Shri Arun Jaitleyji Hon’ble Minister of Finance on 1st Feb 2017 , the Central Government employees had lot of hopes of this budget especially on increasing the tax slabs and tax rates reduction , also on allowances and increasing our wages i.e. revision of the fitment formula . One more important issue of filling up of vacant post in the Central Government.</p>
<p>Shri Arun Jaitleyji Hon&#8217;ble Minister of Finance had not uttered a single word about Central Government employees in his budget speech of nearly two hours, even though the Central Government employees work with dedication and implement the programmes and policy of the Central Government either way of revenue collection, transportation, public service , working for the welfare of the people of the country etc . This has caused dissatisfaction amongst Central Government employees as many of the demands of the Central Government employees are not considered. The tax proposals provided only a small relief to the Central Government Employees, actually a big relief should have been provided. The Central Government employees are disappointed of the outcome of the budget.</p>
<p>Now let us focus main issues of the CG employees and the budget 2017-18 especially this budget is being presented after the demonetization. As stated earlier the financial position of the Central Government is very good even after demonetization. The budget 2017-18 has once again proved that the Central Government resources are very good the revenue expenditure has been pat 21.47 lakh crores. The fiscal deficit will be 3.2 % of GDP.</p>
<p>Now coming to the revenue growth of the Central Government in last four years we can observe from the financial year 2013-14 the Revenue Expenditure which was at is Rs 16.64 lakh crores the Revenue Expenditure the financial year 2017-18 which stands at 21.47 lakh crores . The fiscal deficit has also reduced from 4.8 % to 3.2 % of GDP in last four years . This shows that the financial status of the Central Government is very good. The growth rate of the revenue collection is about 15% annually. In fact the Shri Arun Jaitleyji Hon&#8217;ble Minister of Finance had stated the revenue collection is increasing to about 17 % annually. We should be proud that your country economy is in good shape. Indian economy is a stable economy can accommodate any additional financial expenditure to be made for the welfare of Central Government employees.</p>
<p>The revenue of the Central Government is increasing at about 15% annually, from last three years the revenue of the Central Government has increased by 45% the expenditure towards salary of Central Government employees including the defence employees has risen only by 14.5 % on wage hike due to 7th CPC and also Dearness Allowances expenditure. So total rise in pay hike is about 22% , even if allowances are released in next financial year additional expenditure is likely at just 3% as 70% of the employees don’t avail HRA which is the major allowances, . which is very much less than the 45% of the revenue collection of the Central Government. So the Central Government can afford to increase our wages considerably i.e revision of fitment formula and minimum wage . The allowances should be made effectively from 1st Jan 2016.</p>
<p>Next on the tax slabs the Shri Arun Jaitleyji Hon’ble Minister of Finance had made announcement of the tax proposals provided only a small relief to the Central Government Employees by reducing the taxes for the slab 2.5 lakhs to 5 lakhs from 10% to 5% . This is only a very small gestures on the part of Shri Arun Jaitleyji Hon’ble Minister of Finance , actually a big relief should have been provided by way of abolishing the taxes up to Rs 5 lakhs . The expenditure loss for reduction of taxes for the slab 2.5 lakhs to 5 lakhs(1.95 crore show income between Rs 2.5 to Rs 5 lakh) from 10% to 5% is just at Rs 15,500/- crores only , if the Hon’ble Minister of Finance had announced the abolishing the taxes up to Rs 5 lakhs it could have been additional expenditure of Rs 15,000 crores only which at just half percent of the total budget revenue collections , next Rs 5 to Rs10 lakhs slab (only 52 lakh show income between Rs 5 to Rs 10 lakhs ) here also there should have been reduction in taxes from 20% to 10% , the limit of Rs 1.5 lakh under Section 80C for investment should have been increased upto 2.5 lakh which would have encouraged savings , all these measures could have gone a long way benefiting the Central Government employees and the salaried class employees a lot.</p>
<p>Today hardly 3 % of the country population are paying the income tax, the rest 97% do not pay income tax .The Central Government Employees are honestly paying the taxes. A big tax relief is genuinely due for them.</p>
<p>One more important problem faced by the Central Government Employees is that the no filling up of the vacant post in the Central Government, nearly 4 lakhs post are vacant, even in Railway safety post of 1.41 lakh post are vacant and Income tax department post are vacant, more manpower is required for effectively collection of the taxes and implementation of the programmes and policy of the Central Government. This will also provide jobs for the youth of the country.</p>
<p>We sincerely hope the Hon’ble Minister of Finance would reconsider his decision and improve the taxation policy and consider the demands of the CG employees effectively in true spirit.</p>

										<content:encoded><![CDATA[<p><strong>7th Pay Commission &#8211; Central Government Employees upset &#8211; No reference to CPC Anomalies by Jaitley in Budget 2017 &#8211; NJCA</strong></p>
<p>Pessimism gripped central government employees with Finance Minister Arun Jaitley making no reference to the anomalies related to 7th Pay Commission in his Budget speech.</p>
<p>&#8220;Most of the central government employees were eagerly waiting for Finance Minister Arun Jaitley to make some announcement on minimum wages. But after Mr Jaitley&#8217;s speech ended without mentioning anything about the increase in the minimum wage, most of us were upset,&#8221; NJCA convenor Shiv Gopal Mishra said while speaking to India.com.</p>
<p>&#8220;Ab toh asha ki kiran kaheen naheen hai, sirf nirasha hee nirasha hai (We are losing hope. We can only see disappointment),&#8221; the leading unionist further added. NJCA has proactively been involved in talks with Centre, seeking revision of minimum salary from Rs 18,000 to Rs 26,000, among other demands.</p>
<p>Although Mishra indicated that the government may not backtrack on their stance over minimum salary, he claimed that the allowances would be hiked by April 1. &#8220;There are chances the government hikes the allowances from April 1. However, we would launch our protests against the government if they fail to revise the minimum salary,&#8221; he added.</p>
<p>The 7th Pay Commission was approved by Union Cabinet on July 1, 2016. The date of implementation was fixed as January 1, 2016. The central government employees were provided the hiked salaries from the month of July, along with arrears of six months. However, the hike was related only to the basic component of their pay. The increase in allowances was upheld, due to the anomalies raised by employee unions.</p>
<p>7th Pay Commission report affected nearly 47 lakh central government employees, along with 53 lakh pensioners. Implementation of the report has revised the minimum salary from Rs 7,000 to Rs 18,000. The maximum salary has been capped at Rs 2,50,000.</p>
<p>The total salary hike sanctioned through 7th Pay Commission is 23 per cent. However, the central government employees, so far, have received a hike of 14.3 per cent, which is related to the basic pay. The remaining 9 per cent of the hike is related to the allowances component.</p>
<p>Although the government has indicated that the allowance hike would be implemented by March, there is no word whether the central government employees would be provided arrears on allowances, akin to the manner in which they were provided on basic pay. Providing arrears to central government employees, keeping January 1, 2016 as the base, would create significant amount of burden on the exchequer.</p>

										<content:encoded><![CDATA[<p><strong>Government is expected to announce higher allowances in March : Budget 2017</strong></p>
<p>The government is expected to announce higher allowances for 4.8 million central government employees and 5.2 million pensioners in March with a view to give a boost to its employees.</p>
<p>After Finance Minister Arun Jaitley on Wednesday in his Budget speech announced the reduction of the existing rate of taxation for salaried class with income ranging between Rs 2.5 lakh to Rs 5 lakh to 5% instead of 10%.</p>
<p>the Finance Minister also said in his budget that there would be zero tax liability for people getting income up to Rs 3 lakhs p.a. and the income tax liability will only be Rs 2,500 for people with income between Rs 3 and Rs 3.5 lakhs.</p>
<p>The Finance Ministry is hopeful for the announcement of higher allowances in March after the completion of five states assemblies’ poll process as the model code of conduct has come into effect from January 4, the sources in the Ministry told us on condition of anonymity.</p>
<p>They also said higher allowances under the 7th Pay Commission recommendations should implement which would give them some financial comfort, a step they had hoped might be taken to implement in April in new financial year.</p>
<p>The implementation is to come in April after nine to ten months of getting basic pay hike of the central government employees.</p>
<p>Sources, however, said the government had no plan to give allowances in arrears from August for the central government employees.</p>
<p>&#8220;There&#8217;s no arrears on allowances will be given to employees,&#8221; they confirmed.</p>
<p>The pay commission had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances.</p>
<p>So the government hiked the basic pay and referred hike in allowances other than dearness allowance to the &#8216;Committee on Allowances&#8217; headed by the Finance Secretary Ashok Lavasa for examination.</p>
<p>The &#8216;Committee on Allowances&#8217; has finalized the report on the allowances in October, however the government gave extension the committee till February 22, 2017 to submit its report for getting normalized the cash crunch period.</p>
<p>After getting the report on the allowances, Finance Minister Arun Jaitley is expected to announce the higher allowances in mid-March.</p>

<p><b>Finance Minister reduces the tax rate from 10 to 5 per cent for individual income between Rs 2.5 to Rs 5 lakh.</b></p>
<p><b>Finance Minister appeals to all citizens to contribute to Nation Building by making a small payment of 5 per cent tax if their income is falling in this slab.</p>

<p>The Union Finance Minister Shri Arun Jaitley reduced the rate of taxation from existing 10 per cent to 5 per cent for individual assesses between income of Rs 2.5 lakhs to Rs 5 lakhs. This would reduce the tax liability of all persons below Rs 5 lakh income either to zero (with rebate) or 50 per cent of their existing liability.</p>
<p>While presenting the General Budget 2017-18 in the Parliament today, the Union Finance Minister Shri Jaitley said that the present burden of taxation is mainly on honest tax payers and salaried employees who are showing their income correctly. Therefore, post-demonetisation, there is a legitimate expectation of this class of people to reduce their burden of taxation. The Finance Minister further said that if a nominal rate of taxation is kept for lower slab, many more people will prefer to come within the tax net. The Finance Minister made an appeal to all the citizens of India to contribute to Nation Building by making a small payment of 5 per cent tax if their income is falling in the lowest slab of Rs 2.5 lakhs to Rs 5 lakhs.</p>
<p>The Union Finance Minister Shri Jaitley said that the Government is trying to bring within tax-net more people who are evading taxes. So, in order to expand tax net, it is decided to have a simple one-page form to be filed as Income Tax Return for the category of individuals having taxable income upto Rs 5 lakhs other than business income. Also, a person of this category who files income tax return for the first time would not be subjected to any scrutiny in the first year unless there is specific information available with the Department regarding his high value transaction.</p>
<p>In his Budget Speech, the Finance Minister further said that in order not to have duplication of benefit, the existing benefit of rebate available to the same group of beneficiaries is being reduced to Rs 2500, available only to assessees upto income of Rs 3.5 lakhs. The combined effect of both these measures will mean that there would be zero tax liability for people getting income upto Rs 3 lakhs per annum. and the tax liability will only be Rs 2,500 for people with income between Rs 3 and Rs 3.5 lakhs. While the taxation liability of people with income upto Rs 5 lakhs is being reduced to half, all the other categories of tax payers in the subsequent slabs will also get a uniform benefit of Rs 12,500 per person. The total amount of tax foregone on account of this measure is Rs 15,500 crore.</p>
<p>In order to make good some of this revenue loss on account of this relief, a surcharge of 10 per cent of tax payable on categories of individuals whose annual taxable income is between Rs 50 lakhs and Rs 1 crore has been proposed. This is likely to give additional revenue of Rs 2,700 crore.</p>
<p>The Finance Minister said that the direct tax proposals for exemptions, etc. would result in revenue loss of Rs 22,700 crore but after counting for revenue gain of Rs 2,700 crore for additional resource mobilisation proposal, the net revenue loss in direct tax would come to Rs 20,000 crore.</p>

										<content:encoded><![CDATA[<p><b>Government may make Aadhaar must for rail concession in Budget 2017</b></p>
<p>New Delhi: Government is contemplating to make Aadhaar or Unique Identification (UID) card mandatory to avail rail concession, and an announcement is likely to be made by Finance Minister Arun Jaitley while presenting the first combined General and Railway Budget on February 1.</p>
<p>The move will help the government in better targetting of benefits and check misuse of the facility, sources said.</p>
<p>The Railways provides concession on tickets to more than 50 categories of passengers which include senior citizens, students, research scholars, teacher, doctor, nurse, patients, sports people, unemployed youth, Arjun awardees among others.</p>
<p>At present, Railways is running a pilot project for senior citizens who are entitled for rail concessions.</p>
<p>The concessional tickets cost the Railways about Rs 1,600 crore in 2015-16, with the bulk being accounted for senior citizens.</p>
<p>As per the government data, over 100 crore Aadhaar cards have been issued so for covering bulk of India’s population.</p>
<p>The government has decided to end the 92-year-old practice of presenting a separate Railway budget and merged it with the General Budget.</p>
<p>Jaitley, according to sources, will contribute few pages of his Budget to programmes and schemes related to Indian Railways.</p>
<p>Although there will be a single budget, the Railways will continue to have autonomy as commercial undertaking and the existing financial arrangement will remain.</p>
<p>The Railways is expected to get exemption from payment of dividend to the Union government, a move which will help strengthening its finances.</p>
<p>The organisation will also get budget support to meet part of its capital expenditure and will be allowed to raise extra budgetary resources.</p>
<p>According to sources, Railways would continue to bear the expenditure on social and public service obligations.</p>
<p>It is also expected that Jaitley will present a separate statement of budget estimates and demand for grants for Railways in the General Budget.</p>
<p>There will also be a single Appropriation bill, including the estimates of Railways, to the Parliament.</p>

<p>New Delhi: Every year when the Union finance minister presents the Budget speech, the ‘salaried people’ looks to him with expectations for reducing their tax liability.</p>
<p>It is possible that there would be some moves in this regard in the coming one.</p>
<p>The salaried people could get some relief as finance minister Arun Jaitley is likely to raise the minimum income threshold for paying personal income tax for those below 60 years of age to Rs 3 lakh a year from Rs 2.5 lakh at present and the deduction limit under Section 80C to Rs 2 lakh in the Union Budget for 2017-18, multiple sources told The Sen Times.</p>
<p>Currently the tax exemption slab is at Rs 2.5 lakh for individuals below 60 years, while deduction under Section 80C is Rs 1.5 lakh.</p>
<p>Union Finance Minister Arun Jaitley raised the personal income tax exemption limit from Rs 2 lakh to Rs 2.50 lakh on July 11, 2014 in the Union Budget for 2014-15.</p>
<p>Jaitley may also raise section 80C deductions limit to Rs 2.0 lakh, the sources said.</p>
<p>This move aimed at boosting household savings. The hike in deductions limit for investments by individuals in financial instruments to Rs 2.0 lakh would come as a sigh of relief for the salaried people blatting high inflation.</p>
<p>Investments under Section 80C up in popular tax saving instruments such as the general provident Fund, public provident fund, NPS, national savings scheme, unit-linked insurance plans and equity-linked savings schemes are not taxed up to the allowed threshold.</p>
<p>Section 80C was introduced by the UPA government in 2005-06 with a limit of Rs 1 lakh but UPA government did not revised it since then. Jaitley raised it up to Rs 1.5 lakh in the Union Budget for 2014-15.</p>
<p>Deduction on payment of income tax on interest paid on loans for self occupied houses may be also raised to Rs 2.5 lakh from Rs 2.0 lakh, the sources added.</p>
<p>Union Finance Minister will present the Union Budget on Wednesday.</p>

										<content:encoded><![CDATA[<p><strong>Budget 2017 &#8211; EC&#8217;s Order could bring Cheer to Central Government Employees</strong></p>
<p>Budget 2017 will be keenly watched by millions of CG employees, after waiting patiently for months over hike in allowances as recommended by the 7th Pay Commission.</p>
<p>A new development on Monday could still raise hopes for about 47 lakh Central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces, despite the model code of conduct.</p>
<p>The Election Commission of India (EC) said in its order issued on Monday that the budget cannot have promises that are aimed at the five states that could give an electoral edge.</p>
<p>&#8220;The Commission hereby directs that in the interest of free and fair elections and in order to maintain level playing field during elections, no State specific schemes shall be announced in the National Budget which may have the effect of influencing the electors of the five poll going States in favour of the ruling party(ies),&#8221; the EC said.</p>
<p>“It may be ensured that in the Budget Speech, the Government&#8217;s achievements in respect of said five States will also not be highlighted in any manner,” the poll panel added.</p>
<p>In other words, the present government could take a call on raising allowances as proposed by the 7th CPC since the decision would have a pan-India effect and not necessarily be seen as luring voters of the five states. So, the model code of conduct need not come as a hurdle.</p>
<p>Money has not been seen as a constraint given that the tax collections have remained buoyant this year and the government also made adequate provisions (Rs. 70,000 crore) for implementing the 7th CPC proposals in Budget 2016.</p>
<p>&#8220;The Government announced that the second income disclosure scheme (IDS II) will run till March 31. We continue to estimate that it will net the fisc about Rs1000bn/0.7% of GDP of additional taxes. This should allow Finance Minister Jaitley to hold the FY18 fiscal deficit at 3.5% of GDP &#8211; same as FY17&#8217;s &#8211; and at the same time fund the 7th Pay Commission and recapitalize PSU banks, without cutting back on public capex,&#8221; BofA Merrill Lynch had said in a note a few weeks ago.</p>
