<h3 class="wp-block-heading">Subject: Resolutions adopted by the 68th BPS AGM held at Delhi on 18.11.2023 highlighting pensioners concerns &#8211; Part II</h3>



<p>Sir/Madam,</p>



<p>Bharat Pensioners Samaj, the largest Federation, an umbrella organization of Pensioners Associations in the country with over 10 lac membership held its 68th AGM on 18.11.2023 in New Delhi. 450 delegates of 225 pensioners Associations from 21 States attended and highlighted the following issues The 68th AGM unanimously decided to urge the govt. through you for urgent redressal of the following grievances which are severely affecting the lives of pensioners in the evening of their lives.</p>



<h4 class="wp-block-heading">Resolution No 1. CONSTITUTE 8th CENTRAL PAY COMMISSION</h4>



<p>The Central Government of India has not accepted the 7th CPC recommendation to do away with the need for further pay commissions. The 7 Central Pay Commission was constituted in Jan 2014. It is almost 10 years since then. The cost of living has gone very high during this period. The dearness relief does not adequately compensate for the price rise as was also accepted by then deputy chairman planning commission Sh. Montek Singh Ahluwalia in his statement to PTI on 27.02.2008. In between 2016 &amp; 2023 Payment of Dearness Allowance/Dearness Relief w.e.f. 01.01.2020, 01.07.2020, and 01.01.2021 were subsumed which caused severe financial setback to the pensioners &amp; the employees 80 percent of whom are lowly paid. The preamble to our constitution enunciates: &#8211; <strong>We the people of India having solemnly resolved to constitute India into a sovereign , Social, Secular Democratic Republic and to secure all its citizens. </strong>The Indian constitution aims to end poverty , ignorance , disease , inequality of opportunity as well as economic inequality (as part of Social/Economic Justice).</p>



<p>Fourth Central Pay Commission opined (Para 7.58) that an effort should be made to reduce the number of pay scales and the disparity between minimum and maximum pay.</p>



<p>With the Fourth CPC pay scales the ratio had become 1:8 in 1996 (before the 5th CPC). The 5th,6th &amp; 7th CPC Violated the Preamble concerning Social, economic, justice &amp; the socialistic concept. The 5th CPC raised the minimum maximum pay ratio to 1:10.7, the 6th CPC further raised itto 1:11.42 &amp; the 7th CPC extended it to 1:12.5 which is much higher than Malaysia( 1:3), Sweden (1:4), the USA (1:4), Britain (1:6), France( 1:6.6) Indonesia (1:6.9) &amp; Australia (1:7.7) ] thereby increased economic inequality instead of reducing.</p>



<p>The economic distress caused to pensioners due to Covid-19 Pandemic and subsuming of 3 instalments of Dearness Relief warrants immediate payment of interim relief &amp; constitution of 8th Central pay commission for timely revision of Pay &amp; Pension.</p>



<p>In view of the facts narrated his 68th AGM of Bharat Pensioners Samaj demands immediate redressal of the grievance brought out.</p>

<p>Sir,</p>



<p>The Preface of Manual of RAILWAY SERVICES (PENSION) RULES, 1993 reads: ‘The present volume is thus, a self-contained compilation codifying all the Pension Rules applicable to Railway Servants in the form of statutory rules, <strong>on the pattern of Central Civil Services (Pension) Rules, 1972 applicable on the civil side</strong>.’</p>



<p>Indian Railway used to be a separate entity with a separate Budget during the British Raj and continued to be so even after that. But with the merger of Railway budget with the general budget of India it is no more a separate entity &amp; is very much part of Civil administration of Govt. of India.</p>



<p>MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS is the nodal Ministry for pension related matters where as Ministry of Railways is the administrative Ministry Railway Pensioners too are Central Government civil pensioners for all purpose. OMs/Circulars etc issued by the DOP &amp; PW apply to them including the accepted recommendation of CPCs (though on recirculation by Rly BD).</p>



<p>CIVIL APPELLATE JURISDICTION; CIVIL APPEAL NO. 3173 OF 2018 (Arising out of S.L.P(CIVIL) No. 5456 OF 2018)- Union of India Versus R. Sethumadhavan &amp; Anr. Judgment by Honourable Justice Madan B. Lokur, dated 22.03.2018</p>



<p>Para 3 of the judgment reads. “We recommend to the Department of Personnel and Training of the Government of India to try and make life after retirement easier for a Government servant by having appropriate legislation enacted by Parliament or applicable Pension Rules rather than a khichdli of Instructions, Office Memorandum, Clarifications, and Corrigenda and so on and so forth”.</p>



<p>Honourable Supreme Court recorded the above recommendation while passing judgment in the case of responded R. Sethumadhavan (Train Examiner). Recommendation, of the Honorable Supreme court vide their Para 3 were squarely with reference to rules applicable to the respondent who happened to be an ex Rly employee.</p>



<p>Taking note of court’s recommendation DOP &amp; PW stream lined CCS Pension Rules 1972 &amp; notified revised CCS pension Rules 2021. But Railway Administration perhaps inadvertently overlooked Court’s recommendation and continued with the rules drawn in 1993 on the pattern of CCS pension Rules 1972.</p>

<p>Sir,</p>



<p>Thank you for your response to our letter for follow up action on the Resolution No. 16, to remove the Genuine Grievances of the Community of Pensioners in India.</p>



<p>The purpose behind these efforts is to bring relief to the community of pensioners in the country, who gave their best to the Govt., in their heyday.</p>



<p>In this particular case, you will readily appreciate that the persons aggrieved are very old pensioners(now in their 80’s and older) who retired before 1.1.96.</p>



<p>This Resolution was adopted as the affected pensioners, whose post had been upgraded on 1.1.96, brought to notice of the General Body of BPS that many of them(including Pre-96 Retired Deputy Directors, Survey of India) were suffering right from 1.1.96, as their pensions were being paid on the Routine Basis of Last Pay Drawn in the then prevailing lower pay scale for the post, which is INAPPLICABLE in their cases as it infringes the sanctified principle of Modified’ Parity of Pensions granted under DoP&amp; PW OM dated 17.12.1998. <strong>First their pension on 1.1.96 needs to be revised in accordance with above quoted OM of 17.12.1998. so as to ensure that it is not less than what they are entitled to at the minimum of the Revised scale of the post on 1.1.96(and then on 1.1.2006),</strong></p>



<p><em><strong>Your routine reply that you have Revised earlier pensions as per Gov’t. Orders quoted by you does not redress their pathetic Grievance as their pension prior to 1.1.2016 itself was wrong and needed to be revised. It is pointed out that the orders quoted by you do not supersede the earlier orders, but only add to them</strong></em>. All relevant orders of the Gov’t. have to be followed strictly. First Their existing pensions on 1.1.96 and then on 1.1.2006 have to be revised; and their entitled pension on Parity w.e.f. 1.1.2016 has to be determined with use of applicable Concordance Table (pertaining to the upgraded scale) at the correct stage, as per Extant Gov’t. Orders. Since the ultimate purpose is not merely to know why the genuine Grievances have escaped redress so far but also to take appropriate measures to remove them without any further delay, I would request you to kindly revise their pensions first from 1.1.96 and then from 1.1.2006. Thereafter, their pension may be revised w.e.f.1.1.2016, as per the Orders quoted by you.</p>



<p>In view of the long time that has already elapsed in doing justice to very old/hapless pensioners/family pensioners and the nominees of life-time arrears, it is requested that IMMEDIATE action may, now, kindly be initiated to revise their pensions from 1.1.96 and disburse the Arrears at the earliest.</p>



<p>Bharat Pensioners Samaj would be grateful to you for this act of kindness to hapless old pensioners in the evening of their lives.</p>

<p>Sir,<ins></ins></p>



<p>On behalf of Bharat Pensioners Samaj and its affiliates, we extend warm welcome to you as Secretary GOI M/O Personnel, PG &amp; Pensions-DOP &amp;PW. We were also glad and thankful to you for convening virtual meetings with the representatives of Pensioners Associations in order to know each of the Associations and the activities undertaken by them. You were also kind enough to inform us that, though the Department of Pension and Pensioners Welfare is interacting with pensioners and their associations through various platforms and WhatsApp Group, if any issue merits your intervention, the same be brought to your notice.</p>



<p>Sir, it is very unfortunate that the pensioners retiring from the Autonomous/Statutory Bodies of Central Government, which have been established by an Act of Parliament and which are functioning under the administrative control of the various Ministries of Central Government are given discriminatory treatment. The retired employees of these organisations are drawing pension and other benefits in terms of CCS (Pension Rules) as amended from time to time and they are getting their pension also from the grants sanctioned under the Consolidated Fund of India to their respective organisations. They have to wait for separate orders by their respective Ministries for implementation of the orders relating to pension, DR etc. issued by the Ministry of Personnel, PG &amp; Pensions-DOP&amp;PW. When the 7th CPC orders were issued, the retired employees of these organisations had to not only run from pillar to the post at their old age, but also wait for nearly 2 years for getting those orders implemented. For all practical purposes, these organisations also serve the Central Government for promoting its schemes and programmes, the orders issued by the Government through DOP &amp; PW need to be extended simultaneously to them also as they too are part of homogenous undivisive category Government pensioners. It may not be fair on the part of the Government to make these pensioners, who are all senior citizens, to run from pillar to post to get their legitimate rights such as pension and other benefits like Dearness Relief, etc. Earlier also vide our letter dated 12.1.20221 DOP &amp; PW was approached to redress this issue. But no action appears to have been taken in this connection.</p>



<p>While we are thankful to DOP &amp;PW for identifying the JIPMER PENSIONERS ASSOCIATION, PUDUCHERRY, which is also Autonomous Body Pensioners Association, we request you to kindly consider Pensioners Associations of ABs/SBs of Central Government for the invite to the meetings of the Pensioners Associations as when and convened.</p>



<p>BPS strongly feels that it merits your intervention to obviate the difficulties faced by the pensioners/family pensioners of these organisations.</p>

<p>Respected Madam,</p>



<p>Govt. Pensioners of the country always look to you as their savvier. As you are well aware of the plight of pensioners who are essentially the Sr Citizens. We need not point out that post Carona-Pandemic cost of living for this category with old age vagaries has steeply risen. Pensioners do not get Bonus or other allowances except the Dearness Relief which as per ground reality though not sufficient to 100% neutralize the rising cost of living but undoubtedly provide some solace.</p>



<p>Normally, DR due from Ist of July is released before ‘Durga Puja’. This year though the Bonus is paid to the Government employees. Pensioners who were very hopeful that DR due will be credited to their Bank/PO accounts before “Vijay Dashmi” are disappointed. Alas! they are still looking to you with hope.</p>

<h3 class="wp-block-heading"><strong>Reg: PAYMENT OF PROVISIONAL FAMILY PENSION TO THE SPOUSE OF PENSIONER DIED DURING PANDEMIC COVID -19.</strong></h3>



<p>Respected Sir,</p>



<p>Bharat Pensioners Samaj, while appreciating the various welfare measures undertaken by the Department of Pension and Pensioners Welfare under your leadership, seek your intervention to mitigate the suffering of spouses of pensioners who died during the Covid -19 period.</p>



<p>Sir, we with a heavy heart bring to your kind notice that, during this second wave, many of the Central Government pensioners have succumbed to Corona. Ina bid to curb spread of novel Corona Virus in the country, many of the State Governments have declared Lock-down for a period ranging from 15 days to a month or two. During this lockdown period, the concerned State Governments have issued guidelines to the offices and also Central Government offices, in their respective States, to function with bare minimum staff. As a result of this, spouses of pensioners, who died due to Covid or any other reasons, may not able to submit Form No. 14, duly filled and signed with all the relevant documents, in view of the lockdown declared by the Government and in the absence of functioning of government offices with full strength, there may be delay in their submission of Family Pension Application, which, in tum, may result in delay in getting their family pension sanctioned.</p>



<p>As you are aware, only Central Government employees/pensioners, who are residing in areas where CGHS Wellness Centres and CGHS empanelled Hospitals exist, can avail CGHS facilities in the empanelled hospitals . During this pandemic, other Central Government employees/pensioners are being denied admission in the CGHS empanelled hospitals when they are inflicted by Covid or for any other reasons when they desire to get admission using CGHS Card. In view of this, many Central Government employees/pensioners/family pensioners, during this pandemic, had to meet hospitalisation expenses from their own savings. Consequent to death of employees/pensioners, due to Covid or any other health reasons, their spouses or family members are not only put to financial hardship having spent huge sum towards hospitalisation expenses, but also due to the delay in getting their family pension consequent to the delay in submission of Form No. 14 (Family Pension Application) along with all the required documents. Having spent their savings towards hospitalisation, pensioners’ spouses may find difficulties in meeting their day to day expenses and medical needs, if there is delay in getting their family pension.</p>



<p>In this connection, we wish to bring to your kind attention that, in order to avoid any hardship to the family of the deceased Government servant, the Government has relaxed the provisions of Rule 80-A of the CCS (Pension) Rules, 1972, &#8211; vide its OM dated 29.7.2020(copy enclosed) to the extent that if a claim for family pension in Form 14 along with death certificate and bank account details of the claimant has been received and the Head of Office is satisfied about the bonafide of the claim, he shall sanction provisional family pension immediately in the case of death of a Government servant during service and that the amount of provisional family pension shall not exceed the maximum family pension as admissible under Rule 54 of CCS Pension Rules, 1972. As the concerned Pension Sanctioning Authority would have authorised for payment of family pension to his or her spouse in the PPO issued to him or her at the time of issuing Pension Payment Order to him/her, provisional family pension can be sanctioned pending receipt of Family Pension Application (Form No. 14), duly filled and signed with all the relevant documents for further processing and sanctioning of Family Pension.</p>



<p>Considering the hardship faced by the pensioner’s spouses, if the family pension is not sanctioned immediately, especially during this COVD 19 pandemic and also in normal course, we request your good self to consider sanctioning of provisional family pension to the spouses of pensioners, who have succumbed to Corona or due to any other diseases during this pandemic , just as has been done in the case of death of a Government servant during service in terms of Dop&amp; PW OM dated 27.7.2020, on receipt of a request on a plain paper for sanction of provisional family pension along with Doctor’s Certificate relating to death with copies of Aadhar card/Pension Payment Order/first page of pass book, pending submission of Form No.14 along with other relevant documents.</p>



<p>Kindly cause to issue necessary orders, in this regard, at the earliest.</p>

<h4 class="has-text-align-center wp-block-heading"><strong>Extract of judgement </strong><br /><strong>&#8211; para 16 to 19(5) &amp; 20</strong></h4>



<ol class="wp-block-list" start="16"><li>Before parting with this Judgment, we need to remind the Bank that the pension payable to the employees upon superannuation is.a ‘property’ under Article 300-A of the Constitution of India and it constitutes a fundamental right to livelihood under Article 21 of the Constitution of India. The deprivation, even a part of this amount,cannot be accepted, except in accordance with and authority of law. Article 41 of the Constitution of India in the Part IV of Directive Principles of Stale Policy has created an obligation upon the State to recognize a right of public assistance in the case of old age. sickness and disablement. Article 46 therein requires the State to promote with special care the economic interests of the weaker sections of the people In short, the foresaid provisions of the directive principles of State policy create an obligation upon the State to enact suitable laws, making the provisions to recognize a right of public assistance to Promote economic interests, to protect the life and property of senior citizens, to treat them with respect and dignity and to give wide publicity to it.</li></ol>



<ol class="wp-block-list" start="17"><li>Unfortunately. the time has come to tell the Bank that the aging is natural process, which leads to weakening of the body and mind. The productivity, working ability and mobility decreases or paralyzes with growing age. The traditional norms, values and culture in the Indian Society demand to treat the senior citizens with respect, dignity and lay stress on providing security, care and assistance to them. It becomes a part of the human right of the senior citizens. The senior citizens are the persons who had shouldered the responsibility of building a nation in general and society of community in particular, while in service. Utilizing their experience in the life and working, the strong shoulders are created of young persons to substitute and rest the responsibility upon them, while demitting the office. The bank officials must realize that tomorrow it may be their turn, upon superannuation, to fight for the pension or post-retiral benefits. The thought process, therefore, to be adopted should be of a person in a situation like the petitioner. ‘The respect, dignity, care, sensitivity, assistance and security would automatically follow.</li><li>We have, however, seen and can take judicial note of the fact that the security of the senior citizens always remain in peril. We have seen the senior citizens anxiously waiting for credit of the Pension amount in their account and standing in a queue for withdrawal. Once the amount is withdrawn personally either from the Bank or from the ATM, a serious threat starts posing to the life from the watchdogs roaming around involved in pick-pocketing and stealing. We have actually seen the old aged persons-men and women, counting the currency with cramping hands and trying to secure the amount at some hidden place in the body. It is seen then after waiting in the premises of the Bank and taking stock of the situation and the atmosphere with scared mind and the feeling of insecurity, the escape route and time is chosen to reach to their destination safely. It is a high time for the Banks to create a separate cell and to device a method to provide personal service through the men of confidence, at the door-step to the old aged, disabled and sick persons who are the senior citizens. They have to be treated with respect and dignity. The sensitivity to the problems of the senior citizens need to be addressed. The mechanism for immediate redressal of grievance needs to be provided. The officers having a degree or master’s degree in Social Work or Psychology, who can be in personal touch with and genuinely understand and redress the grievances or complaints of the senior citizens, can be appointed.</li><li>In the result, this petition is allowed and the following order is passed : (1) The action of the respondent No. 3- Bank in deducting an amount of Rs.11,040/- per month with effect from October, 2019 is hereby quashed and set aside. (2) We direct the respondent No 3- Bank to immediately credit an amount of Rs. 3,27,045/-, recovered from the pension account of the petitioner, along with interest at the rate of 18% per annum from the date of recovery of each of the installments, till the date of credit of this amount in the pension account of the petitioner.</li></ol>



<p>(3) The respondent No. 3- Bank is restrained from recovering any amount from the pension payable to the petitioner on the basis of the action, which we have quashed and set aside.</p>

<p>(4) We direct the respondent No 3- Bank to pay the compensation of Rs 50,000/- to the petitioner and credit the said amount in the pension account of the petitioner within a period of eight days from today, failing which the additional costs of Rs.1,000/- for each day’s delay will have to be paid.</p>



<p>(5) <strong>We direct the Registry of this Court to forward the copies of this Judgment to the Centralized Processing Pension Centres of all the Nationalized Banks and also to the Reserve Bank of India and the Chief Secretary, Government of Maharashtra, to consider the question of constitution of separate cell and release of appropriate guidelines so as to attain the constitutional goal of providing respect, dignity, care, sensitivity, assistance and security to all the pension account holders in the Banks.</strong></p>

<p><strong>Dearness Allowance for Workmen and Officer Employees in banks for the months of May, June &amp; July 2018 under X BPS/ Joint Note dated 25.5.2015</strong></p>
<p>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended March 2018 are as follows:-</p>
<p><strong>January 2018        6573.86</strong><br />
<strong>February 2018    6551.03</strong><br />
<strong>March 2018          6551.03</strong></p>
<p>The average CPI of the above is 6559 and accordingly the number of DA slabs are 529(6559-4440= 2119/4= 529 Slabs) The last quarterly Payment of DA was at 527 Slabs. Hence there is an increase in DA slabs of 2, i.e 529 Slabs for payment of DA for the quarter May, June &amp; July,</p>
<p>In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of May, June &amp; July, 2018 shall be 52.90 % of &#8216;pay&#8217;. While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>

<h3>WAGE REVISION &#8211; SECOND ROUND.<br />
EXCHANGE OF CHARTER OF DEMANDS.</h3>
<p>As you aware that the owners are anxious to settle the wage revision which is due from 1.11.2017, and to achieve this goal there were communications to the Bank managements time and again. Prior to Nationwide strike exclusively by Bankmen on 28th Feb, 2017, officers&#8217; organisations had submitted the broad summary on 20/02/2017 to IBA. Following the submission, at Chennai, on 19th April, 2017, a meeting was held, in which, Com.Alok Khare, Com. M.A.Srinivasan, Com. V.Ramabhadran , Com.G.Gunasekaran and the undersigned participated in the exercise. It was the past practice to submit the Charter of demands of officers and workmen together, but, on 2nd May, 2017, it was not possible.</p>
<p>In the meanwhile, to fine tune the COD, once again, a meeting was held on 1/06/2017 at INBOC office at MUMBAI, in which Com. Alok Khare, Com. V.Viswanathan and the undersigned participated.</p>
<p>IBA has invited the negotiating unions for a discussion today at IBA office to take the wage talks further. Chairman of the IBA Negotiating Team, Shri.R.K.Thakkar, (UCO) Smt. Usha Ananthasubramanian, (Allahabad Bank), Shri.Prashant Kumar (SBI), Shri.V.G.Kannan, CEO IBA, Shri.Rajkumar Dy.CEO, Shri.K.S.Chauhan Vice President HR &amp; IR, besides the members of HR Dept of IBA. CEO, IBA initiated the proceedings of the meeting and handed over the forum to Chairman, Negotiating Team, for taking the discussion further.</p>
<p>After the exchange of the CODs by Officers and Workmen organisations with IBA and the IBA handing their list of demands, Chairman Negotiating team expressed that the time line mentioned in the earlier meeting should be kept in mind, present health of Industry and also the negotiations for officers shall be restricted upto Scale III. He further placed the periodicity of meeting will be every month. While supplementing the views of IBA, Smt. Usha Ananthasubramanian, emphasised that there should be a forward movement at the conclusion of the every meeting.</p>
<p>Reacting to the observations made, representatives have expressed that the expectations of the workforce should be fully addressed, de-stressing of the workforce should be carried out, health of the industry is not on account of the wage cost, negotiations cannot be restricted upto Scale III, residual issues of last wage revision exercise to be resolved viz., Regulated working hours, Discipline and Appeal Regulations, Accountability Policy, 5 days a week, issues of retirees- record note, officer representatives in the Banks&#8217; boards, comparison of wages with Pay commission, unilateral introduction of service condition by a bank, Number of representatives to be allowed to participate in the negotiation, protection from cyber-crime, and problems encountered by the employees in the Insurance backed hospitalisation scheme etc. The meeting lasted for nearly an hour. The representative of the Officers&#8217; organisations have handed over a letter addressed to Chairman IBA pertaining to the restriction stipulated by IBA.</p>
<p><strong>MANAGEMENT ISSUES:</strong></p>
<p><strong>[1] C2C concept to be brought in; </strong></p>
<p><strong>[2] Rationalisation of Special Pay carrying posts. </strong></p>
<p><strong>[3] Review of the two graduation increments; </strong></p>
<p><strong>[4] Transfer and deployment of workmen staff; </strong></p>
<p><strong>[5] Simultaneous conduct of departmental and judicial proceedings for workmen; </strong></p>
<p><strong>[6] Conducting the departmental proceedings after retirement of workmen; </strong></p>
<p><strong>[7] Premature retirement of workmen; </strong></p>
<p><strong>[8] Outsourcing of any activity within the RBI guidelines; </strong></p>
<p><strong>[9] Review of the automatic movement of officers from Scale I to II and also Scale II to III ; </strong></p>
<p><strong>[10] To mark lien on NPS fund of employees to recover loss to the Bank on account of their proved misconduct.</strong></p>
<p>UFBU meet-Post discussion with IBA: Subsequently, the representatives of nine unions met and discussed the issues confronting the Industry as well as the collective approach on the wage revision. The meeting lasted for nearly 90 minutes with the decision to meet on a mutually convenient day for a detailed discussion to chalk out the future course of action to &#8220;Save the Banking Industry&#8221; and also &#8220;halt the attacks on jobs and job Security&#8221;.</p>

<p>1. Bharat Pensioners Samaj a conglomerate of over 725 Pensioners Associations while expressing its gratitude to Govt. of India for the benevolent decision on the VII Central Pay Commission recommendations on the revision of Pension based on the &#8216;Notional Pay&#8217; on last pay drawn basis.</p>
<p>2.Sir, the VII Central Pay Commissions recommendations as well as benefit of revised &#8216;Dearness Relief&#8217; have not been implemented in respect of Pensioners retired from the Central Government autonomous bodies under various Central Ministries of Govt of India undertakings and Public Sector undertakings who are eligible to received Pension under CCS(Pension)Rules from the Govt. of India. Kindly order the early revision of Pension with Dearness Relief at the revised rates.</p>
<p>3.  The VII Central Pay Commission has recommended the extension of CGHS benefits to Postal Pensioners as well as takeover of remaining Postal Dispensaries. The VII Central Pay Commission also recommended the introduction of comprehensive Health Insurance Scheme for the Central Government employees and pensioners. These recommendations remain unimplemented so far. The excessive revision of CGHS subscription also causing hardships to the Pensioners.</p>
<p>The Hon&#8217;ble Minister may kindly order the examination of these issues and order remedial measures at his earliest convenience.</p>
