										<content:encoded><![CDATA[<p><b>Bonus orders 2015 – Ad-hoc Bonus for Rajasthan Govt Employees</b></p>
<p>Following the Central Government, the State Government of Rajasthan has declared ad-hoc for its employees a head of Deepavali festival. The Finance Department issued orders for granting ad-hoc bonus equivalent to 30 days emoluments at the maximum ceiling of 3500.</p>

<p>Subject:- <b>Grant of ad-hoc bonus to State Government employees for the financial year 2014-15.</b></p>
<p>The matter relating to grant of ad-hoc bonus for the financial year 2014-15 to State Government employees has been considered and the Governor is pleased to order that the State Government employees may be granted ad-hoc bonus equivalent to 30 days emoluments for the financial year 2014-15 on the following terms and conditions:</p>
<p>(I) Government Servants who were in service on 31-03-2015 and continuing in service on 1st April 2015 and drawing pay in Grade Pay of Rs.4800 or less (excluding officers of State Services) are entitled for ad-hoc bonus.</p>
<p>(II) For drawing ad-hoc bonus Government employee must have rendered at least six months of continuous service during the year 2014-15. Ad-hoc bonus equal to 30 days emoluments will be admissible to eligible employees who have rendered continuous twelve month service during the year 2014-15. Pro-rata payment will be admissible for continuous service from six months to twelve months. The eligibility period shall be taken in terms of number of months or service rounded to the nearest number of months. Rounding to the nearest number of months will, however, not be permissible for service of less than six months.</p>
<p>(III) The amount of ad-hoc bonus payable to the eligible employees for the financial year 2014-15 will be computed on the basis of actual emoluments as on 31st March 2015 and for the purpose of calculation of ad-hoc bonus the maximum amount of emoluments will be restricted to Rs,3500/- per month.</p>
<p>(IV) The term ’emoluments’ occurring in this order will include basic pay, personal pay, deputation allowance and dearness allowance but will not include other allowances such as house rent allowance, compensatory (city) allowance etc.</p>
<p>(V) The amount of ad-hoc bonus payable shall be computed assuming the month of 31 days.</p>
<p>(VI) The amount of ad-hoc bonus payable will be rounded off to the nearest rupee.</p>
<p>It is further clarified that: –</p>
<p>(a) Except in the case of extra-ordinary leave (leave without pay), the period of leave of other kinds will be included for the purpose of working out eligibility period. The period of extra-ordinary leave (leave without pay) will be excluded from eligibility period but will not count as break in service for the purpose of ad-hoc bonus. In case a Government servant is on leave on 31-03-2015 the emoluments last drawn immediately before proceeding on leave shall be taken into account for the purpose of eligibility and calculation of ad-hoc bonus.</p>
<p>(b) The subsistence allowance given to an employee under suspension shall not be treated as emoluments. Such an employee will become eligible for the benefit of ad- hoc bonus if he is re-instated with benefit of full emoluments for the period of suspension and in other cases such period will be excluded for the purpose of eligibility as in the case of employees on leave without pay. In case a Government servant is under suspension on 31-03-2015 no ad-hoc bonus for the year 2014-15 shall be given for the present. If he is reinstated later on, eligibility of the period under suspension for the purpose of ad-hoc bonus shall be decided on the lines indicated above.</p>
<p>(c)The employees who retired on superannuation or on invalidation on medical grounds or on voluntary retirement or died on or before 31st March 2015 will not be eligible for ad-hoc bonus.</p>
<p>(d) The eligibility of the re-employed Government servants for the purpose of ad-hoc bonus shall be determined on the basis of service rendered during the year 2014-15 after re-employment. The basic pay in respect of such persons shall mean basic pay fixed on re-employment or as increased thereafter and admissible on 31-03-2015 plus pension (including commuted part, if any).</p>
<p>(e) Employees who resigned from service on or before 31-03-2015 shall not be eligible for ad-hoc bonus under these orders.</p>
<p>(f) Employees engaged on part time / casual or on a daily wage or on contract basis will not be eligible for ad-hoc bonus.</p>
<p style="text-align: left;">(g) Employees appointed as probationer trainee on fixed remuneration shall not be eligible for ad-hoc bonus.</p>
<p>(1) Government servants who were on deputation on 31-03-2015 if have opted for deputation allowance in terms of this department order No. F.1(47)FD(Gr.2)/82 dated 27th June, 1989, as amended from time to time and are eligible for ad- hoc bonus under this order, shall be paid, the admissible amount of ad-hoc bonus by the borrowing organisation. The eligibility period shall include the continuous service rendered under the Government as also the period spent on deputation upto 31st March 2015. Similarly, Government servants who returned from deputation during the year 2014-15 shall be paid ad-hoc bonus by the Government which may be calculated on the basis of eligible and continuous service rendered under the borrowing organisation and the Government.</p>
<p>(2) In the case of Government servants who were on deputation to Public Sector Undertakings, Cooperative Societies, Autonomous Bodies etc. and who have opted for deputation allowance in terms of this department order No.F.1(47)FD(Gr.2)/82 dated 27th June, 1989, as amended from time to time and are eligible for ad-hoc bonus under this order, out of the amount of bonus paid under the Payment of Bonus Act, 1965 by the aforesaid organisation the amount equal to the amount of ad-hoc bonus admissible under this order shall be retained by the Government servants and the residual amount shall be deposited in the Government account.</p>
<p>(3) Government servants on deputation who have opted for bonus and / or ex- gratia payable to the employees of the borrowing organisation in terms of this department order referred to above will be entitled to ad-hoc bonus equal to an amount by which, the bonus and / or ex-gratia admissible as per order of the borrowing organisation falls short of the total of (a) the deputation allowance which would have been admissible and (b) the ad-hoc bonus admissible under this order.</p>
<p>(4) In the case of Government servants belonging to the Cooperative Department and on deputation to Cooperative Institutions registered under the Rajasthan Cooperative Societies Act, 1965 whose terms of deputation are governed by the Cooperative Department Order No. F. 18 (75) Coop. 176 dated 13.07.1976 as amended from time to time, ad-hoc bonus, equal to an amount by which the bonus/ex-gratia paid/payable as per terms of deputation falls short the total of (a) 2.5% of basic pay subject to Rs.600/- per month drawn during the year 2014-15 and (b) the amount of ad-hoc bonus admissible under this order shall be payable by such borrowing Cooperative Institution.</p>
<p>(i) In cases where it is in the notice of Head of Office that the Government servant eligible for ad-hoc bonus on 31-03-2015 will definitely become ineligible for grant of ad-hoc bonus due to retrospective grant of pay in Grade Pay of Rs. 5400/- and above on promotion in State Services, only pro-rata ad-hoc bonus be<br />
permitted provided that the eligibility period is six months or more.</p>
<p>The payment of ad-hoc bonus, except to those Government servants who were on deputation on 31-03-2015, under these orders shall be made by the office in which an employee is posted on the date of issue of this order and it will be chargeable to the Budget Head to which the pay and allowances of the employees are charged.</p>
<p>This order shall also be applicable to the employees of the Zila Parishads &amp; Panchayat Samities and the Work-Charged employees who are drawing pay in the pay scales prescribed for them.</p>

<p><strong>Grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) to the Central Government Employees for the year 2014-15</strong></p>

<p style="text-align: center;"><strong>OFFICE MEMORANDUM</strong></p>
<p>Subject: – <strong>Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2014-15.</strong></p>
<p>The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoo Bonus) equivalent to 30 days emoluments for the accounting year 2014-15 to the Central Government employees in Groups ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme.<strong> The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto.</strong> The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.</p>
<p>2. The benefit will be admissible subject to the following terms and conditions:-</p>
<blockquote><p><strong>(i) Only those employees who were in service as on 31.3.2015 and have rendered at least six months of continuous service during the year 2014-15 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);</strong></p>
<p><strong>(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 3500 (where actual average emoluments exceed Rs. 3500/-, Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 3500×30/30.4=Rs.3453.95 (rounded off to Rs.345%)</strong></p>
<p><strong>(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.12oox30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/). In cases where the actual emoluments fall below Rs.1200/- pm, the amount will be calculated on actual monthly emoluments.</strong></p>
<p><strong>(iv) All payments under these orders will be rounded off to the nearest rupee.</strong></p>
<p><strong>(v) The clarificatory orders issued vide this Ministry’s OM No.F.14 (10)-E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.</strong></p></blockquote>
<p>3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.</p>
<p>4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.</p>
<p>5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.</p>

<p>Ministry of Labour(Government of India) has sent a proposal to the Cabinet for enhancement of ceiling of bonus from Rs.3500 to Rs.7000 with a cap of maximum payment of Rs.20,000.</p>
<p>Though the Election Commissioner has cleared it, but it has not been included in the Cabinet Agenda for the reasons best known to government, but <b>we are hopeful that, it may be finalized after Bihar elections.</b></p>

<p>Sub: – <strong>Productivity Linked Bonus for the Accounting year 2014-2015.</strong></p>
<p>Sir/Madam,</p>
<p>The undersigned is directed to convey the sanction of the President of India to the payment of Productivity Linked Bonus for the accounting year 2014-15 equivalent of<strong> emoluments of 60 (sixty) Days</strong> to the employees of Department of Posts in Group ‘D’/MTS, Group ‘C’ and non-gazetted Group ‘B’Ex-Gratia payment of bonus to Gramin Dak Sevaks who are regularly appointed after observing all appointment formalities, and <strong>Ad-hoc</strong> payment of bonus to <strong>Casual labourers</strong> <strong>who have been conferred Temporary Status</strong> are also to be paid equivalent to allowances / wages respectively for <strong>60 (sixty) Days</strong> for the same period.</p>
<p>1.1 The calculation for the purpose of payment of bonus under each category will be done as indicated below.</p>
<p>2. REGULAR EMPLOYEES:</p>
<p>2.1 Bonus will be calculated on the basis of the following formula: –</p>
<p style="text-align: center;">Average emoluments x Number of days of bonus</p>
<p style="text-align: center;">——————————————————————————–<br />
30.4 (average no of days in a month)</p>
<p>2.2 The term “emoluments” for regular Departmental employees includes Basic Pay in the Pay Band plus Grade Pay, Dearness Pay, Personal Pay, Special Pay (Allowances), S.B. Allowance, Deputation (Duty) Allowance, Dearness Allowance and Training Allowance given to Faculty Members in Training Institutes. In case of drawal of salary exceeding <strong>Rs. 3500/-</strong> (Rupees Three Thousand Five Hundred Only) in any month during the accounting year 2014-15, the emoluments shall be restricted to Rs.3500/- (Rupees Two Thousand Five Hundred Only) per month only.</p>
<p>2.3 “Average Emoluments” for a regular employees is arrived at by dividing by twelve, the total salary drawn during the year 2014-15 for the period from 1.4.2014 to 31.3.2015, by restricting each month’s salary to Rs.3500/- per month. However, for the periods of EOL and Dies-Non in a given month, proportionate deduction is required to be made from the ceiling limit of Rs.3500/-.</p>
<p>2.4 In case of those employees who were under suspension, or on whom dies-non was imposed, or both, during the accounting year, the clarificatory orders issued vide Paras 1 &amp; 3 respectively of this office order No 26-8/80-PAP (Pt-I) dated 11.6.81 and No. 26-4/87-PAP(Pt.II) dated 8.2.88 will apply.</p>
<p>2.5 Those employees who have resigned, retired or left service or proceeded on deputation within the Department of Posts or those who have proceeded on deputation outside the Department of Posts after 1.4.2013 will also be entitled to bonus. In case of all such employees, the bonus admissible will be as per provisions of Paras 2.1 to 2.3 above.</p>
<p>3 <strong>GRAMIN OAK SEVAKS (GDS)</strong></p>
<p>3.1 In respect of GDS employees who were on duty throughout the year<br />
during 2014-15, Average Monthly Time Related Continuity Allowance will be calculated taking into account the Time Related Continuity Allowance (TRCA) plus corresponding Dearness Allowance drawn by them for the period from 1.4.2014 to 31.3.2015 divided by 12. However, where the Time Related Continuity Allowance exceeds Rs. 3500/- in any month during this period, the allowance will be restricted to Rs.3500/- per month. Ex-gratia payment of bonus may be calculated by applying the bonus formula as mentioned below:</p>

<p>3.2 The allowances drawn by a substitute will not be counted towards bonus calculation for either the Substitutes or the incumbent GDSs. In respect of those GDS who were appointed in short term vacancies in Postmen/Group “D” Cadre, the clarificatory orders issued vide Directorate letter No. 26-6/89-PAP dated 6.2.1990 and No. 26-7/90-PAP dated 4.7.91 will apply.</p>
<p>3.3 If a GDS has been on duty for a part of the year by way of a fresh appointment, or for having been put off duty, or for having left service, he will be paid proportionate ex-gratia bonus calculated by applying the procedure prescribed in Para 3.labove.</p>
<p>3.4 Those Gramin Dak Sevaks who have resigned, discharged or left service after 01.04.2014, will also be entitled to proportionate ex-gratia Bonus. In case of all such Gramin Dak Sevaks, the Ex-gratia Bonus admissible will be as per provisions of Para 3.1 above.</p>
<p>3.5 In case of those Grarnin Dak Sevaks who were under put off, or on whom dies-non was imposed, or both, during the accounting year, the clarificatory orders issued vide Paras 1 &amp; 3 respectively of this office order No. 26-08/80-PAP (Pt-I) dated 11.6.81 and No.26-04/87-PAP (P.II) dated 8-2-1988 will apply.</p>
<p>4.<strong> FULL TIME CASUAL LABOURERS (INCLUDING TEMPORARY STATUS CASUAL LABOURERS).</strong></p>
<p>4.1 Full Time Casual Labourers (Including Temporary Status Casual Labourers) who have worked for 8 hours a day, for at least 240 days in a year for three consecutive years or more (206 days in each year for three years or more in case of offices observing 5 days a week) as on 31.3.2015, will be paid ad-hoc bonus on notional monthly wages of Rs, 1200/- (Rupees Twelve hundred only). The maximum ad-hoc bonus will be calculated as below:</p>

<p>Accordingly, the<strong> rate of bonus per day</strong> will work out as indicated below:</p>

<p>The above rate of bonus per day may be applied to the number of days for which the services of such casual labourers had been utilized during the period from 1.4.2014 to 31.3.2015. In cases where the actual wages in any month fall below Rs.1200/- during the period 1.4.2014 to 31.3.2015, the actual monthly wages drawn should be taken into account to arrive at the actual ad-hoc bonus due in such cases.</p>
<p>5. The amount of bonus / ex-gratia payment / Ad-hoc bonus payable under this order will be rounded off to the nearest rupee. The payment of Productivity Linked Bonus as well as the ex-gratia payment and ad-hoc payment will be chargeable to the Head ‘Salaries’ under the relevant Sub-Head of account to which pay and allowances of the staff are debited. The payment will be met from the sanctioned grant for the year 2015-16.</p>
<p>6. After payment, the total expenditure incurred and the number of employees paid may be ascertained from all the units by Circles and consolidated figures be intimated to the Budget Section of the Department of Posts. The Budget Section will furnish consolidated information to PAP Section about the total amount of bonus paid and the total number of employees (category-wise) to whom it was disbursed for the Department as a whole.</p>
<p>7. This issues with the concurrence of JS&amp;FA vide Diary No. 169/FA/2015-CS dated 07.10.2015.</p>

<p>Subject: <strong>Productivity Linked Bonus (PLB) for the civilian employees of the EME for the Year 2014-15.</strong></p>
<p>&nbsp;</p>
<p>Sir,<br />
I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry’s letter No.F.24(8)/80/D(JCM) dated 28th September, 1983, as amended from time to time, and to convey the sanction of President to the payment of 40 days (forty days) wages in cash as PLB for the year 2014-15 to the eligible civilian employees of Indian Navy.</p>
<p>&nbsp;</p>
<p>2. The entitlement has been worked out on the basis of the working results for the year 2014-15 in accordance with the agreed formula.</p>
<p>&nbsp;</p>
<p>3. The PLB shall be paid to all eligible Gp. ‘B’ (Non-Gazetted), Gp. ‘C’ and Gp. ‘D’ civilian employees of Indian Navy who are covered under PLB Scheme for the accounting year 2014-15. The calculation ceiling of Rs.3500/- (3500×32/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.</p>
<p>&nbsp;</p>
<p>4. Productivity Linked Bonus to the casual labour will be paid at the assumed wages of Rs.1200/- p.m. (1200×32/30.4) for the accounting year 2014-15. However, in cases where the actual wages fall below Rs.1200/- pm, the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.</p>
<p>&nbsp;</p>
<p>5. The expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2015-16.</p>

<p>6. This issues with the concurrence of the Ministry of Finance (Department of Expenditure) vide their ID. No. 17012/2015/E.111.(A) dated 15.9.2015 and MoD (Fin/AG/PB) vide their Dy. No. 141/AG/PB dated 18.9.2015.</p>

										<content:encoded><![CDATA[<p><strong>Confusion on ceiling of bonus for Central Government employees continues</strong></p>
<p><em>“Doubts and debates over the ceiling of Productivity Linked Bonus to Central Government employees this year continue to plague the minds.”</em></p>
<blockquote><p><strong>The word ‘Bonus’ continues to powerfully attract the employee communities.</strong></p></blockquote>
<p><strong>Given once every year, bonus or honorarium could sometimes be even bigger than the monthly salaries.</strong></p>
<p>But Central Government employees are given only small amounts as bonuses each year. With the highest prescribed ceiling limit fixed at Rs.3500, the bonus is calculated based on the number of days announced.</p>
<p>Last year, Railway employees were given bonuses of 78 days, employees of the postal department received 60 days’ bonus. Civilian employees of the defence were given a bonus of 40 days.</p>
<p><strong>Employees of the public and private sectors wrongly assume that 60 days bonus implies tow months’ salary.</strong></p>
<p>In simple terms, a 30 days bonus indicates a sum of Rs.3500 approximately. 60 days bonus implies that the worker will be given Rs.7000. in case of 75 days’ bonus, the worker makes Rs.8750. The amount is equal to one-fifth the salary of the employee.</p>
<p>In 2007, the calculation ceiling of bonus was increased from Rs.2500 to Rs.3500pm , and the eligibility limit for bonus was raised from Rs.3500 to Rs.10,000 pm. For a number of years, all federation of Central Government employees have been demanding that the calculation ceiling limit be raised from Rs.3500. You can see its impact on all the ‘Charter of Demands‘ presented by the federations to the government.</p>
<p>Recently, the Government requested the trade unions to withdraw their September 2 strike notice. During the negotiations that were held between the ministers and the trade union representatives, it was reported that the Government had accepted to raise the bonus ceiling limit from Rs.3500 to Rs.7000. Sources also said that the eligibility of bonus was raised from Rs.10,000 to Rs.20,000. But, no announcements in this regard were made by the Government.</p>
<p>Meanwhile, Shri Vijesh Upadhyay, the General Secretary of BMS, created quite a flutter with his letter. The letter mentioned the ceiling of bonus as Rs.10,000.</p>
<p>The Railway workers federation, NFIR, wrote a letter to the Railway Minister on September 8. The letter demanded that the ministry take action based on the bonus announcement issued by the authorized government information bureau, PIB, on September 1, 2015.</p>
<p>Unless the Government clarifies its stand in the bonus issue, the social media are going to overflow with false information, and some cooked up orders too. Since the information is being eagerly awaited, Central Government employees tend to get drawn to them and some are very likely to be misguided by these rumours.</p>
