Railway Board has issued orders on granting ad-hoc bonus to RPF and RPSF for thirty days.

The content of the order has been given below for your information…

“Grant of ad-hoc bonus for 30 days to the Group ‘C’ & ‘D’ RPF/RPSF personnel for the financial year 2012-2013.

The President is pleased to decide that all Group ‘C’ & ‘D’ RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2012-2013, without any eligibility wage ceiling. The calculation ceiling of  3500/- will remain unchanged.

2. The benefit will be admissible subject to the following terms and conditions:

a) Only those Group ‘C’ & ‘D’ RPF/RPSF personnel who were in service on 31.32013 and have rendered at least six months of continuous service during the year 2012-2013 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year ranging from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months).

b) The quantum of ad-hoc bonus will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate ad-hoc bonus for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of  3500/- (where actual average emoluments exceed Rs.3500), ad-hoc bonus for thirty days would work out to Rs.3500 x 30 / 30.4 = 3453.95 (rounded off to  3454/-).

c) All payments under these orders will be rounded off to the nearest rupee.

d) In the matter where the aforesaid provisions are silent, clarificatory orders issued vide this Ministries letter No.E(P&A)II-88/Bonus-3 dated 29.12.1988, as amended from time to time, would hold good.

e) All the Group C & D RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.

Productivity Linked Bonus for Railway Employees

The Union Cabinet today approved the proposal of the Ministry of Railways for payment of Productivity Linked Bonus (PLB) equivalent to 78 days wages for the financial year 2012-13 for all eligible non-gazetted railway employees.

PLB equivalent to 78 days wages will be paid as a special case considering the good financial performances which is expected to motivate employees. The Gross Traffic Receipt (GTR) during 2012-13 is Rs. 1.24 lakh crore showing an increase of 18.85 per cent against GTR of Rs. 1.04 crore during 2011-12. This increase of GTR was 10.13 per cent during 2011-12 as against 2010-11 and 8.71 per cent during 2010-11 as against 2009-10.

The financial implication is estimated to be Rs. 1043.43 crore. The wage calculation ceiling prescribed for payment of PLB to eligible non-gazetted railway employees is Rs. 3500/- per month. The payment of PLB to eligible railway employees is made each year before the Dusshera / Puja holidays. About 12.37 lakh non-gazetted railway employees all over the country are likely to benefit.

Background:

The Railways were the first departmental undertaking of the Government of India where the concept of PLB was introduced. The PLB Scheme for the Railways came into force from 1979-80 onwards and was evolved in consultation with the two recognized federations, that is the All India Railwaymen’s Federation and National Federation of Indian Railwaymen. The scheme envisages a review every three years.

Durga Pooja is the biggest festival of the Eastern part of the country. Durga Puja and Festive Season are approaching very last, and every time we have seen eleventh hour trouble creating lots of frustration and chaos among the Railwaymen. There is rumour in the corridors that, this year Productivity Linked Bonus may be reduced inspite of untiring efforts made by the Railwaymen in increased productivity.

AIRF has achieved PLB for the Railwaymen after lots of struggles and sacrifices. In this connection, it is worth-mentoning that PLB is a bilateral agreement arrived at between the Organized Labour and Ministry of
Railways, any tinkering with PLB Formula or any deviation from the inputs will definitely create confrontation

Since AIRF is maintaining very good harmonious industrial relations over the Indian Railways, we hope, nothing will be done to harm the industrial peace.

As per our calculation, Railwaymen must get increased PLB for the year 2012-13 in comparison to last year, since productivity has increased. In case Railway Board think it, otherwise the matter may be discussed, but no means that payment of PLB should be delayed, which may cause serious industrial relation.

Please treat the matter as Most Urgent and arrange the payment of PLB as per formula, already decided.

Sub: Payment of Productivity Linked Bonus to all eligible non-gazetted Railway employees for the financial year 2011-2012.

The President is pleased to sanction Productivity Linked Bonus (PLB) equivalent to 78 (Seventy Eight) days wages without any ceiling on wages for eligibility for the financial year 2011-12 to all eligible non-gateued Railway employees (excluding all RPF/RPSF personnel). Where wages exceed Rs.3500/- per month. Productivity Linked Bonus will be calculated as it wages are Rs.3500/ p.m.

2. ‘Wages for the purpose of calculating Productivity Linked Bonus shall include ‘Basic pay’ as defined in the Railway Services (Revised Pay) Rules. 2008 and dearness allowance drawn during the financial year 2011-12. Other conditions of eligibility, method o calculation of wages, etc., as prescribed in this Ministry’s Instructions and clarifications issued from time to time, shall remain unchanged.

3. It has also been decided that in the case of eligible employees mentioned in Para I above who were not placed under suspension, or had not quit service/retired/expired during the financial year 2011.12 or were on leave where leave salary admissible is not less than that admissible on leave on average pay, may he paid an amount of Rs.8975/- towards Productivity Linked Bonus for the financial year 2011-12. In the case of employees other than those mentioned above, the amount of Productivity Linked Bonus may be calculated ¡n accordance with the extant instructions on the subject.

4. Further, in relaxation to the provisions in Rules 905(2), 908 and 909 of State Railway Provident Fund Rules, as contained in Chapter 9 of R-1/1985 edition (2003 Reprint edition), such of the subscribers to the SRPF as are entitled to Productivity Linked Bonus may, If they so desire, deposit the whole or part of the amount admissible under the Scheme in their respective State Railway Provident Fund Accounts.

5. Disbursement of Productivity Linked Bonus for the financial year 2011.12 to all eligible non gazetted Railway employees mentioned in Para I above should be made on priority and may he paid in Cash/ECS as per the salary mode before the ensuing Puja/Dussehra holidays.
