<p><strong>Subject: Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2019-20</strong></p>



<p>The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to <strong>30 days</strong> emoluments for the accounting year 2019-20 to the Central Government employees in Group ‘C’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc <strong><a href="https://centralgovernmentnews.com/category/bonus/" target="_blank" rel="noreferrer noopener">Bonus</a></strong> under these orders shall be monthly emoluments of Rs.7000/-, as revised w.e.f 01/04/2014 vide OM No.7/4/2014-E.III(A), dated 29th August, 2016. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.</p>



<p>2. The benefit will be admissible subject to the following terms and conditions:-</p>



<h4 class="wp-block-heading"><a href="https://centralgovernmentnews.com/78-days-bonus-for-non-gazetted-railway-employees-payment-of-productivity-linked-bonus-2019-20/" target="_blank" rel="noreferrer noopener">78 days Bonus for non-gazetted Railway employees &#8211; Payment of Productivity Linked Bonus 2019-20</a></h4>



<ul class="wp-block-list"><li>Only those employees who were in service as on 31.3.2020 and have rendered at least six months of continuous service during the year 2019-20 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);</li><li>The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 7000 (where actual average emoluments exceed. Rs.7000), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 7000×30/30.4=Rs.6907.89 (rounded off to Rs.6908/-).</li><li>The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 day week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.</li><li>All payments under these orders will be rounded off to the nearest rupee.</li><li>Various points regarding regulation of Ad-hoc/Non-PLB Bonus are given in the Annexure.</li></ul>



<p>3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.</p>



<p>4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/ Departments for the current year.</p>

<p>Railway Board informed in its letter to the Two railway federations NFIR and AIRF that a meeting would be held on 7.8.2018 to finalise about the Productivity Linked Bonus for the Financial Year 2017-18 to be paid in current year 2018.</p>
<p>But so far, no Federation has revealed the out come of that meeting. But it is believed that there will be no change in the Bonus amount for this year 2018 also.</p>
<p>For 2015-16 the productivity-linked bonus (PLB) equivalent to 78-day wages was paid in 2016 to Railway Employees.</p>

<p>Subject: <strong>Raising of bonus payment ceiling to Central Government employees.</strong></p>
<p>Sir,</p>
<p>I am directed to refer to your L.No. NC-JCM-2015-S.C dated 11.1.2016 on the subject mentioned above and to say that the issue raised therein has been considered.</p>
<p>2. At the outset, till now there has not been a complete parity between Payment of Bonus Act, 1965 and the bonus for Central Government employees in regard to the two different ceilings, one relating to the calculation and the other relating to eligibility. While the calculation ceiling has been the same, the eligibility ceiling has been different and even the revised eligibility ceiling of Rs. 21,000 under the amended Payment of Bonus Act, 1965 is not higher than that in case of the Central Government employees where all non-gazetted employees are eligible for bonus. This being so, a complete parity for the purpose of calculation ceiling of Rs. 7000 p.m., that too, from 1.1.2014, is not justifiable.</p>
<p>3. Most importantly, the 7th Central Pay Commission, which has gone into the issue of bonus scheme in detail in respect of the Central Government employees, has felt that instead of bonus, there should be introduced the Performance related Pay (PRP) for all categories of Government employees and this PRP should subsume the existing bonus scheme.</p>
<p>The Commission has further recommended that since there would be a time log in implementing the PRP, the existing scheme should be reviewed and linked with increased profitability/productivity under the well-defined parameters. The recommendations of the Commission are separately being examined and an appropriate view would be taken as and when the Government decision on the recommendations of the 7th Central Pay Commission is known. Till such time, therefore, it may not be possible to revisit the issue of calculation ceiling in case of Central Government employees for the purpose of PLB/ad-hoc bonus.</p>

<p><a href="http://centralgovernmentnews.com/wp-content/uploads/2015/10/central_government_bonus_hike_2015_approved.jpg"><img decoding="async" style="float: left; margin-right: 5px; margin-bottom: 5px;" src="http://centralgovernmentnews.com/wp-content/uploads/2015/10/central_government_bonus_hike_2015_approved.jpg" alt="central_government_bonus_hike_2015_approved" width="300" height="250" /></a> NEW DELHI: The Cabinet decided to double the wage ceiling for calculating bonus to Rs 7,000 per month for factory workers and establishments with 20 or more workers.</p>
<p>“The Payment of Bonus (Amendment) Bill, 2015 to enhance the monthly bonus calculation ceiling to Rs 7,000 per month from existing Rs 3,500 was approved by Union Cabinet here,” a source said after the Cabinet meeting.</p>
<p>The amendment bill will be made effective from April 1, 2015. Now the bill will be tabled in Parliament for approval.</p>
<p>The bill also seeks to enhance the eligibility limit for payment of bonus from the salary or wage of an employee from Rs 10,000 per month to Rs 21,000.</p>
<p>The Payment of Bonus Act 1965 is applicable to every factory and other establishment in which 20 or more persons are employed on any day during an accounting year.</p>
<p>The bill also provides for a new proviso in Section 12 which empowers the central government to vary the basis of computing bonus.</p>
<p>At present, under Section 12, where the salary or wage of an employee exceeds Rs 3,500 per month, the minimum or maximum bonus payable to employees are calculated as if his salary or wage were Rs 3,500 per month.</p>
<p>The last amendment to both the eligibility limit and the calculation ceilings under the said Act was carried out in 2007 and was made effective from April 1, 2006.</p>
<p>This amendment in the Act to increase wage ceiling and bonus calculation ceiling was one of ssurances given by the Centre after 10 central trade unions went on one-day strike on September 2.</p>
<p>The government had hinted at meeting workers’ aspirations on nine out of 12 demands submitted by the unions.</p>

<p>Ministry of Labour(Government of India) has sent a proposal to the Cabinet for enhancement of ceiling of bonus from Rs.3500 to Rs.7000 with a cap of maximum payment of Rs.20,000.</p>
<p>Though the Election Commissioner has cleared it, but it has not been included in the Cabinet Agenda for the reasons best known to government, but <b>we are hopeful that, it may be finalized after Bihar elections.</b></p>
