Sub:- Non Payment of Bonus to Postal Employees before the Durga Pooja, disappointment and anguish prevailing amongst the staff.

Respected Sir,

It has been customary all these years that productivity linked bonuses used to be paid before the Durga Pooja so that the employees of the department could celebrate the occasion and Diwali to follow up with the same sort of enthusiasm. But this year has been a big exception. We do not know the reason. One of the causes could be that the Postal Department could not submit the bonus proposal to the Finance Ministry. Whatever the reason, we must acquaint you with the ground reality where a great amount of resentment and anger is prevailing. The Puja Festival has passed with despair in the postal employees, especially the GDS and Diwali is knocking at the door. We must reiterate that the Bonus is not alms doled to the employees. It is a deferred wage and is paid at the time of some festival. There are well studied norms for measuring productivity which have no relation with profit or loss. The railways paid the bonus much in time and the condition of the postal employees as compared to the railway employees and dissatisfaction prevailing can be well imagined.

Non-Productivity Linked Bonus ad hoc bonus to Central Government Employees 2022

We would, therefore, request you to kindly take personal interest in the matter to ensure immediate payment of bonus to the Postal Employees to arrest the anger of the employees lest it explodes.

Payment of Productivity Linked Bonus to all eligible non-gazetted Railway employees for the financial year 2021 – 2022

With high regards

Yours Faithfully

The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2021-22 to the Central Government employees in Group ‘C’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs. 7000/-. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

2. The benefit will be admissible subject to the following terms and conditions:-

(i) Only those employees who were in service as on 31.3.2022 and have rendered at least six months of continuous service during the year 2021-22 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);

(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days ina month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 7000 (where actual average emoluments exceed Rs. 7000), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 7000×30/30.4=Rs.6907.89 (rounded off to Rs.6908/-).

(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 day week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-).
Subject: Payment of Productivity Linked Bonus to the employees Ordnance Factories, DGQA & DGAQA for the year 2021-22.

Respected Sir,

With due regards, your kind attention is invited to the assurances made by higher authorities of Ministry of Defence to the recognised federations of Civilian employees of MoD that the service conditions of employees, who are on deemed deputation for a period of two years in newly incorporated DPSUs, will not be changed and they will be given better options of service conditions in new scenario.

But, those assurances are proving daydreaming at this budding stage. The PLB has always been declared and disbursed before Dussehra festival to the employees of Ordnance Factories, DGQA & DGAQA. But at this time, there is no decision taken on the matter for these employees.

It has come to notice of the federation that DOO has made a proposal for approval of the Ministry only for first six months of previous year i.e. pre-corporatisation period. But for later period of the year, no proposal/ decision has been communicated either by Govt or by the Corporations. There is unrest amongst employees over the issue.

Therefore, you are requested to look into the matter and do the needful to ensure timely payment of PLB, as per existing formula, to the employees of Ordnance Factories, DGQA, DGAQA for the year 2021-22.

Thanking you

Sincerely Yours
