<p><strong>Defence EME Bonus Order 2021 &#8211; 18 days (Eighteen days) wages in cash as PLB for the financial year 2020-2021 to the eligible civilian employees of the EME &#8211; Electronics and Mechanical Engineers.</strong></p>

<h3 class="wp-block-heading">Sub: Productivity Linked Bonus for the eligible Industrial civilian employee of the EME for the financial year 2020-2021.</h3>



<p>Sir,<br />I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry’ letter No.- 24(8)/80/D (JCM), dated 28th September, 1983 as amended from time to time and to convey the sanction of President to the payment of <strong>18 days(Eighteen days)</strong> wages in cash as PLB for the financial year 2020-2021 to the eligible civilian employees of the EME.</p>



<p>2. The entitlement has been worked out on the basis of the working results for the financial year 2020-2021 in accordance with the agreed formula.</p>



<p>3. The PLB shall be paid to all eligible Gp.’B’ (Non-Gazetted) and Gp. ‘C’ civilian employees of EME who are covered under PLB Scheme for the accounting year 2020-2021. The calculation ceiling of Rs.7000/-(7000×18/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.</p>



<p>4. Productivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs.1200/-p.m. (1200×18/30.4) for the accounting year 2020-2021. However, in cases where the actual wages fall below Rs.1200/- p.m., the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.</p>

<p>5. The expenditure on this account will be debitable to Defence Service Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the financial year 2021-2022, without any additionally.</p>



<p>6. This issues with the concurrence of the Ministry of Finance (Deptt. of Expenditure) vide their 1.D.No.11-02/2021E.III(A) (300507906) dated 02.11.2021 and MoD (Fin/AG/PB) vide their F.No. 28014/3/92/AG/PB dated 08.11.2021.</p>

<p>Sir,<br />I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry’ letter No.F-24(10)/80/D(JCM), dated 28th September, 1983 as amended from time to time and to convey the sanction of President to the payment of 40 days(Forty days) wages in cash as PLB for the year 2020-2021 to the eligible civilian employees of the Indian Air Force.</p>



<p>2. The entitlement has been worked out on the basis of the working results for the year 2020-2021 in accordance with the agreed formula.</p>



<p>3. The PLB shall be paid to all eligible Gp.’B’(Non-Gazetted) and Gp. ‘C’ civilian employees of Indian Air Force who are covered under PLB Scheme for the accounting year 2020-2021. <p>Ministry of Defence has forwarded the order for payment of Productivity Linked Bonus (PLB) for the year 2020-21 vide letter under reference (copy enclosed). Accordingly, PLB equivalent to <strong>36 (thirty-six) days</strong> wages is payable to the Civilian employees belonging to the Group &#8216;D&#8217;, &#8216;C&#8217; &amp; &#8216;B&#8217;  <strong>(</strong>Non-Gazetted) in Defence Production establishments in<br />accordance with MoD ltr.no.48(4)/98/D(B&amp;C) dated 27/07/2000 (copy enclosed), with the overall ceiling of emoluments as <strong>Rs.7000/-</strong> (Seven thousand only) per month. PLB may be calculated taking average number of days per month as <strong>30.4</strong> days.</p>



<ol class="wp-block-list" start="2"><li>The financial implications on this account would be met from the existing sanctioned budget for the F.Y. 2021-22 without any additionality from the Government. The expenditure will be debited to the respective budget of the DoO(C&amp;S)/DPSUs/ Allied Organisation and to the respective heads to which the Pay and Allowances of employees of<br />Allied Establishments are debited.</li><li>Information on amount claimed and passed by Accounts for number of employees, amount undisbursed and number of employees yet to receive PLB payment fbr the year 2020-21may be furnished duly vetted as per the given table.</li><li>Information as per table (1, 2,3 &amp;.4) furnished below requires to be forwarded after thorough checking at the factory level and duly vetted latest by 30th November, 2021.</li></ol>

<h3 class="wp-block-heading">Sub: Productivity Linked Bonus for the eligible Defence civilians of the Army Ordanance Corps (AOC) for the year 2020-2021.</h3>



<p>Sir,</p>



<p>I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry letter No.F-24(9)/80/D(JCM), dated 28th September, 1983 as amended from time to time and to convey the sanction of President to the payment of 40 days(forty days) wages in cash as PLB for the year 2020-2021 to the eligible civilian employees of the AOC/Indian Army.</p>



<p>2. The entitlement has been worked out on the basis of the working results for the year 2020-2021 in accordance with the agreed formula.</p>



<p>3. The PLB shall be paid to all eligible Gp. &#8216;B'(Non-Gazetted) and Gp. ‘C’ civilian employees of Indian Army(AOC) who are covered under PLB Scheme for the accounting year 2020-2021. The calculation ceiling of Rs.7000/-(7000×40/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.</p>



<p>4. Productivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs.1200/-p.m. (1200×40/30.4) for the accounting year 2020-2021 . However, in cases where the actual wages fall below Rs.1200/- p.m., the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.</p>



<p>5. The expenditure on this account will be debitable to Defence Service Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2021-2022, without any additionality.</p>



<p>6. This issues with the concurrence of the Ministry of Finance,Deptt. of Expenditure vide their l.D. No.11/8/2019-E.lll A(300506031/2021) dated 26.10.2021 and Mod (Fin/AG/PB) vide their Dy. No. 71/AG/PB/2021 dated 01.11.2021.</p>

<h3 class="wp-block-heading">Sub: Declaration of Productivity Linked Bonus (P.L.B.) for the employees of the EPFO for the year 2020-21.</h3>



<p>Sir/Madam,</p>



<p>The Central Government has conveyed its approval to the existing Productivity Linked Bonus Scheme for the year 2020-21 for the employees of EPFO vide letter No 11-5/2018-E III(A) (300507484/ 2021) dated 26.10.2021.</p>



<p>2. Accordingly, the competent authority is pleased to convey the approval for payment of the Productivity Linked Bonus for the year 2020-21 for 60 (Sixty) days in all the offices of EPFO. The bonus of 60 days has been assessed on the basis of data/information submitted by the Zonal Offices in compliance to Head Office letter dated 06.10.2021. The payment of bonus is to be released to all Group ‘C’ and Group ‘B’ (Non-Gazetted) employees of EPFO.</p>



<p>3. The terms and conditions governing payment of P.L.B. will be as per the instructions and other terms &amp; conditions issued by the Ministry of Finance O.M. No. 7/24/2007/E.III (A) dated 18.10.2021 for payment of bonus. The quantum of bonus may be assessed as per the following formula:-</p>

<p>विषयः <strong>केन्द्र सरकार के कर्मचारियों को वर्ष 2020-21 के लिए उत्पादकता असंबद्ध बोनस (तदर्थ बोनस) प्रदान किया जाना।</strong></p>



<p>अधोहस्ताक्षरी को केन्द्र सरकार के समूह &#8220;ग&#8221; के कर्मचारियों और समूह &#8220;ख&#8221; के सभी अराजपत्रित कर्मचारियों जो उत्पादकता से संबदध किसी बोनस स्कीम के अंतर्गत नहीं आते हैं, को लेखा वर्ष 2020-2। के लिए 30 दिन की परिलब्धियों के बराबर उत्पादकता असंबद्ध बोनस (तदर्थ बोनस) प्रदान किए जाने के लिए राष्ट्रपति की स्वीकृति की सूचना देने का निदेश हुआ है। इन आदेशों के तहत तदर्थ बोनस के भुगतान के लिए गणना की अधिकतम सीमा, 29 अगस्त, 2016 के का.ज़ा.सं.7/4/2014-ई.॥(ए) के तहत 01/04/2014 से यथा-संशोधित 7000/- रुपए की मासिक परिलब्धियों की होगी। इन आदेशों के तहत तदर्थ बोनस का भुगतान केन्द्रीय अर्धसैनिक बलों और सशस्त्र बलों के पात्र कर्मचारियों के लिए भी स्वीकार्य होगा। ये आदेश संघ राज्य क्षेत्र प्रशासन के उन कर्मचारियों पर भी लागू माने जाएंगे जो परिलब्धियों के संबंध में केन्द्र सरकार की पद्धति का अनुसरण करते हैं तथा जो किसी अन्य बोनस या अनुग्रह स्कीम के अंतर्गत नहीं आते हैं।</p>



<p class="has-text-align-center"><strong><a href="https://centralgovernmentnews.com/bonus-order-2021-for-central-govt-employees-pdf/">Central Government Employees Bonus 2021 Order in English</a> </strong></p>



<p>2, यह लाभ निम्नलिखित नियमों एवं शर्तों के अधीन स्वीकार्य होगाः-</p>



<p>(i) केवल वे कर्मचारी इन आदेशों के अंतर्गत भुगतान के पात्र होंगे, जो 31.03.2021 को सेवा में थे और जिन्होंने वर्ष 2020-2 में न्यूनतम छह महीने तक लगातार सेवा की है। वर्ष में छह महीने से लेकर पूरे एक वर्ष तक लगातार सेवा की अवधि के लिए पात्र कर्मचारियों को यथा-अनुपात भुगतान किया जाएगा, पात्रता-अवधि की गणना सेवा के महीनों (महीनों की निकटतम पूर्णाकित संख्या) के रूप में की जाएगी।</p>



<p>(ii) उत्पादकता असंबदध बोनस (तदर्थ बोनस) की मात्रा की गणना औसत परिल्रब्धियों।गणना की उच्चतम सीमा, इनमें से जो भी कम हो, के आधार पर की जाएगी। एक दिन के लिए उत्पादकता असंबदध बोनस (तदर्थ बोनस) की गणना करने के लिए एक वर्ष की औसत परिल्रब्धियों को 30.4 (एक महीने के औसत दिनों की संख्या) से विभाजित किया जाएगा। तत्पश्चात्‌ दिए जाने वाले बोनस के दिनों की संख्या से इसको गुणा किया जाएगा। उदाहरण के लिए, मासिक परिल्रब्धियों की उच्चतम गणना सीमा को 7000/- रुपए (जहां वास्तविक औसत परिलब्धियां 7000/- रुपए से ज्यादा हैं) मानते हुए 30 दिनों के लिए उत्पादकता असंबद्ध बोनस (तदर्थ बोनस) 7000 x30/30.4 = 6907.89/- रुपए (पूर्णाकित 6908/- रुपए) बनेगा।</p>



<p>(iii) ऐसे दिहाड़ी मजदूर, जिन्होंने 6 कार्य-दिवसीय सप्ताह वाले कार्यात्रयों में पिछले तीन अथवा इससे अधिक वर्ष में हर वर्ष कम से कम 240 दिन (पांच कार्य-दिवसीय सप्ताह वाले कार्यात्रयों के मामले में 3 या इससे अधिक वर्ष में हर वर्ष 206 दिन) कार्य किया है, इस उत्पादकता असंबद्ध बोनस (तदर्थ बोनस) के भुगतान के पात्र होंगे। देय उत्पादकता असंबद्ध बोनस (तदर्थ बोनस) की राशि 1200 रुपए x 30/30.4 अर्थात 1184.2/- रुपए (पूर्णाकित 1184/- रुपए) होगी। ऐसे मामलों में जहां वास्तविक परिलब्धियां 1200/- रुपए प्रतिमाह से कम हैं, इस राशि की गणना वास्तविक मासिक परिलब्धियों के आधार पर की जाएगी।</p>



<p>(iv) इन आदेशों के अंतर्गत सभी भुगतान रुपए के निकटतम पूर्णाक में किए जाएंगे।</p>



<p>(v) तदर्थ/उत्पादकता असंबद्ध बोनस के विनियमन के संबंध में विभिन्‍न बिंदु अनुबंध में दिए गए हैं।</p>



<ol class="wp-block-list" start="3"><li>इस मद में होने वाला व्यय उन संबंधित शीर्षों के नामे डाल्रा जाएगा जिनमें इन कर्मचारियों के वेतन एवं भत्ते डाले जाते हैं।</li><li>उत्पादकता असंबद्ध बोनस (तदर्थ बोनस) की मद में होने वाला व्यय चात्र्‌ वर्ष के लिए संबंधित मंत्रालयों/विभागों के संस्वीकृत बजट प्रावधान के अंदर प्रा किया जाना है।</li><li>जहां तक भारतीय लेखापरीक्षा और लेखा विभाग में कार्यरत व्यक्तियों का संबंध है, ये आदेश भारत के संविधान के अनुच्छेद 148(5) के तहत यथा-अधिदेशित भारत के नियंत्रक और महालेखा परीक्षक के परामर्श से जारी किए जाते हैं।</li></ol>

<p>For the accounting year 2020-21, the Central Government employees in Group &#8216;C&#8217; and all non-gazetted employees in Group &#8216;B&#8217; who are not covered by any Productivity Linked Bonus Scheme would get a Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments.</p>

<h3 class="wp-block-heading">Subject: Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2020-21.</h3>



<p>The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2020-21 to the&nbsp;<strong>Central Government employees in Group ‘C’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme</strong>. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs. 7000/-, as revised w.e.f 01/04/2014 vide OM No.7/4/2014-E.lll(A), dated 29th August, 2016. The payment of ad-hoc Bonus under these&nbsp;<strong>orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces</strong>. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.<ins></ins></p>



<p>2. The benefit will be admissible subject to the following terms and conditions:-</p>



<p>(i) Only those employees who were in service as on 31.3.2021 and have rendered at least six months of continuous service during the year 2020-21 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);</p>



<p>(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/ calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the&nbsp;<strong>calculation ceiling of monthly emoluments of Rs. 7000 (where actual average emoluments exceed Rs. 7000)</strong>,&nbsp;<strong>Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 7000×30/30.4= Rs. 6907.89 (rounded off to Rs. 6908/</strong>-).</p>



<p>(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 day week) , will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of <strong>Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-).</strong> In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.</p>



<p>(iv) All payments under these orders will be rounded off to the nearest rupee.</p>



<p>(v) Various points regarding regulation of Ad-hoc I Non- PLB Bonus are given in the Annexure.</p>



<p>3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.</p>



<p>4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.</p>



<p>5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned , these orders are issued in consultation with the Comptroller and Auditor General of India as mandated under Article 148(5) of the Constitution of India.</p>

Such an employee becomes eligible for the benefit of ad-hoc bonus if and when reinstated with benefit of emoluments for the period of suspension , and in other cases such period will be excluded for the purpose of eligibility as in the case of employees on leave without pay.</td></tr><tr><td>(i) Employees transferred from one Ministry./Department/Office covered by ad-hoc bonus orders to another within the Government of India or a Union Territory Government covered by ad­ hoc bonus orders and vice versa.</td><td>(g) Employees who are transferred from any of the Ministry/Department/Office covered by ad-hoc bonus orders to another such office without break in service will be eligible on the basis of combined period of service in the different organizations. Those who are nominated on the basis of a limited departmental or open competitive exam from one organization to a different organization will also be eligible for the ad-hoc bonus. Whether ad-hoc bonus is payable to casual labour for an accounting year in the following cases:-</td><td></td></tr><tr><td>(a) Those who have put in specified number of days of work in different offices during each of the three years ending with the said accounting year.</td><td>a) The eligibility is to be worked out for three years from the said accounting year backwards . The period of 240 days of work in each of these years may be arrived at by combining the number of days worked in more than one offices of the government of India, for which bonus, ex-gratia or incentive payment has not been earned and received.</td></tr><tr><td>(b) Casual labour who were not in work on 31st March, 2021.</td><td>b) The condition of being in employment on 31st March, 2021 as laid down in these orders is applicable to regular Government Employees and not to casual labour .</td></tr><tr><td>(c) Those who have put in at least specified number of days of work in each of two years preceding the accounting year but are short of this limit due to regularization in employment in the said accounting year.</td><td>(c) If a casual labour, who has been regularized in the accounting year does not fulfill the minimum continuous service of six months as on 31st March, 2021 and therefore , cannot be granted benefit as a regular employee, he may be allowed the benefit as for a casual labour provided the period of regular service in the said year if added to the period of work as casual labour works out to at least specified number of days in that accounting year.</td></tr></tbody></table></figure>

<h2 class="wp-block-heading">Sub: Productivity Linked Bonus for the Accounting year 2020-21.</h2>



<p>Sir/Madam,</p>



<p>The undersigned is directed to convey the sanction of the President of India to the payment of&nbsp;<strong>Productivity Linked Bonus</strong>&nbsp;for the Accounting year 2020-21 equivalent of emoluments of&nbsp;<strong>60 (Sixty) Days</strong>&nbsp;to the employees of Department of Posts in MTS, /Group ‘C’ and non-gazetted Group ‘B’.&nbsp;<strong>Ex-gratia</strong>&nbsp;payment of bonus to Gramin Dak Sevaks who are regularly engaged after observing all engagement formalities, and Ad­ hoc payment of bonus to&nbsp;<strong>Casual laborers who have been conferred Temporary Status</strong>&nbsp;are also to be paid equivalent to allowance/wages respectively for&nbsp;<strong>60 (Sixty) Days</strong>&nbsp;for the same period.</p>



<p>1.1 The calculation for the purpose of payment of bonus under each category will be done as indicated below:-</p>



<h3 class="wp-block-heading">2. REGULAR EMPLOYEES:</h3>



<p>2.1 Productivity Linked Bonus will be calculated on the basis of the following formula:-</p>



<p class="has-text-align-center"><span style="text-decoration: underline;"><strong>Average emoluments X Number of days of bonus</strong><br /></span><strong>30.4 (average no. of days in a month)</strong></p>



<p>2.2 The term “<strong>emoluments”</strong>&nbsp;for regular Departmental employees includes Basic Pay in the Pay matrix, Dearness Pay, S.B. Allowance, Deputation (Duty) Allowance, Dearness Allowance and Training Allowance to Faculty Members in Training Institutes. In case of drawl of salary exceeding&nbsp;<strong>Rs.7000/- (Rupees Seven Thousand only)</strong>&nbsp;in any month during the accounting year 2020-21, the emoluments shall be restricted to Rs.7000/- (Rupees Seven Thousand only) per month only.</p>



<p>2.3&nbsp;<strong>“Average Emoluments”</strong>&nbsp;for a regular employee is arrived at by dividing by twelve, the total salary drawn during the year 2020-21 for the period from 1.4.2020 to&nbsp;31.03.2021, by restricting each month’s salary to Rs. 7000/- per month. However, for the periods of EOL and Dies-Non in a given month, proportionate deduction is required to be made from the ceiling limit of Rs.7000/-</p>



<p>2.4 In case of those employees who were under suspension, or on whom dies-non was imposed or both, during the accounting year, the clarificatory orders issued vide Paras 1 &amp; 3 respectively of this officer order No. 26-8/80-PAP (Pt.I) dated 11.6.1981 and No. 26-4/87-PAP(Pt.ll) dated 8.2.1988 will apply.</p>



<p>2.5 Those employees who have resigned/retired or left services or proceeded on deputation within the Department of Posts or those who have proceeded on deputation outside the Department of Posts after 31.03.2021 will also be entitled to bonus. In case of all such employees, the Productivity Linked Bonus admissible will be as per provisions of Paras 2.1 to 2.3 above.</p>



<h3 class="wp-block-heading">3. GRAMIN DAK SEVAKS (GDSs)</h3>



<p>3.1 In respect of GDSs who were on duty throughout the year during 2020-21, Average Monthly Time Related Continuity Allowance will be calculated taking into account the Time Related Continuity Allowance (TRCA) plus corresponding Dearness Allowance drawn by them for the period from 1.4.2020 to 31.3.2021 divided by 12. However, where the Time Related Continuity Allowance exceeds Rs. 7000/- in any month during this period, the allowance will be restricted to Rs.7000/- per month. Ex­ gratia payment of bonus may be calculated by applying the bonus formula as mentioned below:</p>



<p class="has-text-align-center"><span style="text-decoration: underline;"><strong>Average TRCA X Number of days of bonus</strong><br /></span><strong>30.4 (average no. of days in a month)</strong></p>



<p>3.2 The allowance drawn by a substitute will not be counted towards exgratia bonus calculation for either the substitutes or the incumbent GDSs. In respect of those GOS who were engaged in short term vacancies in Postmen I MTS Cadre will be governed by instructions issued by this Directorate vide O.M. No.23-01/2019-GDS dated 23.10.2019.</p>



<p>3.3 If a GOS has been on duty for a part of the year by way of a fresh engagement , or for having been put off duty, or for having left service, he will be paid proportionate ex­ gratia bonus calculated by applying the procedure prescribed in Para 3.1 above.</p>



<p>3.4 Those Gramin Oak Sevaks who have resigned/ discharged or left service after 31.03 .2021 will also be entitled to proportionate ex-gratia Bonus. In case of all such Gramin Oak Sevaks, the Ex-gratia Bonus admissible will be as per provisions of Para<br />3.1 above.</p>



<p>3.5 In case of those Gramin Oak Sevaks who were under put off, or on whom dies­ non was imposed, or both, during the accounting year, the clarificatory orders issued vide Paras 1 &amp; 3 respectively of this office order No 26-08/80-PAP (Pt-l)dated 11.6.1981 and No. 26-04/87-PAP(P.ll) dated 8.2.1988 will apply .</p>



<h3 class="wp-block-heading">4. FULL TIME CASUAL LABOURERS INCLUDING TEMPORARY STATUS CASUAL LABOURERS.</h3>



<p>4.1 Full Time Casual Labourers including Temporary Status Casual Laborers who have worked for 8 hours a day, for at least 240 days in a year for three consecutive years or more (206 days in each year for three years or more in case of offices observing 5 days a week) as on 31.03.2021 will be paid&nbsp;<strong>ad-hoc bonus</strong>&nbsp;on notional monthly wages of Rs.1200/- (Rupees Twelve hundred only). The&nbsp;<strong>maximum ad-hoc bonus</strong>&nbsp;will be calculated as below:</p>



<p class="has-text-align-center"><span style="text-decoration: underline;"><strong>(Notional monthly wages of Rs.1200) X (Number of days of bonus)</strong><br /></span><strong>30.4 (average no. of days in a month)</strong></p>



<p>Accordingly, the rate of bonus per day will be worked out as indicated below:</p>



<p class="has-text-align-center"><span style="text-decoration: underline;"><strong>Maximum ad-hoc bonus for the year</strong><br /></span><strong>365</strong></p>



<p>The above rate of bonus per day may be applied to the number of days for which the services of such casual laborers had been utilized during the period from 1.4.2020 to 31.03.2021. In cases where the actual wages in any month fall below Rs.1200/- during the period 1.4.2020 to 31.3.2021 , the actual monthly wages drawn should be taken into account to arrive at the actual ad-hoc bonus due in such cases.</p>



<p>5. The amount of Productivity Linked Bonus/ ex-gratia payment/Ad-hoc bonus payable under this order will be rounded off to the nearest rupee. The payment of Productivity Linked Bonus, as well as the ex-gratia payment and ad-hoc payment, will be chargeable to the Head salaries” under the relevant Sub-Head of account to which pay and allowances of the staff are debited. The payment will be met from the sanctioned grant for the year 2021-22.</p>



<p>6. After payment, the total expenditure incurred and the number of employees paid may be ascertained from all the units by Circles and consolidated figures are intimated to the Budget Section of the Department of Posts. The Budget Section will furnish consolidated information to PAP Section about the total amount of bonus paid and the total number of employees (Category-wise) to whom it was disbursed for the Department as a whole.</p>



<p>7. This has the approval of Hon’ble Finance Minister vide Ministry of Finance, Department of Expenditure’s ID Note No. 11/ 1/2017-E.lll(A) (300505745/ 2021) dated 12.10.2021 and issued with the concurrence of AS &amp; FA vide Diary No.FA­ CS(P)/ 108/2021-22 dated 14.10.2021.</p>

<p>Department of Posts may refer to their proposal for grant of Productivity Linked Bonus (PLB) equivalent to 120 days wages as worked out for the accounting year 2020-21 to the eligible employees of Department of Posts.</p>



<ol class="wp-block-list" start="2"><li>The proposal has been examined in this Department and it has been decided to <strong>restrict </strong>the PLB to <strong><span style="text-decoration: underline;">Sixty 60 days wages</span></strong> only in respect of eligible employees of Department of Posts.</li></ol>



<ol class="wp-block-list" start="3"><li>The payment of bonus will be governed by the existing terms and conditions and expenditure on this account will be met from the existing budget provisions for financial year 2021-22 without any additional support from the Government.</li><li>This issues with the approval of Hon&#8217;ble Finance Minister.</li></ol>

<p class="has-text-align-center"><strong>ORDER:</strong></p>



<p>Government has decided to grant Ad-hoc Bonus to celebrate harvest festival “Pongal”, equivalent to 30 days emoluments on a base of 30 days a month to all ‘C’ and ‘D’ Group regular and temporary Government employees, employees of Local Bodies and Aided Educational Institutions including teachers on regular time scales of pay and Special Ad-hoc Bonus of Rs.1000/- to full time and Part time employees paid from contingencies / employees paid from Special time scale of pay for the accounting year 2019-2020.</p>



<p>2. In the Government Order read above, orders were issued to grant Ad-hoc Bonus for the Accounting Year 2018-19 equivalent to 30 days emoluments subject to a ceiling of Rs.3000/- to ‘C’ and ‘D’ Group regular and temporary Government employees, employees of Local Bodies in Government aided educational institutions.</p>



<p>3. Accordingly, Government direct that all “C and D” Group regular and temporary employees who are on regular time scales of pay, employees of Local Bodies and Aided Educational Institutions including Teachers on regular time scales of pay in C and D Group be paid adhoc bonus equivalent to 30 days emoluments subject to a ceiling of Rs.3,000/- for the accounting year 2019-20.</p>



<p>4. Government also direct that, Special Ad hoc Bonus of Rs.1,000/- be paid to full-time and part-time employees paid from contingencies at fixed monthly rates, employees on consolidated pay/ special time scale of pay including employees in Nutritious Meal Programme/ Integrated Child Development Service (ICDS) Scheme (Anganwadi Workers /Mini Anganwadi Workers), Village Assistants, employees on daily wages and the employees partly worked on daily wages and subsequently brought under regular establishment and worked continuously for atleast 240 days or more during the accounting year 2019-2020.</p>



<p>5. The Ad-hoc Bonus shall be computed on the basis of actual emoluments as on 31st March 2020. The amount of ad-hoc bonus shall be calculated as if monthly emoluments were Rs.3,000/- per month. In respect of those drawing pay in the pre-revised/revised scales of pay, the calculation of Ad-hoc bonus shall be based on the emoluments drawn subject to the upper ceiling limit of Rs.3,000/- per month.</p>



<p>6. The Ad-hoc Bonus/ Special Ad-hoc Bonus sanctioned above shall be admissible subject to the conditions prescribed in the Annexure to this order.</p>



<p>7. The expenditure on Ad-hoc Bonus/ Special Ad-hoc Bonus shall be debited to the sub-detailed head “04. Other Allowances” under the detailed head “01. Salaries” or the detailed head “02 wages” as the case may be, under the relevant service head of the department concerned.</p>

<p><strong>[G.O.Ms.No.1, Finance (Allowances) Department, Dated: 04.01.2021]</strong></p>



<ul class="wp-block-list"><li>(i) The emoluments for purposes of Ad-hoc Bonus under these orders shall be worked out on the basis of basic pay/ personal pay and dearness allowance as on 31st March, 2020. The eligible Government servants of C and D Group shall be as ordered in G.O.Ms.No.21, Personnel and Administrative Reforms (A) Department, Dated: 05-03-2019.</li><li>(ii) The employees who were in service on 31st March 2020 and have rendered a full year of service from 1st April 2019 to 31st March 2020 shall be eligible for the full amount of Ad-hoc Bonus sanctioned in this Order at the rate of 30/30 days of emoluments.</li><li>(iii) The employees who have rendered service of six months and above, but less than a year during 2019-2020 shall be eligible for proportionate amount of Ad-hoc Bonus. For the purpose of this rule, period less than 15 days shall be ignored and fifteen days and above shall be treated as a full month of service.</li><li>(iv) The Ad-hoc Bonus shall be rounded to the nearest rupee, i.e., fraction of 50 paise and above shall be rounded to the next higher rupee and fraction below 50 paise shall be ignored.</li></ul>



<p>(v) The period of service for the purpose of computing Ad-hoc Bonus shall include all leave other than the extraordinary leave without Allowances. In the case of employees who were on extraordinary leave without allowances / Half Pay / Study Leave without pay during the month of March 2020, the Ad-hoc Bonus shall be determined based on the emoluments last drawn before proceeding on leave.</p>



<p>(vi) In the case of employees under suspension at any time, during 2019-2020 Subsistence allowances paid during suspension shall not be treated as emoluments. Such an employee may be paid Ad-hoc Bonus / Special Ad-hoc Bonus as and when the period of suspension is treated as duty. In other cases, the period of suspension shall be excluded for the purpose of Ad-hoc Bonus/ Special Ad-hoc bonus. In the case of suspension, if any, after 31st March 2020 there shall be no bar for the payment of Ad-hoc Bonus / Special Ad-hoc Bonus.</p>
