Subject:- Pay revision of Board level and below Board level Executives and Non-Unionised Supervisors of Central Public sector Enterprises(CPSEs) w.e-f. 01.01.2017- Review of the Profitability– regarding.

The undersigned is directed to refer DPE’s OM No W-02/0028/2017-DPE(WC)- GL-XIII/17 dated 03.08.2017 on the subject cited above. Para 3(iv) of the said OM, inter-alia, stipulates that “Subsequent to implementation of pay revision, the profitability of a CPSE would be reviewed after every 3 years and (b) if the profitability of a CPSE falls in such a way that the earlier pay revision now entails impact of more than 20% of average PBT of last 3 years, then PRP/ allowances will have to be reduced to bring down impact.”

2. Further, as per para 18 of the said DPE OM dated 03.08.2017 “Presidential directives would be issued by the administrative Ministry concerned based on the result of review which is to be done after every 3 years”
3. Accordingly, all administrative Ministries/ Department are requested to take necessary action to review the profitability of CPSEs under their administrative control in the light of provisions Stipulated in the above mentioned DPE’s OM dated 03.08.2017.

Subject :- Standard Terms and Conditions for 2017 IDA pay scales in respect of Board level executives of CPSEs – reg.

The undersigned is directed to refer to DPE’s OM dated 14.12.2012 and to state that guidelines on revised pay scales etc. in respect of executives of CPSEs following IDA pattern of pay scales w.e.f. 01.01.2017 have been issued vide DPE OMs dated 03.08.2017, 04.08.2017 and 07.09.2017. Based on the Government policy declared in these OMs, standard terms and conditions in respect of Board level executives of the CPSEs following IDA pay scales have been finalized by DPE. A copy of the standard terms and conditions is enclosed.

2. All proposals for pay fixation and terms & conditions of Board level executives in 2017 pay scales may be finalized in the model format enclosed, as per the procedure prescribed in the aforesaid DPE OM dated 14.12.2012.

3. All the cases where the pay fixation based on 2017 IDA pay scales in respect of Board level executives of CPSEs have already been finalized, the terms and conditions of such Board level executives may be reviewed in light of the enclosed standard terms & conditions.

4. This issues with the approval of the Competent Authority.

Subject:- Pay Revision of Board level and below Board level Executives and Non-Unionised Supervisors of Central Public Sector Enterprises (CPSEs) w.e.f. 01.01.2017. – Constitution of Anomalies Committee.
The undersigned is directed to refer to this Department’s O.M. No. W-02/0028/2017 dated 3rd August, 2017 regarding Government decision on the revision of pay scales for Board level and below Board level Executives and Non-unionised Supervisors of CPSEs w.e.f. 01.01.2017. The para 19 of the said OM provides for constitution of an Anomalies Committee to look into any specific issue / problem that may arise in implementation of the Government’s decision on the revision of pay scales w.e.f. 01.01.2017. Accordingly, an Anomalies Committee is constituted with the following composition:

1. Secretary, Department of Public Enterprises
2. Secretary, Department of Expenditure
3. Secretary, Department of Personnel and Training

The tenure of the Committee will be for 2 years w.e.f. the date of issue of this

3. The payment on account of dearness allowance involving fractions of 50 paise and above may he rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.

4. The quantum of IDA payable from 01.10.2012 at the old system of neutralization @ Rs.2.00 per point shift for increase of 168 points may be Rs.336/- and at AICPI 4825 DA payable may be Rs.8239.75 to the executives holding Board level post, below Board level post and non-unionised supervisors following IDA pattern in the CPSEs of 1987 pay scales.

5. All adrninistrative Ministries/Departments of Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for action at their end.
