<p>We reproduce herein the text of the Circular Jointly issued by AIBEA- NCBE-NOBW- INBEF on the outcome of the discussions with IBA held at Mumbai on 31-10-2020.</p>



<p>As would be observed from this joint communication, revised pay scales have been worked out as under.</p>

<p>Issues like PQP, Special Pay, Fixed Personal Pay, HRA, Medical Aid, etc. are being finalised.</p>



<p>There would be 9 stagnation increments for both clerical and substaff at an interval of 2 years each.</p>



<p>DA rate would be 0.07% per slab of 4 points over 6352 points of Index.</p>



<p>HRA rate would be uniform for all centres Al over the country as against existing 3 different rates.</p>



<p>DA will be payable on Special Allowance and Transport Allowance.</p>



<p>Revision in duties/ powers and quantum of allowance of Special Pay posts are being worked out.</p>

<p>In view of all these issues nearing finality, stage is now set for the final settlement at the earliest. Already fake news in the name of AIBEA, false news, half-baked news, speculative news, etc. are active in the market. Other impediments are also being created. Hence all our units and members are cautioned not to be misled by all these attempts. Maintain unity and calmness. We cannot afford to divert our attention at this stage.</p>

<p>At the outset, we convey our greetings on behalf of four officers’ organisations of the banking industry. You are aware that the M.O.U of the XIth Bipartite Wage settlement has been signed on 22nd July 2020 after protracted negotiations spanning over two and a half years. There had been a number of roadblocks on the way, which have been resolved amicably through your timely intervention and fruitful suggestions. We take this opportunity to place on record our appreciation for the positive role played by your good office in resolving many of the issues confronting bankers.</p>

<p>2. Sir, we draw your kind attention to a two day strike call given by the four officers’ organisations on 26th and 27th September 2019 in the backdrop of the announcement of Merger of 6 Public Sector Banks with 4 other banks as was announced by Hon’ble Minister of Finance on 30th August 2019. The strike notice served on the authorities (Government of India, and IBA), inter alia, had incorporated certain other pertinent issues too besides the merger of Banks were viz. a) Issuance of Mandate for wage revision by 5 banks to cover all officers; b) 5 day week; c) Pressure on officers to sell the third party products ; d) Revision of Family pension and e) Updation of Pension af ai.</p>



<p>3. On 23rd September, 2019, the representatives of the four officers’ organisations had a purposeful initial interaction with by Or. Madnesh Kumar Mishra, Joint Secretary DFS and subsequently with Shri Rajeev Kumar, the then Secretary, DFS where other senior functionanes of DFS were also present. During the discussions held with the then Secretary, DFS, on 5 day week, it was categorically assured that the demand would be actively considered. Even if ail Saturdays off at that point of time, could not be introduced, an additional Saturday off could well be worked out. Till date, there is no positive response In this regard.</p>



<p>4. As you are well conversant with the present day plight of the citizenry of our nation due for the pandemic <strong><a aria-label="undefined (opens in a new tab)" href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID 19</a></strong>, we are of the considered view that with the spike in footfall, bank branches have become a community transmission hub of COVID 19, obviously a matter of serious concern, following the surge of infection amongst the bankers after the implementation of Unlock process. Several state governments have woken up to the realization and closed down bank branches on all Saturdays under N.I. Act to ensure that banks are closed on two consecutive days to “Break the Chain”. Further, despite tremendous constraints, the financial army has responded to the call of the nation in a magnificent manner during the period of crisis to render yeoman service with patience and precision. in the process, unfortunately hundreds of bankers have laid down their lives in the line of duty.</p>



<p>5. India is in the midst of digital revolution. As per experts, India is set to leapfrog many advanced countries in this space. Customers in the country are leaning towards digital adoption of financial services faster than previous estimates. There will be a paradigm shift in banking transactions from the brick and mortar banking to digital transactions concept. The PSBs have given priority in the development and expansion of alternate channel. Banks are making, in terms of long term planning, huge investment towards capex for alternate channel like ATM to cope with the digital revolution in financial services in the country. With the ongoing digital drive in the country, the number of users opting for online banking is expected to shore up significantly.</p>



<p>6. In the above backdrop, we would request your good self to explore introduction of 5 day working week on a pragmatic approach and take a holistic view on the issue in the given situation for a positive catalytic step in the direction of Digital India in conformity with Hon’ble Prime Minister’s vision. A positive move in this regard at this juncture will immensely benefit the centre fraternity of bankers along with the society to effectively combat the contagion.</p>

<p>In the background of C.L.C.(Central) Delhi, counseling IBA and also representatives of the unions  to get back to the negotiation on 20.02.2015, in which Com.Alok Khare, Vice Chairmen, Com.S.S.Shishodia, President and Com.Sanjay Khan  Joint Secretary AIBOA participated and at the CLC’s advice IBA invited the unions for discussions on 23.02.2015.</p>

<p>To-day, a meeting was held at IBA office at 11.30 am.  Representatives of all the eleven unions participated in the discussions.</p>

<p>2.         IBA team was led by Shri.T.M.Bhasin, Chairman IBA, Smt.Arundhati Bhattacharya Chairman SBI, Smt.V.R.Iyer, Chairperson and Managing Director BOI, Shri.Rajeev Rishi,CMD,CBI,Shri.Ashwini Kumar,CMD DB, Shri.Arun Tiwari CMD UBI, Shri.Rakesh Sethi CMD All Bank, Shri.Animesh Chauhan MD&amp;CEO OBC,Shri.Ashwini Mehra DMD SBI Shri.Shyam Srinivasan CEO Federal Bank, Shri.M.V.Tanksale CEO IBA, Shri.K.Unnikrishnan Dy CEO,IBA, Shri.K.S.Chauhan besides officials of HR department of IBA.</p>

<p>3.         While initiating the dialogue Shri.M.V.Tanksale CEO IBA expressed the progress made in the last 18 rounds and also the meetings held with the subgroups with workmen and officers during this period. Shri.Rajeev Rishi Chairman Negotiating Committee IBA, picked up the thread from the last discussion held on 3.02.2015 and reiterated that unions should come forward with the revised demand. Com.M.V.Murali, Convenor UFBU presented in a pointed way the chronological progress of the conduct of the negotiations and also the ‘U’ turn of IBA on 03.02.2015 vis a vis the assurance made on 19.01.2015 precipitating the crisis.</p>

<p>4.         Shri.T.M.Bhasin, Chairman IBA quoting the details of the earlier bipartite benefits, ultimately indicated the paying capacity of the individual banks is the deciding factor, indicated failure at Industry level to force a situation of individual bankwise settlement. He also appealed to appreciate the present situation in Q3 performance of various banks and realize the need to fold up the negotiation with the offer of further 0.5% increase from 13% made on 03.02.2015 by Shri,Rajeev Rishi, Chairman Negotiating Team IBA.</p>

<p>5.         Smt.A.Bhattacharya Chairman SBI in her pointed  presentation dealt the present position of Public Sector Banks vis a vis Private Sector Banks, present capital infusion announcement of Rs 6990 crores by Government of India and also to realize the need to finalise the agreement keeping in mind the various serious developments having global compulsions and also stipulations. To get the priority reallocation of PSB employees at par with Central government employees for the purpose of admission of the wards in Kendriya Vidyalayas by her efforts was also shared in the meeting.  Smt.V.R.Iyer, too supported the view points expressed by Chairman SBI and explained the need to function as a team to keep PSBs in tact and not to allow the Private sector banks to sneak in to capture the business from us..</p>

<p>6.         After protracted negotiations, ultimately the understandings have been clinched which are as follows;</p>

<p><b>a.  Date of Effect      1.11.2012.</b></p>
</div>

<p><b>b.  Total Increase of 15% in Payslip components- amounting of Rs 4725 crores.</b></p>
</div>

<p><b>c.  Construction of new Basic Pay by merging 60.15% of D.A impact where of not to exceed 2% of BP plus DA amounting Rs 597 cr.</b></p>
</div>
<div>
<p><b>d.  2nd and 4th Saturdays will be holidays and other Saturdays will be full working Days.</b></p>
</div>

<p>7.         Thus the exercise to construct new Basic Pay effective from 1.11.2012 has been initiated by sealing the agreement, with the first step to clinch a new working condition in the era of Information and Communication Technology explosion, quite nearer to our most important demand of 5 day working.</p>

<p>8.         AIBOA place on record the role played by Com.D.Raja CPI MP leading AIBEA –AIBOA delegation to meet FM on 19/02/2015 and making sincere efforts to break the deadlock in the Banking Industry avoiding paralysis of the nerve centre of the economy in the last week of this month., due to the proposed 4 days strike which now stands called off consequent to signing of MOU as above. Detailed Pay structures may now be worked out with IBA in subsequent meetings besides discussions other left out issues including of those pertaining to retirees.</p>
