<p>Attention is invited to para 2 of Office Order No. 12 of 2022 regarding exemption from marking of attendance through AEBAS upto 15th February, 2022 or till further orders whichever is earlier. As no such extension of exemption for recording of attendance through Biometric System has been issued by DOP&amp;T it has been decided all officials are to henceforth record their attendance on the Aadhar Enabled Biometric Attendance System (AEBAS) w.e.f. 21.02.2022. While recording attendance :-</p>



<ul class="wp-block-list"><li>(a) All employees are to invariably sanitize their hands before and after marking of attendance;</li><li>(b) Physical distancing of six feet is to be maintained by all employees;</li><li>(c) All employees are to wear mask/face cover.</li></ul>

<p>Subject: <strong>Biometric Attendance System &#8211; Compulsory for all employees.</strong></p>
<p>Government Order No: 288-F of 2018 Dated; 22-06-2018</p>
<p>In order to ensure punctuality in the Government Offices/ Establishments, it has been decided to immediately implement Biometric Attendance System with immediate effect. Accordingly, the following directions are issued for strict compliance by all concerned:</p>
<p>2. For all Government employees/ persons drawing salary, wages, honorarium etc.</p>
<blockquote><p>a) No salary or wages would be drawn in favour of the Government employees of any category for the month of June 2018 onwards unless they have enrolled themselves in Biometric System (Aadhar not mandatory).</p>
<p>b) The above applies also to all the PSU employees, Contractual/ consolidated/ casual workers or any other type of persons drawing wages in any form from the public exchequer.</p>
<p>c) It will be the duty of the concerned DDOs to ensure enrolment before 30th June, 2018 and furnish a certificate for the same along the Salary / Wage Bill presented in the Treasury, without which the Treasury Officers are directed not to entertain any Salary( Wage bill.</p>
<p>d) From 22nd June, 2018 onwards, the marking of attendance in the system would be compulsory for all categories of employees and wage earners. Only after the scrutiny of monthly attendance, the DDOs would prepare Salary/Wage bill and certificate would accordingly be furnished alonwith the bill to the Treasuries concerned.</p>
<p>e) The Administrative Secretaries/ HoDs/DDOs of various Departments/Corporations shall ensure installations of desktop based (low cost) Biomatric Attendance System/<br />
Machines in their respective offices at an earliest by purchasing the same at DGS&amp;D rates or through GeM Portal out of OE/ ‘Machinery and Equipment’ Head.</p>
<p>f) Information Technology Department and NIC Centres in each district are directed to provide necessary guidance and support for its implementation.</p></blockquote>
<p>3. All officers/ employees are also directed not to leave their place of posting either on tour or for personal reasons without written permission from their respective Heads of offices. Any violation thereof will automatically attract disciplinary proceedings.</p>
<p>4. All Administrative Secretaries and HoDs within their Departments and Deputy Commissioners in their respective jurisdictions shall be responsible for full compliance of the above instructions.</p>

<p>Sub:  <b>Aadhar enabled Biometric Attendance System for marking attendance.</b></p>
<p>The Department of Personnel &amp; Training vide letter No.11013/9/2014-Estt(A-III) dated 21st November 2014 (circulated vide Hqrs Office letter No. AN/III/3012/Misc/BAS dated 20.02.2015) has decided to use an AADHAR based Biometric Attendance System (AEBAS) in all offices of the Central Government, including attached/sub-ordinate offices in India.</p>
<p>Biometric Attendance System is only an enabling platform. There is no change in the instructions relating to office hours, late attendance etc. which will continue to apply. As per extant instructions, half-a-day’s casual leave should be debited for each day of late attendance, but late attendance upto an hour, on not more than two occasions in a month, and for justifiable reasons may be condoned by the competent authority. In addition to debiting Casual Leave(or Earned Leave, when no CL is available) disciplinary action may also be taken against government servants who are habitually late. Early leaving is also to be treated in the same manner as late coming.</p>
<p>Therefore, all the staff and officers will mark their attendance through AEBAS only. The manual attendance may be discontinued immediately.</p>

<p><strong>Biometric Attendance System</strong></p>
<p>The Government has decided to use an AADHAR Enabled Bio-metric Attendance System (AEBAS) in all offices of the Central Government, including attached / sub-ordinate Offices, in India. There is no change in the instructions relating to office hours, late attendance etc. Biometric attendance system is only an enabling platform.<br />
As per the available information, there is a difference between the number of registered employees and number of employees marking their attendance. This Department has issued fresh instructions to all Ministries that necessary directions may be issued to all employees to mark their attendance in the Biometric Attendance Portal on regular basis.</p>
<p>As per the available information, the present status of implementation of the biometric attendance system is as under:</p>

										<content:encoded><![CDATA[<p><strong>Biometric Attendance System – Are the Central Government Employees Supporting or Opposing It?</strong></p>
<p>On the 21st of last month, the DOPT issued an order announcing its decision to implement the new biometric attendance system linking the employee’s Aadhaar number with his/her attendance. This system, according to the order, was to soon be implemented in offices of all the Central Government departments and their various agencies.</p>
<p>It is well known that the system has already been implemented in all the Government-run offices in New Delhi. The order says that the system will be implemented completely before the end of this year. And, before January 26, 2015, the scheme will be expanded to other regions of the country.</p>
<p><strong>BIOMETRIC ATTENDANCE SYSTEM</strong> is the procedure of registering the attendance by placing the thumb imprint on a machine which captures the imprint and records the time of entry or exit from the office. In the moderate scheme, the employee has to manually enter his/her 6-digit Aadhaar number and then confirm his/her identity by fingerprint and iris-scan.</p>
<p><strong>How do the Central Government employees feel about this new system that has become the talk of the town?</strong></p>
<p><strong>As far as we could see, about 95% of the employees are not greatly affected or troubled by this new system.</strong></p>
<p>Once in a while, employees tend to be late to work due to unavoidable reasons like unexpected traffic hurdles or they might have to go out for their personal work during office hours. There is no denying these facts. But the system is a major irritation for those who are habitually late to work and go out on personal business during office hours. The change of system has hardly produced any reaction from those who are regular and on time at work.</p>
<p>But, there are no answers to the questions raised by employees who are forced to stay back to complete their work.</p>
