<h3 class="wp-block-heading">Sub: Submission of Pension cases in Single Pension Application Form 6-A in respect of Central Government retiring officials through Bhavishya</h3>



<p>The undersigned is directed to refer to the O.M.No.55/13/2023-P&amp;PW(C) (Part1) dated 15.10.2024 issued by DOPPW on the subject cited above (copy attached).</p>



<p>2. Necessary changes to implement the changes entailed by use of the Form 6-A have been made in the Pension Module of PFMS. Following are the details in this regard:</p>



<p>(i) <strong>e-signed Form 6A</strong>– The e-signed form 6A by Govt. Employee after counter signature from HOO will be forwarded to PAO (PFMS) and shall be available in Pensioner Bank details page. Digitally signed e-PPO with e-signed form 6A will be sent to CPAO.</p>



<p>(ii)&nbsp;<strong>Ink-signed Form 6A</strong>– The ink-signed form 6A by Govt. Employee after counter signature from HOO will be forwarded to PAO (PFMS) and shall be available in Pensioner Bank details page. Digitally signed e-PPO &amp; scanned copy of the ink signed form 6A will be sent to CPAO.</p>



<p>(iii)<strong>&nbsp;Bank Undertaking</strong>– The ink-signed Bank Undertaking forwarded through HOO will be available in Pensioner Bank details page. Digitally signed e-PPO &amp; scanned copy of the ink signed bank undertaking will be sent to CPAO.</p>



<p>3. All PAO users shall verify these forms to ensure compliance to above points prior to submission of case to the CPAO.</p>

<h3 class="wp-block-heading">Subject: Submission of Pension case in Single Pension Application Form 6-A in respect of Central Government retiring officials through online mode (Bhavishya/e-HRMS&nbsp;2.0)</h3>



<p>Reference is invited to notification No. G.S.R. 410(E) dated 16.07.2024, published in the Gazette of India, regarding the introduction of the new Single Pension Application Form 6-A. It has been stated that the pension case of a Government servant shall be processed through online mode and the retiring officials shall submit Form 6-A through Bhavishya/e-HRMS. This new Form 6-A is scheduled to come into force after 120 days from the date of notification i.e. 16.11.2024</p>



<p>2. The new Form 6-A has been incorporated into Bhavishya and e-HRMS 2.0 and will be accessible to retiring Central Government employees w.e.f. 06.11.2024. Consequently, the retiring Central Government employees, are henceforth, required to fill out the new Single Pension Application Form 6-A exclusively through the online mode on Bhavishya or e-HRMS 2.0.</p>



<p>3. In this context, trainings will be conducted for Heads of Offices (HOOs) by the Bhavishya Team, DoPPW and for Nodal Officers by the e-HRMS 2.0 team, DoPT. The Training schedule will be communicated in due course.4. All Ministries/ Departments are requested to bring these instructions to the notice of all concerned for strict compliance.</p>

<h3 class="wp-block-heading">Subject: Timely payment of retirement benefits to the retiring employees</h3>



<p>The undersigned is directed to say that timelines have been prescribed under the CCS (Pension) Rules, 1972 for each activity involved in the processing of a pension case and for payment of pension and gratuity to a retiring Government servant. As per this timeline, the process of verification of service and other preparatory work should be<br />undertaken one year before a Government servant is due to retire on superannuation, the Government servant should submit the forms six months before retirement, the Head of Office should send the pension case to the PAO four months before retirement and the PAO should issue PPO and send it to CPAO one month before retirement. The CPAO is required to issue the Special Seal Authority within 21 days, thereafter.</p>



<p>2. Instructions have been issued vide this Department’s OM No 1/27/2011- P &amp;PW (E) dated 01.08.2017 for handing over the copy of pensioner PPO to him/her at the time of retirement along with other retirement dues. The Rules also provide for sanction of provisional pension in cases where a Government servant is likely to retire before finalization of his pension and gratuity.</p>



<p>3. “BHAVISHYA’, the online Pension Sanction &amp; Payment Tracking System, facilitates online tracking of pension sanction and payment process by the individual as well as the administrative authorities and keeps the retiring employees informed of the progress of pension sanction process through SMS/E-Mail. The system is, therefore, very useful for ensuring timely payment of pensionary benefits to the retiring Government servant.</p>



<p>4. In spite of the timelines prescribed in the rules/ instructions and simplification/ streamlining of the procedures through <a href="https://centralgovernmentnews.com/bhavishya-pension-sanction-payment-tracking-system/" target="_blank" rel="noreferrer noopener">BHAVISHYA</a>, issue of the PPO and payment of retirement benefits continue to be delayed in a large number of cases. A significant percentage of the grievances registered on the CPENGRAMS relate to non-payment of retirement dues for several months after retirement. Delay in settlement of retirement dues also leads to avoidable litigation. In a number of cases, the courts have directed payment of interest for the delayed period to the affected pensioners, besides making adverse comments on the functioning of the administration.</p>



<p>5. In order to ensure timely payment of retirement dues in all cases, it has been decided that the progress of the pension cases should be regularly monitored by the Heads of the organizations and the Heads of Departments. An effective monitoring mechanism is required to be established in every office/ Department to review the progress of processing of the pension cases. The information available from the BHAVISHYA software may be utilized for this purpose.</p>



<p>6. Farewell programs are often organized in the offices on the occasion of retirement of employees. This is one of the most appropriate occasions that can be utilized to review the progress of the pension cases and to sensitize the concerned staff about the importance of timely payment of retirement dues. Accordingly, in every farewell function, Heads of organizations/ Departments/ offices may review the progress of pension cases of all the employees of that organization/ Department/ office, who are due for retirement in the next six months. Wherever the processing of any pension case is found to be behind schedule, proactive action must be taken to ensure that all retirement dues are paid on time to the retiring Government servant.</p>



<p>7. A half-yearly statement may be submitted by each Department/ organization/ office to the Secretary of the administrative Ministry/ Department indicating the particulars of the Government servants in whose case issue of PPO was delayed by more than two months after retirement on superannuation. The statement may also contain the reasons for the delay in issuing the PPO and remedial action taken to avoid such delays in future.</p>

<p>Subject : <strong>Facility for Central Government Civil pensioners to store Electronic PPO in Digi Locker &#8211; regd.</strong></p>



<p>1. It has come to the notice of this Department, that several Pensioners, over a period of time, misplace the original copies of their <a href="https://centralgovernmentnews.com/category/pension/" target="_blank" rel="noreferrer noopener">Pension</a> Payment Order (PPO) which, needless to say, is a very important original document. In the absence of their PPO, these pensioners have to face innumerable hardship at various stages of their retired life. For newly retiring officials, in view of the widespread <a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">Covid-19</a> pandemic, it is a dilemma to physically receive hard copies of the <a href="https://centralgovernmentnews.com/tag/PPO/" target="_blank" rel="noreferrer noopener">PPO</a></p>



<p>2. Accordingly, the Department of Pension &amp; Pensioners’ Welfare (DoPPW) has decided to integrate the electronic Pension Payment Order (e-PPO) generated through Public Financial Management System (PFMS) application of CGA (Controller General of Accounts) with Digi Locker, in order to enhance Ease of Living of Central Government Civil Pensioners. This system will enable any Pensioner to obtain an instant copy/print-out of the latest copy of his PPO from his Digi Locker account. This initiative will create a permanent record of his PPO in his Digi Locker and at the same time eliminate delays in reaching the PPO to new pensioners, as well as the necessity of handing over a physical copy.</p>



<p>3. This facility has been created within ‘Bhavishya’ software, which is a single window platform for Pensioners, right from the start of their Pension processing, till the end of the process. “Bhavishya” shall now provide an option to the retiring employees, to link their Digi-locker account with their “Bhavishya” account and obtain their e-PPO in a seamless manner.</p>

<h3 class="wp-block-heading">4. The following steps are required to store e-PPO in Digi Locker:</h3>



<ul class="wp-block-list"><li>Bhavishya” provides option to retiring employees for linking their Digi-locker account with “Bhavishya” to get e-PPO.</li><li>Above option is available to the retiree at the time of filling of retirement forms, as well as after submission of the forms</li><li>Retiree will sign into their Digi-locker account from Bhavishya and authorize Bhavishya to PUSH the e-PPO to Digi Locker.</li><li>As soon as e-PPO is issued, it is automatically PUSHED into corresponding Digi locker account and the retiree is informed about the same through SMS and Email by Bhavishya.</li><li>To view/download the e-PPO, retiree has to log into the Digi Locker account and simply click on the link.</li></ul>



<p>5. The Administrative Divisions of all Ministries/Department and attached/subordinate offices are requested to bring these instructions to the notice of all concerned for compliance.</p>



<p>6. This issues with the approval of the Secretary (Pension &amp; Pensioners’ Welfare).</p>

<p style="text-align:center"><strong>Awareness workshop for Central Government Pensioners held in Chennai</strong></p>



<p>An awareness workshop for Central Government pensioners was held in Chennai today. It was organized by the Department of Pension and Pensioners’ Welfare. Around 150 pensioners participated in the workshop. Shri. Sanjiv Narain Mathur, Joint Secretary, Department of Pension and Pensioners Welfare, Government of India, inaugurated the workshop.</p>



<p>In his inaugural address, Shri Sanjeev said that the department is conducting a series of awareness workshops all over the country, for the welfare of pensioners and IVRS facility will be launched soon for grievance redressal for pensioners. He also said that in the pension adhalat conducted last September, over 9300 grievances was sorted out on the spot. He mentioned about the documentary film on digital life certificate and requested the pensioners to watch for clarification.</p>



<p>The sessions in the workshop covered post-retirement benefits, CGHS facilities, investment option and Income Tax benefit available to the senior citizens. The sessions provided a detailed over-view of entitlements of the pensioner &amp; other benefits. They also got to know about Bhavishya Software which is a common online platform for processing of pension cases by all civil Ministries/ Departments of Government of India. This system is now integrated with PAO and CPAO through their online module, PFMS and PARAS respectively.</p>

<p style="text-align: center;"><span style="text-decoration: underline;"><strong>BHAVISHYA</strong></span></p>
<p>Department of P&amp;PW has introduced an online Pension Sanction and Payment Tracking System called &#8216;<strong>BHAVISHYA</strong>&#8216;. Actions for timely payment of retirement dues and issue of Pension Payment Order (PPO) start one years before the date of retirement of the employee. There are a number of intervening stages and the system will pinpoint delays at each stage to enable timely interventions. The tracking can be done by the retiring employee as well as the administrative authorities.</p>
<p>In addition, forms required during the process are available in electronic format. The retiring employee can fill the forms online. It facilitates the administrative authorities by processing the claims and passing on the calculated amounts and other details to the Pay and Accounts Offices. The new system will also capture personal information, service data and contact details like mobile number and e-mail etc. The retiring employees will be kept informed of the progress of pension sanction process through SMS/E-mail.</p>
<p>Department of Pension &amp; Pensioners&#8217; Welfare has implemented an online system called &#8216;<strong>BHAVISHYA</strong>&#8216; for retiring central government civil employees. The system provides for on-line tracking of pension sanction and payment process. Tracking can be done by the individual as well as the administrative authorities for all actions preparatory to grant of pension and other retirement benefits. This is in line with the priorities of Government to ensure transparency and accountability in systems and processes.</p>
<p>At present, <strong>Bhavishya</strong> is implemented in main secretariat of 89 Ministries/ Departments except Ministry of Railways, Ministry of Defence, Department of Post, Department of Atomic Energy, Department of Tele communication and some security related sensitive organizations.</p>
<p>There is no such proposal to revamp the payment of pension through Public Sector Banks. However, the data base for the existing pensioners is being updated by the Authorized Banks for pensions’ payment once in a year through master data reconciliation with Central Pension Accounting Office (CPAO) and from time to time based on the Special Seal Authority (SSA) issued by CPAO to Central Pension Processing Centers (CPPCs) of Banks.</p>
<p>The Authorized Banks submit the report of payment of pension through e-scrolls to CPAO after making the payment of pension. Life Certificate is submitted by the Central Civil Pensioners/ Family Pensioners in the month of November every year and excess payment of pension may happen if the pensioner dies before the coming November, i.e., the next due date of submission of Life Certificate. If excess/ wrong payment of pension is paid to the pensioner by Public Sector Banks then entire amount is recovered by the Banks from the pensioners/ family pensioners as per the guidelines of Reserve Bank of India (RBI) in this regard. During the financial year 2016-17, an amount of about Rs. 73 crore was received/ recovered from the Authorized Banks by the Central Pension Accounting Office in respect of central civil pensioners/family pensioners.</p>

<p>Sub: <strong>Processing of Pension cases mandatorily through Bhavishya (Online Pension Sanction &amp; Payment Tracking System) w.e.f 01/01/2017 &#8211; reg.</strong></p>
<p>Department of Pension and Pensioners’ Welfare is responsible for formulation of policy and coordination of matters relating to pension policy and welfare of Central Government pensioners. It has been seen that despite detailed guidelines and instructions to the contrary a large proportion of retiring employees do not get their retirement benefits and the Pension Payment Order(PPO) in time. It is likely that such retired employees find it difficult to get the process completed after retirement. The sanction process starts more than a year before the date of retirement and requires cooperation amongst various agencies. This department has, therefore, launched Bhavishya &#8211; an online pension sanction and payment tracking system. The system by keeping track of the progress of each case introduces transparency and accountability. Both the retiring employees as well as administrative authorities can monitor progress at each stage.</p>
<p>2. The system has been running successfully in the main Secretariat of all ministries/departments for the last one year. It has since been extended to cover over 3000 Drawing and Disbursing Officers and Pay and Accounts Offices from various ministries/departments and their attached offices.</p>
<p>3. It has now been decided that all Heads of Offices will henceforth mandatorily process all pension cases only through Bhavishya. In this, where necessary, they will assist the retiring employee to submit the online application form. The Pay and Accounts Offices will process cases generated through Bhavishya through the pension module in COMPACT till the Public Financial Management System(PFMS) is made operational and integrated with Bhavishya.</p>
<p>4. It is to be noted that all authorities will strictly follow the timelines prescribed under the CCS(Pension) Rules and in no case will the pension case be delayed on account of electronic processing through Bhavishya.</p>
<p>5. These instructions take effect from 1st January, 2017.</p>
<p>6. This issues with the approval of competent authority.</p>

										<content:encoded><![CDATA[<p><strong>Dr Jitendra Singh says all Central Ministries &amp; Departments to be linked to the online Pension Sanction and Payment Tracking System ‘Bhavishya’ soon</strong></p>
<p>The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS (IC) for Youth Affairs and Sports, MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh has said all Central Ministries and Departments will be linked to the online Pension Sanction and Payment Tracking System ‘Bhavishya’ very soon. Chairing the 28th meeting of the Standing Committee of Voluntary Agencies (SCOVA) here today, Dr. Jitendra Singh said that with this step, the pension release to the retired employees will be expedited and it will also help quick resolution of pending issues.</p>
<p>Dr. Jitendra Singh said we need to put in place an institutionalized mechanism to make good use of the knowledge, experience and efforts of the retired employees which can help in the value addition to the current scenario. India has a large number of pensioners today and to make best use of them is a challenge, he added. Dr. Jitendra Singh said the retired employees are a healthy and productive workforce for India and we need to streamline and channelize their energies in a productive direction. We should learn from the pensioners’ experience, he added. Dr. Jitendra Singh said that the Government has started ‘Anubhav’ scheme for the retiring employees to write an account of their experiences which can be helpful in improving the system. He also said that a focused approach and emphatic attitude needs to be developed towards the pensioners.</p>
<p>Earlier, the Secretary, Department of Pension &amp; Pensioners Welfare and Secretary, Department of Administrative Reforms &amp; Public Grievances, Shri C. Viswanath directed that all the Pension Payment Order (PPOs) should be digitized. The 28th SCOVA meeting was attended by the member Pensioners Associations and senior officers of the important Ministries/Departments of Government of India.</p>
<p>The Department of Pension &amp; Pensioners Welfare has taken various initiatives for the welfare of the pensioners. The online Pension Sanction and Payment Tracking System ‘Bhavishya’ has introduced transparency and accountability into the pension sanction and payment process, thereby helping eliminate delays and bring satisfaction to the retiring employees and pensioners. The system keeps retiring employees and administration informed of the progress of pension sanction process through SMS/e-mail. In the year 2015-16, the scheme has been scaled up and will eventually cover all 9,000 Drawing &amp; Disbursal Offices (DDOs) in the country.</p>
<p>‘Sankalp’ is an initiative for motivating retiring employees and pensioners to take up voluntary work after retirement so as to channelize their experience and skill towards productive work for society and nation building. The Department has so far registered 1,812 Pensioners, 16 Organisations and 19 Pensioners Associations under this project. Some Pensioners Associations have done exemplary work under the initiative.</p>
<p>‘Anubhav’ was launched in February, 2015 on the direction of the Prime Minister Shri Narendra Modi. This initiative is to showcase the outstanding work done by retiring employee that contributed to the efficiency, economy and effectiveness in Government functioning. It is envisaged that over a period of time this will create a wealth of information, institutional memory and innovative ideas and will motivate employees.</p>
<p>‘Jeevan Pramaan’ is a facility created for submission of Aadhaar based digital life certificate. This scheme was initiated by the Prime Minister on November 10, 2014. This scheme provides an excellent facility for the benefit of pensioners to submit their digital life certificate from the comfort of their homes. The Pensioners Associations are actively involved in motivating their fellow pensioners to get their pension accounts seeded with Aadhaar Number. Due to continuous efforts, as on date around 34 lakh i.e 71% of Central Government pensioners have seeded their bank accounts with Aadhaar Numbers.</p>

										<content:encoded><![CDATA[<p><strong>Implementation of Bhavishya in the Ministries/Department: Minutes of the meeting held on 17.03.2016</strong></p>
<p><em>Minutes of the meeting held on 17.03.2016 at 10.00 AM under the Chairpersonship of Secretary (P&amp;PID on the status of Implementation of Bhavishya in the Ministries/Department including their attached &amp; subordinate offices</em></p>
<p>A meeting to review implementation of <strong>Bhavishya</strong> was conducted on 17.03.2016 under the Chairmanship of Secretary (Pension) at 10.00 AM at CD Deshmukh Auditorium, India International Center, New Delhi.</p>
<p>2. List of Participating Ministry/Department is at Annexure-I</p>
<p>3. JS (Pension) welcomed the participants in the meeting and briefed about the status of implementation of Bhavishya . Till date 1814 DDOs are registered with Bhavishya Portal and 4975 DDOs from attached/subordinate offices/Para Military forces are yet to be registered.</p>
<p>4. Secretary (P&amp;PW) stated that 52 Ministries/Department have not taken follow-up action on the decision taken in the last Review Meeting held on 05.02.2016 and this is not acceptable. After taking stock of status of implementation in different ministries/department the following decisions have been taken in the meeting:</p>
<blockquote><p>i) Nodal Officer of each Ministry/Department should ensure that all the Salary/Pension DDOs of their Departments including Attached/Subordinate offices/Para Military forces must register on to Bhavishya before 31st March, 2016.</p>
<p>ii) Nodal Officer of each Ministry/Department should upload the complete/updated information about their attached offices, subordinate offices, and DDOs, etc in the prescribed tables under &#8216;Organizational status -Utility&#8217; on Bhavishya Portal.</p>
<p>iii) NIC-DOP&amp;PW will include a column &#8216;Remarks&#8217; for Nodal Officer under &#8216;Organizational status -Utility&#8217;</p>
<p>iv) DDOs already registered on Bhavishya should upload the information of all the retirees on Bhavishya portal by way of uploading XML file of their salary package on Bhavishya. In this regard &#8216;User Manuals&#8217; may be referred which are uploaded on the Bhavishya portal</p>
<p>v) DoP&amp;PW will call a meeting of NIC and those Ministries/Department who are unable to get the NIC-Email ID for their DDOs, HOOs and PAOs, which is mandatory for registration in Bhavishya.</p>
<p>vi) Nodal Officers of Ministries/Department is requested to approach NICSI for the training on Bhavishya of their DDOs/HOO/Staff at a single point. Attached and Subordinate offices will also route their training requirement through the Nodal Officers of Ministries/Department. A meeting with NICSI and their empanelled agency will be called alongwith those ministries who are facing problem for conduction of training programme for their officers.</p>
<p>vii) DoPPW will contact each registered DDOs and HOOs through Call Center set up by this Department to know the status of implementation of Bhavishya. All DDOs and HOOs may be instructed by the Nodal Officer to cooperate with representative of Call Center and provide necessary inputs.</p>
<p>viii) Secretary (P&amp;PW) has taken a serious note, of not attending the Review meeting by some of the Ministry/Department and directed to write a d.o. letter to the Secretary ofthe concerned Ministry/Department.</p>
<p>ix) Secretary (Pension) also directed to incorporate regional offices of D/o Official Language in Bhavishya Portal.</p>
<p>x) There was mismatch in some cases of data uploaded on the Bhavishya Portal under &#8216;Organizational Status-Utility&#8217; and the data as stated by the Nodal Officer/representative of some ministries in the meeting. Secretary (Pension) directed to reconcile the data discrepancy.</p></blockquote>
<p>5. The next Review Meeting on Bhavishya under the Chairpersonship of Secretary (P&amp;PW) with the Nodal officers of all Ministries/Department will be will called shortly.</p>
<p>6. The meeting ended with a vote of thanks to the Chair.</p>
