<p><b>Sub: Grant of Dearness Allowance to Central Government employees &#8211; Revised Rates effective from 01.07.2017.</b></p>

<p>The undersigned is directed to refer to this Ministry&#8217;s letter RBE No 30/2017 dated 31.03.2017 (F. No. PC-VII/2016/I/7/2/1) on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of 4% to 5% of the basic pay with effect from 1st July, 2017.</p>

<p>2.The term &#8216;basic pay&#8217; in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per <span style="color: #ff0000;" data-blogger-escaped-style="color: #f00;"><span style="text-decoration: underline;">7th CPC</span></span> recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.</p>

<p>3.The Dearness Allowance will continue to be distinct element of remuneration and will not be treated as pay within the ambit of Rule 1303 (FR 9(21 )), Indian Railway Establishment Code, Volume -II (Sixth Edition- 1987)- Second Reprint 2005.</p>

<p>4.The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.</p>

<p>5.The payment of arrears of Dearness Allowance shall not be made before the date of disbursement of salary of September, 2017.</p>

<p>1. &#8211;text not reproduced&#8212;</p>
<p>2. &#8220;Govt orders have been received vide SRO No 17(E) dated 06/07/2017 notified in Gazette of India No 14 dated 07/07/2017 and acted upon in Aug 2017. As per the orders, index of rationalization (IOR) of level 12A &amp; 13 of the Defence Pay Matrix has been enhanced from 2.57 to 2.67 for the entry level Pay but the multiplication factor is retained as 2.57. In some cases pay fixed on 01/01/2016 as per revised Pay matrix would be less than that fixed earlier as per SRO 12(E) dated 03/05/2017, leading to recovery in August 2017 pay account. A few examples are cited at Annexure A&#8221;</p>

<p align="justify"><strong>Subject : Pay Revision of Board level and below Board level Executives and Non-Unionised Supervisors of Central Public Sector Enterprises (CPSEs) w.e,f. 01,01.2017 &#8211; decision on Location based compensatory allowances and Non-Practicing Allowance (NPA)</strong></p>
<p align="justify">The undersigned is directed to refer to para 10 of this department&#8217;s O.M. of even. No. dated 3rd August, 2017 and sub-para. 3(b) of pars 1 of OM of even No. dated 4th August, 2017 regarding the issue of separate guidelines in respect of Location based Compensatory Allowance and Non-Practicing Allowance. After due consideration, the Government has decided on Location based Compensatory Allowance and Non-Practicing Allowance as follows:</p>
<p align="justify">Location based Compensatory Allowance:</p>

<p align="justify"><strong>Non-practicing Allowance (NPA):</strong></p>
<p align="justify">NPA upto 20% of Basic Pay would be paid to Medical Officers. NPA will not be considered as pay for the purpose of calculating other benefits.</p>
<p align="justify">2. The allowances specified in this O.M. will be outside the purview of Ceiling of 35% of Basic Pay wider &#8216;Cafeteria Approach&#8217; and would be effective from the date of issue of presidential directive.</p>

										<content:encoded><![CDATA[<p><strong>Committee on Allowances makes minor changes to allowances</strong></p>
<p>New Delhi: The Committee on Allowances has made only minor changes to allowances on the recommendation of the 7th Pay Commission.</p>
<p>The committee has also dittoed the pay commission recommendation of house rent allowance (HRA) of 24, 16 and 8 per cent respectively, instead of the present rate of HRA &#8211; of 30, 20 and 10 per cent of basic pay.</p>
<p>A top Finance Ministry official, who did not wish to be named told us after receiving the Committee on Allowances report from Finance Secretary Ashok Lavasa, who led the committee, the report is being currently examined by the Department of Expenditure.</p>
<p>The 7th Pay Commission, led by Justice A K Mathur, earlier proposed abolition of 52 allowances and subsuming of another 36 allowances into larger existing ones out of total 196 allowances, which triggered resentment among central government employees that government complied with formation of the Committee on Allowances.</p>
<p>The Committee on Allowances was constituted in June last year after the government gave nod the recommendation of the 7th Pay Commission from January 1, 2016 in respect of basic pay and dearness allowances.</p>
<p>The Committee on Allowances in its report agreed with the pay commission&#8217;s recommendation for reducing house rent allowance (HRA) and made minor changes in little allowances for central government employees, the Finance Ministry official told us.</p>
<p>The recommendations of allowances would be finalised by May or June after examining by the empowered committee of secretaries and following that it will be placed before the Cabinet by Finance Minister Arun Jaitley, he said.</p>
<p>No matter when the recommendations are finalised, the new allowances will be made effective from January 1 last year, the official asserted.</p>

<p>The question of grant of House Rent Allowance (HRA) at rates admissible in the classified city of Chandigarh (Y class) to the Railway employees posted at Mohali has been considered in Boards office in consonance with instructions of Ministry of Finance and the President is pleased to decide that the Railway employees whose place of duty falls within the limits of the notified area committee of S.A.S. Nagar Mohali shall be entitled to draw HRA at the rates admissible within the classified city of Chandigarh.</p>
<p>The grant of HRA under these orders shall be regulated in accordance with the conditions laid down in this Ministrys letter No. PC-66/HRA-1/21 dated 26.07.1967 as amended from time to time.</p>
<p>These orders shall take affect from the date of issue of this letter.</p>
<p>This issues with the concurrence of Finance Directorate of Railway Board.</p>

<p>New Delhi: The third pay revision committee for central public sector enterprises has recommended minimum pay of Rs 30,000 per month for executives and a maximum of Rs 3.7 lakh for CMDs.</p>
<p>As per the recommendations, the minimum monthly salary of below Board level executives will increase from Rs 12,600 to Rs 30,000.</p>
<p>However, in case of CMDs, the maximum monthly salary for Schedule A CPSEs will go up from Rs 1.25 lakh to Rs 3.7 lakh.</p>
<p>In case of Schedule B, C and D CPSEs, the maximum monthly salary will be Rs 3.2 lakh, Rs 2.9 lakh and Rs 2.8 lakh, respectively.</p>
<p>The recommendations of the Justice Satish Chandra committee, which are to come into effect from January 1, 2017, will be placed before the Union Cabinet for approval.</p>
<p>Depending upon profits, the PSUs are categorised into different schedules, with highest being Schedule A. There are currently 64 Schedule A, 68 Schedule B, 45 Schedule C and 4 Schedule D CPSEs in the country.</p>
<p>The committee has recommended that the rate of House Rental Allowance (HRA) will be revised to 27 per cent, 18 per cent and 9 per cent when industrial dearness allowance (IDA) crosses 50 per cent, and further revised to 30 per cent, 20 per cent and 10 per cent when IDA crosses 100 per cent.</p>
<p>The panel recommended no change in the IDA pattern and the 100 per cent DA neutralisation shall continue to be applicable.</p>
<p>Revised IDA from January 1, 2017, shall be linked to All India Consumer Price Index (AICPI) (2001=100) series with the base of AICPI as on January 1, 2017 as per the quarterly average of AICPI of September, October and November 2016.</p>
<p>The committee has also suggested that the annual increment be retained at 3 per cent of Basic Pay.</p>
<p>It has further recommended that increment on promotion shall continue to be at par with the annual increment rate (3 per cent of Basic Pay).</p>
<p>The panel has recommended no change in the retirement age for CPSE employees.</p>
<p>Besides, it said that ESOP being a concept beneficial for both CPSEs and its employees, the Department of Public Enterprises (DPE) should elaborate the mechanism in consultation with concerned authorities to enable introduction of ESOP in listed CPSEs with empowerment to the Board or Administrative Ministry to approve the same.</p>
<p>It will be in lieu of part of performance related pay.</p>
<p>Profit making CPSEs, which can bear the cost of VRS with their own surplus resources, are allowed to implement VRS policy by allowing compensation/ex-gratia on the revised pay scales proposed to be effective from January 1, 2017.</p>
<p>The committee has also recommended a modified performance related pay but said that the overall profit distribution should be linked to 5 per cent of the annual profit accruing from core business activity.</p>

<p><em>Bureaucrats on central deputation abroad and within the country will not get deputation allowance beyond five years of such tenure</em></p>
<p>Norms allow a maximum of seven-year, in break-up of five plus two years in usual cases, central deputation term for officers to work outside their state cadre or abroad.</p>
<p>The admissibility of deputation (duty) allowance would be up to the fifth year, if the deputationist has opted to draw such monetary benefit, an order issued recently by the Personnel Ministry said.</p>
<p>The decision has been taken to check overstay of central deputation period by officers including those in Indian Administrative Service (IAS) and Indian Police Service (IPS) among others, officials said.</p>
<p>The move comes after the government noticed a few cases where officers central deputation tenure was being extended, mainly while they were working abroad, by ministries concerned beyond the maximum period of seven years citing &#8220;exigencies&#8221;, they said.</p>
<p>The Personnel Ministry has already issued a directive to warn officers that they may lose their job for overstaying on foreign posting.</p>
<p>In case of deputation within the same station, the allowance will be paid at the rate of 5 per cent of basic pay subject to a maximum of Rs 2,000 per month; and in other cases, it will be payable at the rate of 10 per cent of the employee&#8217;s basic pay subject to a maximum of Rs 4,000 per month.</p>

<p>New Delhi: Union Finance Minister Arun Jaitley on Saturday said there was a spike in bank deposits only in September during the last one year, largely due to the 7th Pay Commission arrears being released in August.</p>
<p>The FM was addressing a press conference here on the current demonetization move.</p>
<p>The 4.8 million central government employees and 5.2 million pensioners got theirs arrears of basic pay and pension arising from implementation of the 7th Pay Commission recommendations in one go in August salaries and pension respectively. The hike in basic pay and pension has been made effective from January 1, 2016.</p>
<p>Jaitley said it is a massive operation to replace 86 per cent of currency under circulation. The SBI alone had done Rs 2.28 crore transactions in the past two days; the total banking transactions were around five times of that, he added.</p>
<p>The minister said the SBI alone had got Rs 47,868 crore deposits in the past two days; total deposits in all the banks must be around Rs 2 lakh crore to Rs 2.25 lakh crore, he added.</p>
<p>The RBI bank currency chests numbering 4,000 had enough currency stocks, Jaitley assured.</p>
<p>The Finance Minister appealed to the people to stagger depositing the defunct currency and not to crowd the banks.<br />
He said it would take two to three weeks to re-calibrate two lakh ATMs to vend out new Rs 2,000 and Rs 500 notes.</p>
<p>He said stock details had been sought from jewellers on reports of dealings in defunct currency, adding that the government would not allow any illegal transaction in bullion.</p>
<p>He said the supposed chip in the Rs 2,000 note and digital lockers were mere rumours.</p>

<p>It simply means, the National Anomaly Committee or Committee on Allowances won&#8217;t suggest or approve any changes in the basic pay or allowance against the recommendations of the 7th Pay Commission.</p>
<p>The ‘Committee on Allowances’, headed by Finance Secretary Ashok Lavasa, is yet to submit its report on fatter allowances recommended by the 7th Pay Commission, however the Finance Ministry sources said the government won’t consider any change in 7th Pay Commission recommendations. Sources confirmed that there will be no changes in basic pay and allowances recommended by the 7th Pay Commission. It simply means, the National Anomaly Committee or Committee on Allowances won’t suggest or approve any changes in the basic pay or allowance against the recommendations of the 7th Pay Commission.<br />
Sources in the Finance Ministry have made it clear that the National Anomaly Committee on behalf of the government won’t consider any hike in basic pay and fatter allowances recommended by the 7th Pay Commission. The latest development contradicts with what Union Finance Minister Arun Jaitley had promised. Those who will hope over these issues will gain nothing but no change on 7th Pay Commission recommendations of pay scales and allowances are very much possible, said sources.</p>
<p>Finance Minister Arun Jaitley had promised the government would consider the demand of an increase in basic pay and allowances of the central government employees. The government had said it will form a High Level Committee to review the new pa scales. However no such committee has been formed till date. Instead, the government formed a 22-member National Anomaly Committee headed by Secretary, Department of Personnel and Training (DoPT) to look into various pay related anomalies arising out of the implementation of the 7th Pay Commission’s recommendations.</p>
<p>Sources said the government has decided to stick to the recommendations of the 7th Pay Commission on basic pay and allowances. They also confirmed that the ‘Committee on Allowances’ won’t suggest any hike and is likely to stick with the recommendations of the 7th Pay Commission. The 7th Pay Commission notification confirmed that central government employees will get 14.27 per cent hike in basic pay at junior levels, which is the lowest in 70 years. The Cabinet also approved the increase in minimum pay Rs 18,000 from existing Rs 7,000. The 7th pay commission had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances.</p>
