<p>Will the Minister of FINANCE be pleased to state:</p>



<p>(a) whether the merger of Union Bank of India, Andhra Bank and the Corporation Bank will lead to any loss of jobs for the present employees or loss of any future employment opportunities for the people;</p>



<p>(b) whether Government plans to preserve the strong regional focus which the Andhra Bank had towards the Telugu speaking States; and</p>



<p>(c)     if so, the details thereof and if not, the reasons therefor?</p>

<p>(a) to (c): As per inputs received from Union Bank of India, the amalgamation of Andhra Bank and Corporation Bank into Union Bank of India has not resulted in any job loss and instead employees have benefited from the amalgamation as a result of, <em>inter alia, </em>improvement in employees’ perquisites through harmonisation of the same across the three banks and wider career opportunities through introduction of new verticals in cutting-edge areas such as analytics, business process re-engineering, digitalisation etc.</p>



<p>With regard to focus in the regions where Andhra Bank had strong presence, Union Bank of India has informed that the regional focus of the bank towards the states of Andhra Pradesh and Telangana has become even stronger post the amalgamation, with customers of region benefiting due to increase in the number of bank branches and ATMs from which they may avail of banking services, larger bouquet of products and services through harmonisation of the same across the three banks, and enhanced lending capacity for loans of larger size due to increase in size of the balance-sheet. The bank further informed that increased scale and customer base in the region has enabled opening of additional regional offices and credit processing centres, equipping the bank for better serving customers of the region.</p>

<p>Though I did not receive any communication from your office but we understand that a meeting of the Negotiating Committee is slated on 22 July 2020 at Mumbai.</p>



<p>In the wake of recent increase of <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">Covid-19</a> pandemic in our country, there are suspension withdrawal of public transport including flight operations effective in different Parts of the country.</p>



<p>So far Kolkata is concerned, all flights connecting six cities including Mumbai are suspended till 31st July 2020. There are similar suspension effective in many of the cities. In such situations, many of us may find it difficult to attend meeting at Mumbai on 22nd duly next.</p>



<p>We feel that a lot of time have elapsed since expiry of 10th settlement. A lot of issues like Merger of Special Allowance with Basic Pay: Loading after merger of DA; 5 day banking; improvement of family pension, updation of pension etc. are yet to be settled. The date of expiry of Mediclaim Insurance Scheme for the year is also fast approaching.</p>

<strong>UFBU Meeting 12.12.2018</strong></p>
<p><em><strong>In today&#8217;s UFBU meeting the discussion revolved around two issues:</strong></em></p>
<p>A) The issue of extending fraternal support by UFBU constituents to AIBOC on 21st December’18.</p>
<p>B) The view of all constituents on the decision of AIBOC of not taking part in further talks, and also to seek opinion of each affiliate whether they would be taking part in talks should IBA convene any meeting.</p>
<p>On the first issue, there was no unanimity amongst constituents, hence, UFBU Convenor left the decision to individual affiliates.</p>
<p>We are happy to share that some affiliates openly expressed their support and also agreed to join the Dharna at Delhi scheduled on 14th December&#8217;18</p>
<p>AIBOC also categorically stated that in future we will also take a call on extending fraternal support, should any affiliate call for a strike or announce any agitational program.</p>
<p>On the second issue, all other affiliates expressed that they would be joining future talks.</p>
<p>UFBU Convenor, requested AIBOC to reconsider the decision of not taking part in further talks.</p>
<p>During the deliberation, AIBOC clarified it&#8217;s position that we are firm and resolute in our stand of going ahead with the strike and not taking part in further talks unless the mandate issue was settled.</p>
<p>We also expressed that after assessing the impact of our strike, we will take stock, discuss with all our affiliates and chalk out our future course of action.</p>

<p>Dear Sirs,</p>
<p><strong>Dearness Allowance for Workmen and Officer Employees in banks for the months of May, June &amp; July 2018 under X BPS/ Joint Note dated 25.5.2015</strong></p>
<p>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended March 2018 are as follows:-</p>
<p><strong>January 2018        6573.86</strong><br />
<strong>February 2018    6551.03</strong><br />
<strong>March 2018          6551.03</strong></p>
<p>The average CPI of the above is 6559 and accordingly the number of DA slabs are 529(6559-4440= 2119/4= 529 Slabs) The last quarterly Payment of DA was at 527 Slabs. Hence there is an increase in DA slabs of 2, i.e 529 Slabs for payment of DA for the quarter May, June &amp; July,</p>
<p>In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of May, June &amp; July, 2018 shall be 52.90 % of &#8216;pay&#8217;. While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>

<p><strong>Reg: Staff &#8211; Payment of Bonus &#8211; As per Bonus (Amendment), Act 2015. For the Year 2016-17.</strong></p>
<p>Payment of Bonus Act was amended recently. As per the amended provisions the ceiling on salary and wage has been increased from Rs.10000/- to Rs.21000/- per month. As such, employees whose salary/wage does not exceed Rs.21000/- per month are now eligible for bonus.</p>
<p>It has been decided to pay Bonus at the rate of 8.33% of salary to all the eligible employees for the period 01.04.2016 to 31.03.2017.</p>
<p>Salary for this purpose includes 1) Basic pay (including FPP &amp; PQP) 2) Special Pay 3) Dearness Allowance 4) Special Allowance with DA only.</p>
<p>All the branches / offices may note to disburse the Bonus to all the eligible employees as per the procedure given here under:</p>
<p>Tentative list of eligible employees together with Bonus Calculation as per the data extracted from HRMS shall be provided to all Zones.</p>
<p>Zonal Offices should get the data verified and confirm the correctness of eligibility and amount of Bonus paid and payable.</p>
<p>For any modifications required to be undertaken in the list, Zonal Office should submit the details to HO with suitable justification</p>
<p>On receipt of the &#8220;Branch-wise difference and addition of Bonus payable details &#8211; as per the format given in Annexure-IV&#8221; from the Zonal offices, the Bonus Amount will be credited to the &#8220;Cheque Proceeds Account&#8221; of the Zonal Office for onward distribution to branches.</p>
<p>Branches should enter details of Bonus paid in the Bonus Register for verification by the Labour Department Officials.</p>
<p>The entire exercise of verification of calculation and Payment of Bonus to eligible employees should be completed by 25.09.2017.</p>
<p>For the information of our branches/offices, the important guidelines and illustrations are given in Annexure-I, II and III</p>
<p>All the salary disbursing authorities are advised to go through the contents of this circular carefully and adhere to the stipulations mentioned without any deviation.</p>

<p>Dear Sirs,</p>
<p><strong>Dearness  Allowance  for Workmen and Officer Employees  in banks  for the months of</strong> <strong>February, </strong><strong>March  </strong><strong>&amp; </strong><strong>April  2017 under X BPS/ Joint Note dated 25.5.2015</strong></p>
<p>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base1960= 100) for the quarter ended December 2016 are as follows:-</p>

<p>The average CPI of the above is 6315 and accordingly the number of DA slabs are 469(6315-4440= 1875/4= 469  Slabs) The last quarterly Payment of DA was at 478 Slabs.  Hence there is a decrease in DA slabs of 9, i.e 469 Slabs for payment of DA for the quarter February, March &amp; April 2017.</p>
<p>In terms of clause 7 of the 101h  Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of February, March &amp; April  2017 shall be <strong>46.90  </strong>% of  &#8216;pay&#8217;. While arriving at dearness  allowance payable, decimals from third  place  may please  be ignored.</p>
<p>We advise banks to pay the difference between the old and revised salary and allowance to officers on an ad hoc basis, pending amendments to Officers&#8217; Service Regulations.</p>
