<strong>UFBU Meeting 12.12.2018</strong></p>
<p><em><strong>In today&#8217;s UFBU meeting the discussion revolved around two issues:</strong></em></p>
<p>A) The issue of extending fraternal support by UFBU constituents to AIBOC on 21st December’18.</p>
<p>B) The view of all constituents on the decision of AIBOC of not taking part in further talks, and also to seek opinion of each affiliate whether they would be taking part in talks should IBA convene any meeting.</p>
<p>On the first issue, there was no unanimity amongst constituents, hence, UFBU Convenor left the decision to individual affiliates.</p>
<p>We are happy to share that some affiliates openly expressed their support and also agreed to join the Dharna at Delhi scheduled on 14th December&#8217;18</p>
<p>AIBOC also categorically stated that in future we will also take a call on extending fraternal support, should any affiliate call for a strike or announce any agitational program.</p>
<p>On the second issue, all other affiliates expressed that they would be joining future talks.</p>
<p>UFBU Convenor, requested AIBOC to reconsider the decision of not taking part in further talks.</p>
<p>During the deliberation, AIBOC clarified it&#8217;s position that we are firm and resolute in our stand of going ahead with the strike and not taking part in further talks unless the mandate issue was settled.</p>
<p>We also expressed that after assessing the impact of our strike, we will take stock, discuss with all our affiliates and chalk out our future course of action.</p>

<li>Understanding reached on financial components of wage revision.</li>
<li>7th Joint Note to be inked on 25th May 2015 at Mumbai Today, the penultimate round on the current wage revision was held at IBA Office, Cuffe Parade, Mumbai at 2.30 p.m. The IBA team was led by Shri Arun Tiwari, CMD, Union Bank, Shri Ashwini Mehra, DMD, SBI, Shri M. V. Tanksale, CEO, IBA, Shri K. Unnikrishnan, Dy. CEO, IBA, Shri K. S. Chauhan, Vice President, HR &amp; IR, IBA besides the support team of IBA.</li>
</ul>
<p>Preceding the discussions, there was a preliminary round in which Com. Alok Khare, Vice Chairman, besides the undersigned with the other organizational representatives participated in the exercise.</p>
<p>CEO, IBA while welcoming the representatives of the officers organisations expressed his happiness in the matter of reaching the understandings on distribution of the financial benefits to the officers based on the MOU inked on 23rd February 2015. He emphasized the need to protect and promote the public sector banks image in the eyes of the common man of the country. He also expressed the need to take forward the message of building a sense of belonging to the members of the officers community. Shri Arun Tiwari, CMD, UBI was categorical that the work force needs to be satisfied first through whom the image building and the involvement to build the public sector banks would become possible. Representatives of the four officers organisations responded positively to the observations and expressions made by the members of the IBA team. The agreed load was distributed amongst the pay slip components through mutual discussion and the chart of allocation was signed by the both the parties. The details are as under :<br />

<p>2. Dearness Allowance – @0.10% per slab above CPI 4440 currently – 33.70%</p>
<p>3. Addl Stagnation increment – Scale II – 1, Scale III-1, Scale IV-1 (periodicity once in two years)</p>
<p>4. CCA – Higher Area 4% – 870, Lower Area 3% – 600</p>
<p>5. HRA – Major A class – 9%, Area I – 8%, other places -7%</p>
<p>6. Medical Aid – Scale I to III – Rs.8000, Scale IV and above – Rs. 9050</p>
<p>7. Special Allowance – Scale I to III – 7.75%, Iv &amp; V – 10%, VI &amp; VII – 11%<br />
(it attracts Dearness Allowance)</p>
<p>The approval related to holidays on 2nd &amp; 4th Saturdays is pending with Government Authorities for their approval and notification. Comrades, efforts are taken to give true reflection of the above in the joint note coupled with particulars related to other service conditions too. Various suggestions have been made by officers organizations to IBA on these matters.</p>
<p>We shall convey the full details of the joint notes once the same is finally inked on 25th May 2015 at Mumbai.</p>

<p>Scheme will be finalised shortly.</p>
<p>For retirees also we have asked IBA to workout a similar scheme.</p>
<p>In the afternoon discussions on other demands of workmen and officers were discussed.</p>
<p>Next week negotiating committee meeting will be held and pay scales etc. will be discussed.</p>

<p>All India Bank Employees Association (AIBEA) published the discussion points in the meeting with Indian Banks Association held on 17th March 2015.</p>
<p>Nearly 26 points were discussed in the meeting and more important issues like construction of <strong>Revised Pay Scales, revised DA formula, HRA rates, Transport Pay, introduction of Grade Pay, revision of Special Pay, LFC, revision in other allowances, retirees’ issues</strong>, etc. and other issues/ demands would be taken up for discussions in the subsequent rounds of meetings.</p>
<p style="text-align: center;"><strong>DETAILS OF DISCUSSION WITH IBA ON 17.03.2015</strong></p>
<p style="text-align: center;"><strong><em>Discussions with IBA on 17-03-2015</em></strong></p>
<p>Units and members are aware that our charter of demands includes demands on improvement in various service conditions apart from increase in wages. Prior to the signing of the Minutes of Discussion on 23-2-2015, there were two rounds of discussions with the IBA on these issues. Yesterday i.e., on 17.03.2015, one more round of discussions took place, during which understandings have been reached on the following issues:</p>
<blockquote><p>1) ENCASHMENT OF LEAVE: The benefit of encashment of Privilege Leave will be available even in the cases of resignations from the Bank after 20 years of service as well on loss of job due to punishments (other than cases of punishment of Dismissal and cases where there is loss to the Bank).</p>
<p>2) LEAVE: The present stipulation that Casual Leave (CL) upto 4 days can be availed continuously provided the total absence including Sundays and holidays does not exceed more than 6 days would be deleted.</p>
<p>3) Presently Unavailed Casual Leave (UCL) can be availed for a day without production of medical certificate. In addition UCL may be availed without production of medical certificate for 4 days at a time once in a year or 2 days at a time twice in a year.</p>
<p>4) Privilege Leave (PL) can be availed on 4 occasions in a year (as against 3 occasions at present).</p>
<p>5) 15 days’ Notice would be sufficient to avail Privilege Leave (as against 30 days’ notice at present).</p>
<p>6) Privilege Leave can be accumulated upto 270 days (as against the existing ceiling of 240 days). However, encashment upto 240 days would continue as at present.</p>
<p>7) Special Sick Leave with Salary for a maximum period of 30 days would be sanctioned to an employee while on hospitalisation for donation of kidney or any organ.</p>
<p>8) Maternity Leave, within the overall entitlement, would be granted for 60 days (now 45 days) in the case of hysterectomy.</p>
<p>9) Maternity Leave for legal adoption of a child would be 6 months (now 2 months)</p>
<p>10) The above facility of Maternity Leave would also be available to a biological mother in cases where the child is born through surrogacy.</p>
<p>11) Part time employees would also be entitled to Maternity Leave under (9) and (10) above.</p>
<p>12) Paternity Leave would be extended on the lines of Government employees i.e. 15 days at a time on 2 occasions.</p>
<p>13) Study Leave upto 2 years would be sanctioned to workmen employees as available to officers.</p>
<p>14) Sabbatical Leave for women employees would continue to be extended on the lines of government guidelines.</p>
<p>15) Sabbatical Leave for male employees would be referred to the Government for consideration.</p>
<p>16) Extraordinary Leave (without Pay) would be sanctioned upto a max. of 720 days during the entire service (as against the existing ceiling of 12 months).</p>
<p>17) Special Casual Leave for absence due to curfew would include exigencies like riots, prohibitory orders, natural calamities.</p>
<p>18) Special Leave for Sports activities, trekking, mountaineering, etc, would be dealt with at each Bank level.</p>
<p>19) INTRODUCTION OF LEAVE BANK: System of Leave Bank would be introduced by which employees can voluntarily donate a part of their entitled leave to a common pool from out of which leave with salary would be sanctioned to employees who are compelled to be on prolonged leave due to treatment of major diseases/accidents and other contingencies beyond their control and where such employees have exhausted all their leave.</p>
<p>20) Diem Allowance: Diem Allowance payable while on travel on duty would be revised upwardly and quantum would be finalised in the next meeting.</p>
<p>21) When employees travel on duty to another station and stay in a hotel, the room rent would be reimbursed; the eligible rates would be finalised in the next meeting.</p>
<p>22) Transportation of goods while on transfer: An employee while on transfer from one station to another can transport his personal effects by train or road (even if the places are connected by train) upto the stipulated weights by an IBA approved Transport Operator.</p>
<p>23) Compensation for Breakages: Compensation for losses due to breakages or damage to goods while transporting would be reimbursed as under:</p>
<p>Existing amount on production of receipts for Clerks – Rs.1120 to be revised as Rs.1500</p>
<p>Existing amount on production of receipts for Substaff – Rs.745 to be revised as Rs.1000</p>
<p>Existing amount without production of receipts for Clerks – Rs.745 to be revised as Rs.1000</p>
<p>Existing amount without production of receipts for Substaff – Rs.560 to be revised as Rs.750</p>
<p>24) Travel on Duty/on transfer:</p>
<p>Existing for Non-Subordinate employees 1st Class to be revised as AC 2 Tier</p>
<p>Existing for Subordinate employees 2nd Class to be revised as AC 3 Tier</p>
<p>25) Dependents’ Income Criteria: Income limit to define a dependent would be Rs. 10,000/- per month (as against the existing Rs.3,500/- p.m.)</p>
<p>26) Pension for part time employees: The entire service period would be taken for arriving at eligible pension instead of pro-rata service.</p></blockquote>
<p>Important issues like construction of revised Pay Scales, revised DA formula, HRA rates, Transport Pay, introduction of Grade Pay, revision of Special Pay, LFC, revision in other allowances, retirees’ issues, etc. and other issues/ demands would be taken up for discussions in the subsequent rounds of meetings.</p>

<p>In our earlier Circular No.UFBU/2015/44 dated 19-1-2015, we had informed that in the background of the assurance given by IBA towards expeditious wage settlement and considering the positive developments since last conciliation meeting held on 5th January 2015, UFBU had put on hold its call for 4 days’ strike from 21st January 2015.</p>
<p>In this background another round of negotiations between IBA and UFBU was held in Mumbai yesterday (i.e., 3rd February 2015). Subsequent to a general reporting of the discussions held in the meetings of the three Sub-Committees on (i) Employees’ service conditions, (ii) Officers’ service conditions and (iii) revised medical reimbursement scheme, the important issue of further improvement in the wage increase offer came up for discussion. IBA sought the view of UFBU about revising its demand from 19.5% in order to arrive at a final deal. UFBU informed IBA that the wage increase offer needs to be substantially improved by IBA as assured and accordingly UFBU would negotiate further to reach a final accord. Quoting, once again, the strenuous financial performance of various Banks, IBA informed that the banks are not in a position to accept the demand of the UFBU. After prolonged discussions, IBA finally proposed to improve their offer from 12.5% to 13% and expected UFBU to scale down its demand.</p>
<p>Since the increase in offer of 0.5% by IBA was paltry, inadequate and not satisfactory, UFBU met thereafter and decided to revive the strike programmes as under:</p>

<strong><em>24th February 2015 Centralised Demonstrations at all centres</em></strong><br />
<strong><em>25th to 28th February 2015 FOUR DAYS’ ALL INDIA BANK STRIKE</em></strong><br />
<strong><em>2nd to 14th March 2015 Further preparatory programmes</em></strong><br />
<strong><em>16th March onwards INDEFINITE STRIKE</em></strong></p>
<p>Comrades, the sincere and persuasive efforts of UFBU to negotiate a reasonable and mutually acceptable wage increase are being misunderstood by the IBA and the Government as its weakness. With utmost patience, for the past two years, UFBU has been making its best efforts to settle the demands amicably. At every point of time, we have shown our flexibility. But unfortunately, it is not being reciprocated by the IBA.</p>
<p>When the entire workforce in the banking industry is making every effort to implement the various programmes of the Government including the recent Jan Dhan Yojana, when employees and officers are working under lot of stress and maximum difficulty due to manpower shortage and increased volume of work, it is regrettable that the Government is remaining a passive spectator without initiating any steps to find an amicable solution to the genuine expectations of bank employees for a better and reasonable wage revision.</p>
<p>UFBU has been once again pushed to the path of struggle. We call upon all our units and the entire membership to rise as one and plunge into action to implement the programmes successfully.</p>
<p>State-level UFBU meetings should be held immediately to plan out the steps to be initiated for making all the programmes a total success.</p>

<p>As scheduled the 10th BPS wage Negotiation Talk between Bank Unions (UFBU) and Indian banks Association held to day at Mumbai.</p>
<p>In the talks today(3rd Feb) IBA offered only 0.5% improvement(to take the wage hike to 13% from earlier offer of 12.5%) which is not satisfactory as per unions.</p>
<p>Bank Unions (UFBU ) decides to revive the Strike programme.</p>
<p>4 days Strike from 25th Feb and indefinite strike from 16th March.</p>
