Dear Sir/ Madam,

Dearness Allowance for Workmen and Officer Employees in banks for the months of August, September, October 2023 under XI BPS/ 8th Joint Note dated 11.11.2020

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June 2023 are as follows:-

April 2023 8822.12
May 2023 8854.99
June 2023 8966.74

The average CPI of the above is 8881 and accordingly the number of DA slabs are 632 (8881 – 6352= 2529/4= 632 Slabs). The last quarterly Payment of DA was at 596 Slabs. Hence, there is an increase in DA slabs of ‘36’ i.e. 632 Slabs for payment of DA for the months August, September and October, 2023.

In terms of clause 7 of the 11th Bipartite Settlement dated 11.11.2020 and clause 3 of the Joint Note dated 11.11.2020, the rate of Dearness Allowance payable to Workmen and Officer employees for the months of August, September and October, 2023 shall be 44.24% of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

Dearness Allowance for Workmen and Officer Employees in banks for the months of May, June and July 2022 under XI BPS/ Joint Note dated 11.11.2020

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended March 2022 are as follows:-

January 2022 – 8223.90
February 2022 – 8217.32
March 2022 – 8283.06

The average CPI of the above is 8241.42 and accordingly the number of DA slabs are 472 (8241 – 6352= 1889/4= 472 Slabs). The last quarterly Payment of DA was at 471 Slabs. Hence, there is an increase in DA slabs of ‘1’ i.e. 472 Slabs for payment of DA for the quarter May, June and July 2022.

In terms of clause 7 of the 11th Bipartite Settlement dated 11.11.2020 and clause 3 of the Joint Note dated 11.11.2020, the rate of Dearness Allowance payable to Workmen and Officer employees for the months of May, June and July 2022 shall be 33.04% of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

We have to advise that the confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June 2021 as published by Govt. of India in its website Labour Bureau are as follows:-

The average of the above is 7941.22 and accordingly the number of DA slabs works out to 397 (7941.22 – 6352= 1589.22= 397 Slabs) The payment of DA for the months May , June and July 2021 was at 367 Slabs. Hence, there is a increase of 30 slabs of DA i.e. 397 -367 Slabs for payment of DA for the months August, September and October 2021.

Accordingly, in terms of clause 7 of the 11th Bipartite Settlement dated 11.11.2020 and clause 3 of the Joint Note dated 11.11.2020, the rate of Dearness Allowance payable to Workmen and Officer employees for the months of August, September and October 2021 shall be 27.79 % of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

The Index Numbers for the quarter ended December 2020 are as under:

Accordingly, Dearness Allowance is payable to Officers on 374 (i.e.341 +33) slabs with effect from 01-02-2021 as against 341 slabs for the previous quarter. The rates of Dearness Allowance at various stages of basic pay are furnished overleaf. The rates worked out are as per the industry level scales up to Scale VII including SBI. Please note that DA of Rs.13.86 is to be added at every stage (difference amount of increase on Learning allowance).

Please refer to our Cir HR&IR/76/ D/2020/9282 dated November 3, 2020, wherein we had advised DA rates to be paid for the month of November, December 2020 & January 2021

2. The Circular was issued by considering the Consumer. Price Index (CPI) of September 2020 which is 118 as published by Ministry of Labour & Employment, Chandigarh vide its notification no. 23/15/2020- FLS dated 22.10.2020.

3. However, they have now revised the CPI of September 2020 at 118.1 as published in its notification no. F.NO.5/1/2020- CPI dated 27.11.2020. Accordingly, please note the necessary changes as under:-

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base1960=100) for the quarter ended September 2020 are as follows:-

July 2020 – 7669.50
August 2020 – 7715.15
September 2020 – 7763.73 (Base 2016 = 100)

The average CPI of the above is 7716.13 and accordingly the number of DA slabs are 819 (7716 – 4440= 3276/4= 819 Slabs) The last quarterly Payment of DA was at 775 Slabs. Hence there is an increase in DA slabs of 44 i.e. 819 Slabs for payment of DA for the quarter November, December 2020 & January 2021.

• BIPARTITE TALKS WITH IBA ON 31-10-2020
• MOVING TOWARDS FINAL SETTLEMENT

We reproduce herein the text of the Circular Jointly issued by AIBEA- NCBE-NOBW- INBEF on the outcome of the discussions with IBA held at Mumbai on 31-10-2020.

As would be observed from this joint communication, revised pay scales have been worked out as under.

Issues like PQP, Special Pay, Fixed Personal Pay, HRA, Medical Aid, etc. are being finalised.

There would be 9 stagnation increments for both clerical and substaff at an interval of 2 years each.

DA rate would be 0.07% per slab of 4 points over 6352 points of Index.

HRA rate would be uniform for all centres Al over the country as against existing 3 different rates.

DA will be payable on Special Allowance and Transport Allowance.

Revision in duties/ powers and quantum of allowance of Special Pay posts are being worked out.

In view of all these issues nearing finality, stage is now set for the final settlement at the earliest. The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June 2018 are as follows…

April 2018 – 6573.86
May 2018 – 6596.69
June 2018 – 6642.34

The average CPI of the above is 6604.29 and accordingly the number of DA slabs is 541 (6604.29 – 4440 = 2164.29 / 4 = 541 Slabs).

In the last quarter, payment of DA was at 529 slabs. Hence, there is an increase in DA Slabs of 12, i.e. 541 slabs for payment of DA for the quarter August, September and October 2018.

In therms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance to workmen and officer employees for the months of August, September and October 2018 shall be 54.10% of ‘Pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.
