<h3 class="wp-block-heading"><strong>Dearness Allowance for Workmen and Officer Employees in banks for the months of August, September, October 2023 under XI BPS/ 8th Joint Note dated 11.11.2020</strong></h3>



<p>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June 2023 are as follows:-</p>

<p><strong>April 2023 8822.12<br />May 2023 8854.99<br />June 2023 8966.74</strong></p>
</blockquote>



<p>The average CPI of the above is 8881 and accordingly the number of DA slabs are 632 (8881 &#8211; 6352= 2529/4= 632 Slabs). The last quarterly Payment of DA was at 596 Slabs. Hence, there is an increase in DA slabs of ‘36’ i.e. 632 Slabs for payment of DA for the months August, September and October, 2023.</p>



<p>In terms of clause 7 of the 11th Bipartite Settlement dated 11.11.2020 and clause 3 of the Joint Note dated 11.11.2020, the rate of Dearness Allowance payable to Workmen and Officer employees for the months of August, September and October, 2023 shall be 44.24% of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>

<p>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended December 2021 are as follows:-</p>



<ul class="wp-block-list"><li><strong>October 2021 – 8210.75</strong></li><li><strong>November 2021 – 8263.34</strong></li><li><strong>December 2021 – 8243.62</strong></li></ul>



<p>In terms of Regulation 37 of Bank Employees’ Pension Regulations, 1995 Dearness Relief is payable to pensioners at rates specified in Appendix II to the Regulations.</p>



<p>Pending amendments to Pension Regulations, Banks may pay on ad hoc basis, the Dearness Relief payable to pensioners for the period February 2022 to July 2022 as per Annexure.</p>

<h3 class="wp-block-heading">Dearness Allowance for Workmen and Officer Employees in banks for the months of August, September &amp; October 2021 under XI BPS/ 8th Joint Note dated 11.11.2020</h3>



<p>We have to advise that the confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June 2021 as published by Govt. of India in its website Labour Bureau are as follows:-</p>

<p>The average of the above is 7941.22 and accordingly the number of DA slabs works out to 397 (7941.22 &#8211; 6352= 1589.22= 397 Slabs) The payment of DA for the months May , June and July 2021 was at 367 Slabs. Hence, there is a increase of 30 slabs of DA i.e. 397 -367 Slabs for payment of DA for the months August, September and October 2021.</p>



<p>Accordingly, in terms of clause 7 of the 11th Bipartite Settlement dated 11.11.2020 and clause 3 of the Joint Note dated 11.11.2020, the rate of Dearness Allowance payable to Workmen and Officer employees for the months of August, September and October 2021 shall be 27.79 % of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>

<p>Accordingly, Dearness Allowance is payable to Officers on 374 (i.e.341 +33) slabs with effect from 01-02-2021 as against 341 slabs for the previous quarter. The rates of Dearness Allowance at various stages of basic pay are furnished overleaf. The rates worked out are as per the industry level scales up to Scale VII including SBI. Please note that DA of Rs.13.86 is to be added at every stage (difference amount of increase on Learning allowance).</p>

<h2 class="has-text-align-center wp-block-heading"><strong>BANK DA of Clerical Staff and Subordinate Staff</strong></h2>



<p>In substitution of Clause 7 of Bipartite Settlement dated 25th May 2015 with effect from 1st November 2017, the <strong><a href="https://centralgovernmentnews.com/category/dearness-allowance/" target="_blank" rel="noreferrer noopener">Dearness Allowance</a></strong> shall be payable as per the following rates: </p>



<h4 class="wp-block-heading">Clerical and Subordinate Staff</h4>



<p>0.07 % of &#8216;pay&#8217; per slab of four points.</p>



<p><strong>Note:</strong> Dearness Allowance in the above manner shall be paid for every rise or fall of 4 points over 6352 points in the quarterly average of the All India Average Working-Class Consumer Price Index General) Base 1960=100.</p>



<ul class="wp-block-list"><li>It is clarified that there shall be no ceiling on Dearness</li><li>Dearness Allowance shall be calculated and paid on the following components:<ul><li>Basic Pay including Stagnation increments,</li><li>Special Pay,</li><li>Graduation Pay/ Professional Qualification Pay,</li><li>Special Allowance,</li><li>Transport Allowance and</li><li>Officiating Pay,</li></ul></li></ul>



<p>if any, payable under this settlement in respect of both clerical and subordinate staff.</p>

<ul class="wp-block-list"><li>All other existing provisions relating to Dearness Allowance Scheme shall </li></ul>



<p>The total quantum of <strong>wage revision increase (Pay slip component) shall be 3385 crores being 15% of the Pay slip component of Establishment Expenses of Public Sector Banks which are parties to this settlement for the financial year ending March 2017</strong>.</p>

<p>Dearness Allowance for Workmen and Officer Employees in banks for the months of May, June &amp; July 2020 under X BPS/ Joint Note dated 25.5.2015</p>



<p>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base1960=100) for the quarter ended March 2020 are as follows:-</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p><strong>January 2020 &#8211; 7532.55<br />February 2020 &#8211; 7486.90<br />March 2020 &#8211; 7441.24</strong></p></blockquote>



<p>The average CPI of the above is 7486.90 and accordingly the number of DA slabs are 761 (7486 &#8211; 4440= 3046/4= 761 Slabs) The last quarterly Payment of DA was at 759 Slabs. Hence there is an increase in DA slabs of 2 i.e. 761 Slabs for payment of DA for the quarter May, June &amp; July 2020</p>



<p>In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of May, June &amp; July 2020 shall be 76.10 % of &#8216;pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>

<strong>Dearness Allowance for Workmen and Officer Employees in banks for the months of Novermber, December and January 2016 under X BPS/ Joint Note dated 25.5.2015</strong></p>
<p>The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June 2015 are as follows:-</p>
<blockquote><p><span style="color: #ff0000;"><strong>July, 2015 – 6003.21</strong></span></p>
<p><span style="color: #ff0000;"><strong>August, 2015 – 6026.04</strong></span></p>
<p><span style="color: #ff0000;"><strong>September, 2015 – 6071.69</strong></span></p></blockquote>
<p><strong>The average CPI of the above is 6033. Consequently, Dearness Allowance payable to employees is for 398 slabs for the period November, December 2015 and January 2016 i.e. an increase of 34 slabs over the current level.</strong></p>
<p>In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of<strong> November, December 2015 and January 2016 shall be 39.80% of ‘pay’.</strong> While arriving at dearness allowance payable, decimals from third place may please be ignored.</p>
<p>We advise banks to pay the difference between the old and revised salary and allowance to officers on an ad hoc basis, pending amendments to Officers’ Service Regulations.</p>

<blockquote><p><em>JUST 2 SLABS INCREASE IN DA PAYABLE TO BANK WORKMEN/OFFICERS FOR NEXT QUARTER FEB to APRIL 2015</em></p></blockquote>
<p>The AICPIN (IW) Base 2001=100, for the month of December ’14, has been released by Labour Bureau Govt of India, to day, which stood at 253 point which was static from last August 14.</p>
<p>As such, the confirmed All India average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) are as follows:</p>
<p><strong>Months CPI (Base 2001=100) CPI (Base1960=100)</strong><br />
October              253        5774.95<br />
November         253        5774.95<br />
December’14   253        5774.95</p>
<p>The average CPI as above, is 5774.Therefore the DA payable to Bank Workmen/Officers for the quarter February ’15 to April’15 will show an increase of 2 slabs at 110.10 %(From existing 109.80%)</p>
<p>While projecting the likely DA for next quarter, earlier we have mentioned the hike in DA would be nominal from Feb onwards.</p>
<p>Kindly note that this is only for information and official circular from IBA in this regard will be expected to be issued shortly.</p>

<p>Average CPI as above 5774<br />
Less Merged Point in 9th BPS 2836<br />
Slabs 2938<br />
Increase in slabs (New slab 734-Old 732) 2<br />
<strong>DA % ( 734 x 0.15) 110.10 %</strong></p>
