<p>RAMADOSS:<br />Will the PRIME MINISTER be pleased to state:</p>



<p>(a) whether Government has details of total number of Group I, II, IV and other employees belonging to SC, ST, OBC, EWS and general category currently working in PMO, Central Secretariat (all Ministries) and Cabinet Secretariat and current corresponding backlog vacancies;</p>



<p>(b) if so, Group, category and organisation-wise details thereof;</p>



<p>(c) whether Government has taken any special recruitment drive or any other steps to fill up the existing and backlog vacancies recently; and</p>



<p>(d) if so, the category and Group-wise detail ls thereof?</p>

<p>MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS AND MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH)</p>



<p>(a) to (d): Department of Personnel and Training (DoPT) collects online data regarding representation of SC, ST, OBC and EWS in various Ministries/Departments of the Government through the rrcps portal. Further, DoPT monitors the status of filling up of backlog reserved vacancies for SC, STs, and OBCs in ten major Ministries/Departments having more than 90% of the employees of the Central Government.</p>



<p>The statement containing Group-wise, category-wise and Ministry/Department-wise details of employees working in various Ministries/Departments of the Government of India, as 01.01.2021, is at Annexure-I &amp; II. The statement containing details of total number of backlog vacancies in 10 major Ministries/Departments and backlog vacancies filled by them, as on 01.01.2021, is at Annexure-III.</p>



<p>Filling up of vacancies, including backlog reserved vacancies, is a continuous process. Instructions have been issued to all Ministries/Departments of the Government of India to constitute an in-House Committee for identification of backlog reserved vacancies, to study the root cause of such vacancies, to initiate measures to remove the factors causing such vacancies and to fill them up early including through Special Recruitment Drives.</p>

										<content:encoded><![CDATA[<p><strong>Backlog Vacancies – 19,676 backlog reserved vacancies of Scheduled Castes, Scheduled Tribes and Other Backward Classes</strong></p>
<p>As per data collected till 31.12.2014, during the period 1.4.2012 to 31.12.2014, 19,676 backlog reserved vacancies of Scheduled Castes, Scheduled Tribes and Other Backward Classes were filled up in Central Government Departments/attached and subordinate offices, Banks etc.</p>
<p>Government constituted a Committee in July 2013 under the Chairmanship of Secretary, Ministry of Social Justice &amp; Empowerment to make an in depth analysis of the reasons for backlog of filling up of reserved vacancies and suggest measures to enhance the employability of reserved category candidates. The Committee submitted its report in May, 2014. Subsequent to the receipt of the recommendations of the Committee, the matter has been examined by this Department. Time bound action has been finalized and intimated to all concerned Departments/ Ministries on 20.11.2014 for implementation. The Action Plan includes study of reasons for non-filling of backlog reserved vacancies; review of prescribed standards, if required; conducting Special Recruitment Drive and conducting pre-recruitment training programmes.</p>
<p>This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri Gajendra Singh Shekhawat, Shri Ravneet Singh, Shri Sankar Prasad Datta and Shri S.P. Muddahanume Gowda in the Lok Sabha today.</p>

										<content:encoded><![CDATA[<p><strong>To fill up the backlog reserved vacancies of the Scheduled Castes, Scheduled Tribes and OBCs: Review of the Special Recruitment Drive launched</strong></p>
<p>The Union Cabinet today approved the Special Recruitment Drive launched to fill up the backlog in reserved vacancies of the Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs).</p>
<p>The achievement of the drive was reviewed in July, 2011 by the Minister of State for Personnel, Public Grievances and Pensions as there was a large backlog of vacancies which were yet to be filled. The drive was re-launched to fill up the remaining identified backlog vacancies by the end of the financial year i.e. 31.03.2012. All Ministries/Departments were requested to make concerted efforts to ensure that the remaining backlog reserved vacancies of SCs, STs and OBCs were filled up by 31st March, 2012.</p>
<p>The achievement of the Special Recruitment Drive on its conclusion on 31st March, 2012, as reported by various Ministries/Departments is as follows:</p>
<p>(i) A total of 75,522 backlog vacancies were identified. Of these, 44,427 were in the direct recruitment quota and 31,095 in the promotion quota.</p>
<p>(ii) Of the 44,427 backlog vacancies in the direct recruitment quota, 28,588 have been filled up so far. The success rate in direct recruitment quota is therefore 64.35 percent .</p>
<p>(iii) Out of 31,095 backlog vacancies in the promotion quota, there are 11,347 vacancies (SC 4,239 &amp; ST 7,106) for which eligible candidates are not available even in the extended zone of consideration. Therefore, it has not been found possible to fill up these vacancies. Out of the remaining 19,748 vacancies in the <a href="http://centralgovernmentnews.com/category/promotion/">promotion </a>quota, 19,446 vacancies have been filled up so far. After excluding the vacancies for which candidates are not available, achievement of the drive in respect of the promotion quota is 98.47 percent.</p>

<p><span style="background-color: white;">2. The final progress report of the Drive as on 31.03.2012 is still awaited from your </span><span style="background-color: white;">Ministry/Department. The information is urgently required to apprise the Cabinet about </span><span style="background-color: white;">the final outcome of the Drive.</span></p>
<p>3. It has been decided to hold a meeting under the chairmanship of JS (AT&amp;.A) to discuss the issue on 19.07.2012 at 2:30/3:30/4:30 P.M. in Room No. 119 of North Block New Delhi.</p>
<p>4. It is request that an officer not below the rank of Deputy Secretary be deputed to attend the meeting and he may also bring the final progress reports of the Drives of the Ministry/Department, it is also informed that in case no progress report is received by 21stJuly, 2012, a NIL report be furnished to the Cabinet in respect of your Department.</p>

It has been decided to hold a meeting under the chairmanship of JS (AT&amp;.A) to </span><span style="background-color: white;">discuss the issue on 19.07.2012 at 2:30/3:30/4:30 P.M. in Room No. 119 of North Block </span><span style="background-color: white;">New Delhi.</span></p>

It is request that an officer not below the rank of Deputy Secretary be deputed to <span style="background-color: white;">attend the meeting and he may also bring the final progress reports of the Drives of the</span><span style="background-color: white;"> Ministry/Department, it is also informed that in case no progress report is received by 21st</span><span style="background-color: white;">July, 2012, a NIL report be furnished to the Cabinet in respect of your Department.</span></p>
