<strong>Ayurveda Doctors and Yoga Teachers for Rural Areas</strong></p>

<p>The National Policy on Indian Systems of Medicine &amp; Homoeopathy &#8211; 2002, envisages integration of AYUSH systems of medicine with the Healthcare Delivery System. Mainstreaming of AYUSH is one of the strategies in National Health Mission (NHM) which seeks to provide accessible, affordable and quality health care in order to improve the existing health care delivery system.</p>
<p>Government of India has adopted a strategy of Co-location of AYUSH facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) and District Hospitals (DHs), thus enabling choice to the patients for different systems of medicine. The engagement of AYUSH Doctors / paramedics and their training is supported by the Department of Health &amp; Family Welfare, while the support for AYUSH infrastructure, equipment / furniture and medicines are provided by Ministry of AYUSH under Centrally Sponsored Scheme of National AYUSH Mission (NAM).</p>
<p>Further, under NAM, there is provision of AYUSH Wellness Centres including Yoga &amp; Naturopathy which also envisage engagement of Yoga manpower.</p>
<p>This information was given by the Minister of State (Independent Charge) for AYUSH, Shri Shripad Yesso Naik in written reply to a question in Rajya Sabha today.</p>

<p>The criteria fixed for setting up a Central Government Health Scheme (CGHS) dispensary in a particular area are as under:-</p>
<blockquote><p>(i) In an existing CGHS city:- For opening of a new Allopathic CGHS dispensary in an existing CGHS city, there has to be a minimum of 2000 Card holders (serving employees of Central Government and Central Civil pensioners).</p>
<p>(ii) Extension of CGHS to a new City:- For extension of CGHS to a new city, there has to be a minimum of 6,000 Card holders.<br />
However, due to financial and other resource constraints it is not always possible to adhere to the above criteria.</p></blockquote>

<p><strong>Administrative Functioning of Cghs Unani</strong></p>
<p>Central Government Health Scheme provides the healthcare facilities to its beneficiaries predominantly in the Allopathic system of medicine as per their demand. AYUSH system of medicine is a very small component under CGHS. The Unani system is an even smaller component of AYUSH. There are 10 small units of Unani system consisting of one or two Unani doctors and pharmacists attached to main CGHS Wellness Centres in Delhi, Kolkata, Lucknow, Hyderabad and Bangalore.</p>
<p>Keeping in view the size and strength of Unani component, it is not considered feasible and financially viable to create separate administrative set up for different systems of medicine. Since the infrastructural facilities of Wellness Centre are common for all systems, the administrative control of Wellness Centre is vested in the CMO In-charge. The Unani doctors enjoy professional freedom in exercise of their duties as doctors. However, they are under the overall administrative control of the Additional Director (CGHS) of the city concerned.</p>
<p>This was stated by Shri. Ghulam Nabi Azad, Union Minister for Heath and Family Welfare, in a written reply to the Rajya Sabha today.</p>

<p>Government of India through the Indian Council for Cultural Relations (ICCR)has been offering scholarships to foreign students to pursue Ayurveda Unani, Siddha and Homoeopathy coursesin India since 2005. The resurgence of AYUSH at international levelhas resulted in growing demand from foreign students to study in Indian Institutions. Keeping this in view, the Department of AYUSH had proposed to support foreign nationals under its international fellowship programme for undertaking AYUSH courses at premier institutions in India.Initially, the total number of scholarships for AYUSH courses was 30.Later on, another 20 scholarships were added under the International Cooperation Scheme. TheDepartment also introduced 20 scholarships to students of Malaysia.</p>
<p><strong>Scholarships are provided for the following courses:</strong></p>
<p><em><strong>(a)   Under Graduate courses</strong></em><br />
(1)   Bachelor of Ayurvedic Medicine and Surgery (BAMS):  5 ½ year degree course including one year mandatory clinical training<br />
(2)   Bachelor of Siddha Medicine and Surgery (BSMS): 5 ½ year degree course including one year mandatory clinical training<br />
(3)   Bachelor of Unani Medicine and Surgery (BUMS): 5 ½ year degree course including one year mandatory clinical training<br />
(4)   Bachelor of Homoeopathic Medicines and Surgery (BAMS): 5 ½ year degree course including one year mandatory clinical training</p>
<p><em><strong>(b)   Post Graduate Courses</strong></em><br />
(1)   M.D. Ayurveda: 3 year course. Eligibility: BAMS degree recognized by CCIM.<br />
(2)   MD Siddha: 3 year course. Eligibility: BSMS degree recognized by CCIM.<br />
(3)   MD Unani: 3 year course. Eligibility: BUMS degree recognized by CCIM.<br />
(4)   MD Homoeopathy: 3 year course.Eligibility: BHMS degree recognized by CCH.</p>
<p><em><strong>(c)    Ph.D. Courses</strong></em><br />
(1)   Ph.D in Ayurveda: 3 years course. Eligibility: MD (Ayurveda) degree recognized by CCIM.</p>
<p><strong>Procedure for application</strong></p>
<p>ICCR sends the offer letter for scholarships to Indian Missions abroad. Offer of scholarships are advertised by the Indian Missions in countries where the scholarships are offered. Application forms for scholarships are available with the Indian missions. Interested students are required to submit six complete sets of applications forms at the Missions.</p>

<div>CGHS vide its O.M No. Z. 28015/01/2006-HD Cell/CGHS (P) dated 1st January, 2008 issued a list of Ayurvedic, Yoga &amp; Naturopathy, Unani, Siddha and Homeopathy (AYUSH) Hospitals / Centers empanelled under CGHS and CS(MA) Rules wherein Bapu Nature Cure Hospital &amp; Yogashram was empanelled for Naturopathy system of medicine for providing healthcare facilities to CGHS beneficiaries.</div>

<div>2. An inspection of Bapu Nature Cure Hospital &amp; Yogashram was conducted on 8th June., 2012 by a team led by Director, CGHS. After a thorough inspection, it was found that the Hospital was committing gross violation of various CGHS norms and guidelines in respect of its facilities and services. The Inspection team concluded that with the existing infrastructure and manpower in position, the hospital is not in a position to provide quality health care services to CGHS beneficiaries. A ‘Show Cause Notice’ was issued to Bapu Nature Cure Hospital on 25th July, 2012 seeking clarifications on the deficiencies pointed out by the inspection team. However, the reply received from Bapu Nature Cure Hospital has not been found satisfactory.</div>

<div>3. It has, therefore been decided to suspend the CGHS empanelment of Bapu Nature Cure Hospital &amp; Yogashram with immediate effect till further orders. The hospital shall no longer be a part of the CGHS / CS(MA) Rules empanelled list of hospitals / centers for AYUSH. However, patients, if any, already admitted prior to the issue of this O.M. shall be provided the treatment and discharged within seven days from the date of issue of this OM.</div>
