<p><strong>Subject: Preventive measures to contain the spread of Novel Coronavirus (COVID-19) &#8211; Attendance of Central Government officials regarding</strong></p>



<p>The undersigned is directed to refer this Department’s OMs of even number dated the 6th May, 2021 and 28th May, 2021, mandating the Secretaries/HoDs of the Ministries/Departments/Offices to regulate the attendance of their Staff, keeping in view the COVID-positive cases and functional requirements in their offices. These orders are currently in operation till 15th June, 2021 or until further orders, whichever is earlier. In view of the fact that number of COVID cases and positivity rate have reduced considerably, the matter has been considered again and decided as under :-</p>



<ul class="wp-block-list"><li>(i) All Government servants at the level of Under Secretary and above to attend office on all working days.</li><li>(ii) As regards Government servants of the level below Under Secretaries, 50% of such officials shall attend office on any working day and the remaining 50% Shall work from home.</li><li>(iii) Persons with Disabilities and Pregnant women employees shall continue to be exempted from attending office but are required to work from home till further orders.</li><li>(iv) The officers / staff shall follow Staggered timings, to avoid over-crowding in offices, as indicated below:<ul><li>(a) 9.00 A.M. to 5.30. P.M.</li><li>(b) 9.30 AM to 6.00 PM</li><li>(c) 10.00 A.M. to 6.30 P.M.</li></ul></li><li>(v) All officers/ staff residing in the containment zone shall be exempted from coming to offices till the containment zone is denotifed.</li><li>(vi) Those officers/ staff who are not attending office shall work from home and they should be available on telephone and other electronic means of communication at all times.</li><li>(vii) Meeting, as far as possible, shall be conducted on video-conferencing and personal meetings with visitors, unless absolutely necessary in public interest, are to be avoided.</li><li>(viii) All Officers/Staff have to ensure strict compliance with covid-appropriate behavior viz. frequent washing of hands/ Sanitization, wearing a mask/ face cover, observing social distancing at all times and any laxity in this regard shall be viewed very seriously.</li><li>(ix) Proper cleaning and frequent sanitization of workplace, particularly of the frequently touched surfaces may be ensured. HoDs may also ensure non-crowding in corridors, canteens etc.</li></ul>



<p>2. All Ministries/ Departments / Offices as well as the Central Government employees are directed to ensure strict compliance of instructions on Covid Appropriate Behavior issued by MHA, MoH&amp;FW and DoP&amp;T from time to time. The above instructions shall be in force w.e.f. 16-06-2021 until 30-06-2021, or until further orders, whichever is earlier. Biometric attendance shall continue to be Suspended and physical attendance registers to be maintained until further orders.</p>

<p>The undersigned is directed to refer to this Department’s <a href="https://centralgovernmentnews.com/dopt-attendance-circular-2021-for-central-govt-employees-to-contain-the-spread-of-coronavirus/">OM of even number dated the 6th May 2021</a> whereby the instructions regulating the attendance of Central Government employees till 31st May 2021 were issued. It has been decided to extend the existing arrangement of attendance of Central Government employees till 15th June 2021 or until further orders, whichever is earlier.</p>

<p>In partial modification of this Department’s OM of even number dated the 3rd May, 2021 on the above-mentioned subject, it has been decided as under :-</p>



<ul class="wp-block-list"><li>(i) Secretaries of the Ministries/Departments and Heads of Department of Attached &amp; Subordinate Offices are mandated to regulate the attendance of its employees, at all levels, keeping in view the&nbsp;<a href="https://centralgovernmentnews.com/tag/Covid-19/">COVID</a>&nbsp;positive cases in the office and the functional requirement.</li><li>(ii) Persons with Disabilities and Pregnant Women employees may be exempted from attending office, but they shall continue to work from home.</li><li>(iii) The officers/staff shall follow staggered timings to avoid over-crowding in offices / workplaces as decided by the Heads of Department.</li><li>(iv) All officers/staff residing in the containment zone shall be exempted from coming to offices till the containment zone is de-notified. These officers/staff who are residing in the Containment Zone shall work from home and shall be available on telephone and electronic means of communications at all times.</li><li>(v) All officials who attend office shall strictly follow Covid-appropriate behaviour including wearing of mask, physical distancing, use of sanitizer and frequent hand-washing with soap and water.</li><li>(vi) Crowding in lifts, staircases , corridors, common areas, including refreshment kiosk and parking areas is to be strictly voided.</li><li>(vii) Meetings, as far as possible, may continue to be conducted with video-conferencing and personal meetings with visitors, unless absolutely necessary in public interest, are to be avoided.</li><li>(viii) In compliance of OM of even number dated 22.4.2021, all employees of the age of 18 years and above, are advised to get themselves vaccinated.</li><li>(ix) Proper cleaning and frequent sanitization of workplace, particularly of the frequently touched surfaces, may be ensured.</li><li>(x) Biometric attendance shall continue to be suspended until further orders.</li></ul>



<ol class="wp-block-list" start="2"><li>The above instructions shall be in force with immediate effect till 31st May, 2021 or until further orders, whichever earlier.</li></ol>

<p>Subject: <strong>Preventive measures to contain the spread of Novel Coronavirus (COVID-19) &#8211; Attendance of Central Government officials regarding.</strong></p>



<p>The undersigned is directed to refer to OM of even number dated the 7th October, 2020 whereby orders regulating the attendance of Central Government employees were issued.</p>



<ol class="wp-block-list" start="2"><li>Ministry of Home Affairs has issued detailed guidelines on containment of <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COV</a>ID-19 on 27th January 2021, in order to maintain caution and to strictly follow the prescribed containment strategy, focus on surveillance, containment, caution, and strict observance of the guidelines. In view of this, the matter has now been re-considered and it has been decided as under:-</li></ol>



<ul class="wp-block-list"><li>(a) The Government servants at all levels are to attend office on all working days without any exemption to any category of employees.</li><li>(b) The officers/ staff shall follow staggered timings to avoid over-crowding in offices/ workplaces as decided by the Heads of Department.</li><li>(c) All officers/ staff residing in the containment zone shall be exempted from coming to offices till the containment zone is de-notified. These officers/ staff who are residing in the Containment Zone shall work from home and shall be available on telephone and electronic means of communications at all times.</li><li>(e) Biometric attendance shall continue to be suspended until further orders.</li><li>(f) Meetings, as far as possible, may continue to be conducted with video-conferencing, and personal meetings with visitors, unless absolutely necessary in the public interest, are to be avoided.</li></ul>



<ol class="wp-block-list" start="3"><li>A Standard Operating Procedure (SoP) on preventive measures to contain the spread of COVID-19 in offices, issued by the Ministry of Health &amp; Family Welfare on 13.2.2021, is also available at www.mohfw.gov.in All Ministries/ Departments/ Offices as well as the Central Government employees are directed to ensure strict compliance of instructions issued by MHA, Ministry of Health &amp; Family Welfare and DoP&amp;T, from time to time, on regular sanitization/ cleaning of workplaces, maintenance of social distancing norms, wearing of masks and health &amp; hygiene practices, etc.</li></ol>

<p>Subject: <strong>Preventive measures to contain the spread of Novel Coronavirus (COVID-19) &#8211; Attendance of Central Government officials regarding</strong>.</p>



<p>The undersigned is directed to refer to OM of even number dated the 5th June, 2020 reiterating, inter alia, the instructions/ advisory issued vide OMs dated 17.3.2020, 18.5.2020 and 19.5.2020 for well-being of Government employees and regulating attendance of Central Government employees in offices with staggered timings. The matter has now been reviewed and it has been decided as under:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(a) The Government servants at the level of Under Secretary and above to attend offices on all working days.</p><p>(b) As regards Government servants below the level of Under Secretary, at least 50% of attendance is to be ensured. The Heads of Department may mandate attendance of more than 50%, if required in public interest, while strictly ensuring that social distancing is maintained under all circumstances.</p><p>(c) The officers/ staff shall follow staggered timings to avoid over-crowding in offices/ work places as indicated below.</p><p><strong>9.00 a.m. to 5.30 p.m.</strong><br /><strong>10.00 a.m. to 6.30 p.m.</strong></p><p>(d) All officers/staff residing in the containment zone shall be exempted from coming to offices till the containment zone is denotified.</p><p>(e) Those officers/staff who are not attending office shall work from home and they should be available on telephone and electronic means of communication at all times.</p><p>(f) Persons with Disabilities and Pregnant women employees shall continue to work from home till further orders.</p><p>(g) Heads of Departments shall ensure that the National Directives for the Covid-19 management, which include instructions issued for regular sanitization/cleaning of working places, maintenance of social distancing norms, wearing of masks etc. are strictly complied with. It may also be strictly ensured that there Is no crowding in the corridors.</p><p>(h) Meetings, as far as possible, shall be conducted on video-conferencing and personal meetings with visitors, unless absolutely necessary in public interest, are to be avoided.</p></blockquote>

Biometric attendance shall continue to be suspended and physical attendance registers shall be maintained until further orders. The Heads of the Department may kindly ensure strict implementation of these instructions.</p>
