Subject: Allowing the bunching benefit to Assistant Accounts Officers as per the recommendations of 7th Central Pay commission- Regarding.
Madam,

I am to directed refer to the Department of Expenditure, Implementation Cell order no. 1-6/2016-IC dated 07th Sept. 2016 on the subject cited above.

It is found that the AAOs with Grade Pay of 4800/- and drawing pre revised pay ranging from Rs.14900/- to 17,910/- had been fixed at the minimum pay of Rs. 47600/- as per 7th CPC. But as per order, the AAOs pre revised pay having pay range between Rs. 15350 to Rs. 18360 are also eligible for bunching of pay w.r.t. their juniors who were drawing lesser pay as on 31.12.2015. A comparative statement w.r.t. Shri Babu Balram Jee is enclosed for ready reference.

In absence of your clear order, different ministries are treating the matter in different ways, resulting the uncalled for discrepancies and irregularities

Under these circumstances, I request you to kindly issue a conclusive order, stating the eligibility criteria and a ready reckoner of pay fixation after bunching in terms of old pay. This will end the confusion and delay in settling the cases further.

Sub: Eligibility conditions for promotion from Group ’C’ to Group ’B’ posts in the Accounts Department.

Ref.: Railway Boards letters No.E(GP)99/2/22 dated 22.7.2004, 29.04.2009 and 29.03.2010.

In terms of instructions contained in Board’s letter of even number dated 22.7.2004, Group ‘C’ employees with 03/05 years of non-fortuitous service in the grade the minimum of which is Rs.5000/- and in higher Group ‘C’ grades (Vth CPC) are eligible for being considered for appearing in the 70%S election/30% LDCE held for promotion to Group ‘B’ posts in the major departments having ‘Organized Services’s including Accounts Department. Consequent upon implementation of the pay scales recommended by the VI Pay Commission, these instructions have since been modified (except for Accounts Department) vide Board’s letter of even number dated 29.03.2010.

2. Now, the matter regarding eligibility conditions for appearing in the Selection/LDCE for promotion to Group ‘B’ posts in the Accounts Department, has been considered by the Board and it has been decided that:

i) For Group ‘B’ selections (70% quota), Group ‘C’ employees of Accounts Department working in Pay Band PB-2 (Rs.9300-34.800) with Grade Pay of Rs.4200 and above with 3 years of non-fortuitous service in the grade (including non-fortuitous service rendered in the corresponding pre-revised grades) in the Accounts Department and who have qualified the Appendix-3 IREM Examination will be eligible.

ii) For Group ‘B’ selections (30% LDCE quota), Group ’C’ employees of Accounts Department working in Pay Band PB-2 (Rs.9300-34800) with Grade Pay of Rs.4200 and above with 5 years of non-fortuitous service in the grade (including non-fortuitous service rendered in the corresponding pre-revised grades) in Accounts Department and who have qualified the Appendix – 3 IREM Examination will be eligible.

iii) In the integrated seniority of Group ‘C’ employees eligible for Group ‘B’ selections (70% quota), employees in Pay Band PB-2 (Rs.9300-34800) with Grade Pay of Rs.4800 will be placed above those in Pay Band PB-2 (Rs.9300-34800) with Grade Pay of Rs. 4200. In either category, the relative seniority of employees coming from different streams will be determined with reference to length of non-fortuitous service in the Scale of PB-2 + 4800 or PB-2 + 4200, as the case may be.

Subject: Stepping up of pay of Assistant Accounts Officers of Defence Accounts Department at par with directly recruited SAS Apprentices.

The matter regarding stepping up of pay of promotee AAOs/SO(A)s at par with directly recruited SAS Apprentice to mitigate the pay anomaly arisen due to grant of higher entry pay to direct recruits was referred to Ministry of Defence(Finance).

2. In response, directions/clarification issued by Ministry of Finance, Deptt. of Expenditure vide UO FTS No. 169937/12 dated 12.02.2013 and Department of Personnel and Training U. Diary No. 63498/2012-Pay-I dated 28.8.2012 received under Ministry of Defence(Finance) ID Note No.1891/C/12 dated 13.02.2013 is attached for your information, guidance and necessary action please.

2. The proposal of the Ministry of Defence regarding stepping up of pay of AAOs of DAD at par with directly recruited SAS Apprentices has been examined in this Delartment. It is clarified that as SAS Apprentices are placed in the common seniority list of AAOs below them. The criteria set out in the Department of Expenditure U.O. Note dated 22.10.2010 (Page7/cor.) appear to be satisfied for stepping up of the pay of promotees with reference to DRs.

The proposal of MOD regarding stepping up of pay of Assistant Accounts Officers of Defence Accounts Department at par with directly recruited SAS Apprentices has been further examined in the Department of Expenditure. This Department agrees to the stepping up of pay of the promotee AAOs at par with the directly recruited SAS Apprentices subject to the following conditions : –

(a) Stepping up of the pay of seniors can be claimed only in the case of those cadres which have an element of direct recruitment and in cases where a directly recruited junior is actually drawing more basic pay than the seniors. In such cases, the basic pay of the seniors will be stepped up with reference to the pay of the directly recruited junior provided they belong to the same seniority list for all purposes.

(b) Govt. servants cannot claim stepping up of their revised basic pay with reference to entry pay in the revised structure for direct recruits appointed on or after 1.1.2006, as laid down in Section II of Part A of the First Schedule to the CCS(RP) Rules, 2008. if their cadre does not have an element of direct recruit br in cases where no junior is drawing basic pay higher than them.

(c) Stepping up of pay of the seniors shall not be applicable in cases where direct recruits have been granted advance increments at the time of recruitment.
