<p><strong>Subject: Regulation of payment of Dress Allowance to the Armed Forces personnel joining service after 1st July of a year &#8211; regarding.</strong></p>



<p>1. In continuation of this Ministry’s letter no. 1(4)/2019-D (Pay/Services) dated 01.09.2022 on  he above subject, the Govt has decided that the rate of Dress allowance in respect of Armed Forces personnel joining service after 1st July of a year, shall be as follows:</p>



<p>(a) Rate of Dress allowance:</p>

<p>(b) The amount of Dress Allowance shall be credited to Armed Forces personnel’s account directly in the month of July. The disbursement of the payment of Dress Allowance has been explained below with an example:</p>

<p>2. These orders shall be effective from date of issue of this letter.</p>



<p>3. This issues with the concurrence of Finance Division of this Ministry vide their 1.D. No. 110/ AG/ PD/ 2023 dated 22/05/2023 of RF No. 2(7)/2017-AG/PD.</p>

<h4 class="wp-block-heading">Sub: Implementation of Government’s decision on the recommendations of the Seventh Central Pay Commission &#8211; Revision of pension of pre-2016 retired Medical Officers of Army Medical Corps/ Army Dental Corps/ Remount &amp; Veterinary Corps-reg.</h4>



<p>Sir,</p>



<p>The undersigned is directed to refer to this Ministry’s letter No. 17(01)/2017/ (02)/D(Pension/ Policy) dated 5 September 2017. In accordance with Para-4 of this letter, the revised pension/ family pension of all Armed Forces Personnel who retired/ died prior to 01.01.2016, shall be revised by notionally fixing their pay in the pay matrix recommended by the 7t CPC in the level corresponding to the pay in the pay scale/pay band and grade pay at which they retired/ died. This will be done by notional pay fixation under each intervening Pay Commissions based on the formula for revision of pay. The revised rates of Military Service Pay, Non-Practice Allowance, where applicable, and ‘X’ Group. Pay &amp; Classification Allowance for JCO/ORs, if applicable notified in terms of 7th CPC orders, shall also be added to the amount of pay notionally arrived at under the 7th CPC pay matrix and shall be termed as notional reckonable emoluments as of 01.01.2016 while fixing pay on notional basis. It was further decided at para-6 of the letter that higher of the two formulations ice. the pension/ family pension already revised in accordance with this Ministry’s letter No. 17 (01)/ 2016-D(Pen/Pol) dated 29.10.2016 or the revised pension/family pension as worked out in accordance with Para-5 of the MoD letter dated 05.09.2017 referred above, shall be granted to pre-01.01.2016 ‘Armed Forces pensioners as revised pension/family pension w.e.f. 01.01.2016.</p>



<p>2. Department of Pension &amp; Pensioners’ Welfare vide their OM No. 38/37/16-P&amp;PW(A){iii) dated 11th September 2017 have decided that NPA at the rate as applicable as of 01.01.2016 shall be added to notional pay as of 01.01.2016 to arrive at pension/ family pension of retired medical officers w.e.f. 01.01.2016 and the <a href="https://centralgovernmentnews.com/category/pension/" target="_blank" rel="noreferrer noopener">pension</a>/ family pension of retired medical officers shall be further revised w.e.f, 01.07.2017 by adding NPA @ 20% to the notional pay as on 01.01.2016, instead of NPA admissible as on 01.01.2016 subject to the condition that the notional pay as on 01.01.2016 plus NPA does not exceed the average of basic pay of the revised scale applicable to the Apex Level and the level of Cabinet Secretary.</p>



<p>3. The matter regarding revision of all kinds of pension/ family pension of medical officers of Armed Forces who have retired/ died prior to 01.01.2016 has been examined by the Govt. and it has been decided that NPA at the rate as applicable as of 01.01.2016 shall be added to notional pay worked out in terms of Para-4 of the MoD letter No. 17(01)/2017/(02)/D (Pension/ Policy) dated 5th September 2017 to arrive at notional reckonable emoluments as on 01.01.2016 for calculation of pension/ family pension of pre-01.01.2016 retired/ died Medical Officers of Armed Forces, w.e.f. 01.01.2016. All kinds of pension/ family pension of pre-01.01.2016 retired/ died medical officers of Armed Forces Pensioners/ family pensioners shall be further revised w.e.f. 01.07.2017 by adding NPA @ 20% of notional pay in VIIth CPC scale to the notional pay as on 01.01.2016, instead of NPA admissible as on 01.01.2016 (which was 25% of pre-revised scale).</p>



<p>4. The fixation of pension/ family pension of retired Medical officers of Armed Forces in the above manner, shall be further subject to the condition that emoluments (ie. Basic Pay + MSP + NPA) to be reckoned for pension do not exceed Rs. 2,37,500/- (Rupees two lakh thirty seven thousand five hundred only). Amount of Gratuity and CVP which has already been notified, shall remain unchanged.</p>

<p>5. This issues with the concurrence of the Ministry of <a href="https://centralgovernmentnews.com/category/defence/" target="_blank" rel="noreferrer noopener">Defence</a> (Finance/ Pension) vide their ID No. 10(8)/2018/Fin/Pen dated 23.12.2020.</p>

<h3 class="wp-block-heading">Sub: Revision of Regulation relating to rate of Family Pension (Normal rate &amp; Enhanced rate) of Pension Regulation for the Army, Part-I (2008) in the line of amendment done in Sub Rule (3) of Rule 54 of CCS Pension Rule, 1972 by DoP&amp;PW-reg.</h3>



<p>Sir,</p>



<p>The undersigned is directed to refer to the provision of Note 3 (i) &amp; (ii) below Army Instruction 51/80 and Regulation 64 (b) in Pension Regulation for Army, Part-I (2008) under which the minimum of 7 years of continuous qualifying service is required for grant of enhanced rate of Family Pension for the Armed Forces personnel.</p>



<p>2. Consequent upon issue of Gazette Notification No. 550 dated 19.09.2019 of the Ministry of Personnel, Public Grievances &amp; Pensions, Department of Pension and Pensioners’ Welfare (DoP&amp;PW), the condition of minimum requirement of 7 years of continuous service for grant of enhanced rate of Ordinary Family Pension in the sub rule (3)(a) &amp; (b) of Rule 54 of CCS Pension Rule, 1972 has been deleted w.e.f 1st October, 2019 and now Government servants who died in service/ invalided out even with less than 7 years of qualifying service shall be eligible for enhanced rate of Family Pension. This notification also has a provision where a Government servant who died within ten years before the 1* day of October 2019 without completing continuous service of seven years, his family shall be eligible for family pension at enhanced rates in accordance with sub rule (3) with effect from the 1° day of October 2019, subject to fulfillment of other conditions for grant of family pension.</p>



<p>3, . Now, the President is pleased to decide that the same provision shall be extended to Armed Forces Personnel also. Accordingly, the clause &#8220;after having rendered not less than 7 years continuous qualifying service&#8221; of Regulation 64{b) of Pension Regulations for the Army, Part-I (2008) stands deleted w.e.f. 01.10.2019.</p>

<p>4. It has also been decided that where an Armed Forces Personnel died within ten years before the 1° October, 2019 without completing continuous service of seven years, his family shall be eligible for ordinary family pension at enhanced rate as per Regulations 64(b) of Pension Regulations for the Army Part-I (2008) with effect from the 1st October 2019 subject to fulfillment of other conditions for grant of Ordinary Family Pension.</p>



<p>5. Further, the provision of Army Instruction No. 51/1980 would stand modified upto this extent w.e.f. 01.10.2019. The regulation and their instructions for grant of Ordinary Family Pension in Navy and Air Force shall also be amended accordingly.</p>

<p>Raksha Mantri Shri Rajnath Singh said modernisation of the Armed forces is the top priority of the government to enhance the defence capability and preparedness of the country. He visited Bharat Dynamics Limited (BDL) in Hyderabad on August 3, 2019 on the occasion of Golden Jubilee celebrations of the Defence PSU.</p>



<p>Addressing the gathering on the occasion, Shri Rajnath Singh said Indigenization will be encouraged to the maximum possible extent and defence equipment will be imported only when it cannot be manufactured indigenously. He added that the defence sector will play a key role in making the country a 5-trillion economy through FDI and offset investments in manufacturing. He hoped that defence exports will reach to a significant level by 2025.</p>



<p>Shri Rajnath Singh said BDL is an important defence organisation and with organizations like DRDO, ISRO, BDL has enhanced the prestige of the country through its achievements. Shri Rajnath Singh appreciated BDL for manufacturing more than one lakh missiles in the last 50 years.</p>



<p>Shri Rajnath Singh said in the new world many countries have developed counter to missile technology by developing Air Defence Systems and gave a call for the development of Hypersonic Missiles technology to enhance defence capabilities of the Armed Forces. He reiterated that defence policy of the country is for peace and stability at regional, continental and global level.</p>



<p>He unveiled a statue of former President and Bharat Ratna Dr A P J Abdul Kalam to commemorate his legendary vision. The brainchild of Dr Kalam, Integrated Guided Missile Development (IGMD) Programme that was launched during late 80s, gave BDL plenty of opportunities to develop its skilled manpower and invest in high-end technology areas to manufacture the missiles contemplated under this Programme. The Raksha Mantri also visited the state-of-the-art production facilities at Kanchanbagh Unit of the Company. He also released a commemorative stamp on BDL on the occasion.</p>



<p>Raksha Mantri Shri Rajnath Singh handed over Medium Range Surface-to-AirMissile (MR SAM) to Indian Air Force in the function. Vice Chief of Air Staff Air Marshal R K S Bhadauria received MR SAM on behalf of the IAF.</p>



<p>Raksha Mantri felicitated &#8216;Veer Naris&#8217; from the State of Telangana and Andhra Pradesh as a part of Corporate Social Responsibility initiative of the BDL. Shri Rajnath Singh interacteded with 22 Veer Naris who were invited to BDL on this occasion. </p>



<p>Raksha Mantri also inaugurated the Rain Water Harvesting facility named as &#8216;Jal Nidhi&#8217; at the upcoming Unit of BDL at Ibrahimpatnam as a part of Jal Shakti Abhiyan of the Government of India. This is expected to help in meeting storage of 24 Lakh litre of water and increasing the level of underground water levels. </p>



<p>A five MW Solar power plant was also inaugurated by Shri Rajnath Singh at BDL, Ibrahimpatnam, which demonstrates commitment of DPSU towards environment protection.</p>



<p>Earlier, Raksha Mantri was given a warm welcome by Chairman-cum-Managing Director of BDL Commodore Siddharth Mishra (Retd) at its premises at Kanchanbagh. Secretary, Department of Defence Research &amp; Development and Chairman, DRDO Dr G Satheesh Reddy was present of the occasion.</p>

<p>Raksha Mantri Shri Rajnath Singh took a meeting of senior officers of   Ministry of Defence to review operational matters and procurement issues of the Armed Forces. He discussed important revenue procurement cases regarding maintenance of platforms and assets with the Armed Forces. He was briefed by the officers regarding ongoing infrastructure projects and plans for future upgradation. The Minister also reviewed working and matters related to Indian Coast Guard.</p>



<p>Shri Singh instructed that separate meetings in respect of the Indian Army, Navy and Air Force may be convened to discuss operational preparedness of the Armed Forces. The meeting was attended by Defence Secretary Shri Sanjay Mitra and Secretary Defence Finance Ms Gargi Kaul alongwith other senior officers of the Ministry.</p>

<p>Dear Madam / Sir,</p>



<p>The Lal Bahad ur Shastri National Academy of Administration, Mussoorie will be conducting the 26th Joint Civil Military (JCM) Training Programme on National Security from August 04 to 09, 2019. The participants for this programme will be drawn from the All India Services, Central Civil Services, Paramilitary Organisations and the Armed Forces. The participants are normally of a seniority equivalent to Joint Secretaries/ Directors to the Government of India in the Civil Services and Major General / Brigadier /Colonel in the Armed Forces.</p>



<p>2. The objectives of the programme are:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>(i) To increase awareness of the different dimensions and elements of National Security;<br />(ii) To familiarize the participants with challenges to management of National Security, emerging external security environment, impact of globalization and internal security environment, etc;<br />(iii) To expose them to the imperatives of Civil-Military interface at Central, State and district level; and<br />(iv) To provide a forum for the participants to interact and exchange ideas on the subject.</p></blockquote>



<p>3. In view of the above, I request you to nominate one IAS officer of requisite seniority (Principal Secretary/ Secretary to State Govt) for participating in this programme. In this connection, kindly refer to LBSNAA&#8217;s letter No. T-20011(13) /l /2019-Trg- MCTP dated April 30, 2019 addressed to Training Division, DoPT (Copy enclosed for ready reference). <p><strong><em>Permanent Commission (PC)</em></strong></p>



<p>(1) Ministry of Defence has taken steps to ensure implementation of permanent commission to women in the Armed Forces. In so far the Indian Air Force is concerned, all branches, including Fighter Pilots, are now open for women officers. In Navy, all non-sea going branches/cadre/specialization have been opened for induction of women officers through Short Service Commission (SSC). Women officer will be granted PC in the Indian Army in all the ten branches where women are inducted for Short Service Commission.</p>



<p><strong><em>International Cooperation</em></strong></p>



<p>(2) A delegation led by Deputy Permanent Secretary for Defence, Thailand visited India on 7th March, 2019 to attend the 7th meeting of India-Thailand Defence Dialogue, co-chaired by Additional Secretary (SC).</p>



<p>(3) A delegation led by Defence Secretary visited United Kingdom to attend the 20th India-UK Defence Consultative Group (DCG) meeting from 7<br />
th to 9th March, 2019.</p>



<p>(4) A delegation led by loint Secretary (Planning and International Cooperation) visited Argentina and Chile from 11 th to 15th March, 2019 to discuss defence cooperation issues.</p>



<p>(5) A delegation led by Additional Secretary (SC) visited Australia to attend the 6th meeting oflndia-Austra lia Defence Policy Talks (DPT) from 13th to 15th March, 2019.</p>



<p>(6) A delegation led by Defence Secretary visited Uzbekistan from 25th to 29th March, 2019 and discussed issues related to bilateral defence cooperation.</p>



<p><strong><em>Acquisition</em></strong></p>



<p>(7) A contract for procurement of 70 mm Rocket and associated equipment for Advanced Light Helicopter (WSI) in respect of IAF and IA has been signed with M/s Thales, Belgium S.A on 28th March, 2019 at negotiated contract price of Euro 148,500,000 @ 1 Euro = Rs. 70.35 as on 22nd July, 2015.</p>



<p>(8) A contract has been concluded for procurement of 23x3D CID Band Air Surveillance Radar (3D ASRs) amounting to Rs. 1183.53 crore.</p>



<p>(9) A contract for Card Mfg &amp; Personalization &amp; Chip PS Development (RFP-1) for Navy-wide Implementation of RFID based SMART ACCESS Card Project has been signed with Mis BEL Bengaluru on 14th March, 2019 at a total cost of Rs 52.02 crore.</p>



<p>(10) A contract &#8220;for Navy-wide Implementation of RFID based SMART ACCESS Card&#8221; Project on turnkey basis (RFP-II) was signed with Mis Tech Mahindra Ltd. on 14th March, 2019 at a total cost ofRs. 254.59 crore.</p>



<p><strong><em>Janaushadhi Diwas</em></strong></p>



<p>(11) Minister of State for Defence on the occasion of Janaushadhi Diwas inaugurated a Janaushadhi Kendra at Base Hospital in ew Delhi on 7th March, 2019. It will be a pilot Kendra, which is in line with Pradhan Mantri Bharatiya Janaushadhi Pariyojana (PMBJP). Ministry of Defence last year had mandated Janaushadhi Kendras to be empanelled with ECHS as Authorised Local Chemist (ALC) which will benefit the provisioning of medicine at much cheaper rate vis-a-vis market.</p>



<p><strong><em>Gallantry Awards</em></strong></p>



<p>(12) President and Supreme Commander of the Indian Armed Forces conferred 05 Kirti Chakras and 30 Shaurya Chakras to Anned Forces Personnel for displaying conspicuous gallantry, indomitable courage and extreme devotion to duty at a solemn ceremony at the Rashtrapati Bhawan on 14th and 19th March, 2019. 04 Kirti Chakras and 03 Shaurya Chakra were given posthumously. The President also conferred 28 Param Vishisht Seva Medals, 03 Uttam Yudh Seva Medals and 51 Ati Vishisht Seva Medals to senior officers of the Armed Forces for distinguished service of an exceptional order.</p>



<p><strong><em>Miscellaneous</em></strong></p>



<p>(13) Interceptor Boat (IB) C-444 &amp; C-446 built by Mis L&amp;T were inducted on 18th March, 2019.</p>



<p>(14) On 22nd March, 2019, Indian Coast Guard Ship (ICGS) Rajveer apprehended one Indonesian fishing boat with 03 crew in position 05 nautical mile south Katchall Island. ICGS Rajveer along with apprehended Indonesian fishing boat entered Port Blair on 25th March, 2019 for further formalities.</p>

<p><strong>Media Reports Maligning GoI over NFFU/NFU to Armed Forces</strong></p>



<p>Certain section of media is attempting to generate motivated controversy on the NFFU/NFU for Armed Forces while the case is still subjudice in the Apex Court. The targeting of Govt officials ascribing false statements to them with an intent to pressurise them is highly condemnable. In case of complicated policies with long term and wider consequences, there may be times when agreement is not easy to build not only between two parties but also within a party, such cases are debated for merit in judicial Courts as per the law of the land. This process must not be attempted to be highjacked by publically targeting the reputation of individuals discharging their duties as the authorised representatives of one side, GoI in this case. In the instant case, the recourse to judicial review was taken as per the existing policies and at the decision of the GoI. Certain facts have been twisted and misrepresented in media with the purpose of misleading uniformed community and the general public. One, the Central Pay Commission has been incorrectly quoted to have recommended NFFU/ NFU for the Armed Forces. Two, there has been no attempt to malign the uniformed community or quote them as staying in ‘palatial houses’ as the hardships faced by military fraternity are well known and deeply respected by everyone including those in the Govt. The counsel of GoI has only read out the recommendations of the 7th CPC as the argument of the case in the Apex Court. Three, the originators of smearing campaign have not spared even a uniformed veteran representing GoI in judicial matters but who has no connection with the instant case. Four, the delay is not at the behest of the Govt but because of the Apex Court asking the Govt to serve the notices to remaining petitioners so that they can also be heard.</p>



<p>MoD requests all to allow the legal procedure in the Apex Court to complete. It is reiterated that Govt stands by its uniformed fraternity and is custodian of its high morale and operational effectiveness.</p>

<p>Subject: <strong>Information regarding rent and allied charges in respect of Indian Army Officers</strong></p>



<p>A DO Letter has been revived from shri A.V.Rao, IDAS, PCDA, PCDA (O) Pune regarding timely closing of accounts on retrenchment/release of the Army Officers. It has been intimated that large number of debit balances are being reflected in IRLAs of the Army Officers on account of recovery of rent and allied charges after their date of retirement.</p>



<p>As per provisions of Rule 693 &amp; 694 of RMES, “In the case of pensioners and private individuals, rent is recoverable month;y in advance.Rent bills will be sent through the appropriate MES office direct to them for payment, either into the treasury or to the MES office concerned on or before the 5th of the month” .In such a scenario,there is no need to raise a rent bill in r/o officers after retirement and PCDA (O) Pune is not required to wait for the vacation returns.</p>



<p>It is therefore, requested that rent bills of Indian Army Officers deployed at the factory and its allied establishments, may be dealt in accordance with the provisions of RMES and forwarded through Project Bhawan, If rent bill is floated at your end. A compliance report in this regard may please be forwarded to this office latest by 28/02/2019 by mail/fax.</p>

<p style="text-align:center">Ministry of Defence<br /><strong> Modernisation of Armed Forces</strong></p>

<p>Modernisation of the Armed Forces is a continuous process based on threat perception, operational challenges and technological changes to keep the Armed Forces in a state of readiness to meet the entire spectrum of security challenges.  Government attaches the highest priority to ensure that the Armed Forces are sufficiently equipped to meet any operational requirement.  This is achieved through induction of new equipment and technological upgradation of capabilities.  The equipment requirements of the Armed Forces are planned and progressed through a detailed  process  which  includes  15  Year  Long  Term  Integrated Perspective Plan (LTIPP), a five year Service-wise Capability Acquisition Plan, a two year roll-on Annual Acquisition Plan and deliberations by the Defence Acquisition Council chaired by the Raksha Mantri.</p>



<p>During the last three years and in the current year (upto October, 2018), 188 contracts have been signed for capital procurement of defence equipment for Armed Forces such as Radars, Aircraft, Rockets, Artillery Guns, Helicopters, Missiles, Ballistic Helmets, Bullet Proof Jackets, Weapons, Simulators, Electronic Fuzes and Ammunition. Budget Allocation and Expenditure under Capital Budget Head are given below:-</p>
