<h2 class="wp-block-heading">ENTITLEMENT RULES FOR CASUALTY PENSION AND DISABILITY COMPENSATION AWARDS TO ARMED FORCES PERSONNEL, 2023</h2>



<p>1.&nbsp;<strong>Title</strong>. These Rules shall be called the Entitlement Rules for Casualty Pension and Disability Compensation Awards to Armed Forces Personnel, 2023 and supersedes the Entitlement Rules for Casualty Pensionary Awards to Armed Force Personnel, 2008.</p>



<p>2. (i) These Rules shall be read in conjunction with the following documents as amended from time to time: –</p>



<p>(a) Pension Regulations for the Army, 2008.<br />(b) Navy (Pension) Regulations, 1964.<br />(c) Pension Regulations for the Air Force, 1961.<br />(d) Guide to Medical Officers (Military Pension), 2023 and subsequent amendments, if any.<br />(e) Government of India, Ministry of Defence policy letters on the subject issued from time to time.</p>



<p>(ii)&nbsp;<strong>Superseding Clause</strong>. These Rules shall supersede all previous Entitlement Rules for Casualty Pensionary Awards to Armed Forces Personnel. Where any provision in these rules is found contrary to the provisions of any previously existing rules, regulations or policies, on the subject of Casualty Pensionary Awards, the provisions given in these rules shall take precedence.</p>



<h3 class="wp-block-heading"><strong>3. Extent of Application.</strong></h3>



<p>(a) These Rules shall apply to all Officers, JCOs, WOs, OR and equivalent ranks in other services including officers, JCOs, WOs and OR of the Territorial Army, when embodied, called out or attached as the case may be.<br />(b) These Rules do not apply in cases where disablement or death, on which the claim to casualty pensionary awards is based, took place</p>



<p>(i) During the period 3rd September, 1939 to 31st March, 1948, which will be dealt with in accordance with the entitlement criteria laid down in&nbsp;<strong>Annexure I</strong>: and</p>



<p>(ii) During the period of emergency post-1948 which will be dealt with in accordance with Annexure II to these Rules.</p>



<p>(c) Cases of death/ disablement of Cadets (Direct), due to causes attributable to or aggravated by military training shall be governed under the provisions contained in the Ministry of Defence letter No 1(5)/ 93/ D (Pen — C) dated 16th April, 1996, amended from time to time in so far as entitlement of ex-gratia is concerned. However, the claims for ex- gratia award shall be governed in accordance with these Rules. A copy of the letter dated 16th April 1996 is appended as Annexure III to these Rules.</p>



<p><strong>4. Definitions</strong>: Unless the context otherwise dictates, the following terms shall mean as under: –</p>



<p>(a)&nbsp;<strong>Categories of Disabilities.</strong>&nbsp;For the purpose of determining the casualty pension and disability compensation for death or disability which is attributable to or aggravated by military service, the circumstances shall be broadly classified from Category A — E as specified in Paragraph 4.1 of Government of India, Ministry of Defence Letter No 1 (2)/ 97/ D (Pen — C) dated 31 Jan 2001.</p>



<p>(b) <strong>Disability</strong>. ‘Disability’ means a condition of a person resulting in long term physical, mental, intellectual or sensory impairment which in interaction with barriers, hinders full and effective participation in society, equally with others. In respect of Armed Forces personnel, a ‘Disability’ also means a functional impairment that inhibits an individual from effectively discharging duties of a military nature or to be provided an alternate employment within the service, even though the individual may otherwise be fit to participate normally in civil society. Two such Illustrations (though not an exhaustive list of the same) could be as given below: –</p>



<p>(i) Amputation of the index finger of the dominant arm, thereby precluding operation of the trigger of a personal weapon.<br />(ii) Personnel affected with seizure, who cannot be issued weapons or detailed on sentry duties.</p>



<p>(c)&nbsp;<strong>Entitlement</strong>. Entitlement is the determination by the Competent/ Appellate Authority, after considering both medical and non-medical evidence, as to whether or not a wound. Injury or any bodily disability has been influenced in its onset or course by conditions of military service or is a War Injury. Disabilities that fall under Categories ‘B’, ‘C’, ‘D’ or ‘E’ are called “Accepted Disabilities” and those that fall under Category ‘A’ are ‘Rejected Disabilities’.</p>



<p>(d) <strong>Assessment</strong>. The term “assessment” defines the process of evaluating the functional impairment suffered by an individual following a disability or disabilities in terms of percentage, for the purpose of calculating disability compensation. Assessment shall be determined by the competent medical authority on the basis of a physical examination of the individual.</p>



<p>(e)&nbsp;<strong>Disability Pension</strong>. A Disability Pension is a monthly composite pension comprising of a Service Element and Disability Element, each calculated separately, as a defined percentage of the last reckonable emoluments. There shall be no condition of minimum qualifying service for earning Service Element.</p>



<p>(f)&nbsp;<strong>Liberalized Disability Pension</strong>. Liberalized Disability Pension is a monthly composite pension comprising of a Service Element and a Disability Element, each calculated separately, as a defined percentage of the last reckonable emoluments, where the aggregate of Service Element and Disability Element shall in no case be less than 80 per cent of the last reckonable emoluments.</p>



<p>(g)&nbsp;<strong>War Injury Pension</strong>. A War Injury Pension is a composite monthly pension comprising of a Service Element and a War Injury Element, each calculated separately, as a defined percentage of the last reckonable emoluments.</p>



<p>(h)&nbsp;<strong>Invalid Pension</strong>. Invalid Pension is a monthly pension equal to the Retiring Pension as on the date of invaliding out of service.</p>



<p>(i)&nbsp;<strong>Impairment Relief</strong>. Impairment Relief is a monthly disability compensation, Calculated as a defined percentage of the last reckonable emoluments, awarded to Armed Forces personnel who are retired or discharged from service voluntarily or otherwise with a disability sustained under circumstances accepted as Category ‘B’ or ‘C’ and assessed not less than 20 per cent. ‘Impairment Relief shall hereinafter replace the term ‘Disability Element’ in as far as disability compensation to Armed Forces personnel who are retired or discharged from service. This is not a pension and shall cease upon the demise of the recipient.</p>



<p>(j)&nbsp;<strong>Liberalized Impairment Relief</strong>. Liberalized Impairment Relief is a monthly disability compensation, calculated as a defined percentage of the last reckonable emoluments, awarded to Armed Forces personnel who are retired or discharged from service voluntarily or otherwise with a disability sustained under circumstances accepted as Category ‘D’ and assessed not less than 20 per cent. ‘Liberalized Impairment Relief shall hereinafter replace the term ‘Liberalized Disability Element’ in as far as disability compensation to Armed Forces personnel who are retired or discharged from service. This is not a pension and shall cease upon the demise of the recipient.</p>



<p>(k)&nbsp;<strong>War Injury Relief</strong>. War Injury Relief is a monthly disability compensation, calculated as a defined percentage of the last reckonable emoluments, awarded to Armed Forces personnel who are retired or discharged from service voluntarily or otherwise with a disability sustained under circumstances accepted as Category ‘E’ and assessed not less than 20 per cent. ‘War Injury Relief shall hereinafter replace the term ‘War Injury Element’ in as far as disability compensation to Armed Forces personnel who are retired or discharged from service. This is not a pension and shall cease upon the demise of the recipient.</p>



<p>(l) <strong>Constant Attendance Allowance</strong>. A Constant Attendance Allowance is a monthly allowance (revised from time to time), paid in addition to Disability Pension/ Liberalized Disability Pension/ War injury Pension or Impairment Relief/ Liberalized Impairment Relief/ War injury Relief, only to Armed Forces personnel whose degree of impairment has been assessed at 100 per cent. This is not a pension and shall cease upon the demise of the recipient.</p>



<p>(m)&nbsp;<strong>Capitalized Impairment Relief/ Liberalized Impairment Relief/ War Injury Relief.</strong>&nbsp;&nbsp;A Capitalized Impairment Relief/ Liberalized Impairment Relief/ War Injury Relief (to be hereinafter referred in short as ‘Capitalized Impairment Relief in these rules) is the commuted present value of the future payout of an accepted Impairment Relief/ Liberalized Impairment Relief/ War injury Relief calculated by adopting the current commutation tables. The provision of Broad Banding shall not apply for calculating the percentage of impairment for the award of ‘Capitalized Impairment Relief. The terms Capitalized Impairment Relief/ Liberalized Impairment Relief/ War Injury Relief shall replace the terms Lump-Sum Compensation in Lieu of Disability Element/ Liberalized Disability Element/ War injury Element.</p>



<p>(n)&nbsp;<strong>Special Family Pension</strong>. Special Family Pension is a monthly pension, calculated as a defined percentage of the last reckonable emoluments, awarded to the Next-of-Kin of an Armed Forces personnel whose death occurs in circumstances accepted as Category ‘B’ or ‘C’.</p>



<p>(0)&nbsp;<strong>Liberalized Family Pension</strong>. Liberalized Family Pension is a monthly pension, calculated as a defined percentage of the last reckonable emoluments, awarded to the Next-of-Kin of an Armed Forces personnel whose death occurs in circumstances accepted as Category ‘D’ or ‘E’.</p>



<p>(p)&nbsp;<strong>Ex-Gratia Lump Sum Compensation in Cases of Invalidment.</strong>&nbsp;A one-time Ex-Gratia Lump-Sum Compensation is paid to Armed Forces personnel who are invalided from service on account of a disability held attributable to or aggravated by military service or a war injury, at a fixed rate (that is revised from time to time) for 100 per cent impairment, to be proportionally reduced for lesser degree of impairment up to a minimum of 20 per cent. The provision of Broad Banding shall not apply for calculating the percentage of impairment for the award of Ex-Gratia Lump Sum Compensation.</p>



<p>(q)&nbsp;<strong>Ex-Gratia Lump-Sum compensation to Next-of-Kin of Deceased Armed&nbsp;</strong><strong>Forces&nbsp;Personnel.</strong>&nbsp;An Ex-Gratia Lump-Sum Compensation is paid to the Next-of-Kin of Armed Forces personnel who die under circumstances clearly specified in the relevant policy letter on this subject (duly amended from time to time), at rates specified against each circumstance (duly amended from time to time). However, the aggregate of all Government relief provided for the same circumstance of death of the Armed Forces personnel, shall not exceed a the specified maximum amount of Ex-Gratia Lump-Sum Compensation payable (duly amended from time to time)</p>



<p>(r)&nbsp;<strong>Monthly Ex-Gratia</strong>. Monthly Ex-Gratia is paid to Cadets who are invalided from military training at a monthly rate that is revised from time to time. This is not a pension and shall cease upon the demise of the recipient.</p>



<p>(s) <strong>Ex-Gratia Disability</strong>. Ex-Gratia Disability Award is paid to Cadets who are invalided from military training with a disability held attributable to or aggravated by military training, in addition to Monthly Ex-Gratia, at a monthly rate (that is revised from time to time) for 100 per cent impairment to be proportionally reduced for lesser degree of impairment up to a minimum of 20 per cent. This is not a pension and shall cease upon the demise of the recipient. The provision of Broad Banding shall not apply for calculating the percentage of impairment for the award of Ex-Gratia Disability Award.</p>



<h3 class="wp-block-heading">5.&nbsp;<strong>Invaliding from Service</strong>.</h3>



<p>(a) Invaliding out of service is a condition precedent to considering an individual’s case for the award of Disability Pension, subject to such disability being sustained under circumstances that is accepted by the Competent/ Appellate Authority as Category ‘B’ or ‘C’.</p>



<p>(b) Liberalized Disability Pension or War Injury Pension may be awarded if the impairment has been sustained under the circumstances that is accepted by the Competent/ Appellate Authority, as Category ‘D’ or ‘E’ respectively.</p>



<p>(c) Armed Forces personnel who are invalided out of service with a disability sustained under circumstances that is accepted by the Competent/ Appellate Authority as Category ‘A’ are eligible for the award of Invalid Pension, subject to their completing 10 years reckonable service or being declared medically unfit for service both in the military as well as civil.</p>



<p>(d) Only those Armed Forces personnel who are placed in medical classification SHAPE — 5 and boarded out of service by a Competent/ Appellate Authority on the recommendations of an Invaliding Medical Board, before completing their terms of engagement, shall be treated as invalided out of service.</p>



<p>(e) JCOs/WOs/ OR and equivalent rank in other services who are placed permanently in a medical category other than SHAPE — 1 or equivalent and are discharged because (i) no alternative employment suitable to their low medical category can be provided, or, (ii) they having been retained in alternative employment, are discharged before the completion of their engagement, shall be deemed to have been invalided out of service.</p>



<p>(f) Retired officers who are not granted re-employment or JCOs/ WOs/ OR who are not granted extension of service, beyond their prescribed term of engagement, for not meeting the laid down medical standards, shall not be deemed to have been invalided from service.</p>



<p>(g) Cadets whose training is terminated and who are boarded out on the orders of the Competent Authority, solely on account of a wound, injury or any medical condition shall also be deemed to have been invalided from military training.</p>

<h2 class="has-text-align-center wp-block-heading">STEPPING UP OF PAY &#8211; REGARDING</h2>



<ol class="wp-block-list"><li>Consolidated Guidelines on Stepping Up of Pay was issued vide GoI, MoP, PG&amp;P OM No 4/3/2017-Estt(Pay-I) dated 26/10/2018 which have since been made applicable to Indian Armed Forces Personnel vide MoD, New Delhi ID Note No 1(12)/2020/D(Pay/Services) dated 19/11/2020, which interalia stipulates that cases where Senior Army Officers draws less pay than the Junior Army Officer, the Pay of the Senior Army Officer will be stepped up with effect from the date of Promotion of the Junior Officer.</li><li>Consequent upon implementation of GoI, MoD, New Delhi OM No 1(20)/2017/D(Pay/ services)-Part-I dated 02/11/2020 read in conjunction with MoF, New Delhi OM No. 4-21/2017-IC/E/IIIA dated 28/11/2019, under which first increment after fixation of pay on Promotion is to be granted after successful completion of Six (6) months qualifying service in the promoted grade, anomaly in Pay has arisen wherein Senior Army Officers are drawing less pay than the Junior Officers from the date of next increment earned by the Junior Army Officer after fixation of Pay in the promoted grade.</li><li>In absence of any Specific/Special orders for Stepping Up of Pay from a date other than date of Promotion of Junior Officer, the matter has been referred by the CGDA, New Delhi to MoD, New Delhi for seeking clarification. Hence such cases for Stepping Up of Pay may be referred to the O/o the PCDA (O), Pune only after receipt of clarification from MoD, New Delhi in this regard.</li><li>This has been put up for the kind information of the Indian Army Officers, so that queries on the above issue are avoided.</li></ol>

<p class="has-text-align-center"><strong>7th CPC HRA hike</strong></p>



<h2 class="wp-block-heading">HRA will be hiked for 7th CPC Central Govt. employees and Armed Forces personnel, as DA crossed 25%, from 1st Jan 2021:</h2>



<p>Since 1st January 2021, the calculated Dearness Allowance is 28%. As per 7th CPC, there is a condition that HRA will be revised if DA crosses 25%. So, accordingly the HRA will be increased to 27 % / 18 % / 9 % from presently 24 % / 16 % / 8 %, based on the population of city. But, this increase will not be implemented now, as the DA/DR is freezed till 30.06.2021.</p>



<p>This new HRA will be applied from 1st July 2021 in addition to the revised DA. So, where DA will be increased in the range of 30-35%, HRA will also be increased to 27%, a hike of 3%, for metro cities. While the losses in salary, suffered for 18 months from Jan’20 to Jun’21 due to the freezed DA/DR order, can’t be compensated in any manner, still we can get consoled by the dual increments in DA/DR as well as HRA.</p>



<h2 class="wp-block-heading">Official Order of Implementation of 7th CPC for grant of House Rent Allowance (HRA) to Central Govt. employees: <a href="https://doe.gov.in/sites/default/files/HRA%20Eng_1.pdf" target="_blank" rel="noreferrer noopener">doe.gov.in</a></h2>



<p>The Department of Expenditure (DoE) under the Ministry of Finance has issued the HRA order dated 7th July 2017, for the 7th CPC Central Govt. employees.</p>



<h2 class="wp-block-heading">Official Order of Implementation of 7th CPC for grant of House Rent Allowance (HRA) to Armed Forces Personnel :</h2>



<p>The department of Defence (DoD) of Govt. of India has issued the HRA order dated 11th October 2017, for the 7th CPC Armed Forces Personnel.</p>



<h2 class="wp-block-heading">HRA will be hiked for 3rd PRC CPSE or PSU employees, as DA may cross 25%, from 1st july 2021:</h2>



<p>Since 1st January 2021, the calculated Dearness Allowance is 23.68 %, but it may certainly cross 25 % from 1st July 2021. As per 3rd PRC, there is a condition that HRA will be revised if DA crosses 25%. So, accordingly the HRA will be increased to 27 % / 18 % / 9 % from presently 24 % / 16 % / 8 %, based on the population of city. But, this increase will not be implemented before, as the DA/DR is freezed till 30.06.2021.</p>

<h2 class="wp-block-heading">What is HRA, House Rent Allowance (HRA) for employees?</h2>



<p>Many employees who work in Central Govt. job, State Govt. job, Public sector units (PSUs) or a private company, they have two options of having residence. Either they will reside in their own home / on-rent or they will reside in the Govt.’s provided or Company’s provided house.</p>



<p>So, if one resides in the Govt.’s provided or Company’s provided house, they will not get any house rent allowance (HRA) in the salary. But, for those employees, who reside in their own home or on rent, they will be given house rent allowance (HRA) in the salary.</p>



<h2 class="wp-block-heading">HRA, House Rent Allowance (HRA) for 6th CPC Central Govt. employees &amp; Armed forces personnel and for 2nd PRC PSUs or CPSEs employees:</h2>



<p>In the 6th CPC and 2nd PRC, the HRA slabs were divided among 3 categories based on the population of city.</p>



<ol class="wp-block-list"><li>HRA for 6th CPC and 2nd PRC employees was paid @ 30%, for city X (population of 50 lakh &amp; above),</li><li>HRA for 6th CPC and 2nd PRC employees was paid @ 20%, for city Y (population of 5 to 50 lakh),</li><li>HRA for 6th CPC and 2nd PRC employees was paid @ 10%, for city Z (population of below 5 lakh)</li></ol>



<h2 class="wp-block-heading">HRA, House Rent Allowance for 7th CPC Central Govt. employees &amp; Armed forces personnel and for 3rd PRC PSUs or CPSEs employees, when DA is below 25%:</h2>



<p>In the 7th CPC and 3rd PRC, the HRA slabs were also divided among 3 categories based on the population of city, but with reduced rate of HRA.</p>



<ol class="wp-block-list"><li>HRA for 7th CPC and 3rd PRC employees is paid @ 24 %, for city X (population of 50 lakh &amp; above),</li><li>HRA for 7th CPC and 3rd PRC employees is paid @ 16 %, for city Y (population of 5 to 50 lakh),</li><li>HRA for 7th CPC and 3rd PRC employees is paid @ 8 %, for city Z (population of below 5 lakh)</li></ol>



<p>But, keeping in view the current inflation trends, the Government had decided that these rates will be revised upwards when DA crosses 25% and 50% respectively.</p>

<ol class="wp-block-list"><li>HRA for 7th CPC and 3rd PRC employees will be paid @30%, for city X (population of 50 lakh &amp; above), if DA crosses 50%.</li><li>HRA for 7th CPC and 3rd PRC employees will be paid @ 20 %, for city Y (population of 5 to 50 lakh), if DA crosses 50%.</li><li>HRA for 7th CPC and 3rd PRC employees will be paid @ 10 %, for city Z (population of below 5 lakh), if DA crosses 50%.</li></ol>



<h2 class="wp-block-heading">Highlights of HRA for 7th CPC Central Govt. employees, Armed forces and PSUs or CPSEs:</h2>



<ol class="wp-block-list"><li>The rates of HRA will not be less than Rs. 5400/-, 3600/- &amp; 1800/- at X, Y &amp; Z class cities respectively.</li><li>The rates of HRA will be revised to 27%, 18%, and 9% for X, Y &amp; Z class cities respectively when Dearness Allowance (DA) crosses 25 percent and further revised to 30%, 20%, and 10% when DA crosses 50%.</li><li>The term “basic pay” in the revised pay structure means the pay drawn in the prescribed pay levels in the Pay Matrix and does not include Non-Practising Allowance (NPA), Military Service Pay (MSP), etc., or any other type of pay like special pay, etc.</li><li>Special orders on the continuance of HRA at Delhi (X’ class city) rates to Central Government employees posted at Faridabad, Ghaziabad, NOIDA, and Gurgaon, at Jalandhar (‘ Y’ class city) rates to Jalandhar Cantt. at “Y” class city rates to Shillong, Goa &amp; Port Blair and HRA at par with Chandigarh (‘Y’ class city) to Panchkula. S.A.S. Nagar(Mohali) has been allowed to continue to vide Para ‘4’ of MoF O.M. No. 2/5/2014-D.II(B) dated 21.07.2015 and O.M. No. 2/2/2016-E.II(B) dated 03.02.2017, shall continue till further orders.</li></ol>

<p>1) Government of India, Ministry of Defence letter No. 12647/LTC/2020-21/Mod C/229/D (Mod)/2020 dated 11.11.2020, conveying sanction of the Competent Authority for extending the provisions of Ministry of Finance, Department of Expenditure E II (A) Branch, New Delhi OM F.No.12 (2)/2020-E II (A) dated 12/10/2020, (04/11/2020, 10/11/2020 &amp; 25/11/2020) to the Armed Forces personnel and to allow reimbursement of cash package equivalent of Leave Travel Concession to the Armed Forces personnel comprising of Leave Encashment and deemed <a href="https://centralgovernmentnews.com/category/ltc/" target="_blank" rel="noreferrer noopener">LTC</a> fare of the entitled LTC in lieu of the LTC in the Block of 2020-21 has been received. Service personnel who have already availed LTC in the year 2020 can claim the above incentive till 31/03/2021 for the year 2021 against their due LTC. This order is effective from 12/10/2020.</p>



<p>2) Officers desiring to avail advance for Special cash package equivalent in lieu of Leave Travel Concession Fare may submit their claims online through a facility made available on PCDA (O) Website.</p>



<p>3) Officers who are not having User ID credentials on PCDA (O) Website, may forward the claim manually in the format at Annexure &#8216;A&#8217;. &#8220;Advance for CASH LTC&#8221; should be clearly mentioned on the top of the forwarding letter of the claim.</p>



<p>4) Officers are required to spend the amount under this package as per the conditions mentioned in the Govt. letters i.e purchase of Goods or Services with GST 12% or more and digital payment for the same, cited above, before 31 March 2021.</p>



<p>5) Last date of submission of Final claims duly preferred on contingent bill along with original invoices will be 31.03.2021.</p>



<p>6) Officers who are retiring before 31.03.2021 should submit their vouchers/ bills well in advance so as to settle the final adjustment claims before the date of superannuation.</p>



<p>7) Amount not spent by 31/03/2021 is recoverable along with Penal Interest as per provisions of LTC advance.</p>



<p>8) Final adjustment claim of officers for reimbursement of cash package equivalent of Leave Travel Concession may forward in the format at Annexure &#8216;B&#8217;.</p>

<h3 class="wp-block-heading">Sub: Revision of Regulation relating to rate of Family Pension (Normal rate &amp; Enhanced rate) of Pension Regulation for the Army, Part-I (2008) in the line of amendment done in Sub Rule (3) of Rule 54 of CCS Pension Rule, 1972 by DoP&amp;PW-reg.</h3>



<p>Sir,</p>



<p>The undersigned is directed to refer to the provision of Note 3 (i) &amp; (ii) below Army Instruction 51/80 and Regulation 64 (b) in Pension Regulation for Army, Part-I (2008) under which the minimum of 7 years of continuous qualifying service is required for grant of enhanced rate of Family Pension for the Armed Forces personnel.</p>



<p>2. Consequent upon issue of Gazette Notification No. 550 dated 19.09.2019 of the Ministry of Personnel, Public Grievances &amp; Pensions, Department of Pension and Pensioners’ Welfare (DoP&amp;PW), the condition of minimum requirement of 7 years of continuous service for grant of enhanced rate of Ordinary Family Pension in the sub rule (3)(a) &amp; (b) of Rule 54 of CCS Pension Rule, 1972 has been deleted w.e.f 1st October, 2019 and now Government servants who died in service/ invalided out even with less than 7 years of qualifying service shall be eligible for enhanced rate of Family Pension. This notification also has a provision where a Government servant who died within ten years before the 1* day of October 2019 without completing continuous service of seven years, his family shall be eligible for family pension at enhanced rates in accordance with sub rule (3) with effect from the 1° day of October 2019, subject to fulfillment of other conditions for grant of family pension.</p>



<p>3, . Now, the President is pleased to decide that the same provision shall be extended to Armed Forces Personnel also. Accordingly, the clause &#8220;after having rendered not less than 7 years continuous qualifying service&#8221; of Regulation 64{b) of Pension Regulations for the Army, Part-I (2008) stands deleted w.e.f. 01.10.2019.</p>

<p>4. It has also been decided that where an Armed Forces Personnel died within ten years before the 1° October, 2019 without completing continuous service of seven years, his family shall be eligible for ordinary family pension at enhanced rate as per Regulations 64(b) of Pension Regulations for the Army Part-I (2008) with effect from the 1st October 2019 subject to fulfillment of other conditions for grant of Ordinary Family Pension.</p>



<p>5. Further, the provision of Army Instruction No. 51/1980 would stand modified upto this extent w.e.f. 01.10.2019. The regulation and their instructions for grant of Ordinary Family Pension in Navy and Air Force shall also be amended accordingly.</p>



<p>6. This issues with the concurrence of the Finance Division of this Ministry vide their ID No. 10(02)/2020/FIN/ PEN dated 23.09.2020.</p>

<p>Subject:- <strong>Re-classification of Mathura-Vrindavan Municipal Corporation as &#8216;Y&#8217; class city for the purpose of grant of House Rent Allowance (HRA) &#8211; regarding.</strong></p>



<p>The undersigned is directed to invite. attention to this Ministry’s O.M. No.2/5/2014-E.II(B) dated 21.07.2015 regarding re-classification /upgradation of cities on the basis of the population figures of 2011 census for the purpose of House Rent Allowance to the <a href="https://centralgovernmentnews.com/" target="_blank" rel="noreferrer noopener" aria-label="Central Government employees (opens in a new tab)">Central Government employees</a> and to say that consequent upon combining of Municipal Council of Mathura and Municipal Council of Vrindavan and constitution of Mathura &#8211; Vrindavan Municipal Corporation vide Notification No.1799/9-7-17-8(Seema Vistar)/ 2016 dated 12.05.2017 of the Government of Uttar Pradesh, resulted in increase In population and hence, Mathura- Vrindavan Municipal Corporation qualifies for classification as ‘Y’ class city/ town for the purpose of grant of House Rent Allowance to the Central Government employees.</p>



<p>2. It has been decided that Mathura-Vrindavan Municipal Corporation shall stand classified as ‘Y’ class city/town for the purpose of grant of House Rent Allowance to the Central Government employees posted there,</p>



<p>3. These orders shall be effective from <span style="text-decoration: underline;">1st March, 2020.</span></p>

<p>5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued after consultation with the Comptroller &amp; Auditor General of India, as mandated under Article 148(5) of the Constitution.</p>

<p>Subject: <strong>Filling up of the post of Planning Officer (System) in the Ministry of Defence on deputation basis.</strong></p>



<p>The undersigned is directed to say that it is proposed to fill up one (1) post of Planning Officer (System) in the Ministry of Defence on deputation basis by officers fulfilling the requirements prescribed in Annexure-I. In case a civilian officer is selected, his pay will be regulated in accordance with DOP&amp;T OM  No.6/8/2009-Estt.(Pay-lI) dated 17.06.2010, as amended from time to time. Terms and Conditions of deputation of service officers, if selected will be regulated in accordance with instructions issued, from time to time, by the concerned authority.</p>



<p>2. Officers who volunteer for the post will not be permitted to withdraw their names later. Only such recommendations, as are accompanied by the requisite personal data as in Annexure-II , requisite certificate in the prescribed proforma and up to-date C.R. Dossier (or clean photocopy of CR Dossier attested on each page by an officer of the level not lower than that of Under Secretary to the Govt. of India, if original is not available) will be considered.</p>



<p>3. It is requested that applications (in duplicate) of eligible officers, who are willing to be considered for the post and who could be spared , may be sent (through proper channel) to this Ministry at the following address within two months from the date of publication of the advertisement in Employment News/Rozgar Samachar.</p>

<p><strong>Eligibility conditions for the post of Planning Officer (System) in the Ministry of Defence</strong></p>



<p><strong>1. Post </strong>&#8211; Planning Officer (System) in the Ministry of Defence(Sectt.) (General Central Services, Group &#8216;A&#8217;- Gazetted, Non-Ministerial) </p>



<p><strong>2. Level in Pay Matrix</strong></p>



<ul class="wp-block-list"><li><strong>For Civilian Officers </strong>&#8211; Level-12 in the pay matrix (Rs. 78800/- to 209200/-) for civilian officers.</li><li><strong>For Service Officers </strong>&#8211;  Level 12-A in the pay matrix (Rs. 116700/- to 210700/-) plus military service pay admissible to the Office rs of the rank of Lieutenant Colonel for Service Officer.</li></ul>



<p><strong>3. Mode of Recruitment &amp; Eligibility Conditions:</strong></p>



<p><strong>Deputation</strong></p>



<p><strong>Central Government Officers:</strong></p>



<ul class="wp-block-list"><li>i) Holding analogous post on regular basis in the parent cadre or Department; or</li><li> ii) With 5 years&#8217; regular service in post in level 11 in the pay matrix (Rs. 67700/- &#8211; 208700/-) or equivalent in the parent cadre or department; or</li><li> iii) Officers Holding Rank of Lieutenant Colonel in Level-12A In the Pay Matrix plus Military Service Pay admissible in the Defence Services;<br /> And</li></ul>



<p><strong>Experience Required:</strong></p>



<p><strong>Essential:</strong></p>



<p>An engineering graduate in the field of Electronics, Communication, Electrical having five years working experience on capital procurement procedures of Defence related operational equipment or system</p>



<p><strong>Desirable:</strong></p>



<p>Three years experience in procurement of items relating to communication intelligence, signal intelligence and electronic intelligence</p>



<p><strong>4. Deputation/ Re-employment for Armed Forces Personnel:</strong></p>



<p>The Armed Forces Personnel of the rank of Lieutenant Colonel, who are due to retire or to be transferred to reserve within a period of one year and have the qualification and experience prescribed for deputation as mentioned above shall also be considered. If selected , such officers will be given deputation terms upto the date on which they are due for release from the Armed Forces: thereafter, they may be continued on re-employment terms. In case such eligible officers have retired or have been transferred to reserve before the actual selection to the post is made their appointment will be on re-employment basis.</p>



<p><strong>5. Period of Deputation:</strong></p>



<p>Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/ department of the Central Govt. shall ordinarily not exceed 4 (four) years. The maximum age limit for appointment by deputation shall not be exceeding 56 years as on the closing date of the receipt of application.</p>

<strong>Grant of Disability Pension</strong></p>
<p style="text-align: right;">31 DEC 2018</p>
<p>As per Ministry of Defence order dated 31.01.2001, Armed Forces Personnel who retire voluntarily / or seek discharge on request are not eligible for any award on account of disability. Provided that Armed Forces Personnel who are due for retirement / discharge on completion of tenure, or on completion of service limits, or on completion of the terms of engagement or on attaining the prescribed age of retirement, and who seeks pre-mature retirement / discharge on request for the purpose of getting higher commutation value of pension will remain eligible for disability element.</p>
<p>Further, Armed Forces personnel who are retained in service despite disability, which is accepted as attributable to or aggravated by Military Service and have forgone lump sum compensation in lieu of that disability, may be given disability element / war injury element at the time of their retirement / discharge whether voluntary or otherwise in addition to Retiring / Service Pension or Retiring / Service Gratuity. These provisions are effective from 1.1.2006</p>
