<h3 class="wp-block-heading">Subject: Extension of timelines for recording of APARs for the year 2023-24 in respect of Central Civil Services &#8211; reg.</h3>



<p>The undersigned is directed to refer to this Department’s OM No. 21011/1/2005 -Estt.(A)(Pt.I]) dated 23.07.2009 and OM No. 21011/04/2023-Estt.(A.I]) dated 15.04.2024 &amp; 28.05.2024 regarding timelines for recording of APARs and extension of timelines for submission of self-appraisal, respectively.</p>



<p>2. It has been reported that difficulties are being faced by various officers in sticking to the timelines given in the OMs referred to above.</p>



<p>3. Accordingly, the matter has been re-considered in this Department and it has been decided, with the approval of the competent authority, to extend the existing timelines relating to APAR for the year 2023-24, in relaxation of OM No. 21011/ 1/2005-Lstt.(A)(Pt.II) dated 23.07.2009 and OM No. 2101 1/04/2023-Estt. (A.II) dated 15.04.2024 &amp; 28.05.2024, as follows:</p>

<p><strong>Subject : Online submission of Annual Performance Appraisal Reports (APARs) for the year 2022-23 for all Group &#8216;A&#8217; Officers of Department of Posts &#8211; regarding.</strong></p>



<p>The Annual Performance Appraisal Report (APAR) is an important document as it provides the basic and vital inputs for assessing the performance of an officer and for his/her further promotions/career advancements. It is, therefore , essential that APAR s are completed in a time bound manner so that up-to-date APARs are available by due date.</p>



<ol class="wp-block-list" start="2">
<li>It has been observed that there are instances where confirmation, regular promotion, appointment to sensitive posts, deputation etc., could not be considered in time due to non-availability of APARs for the relevant period. Therefore, the process of recording of APAR of IPoS Group ‘A’ and MMS Group ‘A’ officers through SPARROW portal, wherever applicable , following procedure which has been prescribed, is reiterated to be followed by all concerned : </li>
</ol>



<p>i) In SPARROW portal, e-APAR work flow is created by the Custodian based on basic employee information received from the Officer Reported Upon in prescribed format i.e. Annexure-I. The Custodian/PAR Manager have been defined in Standard Operating Procedure (SOP) circulated vide Department of Post O.M. No. 25-4/2013-SPG (Vol.II) dated 20.07.2020.</p>



<p>(ii) Any delay/mistake in furnishing basic employee information by the Officer Reported Upon will be his own responsibility. The Officer Reported Upon must furnish information in Annexure-1 , period/part wise, well in time with due care. The officer himself will be responsible for correctness of details provided. Wherever necessary, following documents will be appended to the Annexure -I.</p>



<ul class="wp-block-list">
<li>a. Copy of relieving order from the previous charge and copy of joining report in the current charge for which the APAR is being written.</li>



<li>b. In case, where option ‘NRC’ is chosen by the Officer Reported Upon, the ground for NRC should be clearly specified by the Officer Reported Upon i.e. multiple reporting officers, period of service under a Reporting Officer less than three months, availing of Earned Leave/ Maternity Leave/Child Care Leave/Study Leave for more than 15 days.</li>



<li>c. Leave Orders.</li>



<li>d. Training Orders.</li>



<li>e. In case Officer Reported Upon is on deputation, the name of Department/Organization, designation be clearly mentioned in the Annexure-I along with copy of order and joining report to the post on deputation. This is relevant only for the organization where SPARROW has been implemented and the officers of the organizations are on SPARROW.</li>
</ul>



<p>(iii) A time schedule for various stages in writing of APAR has been prescribed in DoPT O.M. No. 21011/1/2005-Estt (A) (Pt-II) dated 23.07 .2009 and amended from time to time. This is the responsibility of the Officer Reported Upon to get the APAR initiated from the concerned Custodian , as and when required, by submitting the details as per Annexure-1. The Officer Reported Upon will submit self-appraisal within stipulated time-schedule. If the Officer Reported Upon fails to submit the self-appraisal by the stipulated date, the report will be written without self-appraisal. If no self-appraisal is received by the stipulated date, the Reporting Officer should proceed to write the report on the basis of his own experience of the work and conduct of the Officer Reported Upon. While doing so, he will also point out the failure of the Officer Reported Upon to submit his self-appraisal within the stipulated time. For changes in the time schedule, all officers will continue to check DoP&amp;T website.</p>



<p>(iv) The SPARROW portal also provides status check so that the officers know where their APARs are pending as well as what are pending with them. In case, APAR of an Officer Reported Upon is not received by the Reporting Officer within prescribed time, he will intimate the same to Custodian so that the APAR of the Officer Reported Upon will be ‘Force Forwarded’ to the Reporting Officer for necessary action as envisaged in para (iii) above. This procedure will be adopted if auto-forwarded is not enabled.</p>



<p>(v) Reporting Officer and Reviewing Officer are required to complete the APAR as per the time schedule prescribed. In case the APAR is not initiated by the Reporting Officer for any reason within stipulated date, he/she shall forfeit his/her right to enter any remarks in the APAR of the Officer to be Reported Upon and shall submit/for ward online, all APARs held by him/her for the further action by Reviewing Officer immediately after the period has expired. Similarly, the Reviewing Officer shall also forfeit his right to enter any remarks in the APAR beyond prescribed date. At the same time failure on writing/reviewing APAR well within the prescribed date need to be viewed seriously in terms of DoPT O.M. No. 21011/02/2009-Estt. (A) dated 16.02.2009.</p>



<p>(vi) In case the remarks of the Reporting Officer or Reviewing Officer have not been entered in the APAR due to the concerned officer forfeiting his right to make any entry, a certificate to this effect shall be added in his APAR for the relevant period. In case both the Reporting Officer and Reviewing Officer have forfeited their rights to enter any remarks, the APAR format with the self­ appraisal given by the Officer to be Reported Upon will be placed in his APAR dossier. The case will be proceeded for NRC. Action will also be initiated regarding failure of writing/reviewing APAR on part of Reporting/ Reviewing Officer. If it is found that Reporting/ Reviewing officer, despite lapse of period for his/her comment, has given comment, it would be viewed seriously.</p>



<p>(vii) Whenever there is a gap in the APAR during a particular reporting period due to the reasons given below, it shall be the responsibility of the Concerned Custodian (Central/State) to generate No Report Certificate (NRC) indicating the reason(s): –</p>



<ul class="wp-block-list">
<li>a. Officer Reported Upon has not worked for minimum three months under a Reporting Officer ;</li>



<li>b. Officer on Leave!Training during the period;</li>



<li>c. Officer was on unauthorized absence;</li>



<li>d. Officer under suspension ;</li>
</ul>



<p>(viii) If APAR could not be initiated/written due to the reason other than those mentioned in para 2 (vii), it will be the responsibility of CS to Member (P) to examine the cases in detail and take necessary action with the approval of Member (Personnel).</p>



<ol class="wp-block-list" start="3">
<li>Timely writing of APAR is a public duty. Any instances of delay/failure to perform this public duty as per time schedule shall be brought to the notice of the Cadre Controlling Authority for necessary action. The officer concerned shall be personally responsible for the outcome. Hence, time schedule for recording and completion of APAR at all stages should be strictly adhered to by all concerned.</li>



<li>Whenever Officer Reported Upon/ Reporting Officer is transferred and period of reporting is three months or more, it will be the responsibility of Officer Reporting Upon to submit the details as per Annexure-1 to the Custodian for generation of APAR within five days in a manner that it is received by Custodian next day. Custodian will ensure that the APAR is initiated within two days and sent to Officer Reported Upon for submission of self-appraisal. The Reporting Officer will ensure that APAR is written within two weeks of time and forwarded to Reviewing Officer, who will take action as per instructions of DoPT on the matter. The entire process will be completed within one month of time of transfer. These timelines are indicative to ensure immediate writing of APAR on transfer of Reporting Officer/Officer Reported Upon.</li>



<li>It is requested to bring this to the notice of all concerned for strict compliance of the above instructions/guidelines to ensure that APA Rs are completed in time bound manner. The APAR of all the IPoS Group ‘A’ (including all HAG and HAG+ lever officers) and MMS Group ‘A’ officers will be initiated in SPARROW Portal for the assessment year 2022-23 with exceptions given in para 6.</li>



<li>The APAR of the IPoS Group ‘A’ and MMS Group ‘A’ officers who are on deputation to an organization where SPARROW is not available such as State Govt./PSUs/IPPB etc., will continue to be written in manual format. The CS to Member (Personnel) of Postal Directorate will forward the A PAR form to concerned officers in physical format through Registered Post. It will be the responsibility of the Officer Reported Upon to keep a watch on obtaining A PAR form from CS to Member (Personnel) well in time. The forms can also be downloaded from the official website of Department of Posts.</li>

<p>The undersigned is directed to refer to this Department’s O.M. of even no. dated 9th April, 2019 and 27th December, 2022 to state that it has been decided to further extend the timelines for writing APARs of top management incumbents of CPSEs for the year 2021-22 in the following manner:-</p>

<p>The Central Secretariat Service Section Officers&#8217; Grade (Limited Departmental Competitive Examination) Regulations, 2010 provide that for being eligible to appear in the Section Officers Grade (Limited Departmental Competitive Examination), an officer of the Assistant Grade of the Central Secretariat Service (CSS) or of Personal Assistants&#8217; Grade (Stenographer Grade &#8216;C&#8217;) of the Central Secretariat Stenographers Service (CSSS) possessing a Bachelor&#8217;s Degree of a recognised university or equivalent shall inter-alia, satisfy the following condition on the crucial date;</p>



<p><strong><em>&#8220;He shall have rendered not less than five years&#8217; approved service and shall also have, earned at least four Annual Performance Appraisal Reports in the Assistants&#8217; Grade of the Central Secretariat Service or Personal Assistants&#8217; Grade of Central Secretariat Stenographers Service.&#8221;</em></strong></p>



<p>2. As per the above Regulations, the DR ASOs upto select list 2012 and Seniority quota ASO upto 2013, who have 5 years approved service and possess atleast 4 APARs are eligible to appear the SO LDCE 2018. However, due to the inter-se seniority litigations in the SSA SL of 2003 pending before the Hon&#8217;ble Delhi High Court in W.P.(C)No.8616/2019 (UoI Vs Sugam Arora &amp; Ors) and W.P. No.8454/2019 (UoI Vs Uttam Dey Sarkar and Ors)} the SL of ASOs for 2013 under seniority quota has not been finalised. Some of these SSAs of 2003 (extended list) shall be included in the ASO SL for 2013 under seniority quota after the outcome of the above WPs.</p>



<p>3. As a result, the SO LDCE for 2018 is on hold and the Department is unable to fill up the vacancies in Section Officer grade earmarked under LDCE quota and this is affecting the Govt. functioning. Delay in conducting the examination is also affecting the morale of the eligible DR ASOs of 2012 batch and ASOs (SO) of 2013.</p>



<p>4. The WPs in the matter of inter-se seniority of SSA of 2003 (extended list) are likely to be taken up in the Delhi High Court for their final decision soon. In order to expedite the process of filling up the vacancies of SO under LDCE quota, it has been decided in consultation with the UPSC to relax the following provisions stipulated in CSS SO&#8217;s Grade (LDCE) Regulations, 2010 under the powers conferred in Rule 23 of the Central Secretariat Service Rules, 2009 and the Central Secretariat Service (Amendment) Rules, 2022 to alt the SSAs of 2003 (extended list) as a onetime relaxation not to be treated as a precedent to appear in SO/PS LDCE, 2018, subject to submission of an undertaking as per the Annexure to this Order:</p>



<ul class="wp-block-list"><li>(a) The provision of 5 years&#8217; of approved service in the ASO grade.</li><li>(b) The provision of availability of minimum 4 APARs/ACRs in the grade of ASO. From the required 4 APARs/ACRs, available APARs/ACRs in the grade of ASO and remaining APARs/ACRs from SSA Grade (the APARs upto the year 2017-18) shall be considered for the SO/PS LDCE,2018.</li></ul>



<p>5. The aforesaid relaxation shall further be subject to the following conditions-</p>



<ul class="wp-block-list"><li>(i) That appearing in the examination shall not confer any right on the candidate to consider his / her eligibility / selection in the examination till finalization of Common Seniority List of SSA Grade for SL-2003 (Extended) and subsequently the Select List of ASO Grade for 2013 onwards based on the final decision on the pending WPs and also on any other court case filed subsequently after final disposal of the WP by Delhi High Court.</li><li>(ii) That final results of the examination(s) conducted by UPSC shall be declared subject to determination of final eligibility to appear in the examination after finalization of the Select List of ASOs for 2013, which will be finalized after the outcome of the decision on the pending WPs.</li><li>(iii) That after the final outcome on the pending WPs, the Select List of ASO Grade for 2013 under seniority quota will be prepared and accordingly the officials who would have figured in the ASO SL-2013 and qualified SO/PS LDCE for 2018, their selection would be considered as valid.</li><li>(iv) That the declaration of the results of the SO/PS LDCE for 2018 are also subject to final outcome of the SLP No. 30621/2011 and 31288/ 2017 pending before the Hon&#8217;ble Supreme Court of India regarding &#8216;reservation in promotion&#8217; and &#8216;own merit case&#8217;.</li></ul>

<p class="has-text-align-center"><strong><span style="text-decoration: underline;">UNDERTAKING</span></strong></p>



<p>This is to Certify that I, Shri/Mrs/Ms. working In Ministry/ Department of and my name figures in the SSA Grade at S. No. of the Select List Year 2003 and 2003 [Extended] notified by Dept. of Personnel and Training vide O.M. No. 20/53/2008 CS.II(B) Vol.11 dated 16.12.2011 and O.M. No. 12/5/2015-CS.ll dated 02.11.2015. 1 understand that the issue of seniority of SSAs of 2003 (extended) is under challenge in WP Nos. 8616/2019 and 8454/2019 in the Hon&#8217;ble High Court of Delhi, where the Hon&#8217;ble Delhi High Court has directed to maintain status quo as granted by the Ld. CAT regarding non-alteration of the position of the petitioners as on date (23.12.2015). As per the above direction, the position of the SSAs belonging to SL- 2003 (Extended) notified on 02.11.2015 is required to be maintained as on 23.12.2015. As the Hon&#8217;ble High Court of Delhi has not yet delivered its final judgement on the issue raised by the applicants in OA No. 4700/2015 and 639/2016, preparation of Select List of ASO Grade for 2013 onwards are pending.</p>



<ol class="wp-block-list" start="2"><li>I do understand that pending finalisation of Select List of ASOs for 2013 onwards, the SO/Steno Limited Departmental Competition Examination for 2018 onwards has been held up. I do further understand that consequent upon representation from a large number of ASOs including those working as ad-hoc ASOs after promotion from SSA grade, the Government despite the above-mentioned litigations, has decided to conduct the LDCE for SO for 2018 by allowing all the SSAs belonging to Select List 2003 and Select List 2003 (Extended) to appear the SO/PS LDCE for 2018 purely on provisional basis subject to the following conditions:</li></ol>



<ul class="wp-block-list"><li>(i) That appearing in the examination shall not confer any right on the candidate to consider his/her eligibility/ selection in the examination till finalisation of Common Seniority List of SSA Grade for SL-2003 (Extended) and subsequently the Select Lists of ASO Grade for 2013 onwards based on the final decision on the WPs mentioned on para-1 above and also on any other court case filed subsequently after final disposal of the WP by Delhi High Court</li><li>(ii) That final results of the examination(s) conducted by UPSC shall be declared subject to determination of final eligibility to appear in the examination after finalisation of the Select List of ASOs for 2013, which will be finalised after the outcome of the decision on the above WPs.</li><li>(iii) That after the final outcome on the above-mentioned WPs, the Select List of ASO Grade for 2013 under seniority quota will be prepared and accordingly the officials who would have figured in the ASO SL-2013 and qualified SO/PS LDCE for 2018, their selection would be considered as valid.</li><li>(iv) That the declaration of the results of the SO/PS LDCE for 2018 are also subject to final outcome of the SLP Nos. 30621/2011 and 31288/2017 pending before the Hon&#8217;ble Supreme Court of India regarding &#8220;reservation in promotion&#8221; and &#8220;own merit issue&#8221;.</li></ul>

<p>As the railway administrations are aware, the extant instructions governing APAR of non gazetted employees are contained in Master Circular No. 28 and instructions issued on the subject from time to time.</p>



<p>Some of the Zonal Railways have sought clarification as to whether the chain of acceptance of APARs are the same, and is applicable for all the Departments of the Division including the Accounts Department. Matter has been examined in consultation with concerned Directorates. It is clarified that the same system is to be followed in all departments including Accounts.</p>

<p>May please refer to Board’s letter of even no. dated 16.03.2022 cited above wherein the deadline for completing all the processes of APARs for the year 2020-21 was extended upto 15.04.2022 as a last opportunity.</p>

<p>2. It is constrained to point out that despite extension of deadline several times, around 47000 APARs are still pending with reporting and subsequent stages for finalization. The detailed position with respect to pending APARs zone wise is enclosed as Annexure-A. The delay in finalization of these APARs is creating problems for concluding the process relating to APARs for the year 2020-2) and may also hamper timely completion of various processes such as finalisation of promotions,/MACP etc.</p>



<p>3. Considering these factors, it has been decided to grant one more extension to the timelines for finalization of APARs for the year 2020-21 upto 30.04.2022. It is advised that all the PCPOs may personally monitor the completion of these pending APARs and ensure compliance by 30.04.2022.</p>

<p><strong>Subject: Extension in prescribed timelines for writing Annual Performance Appraisal Reports (APARs) of top management incumbents of Central Public Enterprises (CPSEs) for the year 2019-20.</strong></p>



<p>The undersigned is directed to refer to this Department’s O.M. of even no. dated 1st June, 2021 (copy enclosed) and to state that it has been decided to extend the time-lines for writing APARs of top management incumbents of CPSEs in the following manner.</p>

<p>2. In line with provision earlier prescribed vide O.M. of even no. dated 23rd June, 2020 (copy enclosed), the concerned -Reporting/ Reviewing/ Accepting Authority shall also be allowed to record PAR for the year 2019-20 beyond the extant time-lines regardless of their superannuation/demission of office. The afore-said relaxation is a one-time measure only for APARs for the year 2019-20.</p>



<p>3. The Ministry/Department of * is requested to take note of the above relaxation and take further necessary action in this regard.</p>

<p>Will the&nbsp;<strong>PRIME MINISTER</strong>&nbsp;be pleased to state:</p>



<p>(a) whether as per various order of DoPT in case of Modified Assured Career Progression (MACP), the APAR for five years proceeding T-2nd year may be taken as reckoning APARs i.e., if the due date of MACP comes in the year 2013-14 then the reckoning APAR shall be 2011-12, 2010-11, 2009-10, 2008-09 and 2007-08, if so, the details thereof; and</p>



<p>(b) the details of the procedure to be followed if the Screening Committee of the MACP does not meet as per time schedule of the DoPT order?</p>

<p>(a) &amp; (b): The same procedure, as prescribed in case of promotion for the Departmental Promotion Committee (DPC), is observed by the Screening Committee for grant of Modified Assured Career Progression (MACP). As per instructions contained in DoPT’s O.M. No. 22011/4/2013-Estt.(D) dated 08.05.2017, the Annual Performance Appraisal Reports (APARs) for five preceding T-2nd year may be taken as reckoning APARs from the vacancy year 2019 onwards 1.e. for the vacancy year 2019, the reckoning APARs shall be 2012-13 to 2016-17. The scheduling of the meeting of the Screening Committee on MACP has no relation to the procedure to be followed by the Committee.</p>

<p>431 : श्री पि. अटटाचार्य:<br />क्या प्रधानमंत्री यह बताने की कृपा करेंगे किः</p>



<p>(क) क्‍या मोडिफाइड अश्योर्ड करियर प्रोगेशन स्कीम (एमएसीपी) के मामले में कार्मिक एवं प्रशिक्षण विभाग के विभिन्‍न आदेश के अनुसार अंतिम द्वितीय वर्ष से क्रमागत पांच वर्षों की वाषिक कार्य निष्पादन मूल्यांकन रिपोर्ट (एपीएआर) को वार्षिक कार्य निष्पादन मूल्यांकन रिपोर्ट (एपीएआर) की गणना में शामिल किया जाएगा अर्थात यदि एमएसीपी की नियम तिथि वर्ष 2013-14 के अंतर्गत आती है, तो वर्ष 2011-12, 2010-11, 2009-10, 2008-09 और 2007-08 की एपीएआर पर विचार किया जाएगा, यदि हां, तो तत्संबंधी ब्यौरा क्या है; और</p>



<p>(ख) यदि एमएसीपी की स्क्रीनिंग समिति की बैठक कार्मिक एवं प्रशिक्षण विभाग (डीओपीटी) के आदेश की समय सारिणी के अनुसार नहीं होती है, तो अपनाई जाने वाली प्रक्रिया का ब्यौरा क्या है?</p>

<p>कार्मिक, लोक शिकायत तथा पेंशन मंत्रालय में राज्य मंत्री तथा प्रधानमंत्री कार्यालय में राज्य मंत्री (डॉ. जितेन्द्र सिंह)</p>



<p>(क) एवं (ख) : मोडिफाइड अश्योर्ड करियर प्रोगेशन स्कीम (एमएसीपी) प्रदान करने हेतु स्क्रीनिंग समिति द्वारा वही समान प्रक्रिया अपनाई जाती है, जो विभागीय पदोन्‍नति समिति (डीपीसी) द्वारा पदोन्नति के मामले हेतु निर्धारित है। कार्मिक एवं प्रशिक्षण विभाग के दिनांक 08.05.2017 के कार्यालय ज्ञापन सं. 22011/4/2013-स्था.(घ) में निहित निर्देशों के अनुसार, रिक्ति वर्ष 2019 से वार्षिक कार्य निष्पादन मूल्यांकन रिपोर्ट की गणना में अंतिम द्वितीय वर्ष से क्रमागत पांच वर्षों की वार्षिक कार्य निष्पादन मूल्यांकन रिपोर्ट (एपीएआर) को शामित्र किया जाएगा अर्थात वर्ष 2019 हेतु, वर्ष 2012-13 से 2016-17 तक की एपीएआर की गणना की जाएगी। एमएसीपी की स्क्रीनिंग समिति की बैठक की समय-सारिणी का समिति द्वारा अपनाई जाने वाली प्रक्रिया से कोई संबंध नहीं है।</p>

<p>Sub: <strong>Auto-forwarding of PARs from the assessment year 2020-21 reg.</strong></p>



<p>Mam,<br />I am to refer to the Gazette Notification No. G.S.R No. 519 (E) dated 23.07.2019 already communicated vide DoPT letter no. 11059/01/2016 &#8211; AIS-Ill dated 27.09.2019 vide which AIS (PAR) Amendment Rules, 2019 were notified. It may kindly be recalled that electronic recording of PAR was made mandatory from the year 2014-15 and later the provision for same was made in the AIS (PAR) Amendment Rules, 2017.</p>



<ol class="wp-block-list" start="2"><li>Though the outer limit for the recording of PAR i.e. 31st December of the assessment year in which the assessment year ends, was being followed sacrosanctly, the timelines laid down in General Guidelines for the recording of PARs by the Reporting, Reviewing, and Accepting authorities were still not being adhered to. In order to give effect to the time-bound recording of PARs, provision for auto-forwarding of PARs from one stage to the next stage after the specified due date has been introduced from the assessment year 2019-20 in SPARROW. Under the newly provided schedule for completion of PAR in respect of all levels of lAS officers, PARs will automatically move forward from the account of ORU to the Reporting authority and thereafter to the next authority on the specified date even if the PAR is not recorded by the concerned authority.</li><li>It may be pertinent to mention that due to the <a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> pandemic, auto-forwarding provision in respect of PARs for the assessment year 2019-20 was not implemented, as a one-time measure only. However, from the year 2020-21, PARs will automatically move from one level to the other after the due date, in SPARROW.</li><li>In view of the above, it is requested to kindly bring to the notice of all the concerned regarding auto-forwarding of PARs from this assessment year i.e. 2020-21 onwards.</li></ol>
