<p>The undersigned is directed to invite reference to this Department’s OM No.21011/01/2005-Estt.(A)(Pt.II) dated 23.07.2009 on the subject, “Preparation and maintenance of Annual Performance Assessment Reports (APAR)”.</p>



<p>2. In partial modification of Annexure III of the abovementioned DoP&amp;T OM dated 23.07.2009, the competent authority has approved revised time schedule for preparation / completion of Annual Performance Assessment Report (APAR). Accordingly, the revised time schedule, i.e., Annexure II is annexed herewith.</p>

<h3 class="wp-block-heading">Subject: Revised and consolidated Guidelines for writing Annual Performance Appraisal Reports (APARs) of top management incumbents of Central Public Sector Enterprises (CPSEs).</h3>



<p>The undersigned is directed to state that this Department had issued detailed guidelines and procedure for writing of Annual Performance Appraisal Reports (APARs) of top management incumbent of CPSEs vide DPE DO letter No. 9(1)/2000-GM dated 5 April 2010. Some of the provisions of these guidelines were subsequently amended vide DPE OM No. 5(1)/2000-GM dated 6th July, 2010, OM No. 18(1)/2013-GM dated 2.4 March, 2015, 29th November, 2016, 15 June, 2018 &amp; 4th December, 2018, OM No 16(2)/2010-GM dated 79th November, 2015 and OM No. 9(7)/2018 dated 9 April 2019.</p>



<p>2. The implementation of the guidelines on the subject matter are reviewed again in light of above changes stated over the years and following revised / updated consolidated guidelines / procedure for APAR have been approved:</p>



<p><strong>(i) Writing of APAR through DPE SPARROW on-line system:</strong></p>



<p>The electronic Annual Performance Appraisal Report (Smart Performance Appraisal Report Recording Online Window (SPARROW)) is an online system in place since 2019 based on the comprehensive performance appraisal dossier that is maintained for each officer by a CPSE. The aim of this system is to facilitate the electronic filling of PAR by officers in a way that is not only user friendly but also allows to fill from anywhere anytime as per their convenience. The system also give convenience to the officers at different Stages in the workflow hierarchy of filling and submission process. To reduce delays in submission of completely filled PARs the nodal officers and CPSE’s Board level incumbents have been provided with a unique NIC email ID linked to their mobile number. NIC email ID is user ID for the system and password of email ID is the password, which is a pre-requisite to access the system. For online filing of APAR, either Digital Signature Certificate (DSC) or e-sign with Aadhaar enabled system is required by every user for authentication.</p>



<p><strong>(ii) Procedure for online writing of APARs:</strong></p>



<p>The performance appraisal should commence with the fixation of targets. The deliverables as well as relative weights in respect of each assigned tasks will be decided by the Reporting Authority after consulting the officer reported upon within two months from the Start of the period of report. The on-line system provides for a step-wise workflow oriented movement of APAR through different levels. An online Help manual in the form of Step by step guide is available under the Help tab on the system.</p>



<p><strong>(iii) Schedule of commencement and completion of Online PARs:&nbsp;</strong></p>



<p>The schedule of commencement and completion of various Stages in the Performance Appraisal exercise which should be Strictly followed:-</p>

<p>Finalization of targets and relative weights by the Reporting Authority in consultation with the officer reported upon and sending a copy thereof to the nodal officer of concerned administrative Ministry/Department for record- will be completed as per extant practice in offline mode (By 15 May of reporting year)</p>



<ul class="wp-block-list">
<li>Cut-off date from S. No (i) to (vi) will be in the year following the financial year for which PAR is written (2024 for the reporting year 2023-24) and for S. No. (vii) onwards the cut-off date mentioned will be next year of the financial year i.e. 2025 for reporting year 2023-24. In case these dates fall on holidays, the cut-off date will be automatically extended to the next working day.</li>



<li>APAR will be submitted to Accepting Authority for appraisal only after MoU score/achievements have been included in the APAR. The time line would stand amended accordingly depending upon release of MoU scores by the Government.</li>
</ul>



<p>(iv)&nbsp;<strong>Format of PAR</strong>: – There would be a common format for Chief Executives, Functional Directors and Executives at E9 &amp; E8 level&nbsp;<strong>(Annex A / page-10). The Same format may be used by CPSEs from E-7 to E-5 level also</strong>.</p>



<p>(v) <strong>Components of PAR and their relative weights</strong>:- The proposed weightage for achievement of MOU targets (as determined by DPE), individual targets, personal attributes and functional! competencies for all the levels of management incumbents of CPSEs up-to ES level would be as under:</p>



<p>3. All administrative Ministries / Departments are requested to take necessary action and also bring the contents of this Office Memorandum to the notice of CPSEs under their respective administrative jurisdiction for information and compliance under intimation to this Department.</p>

<p>Kindly refer to Board’s letter mentioned above extending timelines for completion of various stages in finalisation of APARs of 2022-23.</p>



<p>2. Now, keeping in view the various requests received from Field Units seeking extension of timeline for finalization of the APARs pending at the Reporting Officer level, it has been decided by the competent authority that following timelines may now be adhered for finalization of APARs of 2022-23 for non-gazetted employees in Railways.</p>

<p>3. No extension is granted for generation of Hierarchy, APAR forms and submission of self appraisal by the employee. The extension of timelines granted especially for completing the process of reporting at the reporting officer level and subsequent stages is final and no further extension will be granted. If APARs are pending at the respective authorities after the last date set for completion, such APARs will be force forwarded to the next stage for which the detailed guidelines will be advised to CRIS.</p>



<p>4. It has also been decided by the competent authority that the APARs which are still pending at the self appraisal level will be force forwarded to the next stage i.e. reporting officer level.</p>

<h3 class="wp-block-heading">Sub: Extension of timelines for recording of PAR for the year 2022-23 in respect of AIS officers by the reporting / reviewing / accepting authorities &#8211; reg.</h3>



<p>Sir / Madam,<br />I am directed to refer to DoPT&#8217;s letter dated 30.05.2023 extending timelines for recording PAR for the year 2022-23 and the request received from State Govt. of Manipur for further extending timelines on the grounds of prolonged internet ban due internal disturbance in various parts of Manipur. Also, there may be some AIS officers in other State Cadres who could not complete their PAR within extended timelines of 15 days due to similar exigencies.</p>



<p>2. Accordingly, the matter has been duly considered in this Department and it has been decided with the approval of the Competent Authority to further extend timelines for recording PAR for the year 2022-23 by one month, in relaxation of rule 5(1) read with Schedule 2 of AlS (PAR) Rules so as to give sufficient time to each authority, as indicated below: –</p>

<h3 class="wp-block-heading">Subject Completion of APARs in SPARROW, use of Force Forward tab by Custodian and Closure of APAR cycle for year 2020-21 &amp; 2021-22 &#8211; regarding</h3>



<p>It is observed that many APARs of AAOs/ PAOs/ SrAOs in SPARROW are pending at the level of Reporting Officer and Reviewing Officer for the year 2020-21 and 2021-22 whereas the prescribed time line for completion of the same has since long expired. It has been decided that:-</p>



<ul class="wp-block-list" type="a">
<li>The Custodian in the respective Ministry may be directed to force forward the pending APARs across all levels pertaining to APAR Cycle of 2020-21 and 2021-22 by 30th June 2023 as the same is long overdue as per the time lines prescribed by DoPT.</li>



<li>Action will be initiated after 30.6.2023 by O/o CGA to close APAR Cycle for all purposes (reporting and reviewing for FY 2020-21 and 2021-22 ) centrally in consultation with the NIC pertaining to 2020-21 and 2021-22 irrespective of the pendency level.</li>
</ul>



<p>Keeping the above in view, Pr CCAs/CCAs/CAs etc. are requested to review the pendencies and get all the APARs completed urgently to avoid force closure of incomplete APARs. All officers whose APARs are pending are also advised to follow up and get the pendencies completed to avoid force closure.</p>



<p>This issues with the approval of the Controller General of Accounts.</p>

<p>Ref: Board’s letter of even number dated 24.03.2022.</p>



<p>Attention is invited to this Ministry’s letter of even number dated 24.03.22 vide which a time schedule for completion of APAR was advised.</p>



<p>2. In order to give effect to the time-bound recording of PARs, Board have now decided to implement the provision for auto-forwarding of PARs from one stage to the next stage after the specified due date from the assessment year 2022-23 in SPARROW. At present, this auto-forwarding of APAR will be applicable for Self-Appraisal level only. Under the newly provided schedule for completion of PAR, PARs will automatically move forward from the account of Officer Reported Upon (ORU) to the Reporting Authority on the specified due date even if the PAR is not recorded by the Reportee Officer. This will be as per time scheduled as under: </p>

<p><strong>Minimum requisite period of 90 days for writing the APAR</strong></p>

<h3 class="wp-block-heading">Sub: Treating the period of Earned Leave/ training for computation of minimum requisite period of 90 days for writing the APAR.</h3>



<p>As per the existing instructions, the Reporting, Reviewing and Accepting Authorities are required to have at least 90 days experience of supervising the work and conduct of a subordinate officer to record their assessment in his APAR. As per present practice, while computing the period of 90 days, the leave/ training period of even a day or two is taken into account and deducted from the total period spent on the post.</p>



<p>2. This issue has been considered by the Board and it has now been decided that where the officer reported upon or the Reporting/ Reviewing/ Accepting officer has been on leave/training, etc. for a period of more than 15 days at a time during the period of the APAR, the total period spent on leave/training may be deducted from the total period spent on the post, for purposes of computing the minimum requisite period of 90 days for writing the entries in the APAR. However, where such period of leave/ training is 15 days or less at a time, the same will not be taken into account while computing the minimum requisite period of 90 days for writing the APAR.</p>



<p>3. The above guidelines will be applicable from the reporting period 2022-23 onwards. The APARs already written need not be amended/re-written on the basis of new guidelines mentioned above.</p>



<p>4. This should be brought into the notice of all concerned.</p>
