<p><strong>Subject: Extension of timelines for recording of Annual Performance Assessment Report (APAR) in respect of Group ‘A’, ‘B’ and ‘C’ officers of Central Civil Services for the year 2020-21</strong></p>



<p>The undersigned is directed to invite attention to this Department’s OM of even number dated 14.04.2021 on the above subject, extending the timelines for distribution / online generation, recording and completion of APAR for the year 2020- 21 for Group ‘A’, ‘B’ and ‘C’ officers of Central Civil Services , as a one-time measure, owing to the situation arising out of the lock down due to spread of corona virus.</p>



<p>2. In view of the prevailing situation, it has been decided to further extend the timelines for distribution / online generation, recording and completion of APAR for the year 2020-21 for Group ‘A’, ‘B’ and ‘C’ officers of Central Civil Services, as a one-time measure, as specified in Annexure.</p>



<p>3. The extended timelines for the APAR year 2020-21 shall a1so apply to the reporting / reviewing / accepting authorities, who have demitted office or retired from service on or after 28.02.2021 and they shall be allowed to record their remarks till the respective extended cut-off dates.</p>



<p>4. Further, the decision conveyed vide OM of even number dated 14.06.2021 delinking recording and completion of APAR for the year 2020-21 from the conduct of Annual Medical Examination and thereafter submission of summary of medical report by 31.12.2021, shall stand.</p>

<p>Subject:&nbsp;<strong>Extension of time lines for submission of Annual Performance Assessment Report (APAR) in respect of Group ‘A’, ‘B’ and ‘C’ officers of Central Civil Services for the year 2020-21.</strong></p>



<p>The time schedule for recording and completion of <a href="https://centralgovernmentnews.com/tag/apar/" target="_blank" rel="noreferrer noopener">APAR</a> is laid down in this Department OM No. 21011/01/ 2009-Estt. (A) (Pt.II) dated 23.07.2009.</p>



<p>2. In the light of the situation arising out of COVID-19, it has been decided with the approval of the competent authority that the revised target dates for distribution / online generation, recording, and completion of the entire APAR process for the year 2020-21 for Group ‘A’, ·B’ and ‘C’ officers / staff of Central Civil Services shall be as specified in the Annexure.</p>



<p>3. This relaxation is a <strong>one-time</strong> measure only for the APAR year 2020-2021 and is subject to the condition that no remarks shall be recorded in the APAR for the year 2020-21 after 31.12.2021. Where the reporting, reviewing, and the accepting authority fail to record their comments within the time frame, the officer reported upon may be assessed on the basis of the overall record and self-assessment for the year, if he has submitted his self-appraisal within the stipulated time.</p>



<p>4. It has further been decided that for the APAR year 2020-2021, the extended timelines specified in the Annexure shall also apply to the reporting, reviewing, and accepting authorities, who have demitted office or retired from service on or after 28.02.2021. They shall be allowed to record their remarks till the respective extended cut-off dates.</p>

Due to unforeseen situation caused by <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID 19</a></strong> pandemic, practical difficulty is being faced in recording the part period of APAR during the current year 2020-21 by the reporting / reviewing authority retiring on or after 30.06.2020. Accordingly, it has been decided, with the approval of the competent authority, that the reporting / reviewing authorities retiring from Government service during the period from 30.06.2020 to 31.10.2020, shall be allowed to record part period of the <strong><a href="https://centralgovernmentnews.com/tag/apar/" target="_blank" rel="noreferrer noopener">APAR</a></strong> for the current year 2020-21 of Group ‘A’, ‘B’ and ‘C’ officers of Central Civil Services, within 31.12.2020, in relaxation of the extant timelines for reporting and reviewing within one month after retirement. However, for reporting / reviewing authority retiring in November, 2020 or thereafter, the extant provisions as contained in O.Ms dated 30.01.1978 and 14.01.1993, mentioned at para 1 above, shall continue to be applicable.</p>

<p>Subject : <strong>Further Extension of timelines for Recording of Annual Performance Assessment Report (APAR) for the year 2019-20 in respect of Group &#8216;A&#8217;, &#8216;B&#8217; and &#8216;C&#8217; officers of CSS/ CSSS/ CSCS through SPARROW portal &#8211; reg.</strong></p>



<p>The undersigned is directed to refer to O.M. of even number dated 22.05.2020 read with Estt. Division, DoPT O.Ms. No. 21011/01/2009-Estt.(A)(Pt.II) dated 27.03.2020 and O.M. No.21011/02/2015-Estt.(A-II) (Pt.II) dated 30.03.2020 and 11.6.2020, wherein various dates for completion of recording of Annual Performance Assessment Report (APAR) online on SPARROW web portal across all the Group ‘A’, ‘B’ and ‘C’ officers of CSS /CSSS/ CSCS for the year 2019-20 were extended.</p>



<p>2. In view of the prevailing situation, it has been decided to further extend the timelines for distribution/online generation, recording and completion of APARs of Group &#8216;A&#8217;, &#8216;B&#8217; and &#8216;C&#8217; officers of CSS/ CSSS/ CSCS for the year 2019-20, as a one-time measure, as specified in the Annexure.</p>



<p>3. The extended timelines for the APAR year 2019-20 shall also apply to the Reporting/ Reviewing/Accepting Authorities, who have demitted office or retired from service on or after 29.02.2020 and they shall be allowed to record their remarks till the respective extended cut-off dates as given in the Annexure.</p>

<p>4. Further, the decision conveyed vide this Department O.M.21011/02/2015-Estt.(A-II) (Pt.11) dated 22.5.2020 delinking recording and completion of APAR for the year 2019-20 from the conducting of Annual Medical Examination and thereafter submission of summary of Medical Report by 31.12.2020, shall continue.</p>



<p>5. Accordingly, all Ministries/ Departments are requested to take necessary action from generation stage to completion stage of APAR online process on SPARROW in respect of Group &#8216;A&#8217;, &#8216;B&#8217; and &#8216;C&#8217; officers of CSS/ CSSS/ CSCS and complete all APAR activities for 2019-20 by 31.3.2021.</p>

<p>The undersigned is directed to invite attention to this Department’s O.M. of even number dated 30.03.2020 on the above subject, extending the timelines for distribution / online generation, recording and completion of <strong><a href="https://centralgovernmentnews.com/tag/APAR/" target="_blank" rel="noreferrer noopener">APAR</a></strong> for the year 2019-20 for Group &#8216;A&#8217;, &#8216;B&#8217; and &#8216;C&#8217; officers of Central Civil Services, as a one-time measure, owing to the situation arising out of the lockdown due to spread of corona virus.</p>

<p>Subject : <strong>Disclosure of below benchmark grading in ACRs prior to the reporting period 2008-09 and objective consideration of representation by the competent authority against remarks in the ACR or for upgradation of the final grading.</strong></p>



<p>The Department of Personnel &amp; Training had vide OM No. 21011 /1/2005-Estt (A) (Pt-II) dated 14.05.2009, issued instructions regarding maintenance and preparation of Annual Performance Appraisal Reports. It was inter-alia stated therein that full APAR, including the overall grading and assessment of integrity, shall be communicated to the concerned officer. The new system of communicating entries in the <strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/tag/apars/" target="_blank">APAR</a></strong> was made applicable prospectively with effect from the reporting period 2008-09.</p>

<p>2. Subsequently, this Department vide O.M. No.21011/1/ 2010-Estt.A dated 13.04.2010 issued instructions regarding disclosure of below benchmark gradings in ACRs of the period prior to 2008-09, providing that if an employee is to be considered for promotion in a future DPC and his ACRs prior to the period 2008-09, which would be reckonable for assessment of his fitness in such future DPCs, contain final grading which are below benchmark. for his next promotion, before such <a href="https://centralgovernmentnews.com/tag/ACRs/" target="_blank" rel="noreferrer noopener">ACRs</a> are placed before the DPC, the concerned employee will be given a copy of the relevant ACR for his representation, if any, within 15 days of such communication. It was clearly stated therein that only below benchmark ACR for the period relevant to promotion need be sent to the officer reported upon and there is no need to send below benchmark ACRs of other years.</p>



<p>3. References are being received in this Department from various Ministries / Departments seeking comments / views on disclosure of below benchmark ACRs of the period prior to 2008-09, which have already been considered by DPC prior to 13.04.2010, for promotion to a post/ grade, for a representation and holding review DPC after due consideration of such representation.</p>



<p>4. The matter has been considered in this Department and it is felt that acceding to the request for disclosure of below benchmark gradings in ACRs for the period prior to 2008-09 will open flood gates and a large number of employees, both serving and retired, may come up with a request for disclosure of their ACRs of old periods, resulting into administrative difficulties and chaos. It is, therefore, reiterated that only such below benchmark ACRs prior to the reporting period 2008-09 need to be disclosed to the officer reported upon for his representation, as are reckonable for assessment of fitness in future DPCs. In other words, below benchmark grading in the ACRs for the period prior to 2008-09 need not be disclosed to the officer reported upon, if the same are not reckonable for future DPCs.</p>



<p>5. This Department may be consulted in case of any deviation from the aforesaid instructions.</p>

<p>The undersigned is directed to say that Government e-Marketplace (GeM) portal facilitates online procurement of common use goods &amp; services by various Government Ministries/ Departments. Procurement of goods &amp; services through GeM portal has been made mandatory by Government of India under Rule 149 of General Financial Rules, 2017, for goods and services available on GeM. GeM aims to enhance transparency, efficiency and speed in public procurement and to achieve the best value for money.</p>

<p>To ensure that this digital e-Commerce portal for procurement of goods and services is appropriately utilized by all the Ministries/ Departments, it has been decided, with the approval of the competent authority, that a reflection of the work done through GeM by the Officer Reported Upon (ORU) shall be made in the APAR of Group &#8216;A&#8217;, Group &#8216;B&#8217; and Group &#8216;C&#8217; officers belonging to Central Civil Services (other than All India Services).</p>



<p>The ORU, who are handling procurement from GeM portal in their Ministry/ Department/ Organisation, while recording Self-appraisal in APAR form, against the column &#8216;Targets/ Objectives/ Goals&#8217; shall specify the &#8216;Total budget allocated for procurement by the Ministry Department /Division/ Section&#8217; (as may be applicable in the case of the ORU) and against the corresponding column &#8216;Achievements&#8217;, the ORU shall indicate</p>



<ul class="wp-block-list"><li>the &#8216;Total procurement through GeM portal&#8217; made by him/her during the period of report, </li><li> specifying the % of procurement through GeM portal, </li><li> the procurements made outside GeM and the reasons therefor, and </li><li> steps taken for promotion of GeM in the Ministry/ Department/ Division / Section.</li></ul>



<p>The Reporting and Reviewing officers, shall, in general, while recording the numerical grading under Work Output&#8217;, &#8216;Personal Attributes&#8217; and &#8216;Functional Competency&#8217; in the APARs, shall, wherever applicable, take into account the performance of the ORU for procurement of goods &amp; services through GeM, in accordance with the extant instructions in force during the period of report. Also, the remarks recorded by the ORU in Self-appraisal against Targets and Achievements on procurements made (as mentioned at para 3 above), may specifically be taken into account by the Reporting and Reviewing officers, while according numerical grading for items such as &#8216;Accomplishment of planned work/work allotted as per subjects allotted&#8217; under Work Output and &#8216;Knowledge of Rules /Regulations /Procedures in the area of function and ability to apply them correctly&#8217; under Functional Competency. A reflection of the performance of the ORU with reference to procurement through GeM or otherwise may also be recorded by the Reporting Officer in the Pen Picture.</p>

<p>The above provisions would be applicable for APAR from the reporting year 2019-20 onwards. The APAR format may be modified accordingly in the manner indicated in Annexure-I. A sample format of Self-appraisal Section and Reporting Section of APAR is at Annexure-II for reference.</p>



<p>All Ministries/ Departments are requested to bring the above instructions to the notice of all the offices under them for strict implementation.</p>

<p>The undersigned is directed to say that a large number of officers of the Central Government Ministries/Departments have been deputed for election duty in the General Election to the Lok Sabha, 2019. It is understood there would be practical difficulties in recording of APAR online as per the target dates prescribed in DoPT O.M.No.21011/01/2005-Estt.(A)(Ptll) dated 23rd July, 2009, through SPARROW platform, for officers deputed for election duty.</p>



<p>2. The matter has been examined in this Department and it has been decided with the approval of competent authority that the target dates prescribed in O.M. dated 23rd July, 2009 be relaxed as one time measure only for online generation, filling up of self-appraisal, reporting, reviewing and acceptance of APAR for the year 2018-19 through SPARROW portal for all Group &#8216;A&#8217;, &#8216;B&#8217; and &#8216;C&#8217; officers. The revised target dates for online recording and completion of entire APAR process for the year 2018-19 is enclosed as Annexure. This relaxation is subject to the condition that no remarks shall be recorded in the APAR for the year 2018-19 after 31.12.2019.Where the reporting, reviewing and the accepting authority fail to record their comments within the time frame, the officer reported upon may be assessed on the basis of the overall record and self-assessment for the year, if he has submitted his self-appraisal within stipulated time.</p>

<p>Subject: <strong>Online generation and recording of Annual Performance Assessment Report (APAR) on SPARROW for CSS &amp; CSSS Group A officers &#8211; Extension of timelines for completion of APAR for the financial year 2017-18.</strong></p>
<p>The undersigned is directed to refer to this Department&#8217;s O.M. No.21 011/1/2005/Estt.(A) (Pt.II) dated 23rd July, 2009 vide which various date-lines for recording of APARs have been defined.</p>
<p>2. It has been experienced that while recording of APAR for the financial year 2017-18 on SPARROW web portal, some of the cadre controlling authorities of CSS &amp; CSSS Group &#8216;A&#8217; officers are facing practical difficulties in getting the self-appraisal of the officers under their cadre due to technical reasons and also pre-occupation of Nodal Officers &amp; ORU with urgent time-bound assignments. It has therefore, been decided that the target dates prescribed in the above referred O.M., be further relaxed as a one time measure only for online generation, filling up of self-appraisal, reporting, reviewing and acceptance of APAR in respect of CSS &amp; CSSS Group &#8216;A&#8217; officers for the financial year 2017-18 through SPARROW web portal. The revised target dates for recording of APAR online for the financial year 2017-18 is annexed. This relaxation is subject to the condition that no remarks shall be recorded in the APAR for the year 2017-18 after 31 .12.2018. Where the reporting , reviewing and acceptance authority fail to record their comments within the time frame, the officer may be assessed on the basis of the overall record and self assessment for the financial year 2017-18, if he/she has submitted his/her self-assessment within the stipulated time.</p>
