Subject: Extension in prescribed timelines for writing Annual Performance Appraisal Reports (APARs) of top management incumbents of Central Public Sector Enterprises (CPSEs) for the year 2021-22.

The undersigned is directed to refer to this Department’s O.M. of even no. dated 9 April 2019, 27th December 2022 & 9th March 2023 and to state that it has been decided to further extend the timelines for writing APARs of top management incumbents of CPSEs for the year 2021-22 in the following manner:-

2. All the administrative Ministries/ Departments are requested to take note of the above relaxation and take further necessary action in this regard.

Subject: Extension in prescribed timelines for writing Annual Performance Appraisal Reports (APARs) of top management incumbents of Central Public Enterprises (CPSEs) for the year 2019-20.

The undersigned is directed to refer to this Department’s O.M. of even no. dated 1st June, 2021 (copy enclosed) and to state that it has been decided to extend the time-lines for writing APARs of top management incumbents of CPSEs in the following manner.

2. In line with provision earlier prescribed vide O.M. of even no. dated 23rd June, 2020 (copy enclosed), the concerned -Reporting/ Reviewing/ Accepting Authority shall also be allowed to record PAR for the year 2019-20 beyond the extant time-lines regardless of their superannuation/demission of office. The afore-said relaxation is a one-time measure only for APARs for the year 2019-20.

3. The Ministry/Department of * is requested to take note of the above relaxation and take further necessary action in this regard.

Sub:- Preparation and Maintenance of Annual Performance Appraisal Reports(APARs) of Non-gazetted Railway servants.

Reference is invited to para 1(iii) of Board’s letter No. E(NG)I-2001/CR/7 dated 22.08.2001, in which it was inter-alia laid down that “where the Reporting Authority or Reviewing Authority retires or demits office, he should report/review the Confidential Reports of all railway servants working under him ordinarily within a period of one month from the date of such retirement or demission of office.

It is pointed out that non-initiation/non-finalisation of Annual Performance Appraisal Reports (APARS) in time delays selections and affects employees promotional prospects. The matter was also raised recently by AIRF in the March, 2019 PNM meeting with Board. Accordingly Zonal Railways/Productions Units may ensure that the instructions contained in Board’s letter ibid are reiterated down the line for strict compliance.
