<p>New Delhi: : A top most central government employees’ union leader on Friday said central government had been the villain in the implementation of the 7th Pay Commission recommendations in respect of higher allowances and employees had every right to demand arrears on higher allowances.</p>
<p>&#8220;The government had delayed in the implementation of the higher allowances. It had failed to handle the financial situation of the employees, according to arrears on higher allowances should be paid,&#8221; the leader said.</p>
<p>&#8220;Earlier the Finance Minister Arun Jaitley had claimed it must implement after four months of the basic pay hike but it failed to come true,&#8221; the leader added.</p>
<p>More than 18 to 19 months had passed since the 7th pay commission report was submitted and twelve months had elapsed since the union cabinet approved the 7th Pay Commission recommendations for salary hike of central government employees, but the Cabinet approved the recommendations on allowances on June 28 this year, which are being paid to the employees from July, 2017 without arrears.</p>
<p>The government has given higher basic pay in August 2016 with arrears, effective from January 1, 2016 to its employees on the recommendations of the 7th pay commission but the hike in allowances other than dearness allowance had referred to the &#8216;Committee on Allowances&#8217; headed by the Finance Secretary Ashok Lavasa for examination as the pay commission had recommended of abolishing 51 allowances and subsuming 37 others out of 196 allowances.</p>
<p>Finance Secretary Ashok Lavasa had said in October 2016, &#8220;We are ready to submit our report, when the Finance Minister Arun Jaitley calls up.&#8221;</p>
<p>But the government had gave extension to the committee up to February 22, 2017 on the pretext of demonetisation and the government said that the cash crunch was the reason behind the delay in announcing higher allowances.</p>
<p>The announcement of assembly elections in five states had also given an excuse for the government as it couldn’t announce pay hikes till the model code of conduct is in place up to March 8.</p>
<p>The government was using delaying tactics to save the government money to pay higher allowances without arrears from August 16.</p>
<p>The delayed implementation of allowances have saved the government nearly Rs 40,000 crore.</p>
<p>The delay in the implementation of allowances is chiefly because of the financial gains of the government, while financial condition of the government is very sound.</p>
<p>The delay in implementation of the higher allowances has caused tremendous irritation and frustration among employees and they also expressed their resentment over the the announcement of non payment of arrears on allowances.</p>

<p>The committee which examined the 7th pay commission&#8217;s recommendations on allowances submitted its report to the finance minister on April 27.</p>
<p>Union leaders of central government officials are likely to meet government officials and will seek an update on 7th pay commission allowances, an union leader, who would be part of the delegation, said. The committee which examined the 7th pay commission&#8217;s recommendations on allowances submitted its report to the finance minister on April 27. The committee was headed by Finance Secretary Ashok Lavasa and had Secretaries of Home Affairs, Defence, Health &amp; Family Welfare, Personnel &amp; Training, Post and Chairman, Railway Board as Members and Joint Secretary (Implementation Cell) as Member Secretary.</p>
<p>The Lavasa committee has suggested some modifications in some allowances that are applicable universally to all employees as well as certain other allowances which apply to specific employee categories, the finance ministry said in a statement. The finance ministry said that an Empowered Committee of Secretaries (E-CoS) will screen the allowance committee report on 7th pay commission recommendations. The empowered committee will then firm up the proposal for approval of the Cabinet<br />
The 7th pay commission had recommended that house rent allowance or HRA be paid at the rate of 24 per cent, 16 per cent and 8 per cent of the new basic pay, depending on the type of city. The 7th pay commission had also recommended that the rate of HRA be revised to 27 per cent, 18 per cent and 9 per cent when DA crosses 50 per cent, and further revised to 30 per cent, 20 per cent and 10 per cent when DA crosses 100 per cent. With regard to allowances, employee unions have demanded HRA at the rate of 30 per cent, 20 per cent and 10 per cent.<br />
The 7th pay commission had recommended that of a total of 196 allowances, 52 be abolished altogether and 36 be abolished as separate identities by subsuming them in another allowance.<br />
The Cabinet had earlier approved modification in recommendations of the 7th pay commission relating to the method of revision of pension of pre-2016 pensioners and family pensioners based on recommendations of a high-level panel. The decision will benefit over 55 lakh pre-2016 civil and defence pensioners and family pensioners.</p>

<p>I met Cabinet Secretary/GOI &amp; urged him for early resolution of pending demands of Railwaymen that includes NPS, early disbursal of Allowances of 7th Pay Commission, Increase in Minimum wages and fitment formula. Issue of MACP was also discussed and removal of the provision of benchmark &#8216;Very Good&#8217; for MACP, which has been recommended from &#8216;Good&#8217; to ‘Very Good’ by the 7th Pay Commission, has also been demanded. Though Cabinet Secretary has given positive assurance on our demands yet we need our rank and file to be prepared for persistent struggle.</p>

<p>&#8220;Today in Parliament, Minister of State for Finance Shri Santhosh Kumar Gangwar said in a written reply to a question regarding the submission of Allowance Committee Report. He said that the Allowance Committee is now in the process of finalizing its Report. Decisions on implementing the Report will be taken after the Report is submitted by the Committee.&#8221;</p>
<p style="text-align: center;"><strong>Detailed Questions and Answers:</strong></p>
<p><em><strong>QUESTIONS:</strong></em><br />
(a) Whether Government has formed a Committee for taking decision about the allowances to the Central Government employees and removal of anomalies in their pay scales announced by the Seventh Pay Commission;</p>
<p>(b) if so, whether the Committee has submitted its report;</p>
<p>(c) if so, the main features thereof and if not, the reasons for delay in submission of report; and</p>
<p>(d) the time by which recommendations of Seventh Pay Commission regarding the allowances are proposed to be implemented?</p>
<p><em><strong>ANSWERS:</strong></em><br />
(a) to (d): The Committee on allowances has been constituted vide order dated 22.07.2016 to examine and make recommendations as to whether any changes in the recommendations of the 7th CPC relating to allowances are warranted and if so, in what form. A separate anomaly committee at National Level has also been set up, vide O.M. dated 09.09.2016, to settle the anomalies arising out of the implementation of the 7th CPC recommendations.</p>
<p>The National Anomaly Committee has made recommendations on the calculation methodology of the Disability Pension for Defence forces personnel. The Committee on allowances has received a large number of demands on allowances and even now receiving such demands. All the demands have been diligently examined. The Committee has already held 13 meeting so far and interacted with the representatives of Central Nodal Ministries, National Council (Staff Side), Joint Consultative Machinery (JCM) and officers and representatives of employee associations of Ministry of Health and Family Welfare, Home Affairs, Railways, Defence and Department of Posts. The Committee is now in the process of finalizing its Report. Decisions on implementing the Report will be taken after the Report is submitted by the Committee.</p>

<p>There are no confirmed reports of the exact date on which the report would be submitted. The information available now come from unconfirmed and unauthorized sources. The news media claimed that the NJCA leaders were going to meet Finance Secretary Ashok Lavasa today. The federation has not yet given any confirmed information.</p>

<p>Nearly 50 percent of the salary increment has not yet been given to the Central Government employees. Only the Basic Pay have been revised; all the other allowances, including the HRA, continue to remain the same and are being calculated as per the 6th CPC.</p>

<p>The Central Government had, on 25.07.2016, published authorized Notification declaring that the recommendations of the Seventh Pay Commission are going to be implemented. Only the revised pay is being given from August onwards. Only the salary arrears are due from January 01.01.2016 onwards are being issued.</p>

<p>House Rent Allowance (HRA) is a very important allowance being given to Central Government employees. For the past 10 years, HRA for Central Government employees is being calculated on the basis of the population of the town or city where they are employed. The towns and cities are classified as X, Y, and Z, based on the population, and a HRA of 30, 20, and 10 percent respectively are given to them. The Seventh Pay Commission had reduced it to 24, 16, and eight percent.</p>

<p>All Central Government employees are eagerly waiting for the report of Allowance Committee, which is going to be submit today to the Government.</p>
<p>Reports suggests that the Allowance Committee may submit its report on 20th February 2017 and it will be notified with effect from 1st April 2017. Federation sources told that It is unacceptable and we will fight it out until the revised allowances implemented with effect from 1.1.2016.</p>

										<content:encoded><![CDATA[<p><strong>Allowance Committee may submit its report on 20th February 2017</strong></p>
<p>Federation Leaders associated with National Council JCM are keep telling that Allowance Committee might submit its report on 20th February 2017. The CG Staff are already very much upset over the Government’s deliberate attempt to delay the payment of Allowances by constituting many committees. Because the payment of revised Allowances is considered will impact the Governments Exchequers.</p>
<p>Lot of Committees formed and Meetings held after the Notification issued for implementation of 7th CPC Recommendations. But there is no any fruitful outcome from these meetings. No sign of making decisions which satisfy the Central government employees.</p>
<p>Had the Allowance like HRA is paid in revised rates from the date of Notification ie 25th July 2016, it seems more beneficial than waiting for the subcommittee reports. Because if revised allowances are not given retrospective effect, it will be a huge loss for Central Government Servants.</p>
