Sub: Re-engagement of Retired Gazetted Officers in Exigencies of Services.

Ref: (1) PCPO/CR’s letter no. P/HQ/R/952 dated 21.08.2018.
(2) Board’s letter No. E(NG)-II/2007/RC-4/CORE/1 dated 16.10.17.

Keeping in view the difficulties being experienced by Zonal Railways due to vacant posts of Gazette Officers and with reference to letter at (1) above, Board (MS, FC & CRB) have approved re-engagement of retired officers in Junior Scale (only) as consultant in exigencies of the services against the vacant posts, with following conditions:

General Managers are empowered to re-engage the retired officers.
The Terms of Reference (ToR) of the work to be assigned shall be prepared and approved by GM and same shall be advertised as part of the application.
Railway shall give publicity to such re-engagement, by publishing such requirements on Railway website with the eligibility criteria & application form.
Suitability/Competency of the retired officer shall be adjudged before such re-engagement by a committee of three PHODs/CHODs/SAG as appointed by GM.
While re-engaging such officers, medical fitness of the appropriate category shall be obtained from the designated authorities as per existing practices.
The period of engagement shall be initially for one year and further extendable as per requirement.
Maximum age limit of the re-engagement shall be 65 years.
The engagement of consultant shall not be considered as a case of re-employment.
12 days leave in a calendar year on pro-rata basis is admissible.
Re-engaged officer shall not be entitled for requisites such as HRA, CCA, Transport Allowance, Residential accommodation, etc. However, when required to travel in connection with official work, TA/DA admissible to regular employee working in the same Grade will be admissible.
The designation shall be consultant followed by (trade name) i.e Officer appointed against the post of ADEN may be designated as Consultant (Engg.)
Re-engaged officer shall be given the responsibilities like inspections, supervision, drawings, etc.
Re-engaged officer shall not be made in charge of the unit like Branch Officer in the Division or independent in charge in the Construction unit.
Re-engaged officer shall not be given the financial and D&AR powers and shall not be authorized to issue any safety certificate.
The consultant shall not divulge any information gathered by him/her during the period of assignment related to the organization to anyone who is not authorized to know/have the same.
Re-engaged officer shall be discharged immediately on joining of selected candidate(s) from UPSC or departmental selection or as per the recommendation of PHOD/CHOD concerned.
Monthly remuneration of a retired officers being re-engaged be determined by reducing Pension-from his/her last pay drawn (i.e. Basic Pay +DA).
This scheme is experimental in nature and is valid for two years from the date of issue of the letter.

This issues with the concurrence of Associate Finance of Transformation Cell of Railway Board.

Sub: Terms & conditions for engagement of Senior Residents & Junior Residents in Railway Hospitals

Ref: Railway Board letter no. 1988/H/2-1/9 dated 21.04.2017 & 24.06.2008

On the basis of feedback received from one of the zonal hospitals, the matter of terms and conditions for engagement/extension of Senior Residents and Junior Residents in Railway Board has been re-considered and the Board (MS, FC & CRB), has approved the following amendments:

1	Appointing Authority for Senior Resident will be Principal Chief Medical Director of the zone. In case of any administrative delay in finalizing the selection process, extension of the term of present incumbent upto one month may be granted with the approval of GM.	Appointing Authority for Senior Resident will be Principal Chief Medical Director of the zone. In case of any administrative delay in finalizing the selection process, extension of the term of present incumbent upto one month may be granted with the approval of Medical Director Zonal (Hospital)/ CMS/CMO. The extension, whenever granted, should be intimated to respective PCMD.
2	Appointing Authority and Extension approval Authority of Junior Residents:
2	Appointing Authority of Junior Residents (House Surgeons) will be General Managers of the respective Railways. These powers should not be re-delegated to an authority below the rank of PHOD i.e. PCMD of the Railways. The extension of tenure be ond two ears will be done onl after the approval of DG(RHS).	Appointing Authority of Junior Residents (House Surgeons) will be PCMD. The extension of tenure beyond two years will be done only after the approval of PCMD.
3	Age limit for appointment of Senior Residents:
3	Railway may be allowed to relax age limit from 33 years to 40 years, as done by Institutions like AIIMS in a particular specialty where they normally find difficult to have Senior Residents. This should be done with approval of General Manager.However, they should clarify in the advertisement that relaxation of age will be considered only if there is no candidate or applicants who satisfy the laid down age limit of 33/35 years (PG/DM). Further relaxation for SC/ST/OBC and physically handicapped as per government of India notification will apply.	Railway may be allowed to relax age limit from 37 years to 40 years, as done by Institutions like AIIMS in a particular specialty where they normally find difficult to have Senior Residents. This should be done with approval of PCMD.However, they should clarify in the advertisement that relaxation of age will be considered only if there is no candidate or applicants who satisfy the laid down age limit of 37 years (PG/DM). Further relaxation for SC/ST/OBC and physically handicapped as per government of India notification will apply.

Other terms and conditions of the extant policies shall remain unchanged.

This issues with the concurrence of Associate Finance of Transformation Cell of Railway Board.

Sub: Split Medical Identity Card to serving Railway employees.

Ref: Railway Board’s letter No. 2004/H/28/1/RELHS/Card dated 22.03.2005.

In terms of provisions contained in Para 626 (1) of India Railway Medical Mannual (IRMM) -2000, it is necessary to produce medical identity Card for availing of medical facilities in Railway Hospitals. It has been brought to the notice of Board that serving Railway employees/their eligible dependent family members find difficult to avail of medical facilities when one of the family member move out of station carrying Medical Identity Card provision for RELHS beneficiaries though exist vide letter under reference but no such facility existed for serving Railway Employees. The issue has, therefore, been examined and it has been decided to extend the facility of split Medical Card to serving Railway employees covered by RMA rules.

Original Medical Identity Card may be deposited with the issuing authority who may issue split Medical Identity Card to the beneficiaries as requested by them.

Issuing authority of Split Medical Card will be the office of controlling authority where the employee is working and the registering authority of Split card will be Authorised Medical officer (AMO) of nearest Health Unit/Hospitals where the dependents are staying.

Subject: Applicability of Old Pension Scheme to Substitutes who attained temporary status prior to 01.01.2004 but regularized after 01.01.2004 – clarification regarding.

The issue of coverage of substitutes who had attained temporary status prior to 01.01.2004 but regularized after 01.01.2004 under Old Pension Scheme, has been raised by both the recognized Federations (A1RF & NFIR) under PNM.AIRF item No.05/2012 and PNM/NFIR item No.15/2011 respectively. The issue has also been raised under DC/JCM (Railways) item No.20/2012.

2. The issue has been examined by Board and it has now been decided that substitutes who got temporary status prior to 01.01.2004 but regularized/absorbed after 01.01.2004 and after regularization, if the date of appointment is prior to 01.01.2004, in terms of provision of Board’s letter No.E(NG)ll/90/SB/Master Circular dated 29.01.1991(M.C. No.20/91) and para 6 of letter No.E(NG)11/2008/SB/SR115 dated 17.09.2010, then they may be covered under Old Pension Scheme.

3. Further, the employee and employer contribution of the NPS corpus of the Substitutes, mentioned in para 2 above, who so far have been covered under the National Pension System (NPS) may be adjusted in terms of the instructions contained in Board’s letter No.2010/AC-11/21/18 dated 31.03.2014(RBA No.5/2014)
