<p>Sub: <strong>Meeting of AIRF to discuss promotional prospects of staff, particularly in GP Rs.1800 and Rs.4600</strong></p>
<p>Meeting on the subject cited above was held in the chamber of DG(Personal), Railway Board, today.</p>
<p>After detailed deliberations; the following decisions were arrived:-</p>
<p>(a) There will not be any recruitment in GP Rs.4600 in any category except Medical Department.</p>
<p>(b) The condition of direct recruitment to at least 25% or more in respective categories for holding GDCE will be done away.</p>
<p>(c) Board orders permitting GMs to hold GDCEs up to 50% of DR Quota will be further enhanced up to 75%, keeping in view the serious frustrations in serving employees having higher academic/technical qualifications so as to enhance their promotional prospects on similar parameters of Direct Recruitment in higher categories.</p>
<p>(d) On the issue of career progression of the SSEs, though AIRF insisted for timebound promotion for JEs and SSEs, the administration agreed to pursue the matter, providing 75% upgradation of staff in GP Rs.4600 to Rs. 4800.</p>

Now, DOP&amp;T has inter-alia issued clarification on reimbursement of Children Education Allowance in the form of frequently asked question (FAQ) in terms of their Office Memorandum No.I-11010/1/2014-Estt(AL). These FAQ are in supplement to FAQS issued vide Board’s letter of even number dated 07-06-2013. The same is being circulated herewith for guidance of all concerned.</div>

<td>“Examination fee” has been included as part of reimbursable items as indicated in para 1(e) of O.M. dated 2nd September, 2008, subject to the fulfillment of other existing conditions vide) OM No.12011/01/2012-Estt.(AL) dated 31-07-2013.</p>

<p>As it is reimbursement for the whole year, original receipts for the fee paid for the 3rd / 4th quarter has to be submitted to ensure that the child has not dropped out of the school in the mid-session. O.M. No.12011/01/2013-Estt. Allowances dated 23.04.2013 refers.</td>

<td><strong>Yes.</strong></p>
<p>In terms of O.M. No.12011/01/2013-Estt.(Allowances) dated 23.04.2013, the claimant Government servant is required to furnish an undertaking that reimbursement of CEA has not been claimed in respect of the child by the spouse of the claimant.</td>

Reg.: <strong>Merger of Dearness Allowance with Pay</strong></p>
<p>On the persistent forceful demand of the <a href="http://centralgovernmentnews.com/" target="_blank">Central Government employees</a>, including Railwaymen, successive Central Pay Commissions were appointed by the Government of India with a view to improve upon wage structure and to grant parity with other employees of the Public Sector Undertakings in the wake of market inflation and price hike of essential commodities. These Pay Commissions, while recommending revised pay structure have also recommended grant of <strong>Dearness Allowance</strong> on the basis of increase in the Price Index.</p>
<p>The very purpose of compensating the pay with payment of Dearness Allowance is being defeated because of unbridled inflationary pressure on the economy and the consequent steep rise in the price of essential commodities.This has resulted in erosion of the value of the wage, remarkably beyond tolerable limit, as a consequence of which, payment of Dearness Allowance has failed to compensate devaluation of pay.</p>
<p>While Dearness Allowance was merged with the pay on crossing the percentage beyond 50% during VCPC as the actual value of wage devaluated because of market hike to compensate eroded value of the wages besides payment of Dearness Allowance, but this time Dearness Allowance, which has already gone beyond 80% w.e.f. 1st July, 2013, is yet to be merged with the pay.</p>
<p>It would, therefore, be quite appropriate and in the fitness of the thing that Dearness Allowance is merged with the pay for all purposes to compensate the erosion in the wage in the wake of market inflation and steep price hike of essential commodities which are posing serious constraints in the livelihood of the Govern employees in general and the low-paid employees in particular.</p>
