<p>Sub:-<strong> Non-settlement of GDS demands &#8211; Two days strike with Postal JCA &#8211; Reg.</strong></p>
<p>I would like to draw your kind attention on the following issues of GDS. The entire GDS employees are very much agitated on the non-settlement of GDS demands for the last 4 months. Implementation of positive recommendations of Shri Kamalesh Chandra Committee made partial and so many other positive recommendations are yet to be implemented. Regarding the drawal of Combined Duty Allowance, Composite Allowance and Risk &amp; Hardship Allowances are kept pending in many divisions for seeking necessary clarifications from the Directorate. Membership verification in GDS cadre has been stopped arbitrarily. Non-availability of proper net work connection in rural areas became tedious in the operation of RICT devices in BOs including IPPB. Drawl of benefit from SDBS to retired GDS even after 5-6 years became farce. Repeated requests to the administration through various forums became in vain.</p>
<p>In this background, we have no other option except to conduct a serious trade union action and AIPEU-GDS is decided to go for two days strike on 8th &amp; 9th January 2019 along with Postal JCA (NFPE &amp; FNPO) demanding to settle the following issues in favour of GDS.</p>
<p>1. Implement all positive recommendations of Shri Kamalesh Chandra Committee and grant civil servant status to GDS.</p>
<p>2. The recommendations of the GDS Committee should be implemented from 01-01-2016 regarding new wage scale for calculation of arrears.</p>
<p>3. All the recommendations on retirement benefits to GDS should be implemented from 01-01-2016. Consider perusal about the drawal of benefits from SDBS to the retired GDS in waiting since Jan, 2014.</p>
<p>4. Justified scale fixation to be granted to senior GDS as there are some anomalies while fixing the new wage scale caused drawal of lesser wage and meager benefit compared with new entrants.</p>
<p>5. Bring GDS under the purview of Gratuity Act as recommended by the GDS Committee up to Rs.5.00 laks w.e.f 01-01-2016.</p>
<p>6. Issue orders on the following recommendations as ensured in the minutes of the meeting dtd.31-07-2018 with GDS unions.</p>
<blockquote><p>(a) Children Education Allowance<br />
(b) Emergency leave to GDS<br />
(c) Accumulation of Paid Leave to a maximum of 180 days<br />
(d) Insurance Scheme<br />
(e) Limited transfer facility<br />
(f) Voluntary discharge scheme<br />
(g) Qualifying service for LDCEs.</p></blockquote>
<p>7.Restart the process of membership verification in GDS cadre as it was arbitrarily cancelled.</p>
<p>8.Combined Duty Allowance, Composite Allowance, Risk &amp; Hardship Allowance should be granted to GDS as per the recommendations of the GDS Committee without any modification.</p>
<p>9.All vacant posts of Departmental cadres viz., MTS, Postman, MG allotted to the GDS should be filled up as and when the vacancy arises every year keeping in view of the age of GDS and cut-off date of the examination. Conditions like 3yrs / 5yrs minimum service may be relaxed and allow the suggestions made by the GDS Committee. Condition of possessing Driving License at the time of examination may also be relaxed.</p>
<p>10.Fill up all vacant posts in GDS cadre to avoid combination of duties in the back ground of RICT &amp; IPPB rolled out in BOs.</p>
<p>11.Grant Pension to the promoted GDS to the Departmental cadres based on Supreme Court Judgement in SLP No. (C) 13042 of 2014.</p>
<p>12.Proper net work availability should be made in all rural areas after introduction of DARPAN in BOs.</p>
<p>13.Grant funds to draw all kinds of incentives liable to GDS viz., MNREGS, DBT Schemes, PLI/RPLI etc., pending for years in all Circles.</p>
<p>14.Necessary changes may be made in Rule-3A of GDS (C&amp;E) Rules, 2011 in case of Rule-3A (i),(ii),(iii),(vii)&amp;(ix) in favour of GDS in the changed pattern of working conditions in the BOs besides the recommendations of the GDS Committee.</p>
<p>15. Introduce Medical treatment facility to GDS as suggested by the GDS Committee.</p>

<p>Sub:- <strong>Observance of three phase countrywide agitational programme by GDS JCA</strong></p>
<p>Sir,</p>
<p>As you are aware non-implementation of positive and basic recommendations of Kamlesh Chandra committee on G.D.S Employees viz., implementation with effect from 01st of January 2016, gratuity Revision, SDBS/pension, 30 days paid leave, Enhancement of composite allowance, financial up gradation on completion of 12, 24 and 36 years of service etc. has generated resentment and discontentment among the G.D.S employees. It is pertinent to mention here that although discussions were held at Directorate, I am sorry to state that no progress is observed so far on any of the issues. Under the circumstances we are compelled to observe three phase fast Programme of agitation.</p>
<p>The above three GDS Unions, JCA decided the following countrywide agitational programme to settle the charter of demands.</p>
<p><strong>Agitational programmes:</strong></p>
<p>25-09-2018 : One day country wide hunger fast in front of Divisional Offices<br />
04-10-2018 : One day country wide hunger fast in front of Circle Offices.<br />
10-10-2018 : One day massive hunger fast in New Delhi.</p>
<p><strong>CHARTER OF DEMANDS</strong></p>
<p>1) GDS committee report as a whole be implemented with effect from 01st of January 2016.</p>
<p>2) Change the formula already adopted for calculation of arrears.</p>
<p>3) Change of upper limit of gratuity from Rs 1,50,000/- to Rs 5,00,000/-</p>
<p>(a) GIS limit should be enhanced to Rs.5,00,000 with the subscription of Rs.500/-</p>
<p>4) 10% of the TRCA of the GDS should be recovered towards SDBS contribution and the Government to contribute equal share.</p>
<p>(a) And also EPF Scheme to be introduced to GDS as recommended by the GDS Committee. This was also recommended by the previous GDS Committees.</p>
<p>5) GDS should be granted 30days paid leave in a year and the leave should be allowed to be carry forward subjected to the maximum of 180 days and provide encashment of the leave.</p>
<p>6) Grant Children Education allowance Rs.6000/- per child per Annum.</p>
<p>7) Enhance composite allowance to the BPMs from Rs500/- to Rs 1600/- Also grant composite allowance to ABPMs &amp; GDS working in classified cities and the GDS working in Departmental Offices etc., wherever applicable.</p>
<p>8) GDS employees should be granted financial up gradation on completion of 12, 24 and 36 years of service in the form of grant of additional increments.</p>
<p>(a) Point to point fixation to be ordered instead of bunching of TRCA scales.</p>
<p>9) Limited transfer facility to GDS on request should be relaxed. There shall not be any drop in wage scale on account of a request transfer. The transfer of GDS will be approved by Divisional head if the transfer is within the Division, by regional PMG if it is within the region by HOC if the transfer is within the Circle.</p>
<p>10) Voluntary discharge schemes for the GDSs: 3 types of voluntary discharge schemes as recommended by GDS committee for the GDSs’ who are willing to quit the post before the discharge at the age of 65 years should be implemented.</p>
<p>11) All discharge benefits (retirement benefits) should be implemented retrospectively, w.e.f 01 January 2016.</p>
<p>12) Put off duty may be averted by transferring the GDS to another place.</p>
<p>13) Incentive system should be abolished for India post payment bank (IPPB) work. Enhance the working hours of branch post office and GDS officials concerned after introducing the IPPB.</p>
<p>14) GDSs&#8217; should be allowed to get discharge from the service on the last day of the month in which He/She attains the 65 years of the age.</p>
<p>15) All single handed branch post offices should be provided with one more hand to upgrade to double handed office.</p>
<p>16) Employees&#8217; state Insurance ( ESI) facility to be extended to Grameen Dak Sevaks wherever E.S.I dispensaries and hospitals are available the country.</p>
<p>The programme will be a peaceful one.</p>

<p>On behalf of department of Posts, I hereby appeal to you to call off the proposed indefinite strike from 22th May,2018 as no useful purpose is served by such strikes/agitations.</p>
<p>2. The issues submitted by the Unions under active consideration of the Department. Moreover, at a time when the Department is going through a complete IT makeover such agitation will only allow to strengthen the hands of our competitors which agreeably is not in the overall interest of the Postal Department. Shiva Gopal Mishra, General Secretary, AIRF (All India Railway Federation) heartfully supported the GDS to include in 7th CPC and caused to include the item in the Terms of Reference proposed for 7th CPC and submitted to the Govt. from Staff Side JCM. After the Govt. announced the ToR without considering the proposals of JCM, again this Leader wrote to Govt. to honour the Terms of Reference proposed by the JCM (staffside).</p>
<p>Our Postal Federation&#8217;s Secretaries General, Com.M.Krishnan,  Sri D.Theagarajan were already nominated as Members of National Council, JCM.</p>
<p>We hopefully awaiting for the best,  the inclusion of GDS in the ambit of 7th CPC will be taken place, despite the malicious agreement made by the so called recognized GDS union&#8217;s leader with  the DoP.</p>

<p>The Staff Side of the National Council (Joint Consultative Machinery), in its meeting held on 11th March, 2014 to condoled the sad demise of Late Shri Umraomal Purohit, Secretary, Staff(NC/JCM), had unanimously elected Shri Shiva Gopal Mishra, General Secretary, All India Railwaymen’s Federation, as Secretary, Staff Side, National Council (JCM).<br />
This post was vacant due to sad demise of Com. Umraomal Purohit on 27th February, 2014, who held this post for more than three and half decades.<br />
The JCM is an umbrella organisation for about thirty six lakh Central Government employees working in different departments, such as Indian Railways, Defense (Civilian), Postal, Cabinet Secretariat, Income Tax etc.</p>
