<p>As already explained, the COVID-19 Pandemic has created an unprecedented for situation, not only in our country, but also across the globe. The Central Government Employees, including Railwaymen, are, however, exerting a lot to combat the situation, and the Railwaymen are working hard 24X7 with full devotion and dedication to maintain uninterrupted supply chain of all the essential commodities and goods, viz. Foodgrains, Sugar, Petroleum, Vegetables, Milk, Medical Items etc. throughout the country, by running large-number of timetabled Goods and Parcel Trains.</p>

<p>You may appreciate that, Hon’ble Prime Minister of India as well as Hon’ble Minister for Railways have repeatedly applauded and praised the contribution of the Railwaymen in this <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> crisis, facing the risk of Coronavirus threat.</p>



<p>While addressing the Nation on 12th May, 2020, Hon’ble Prime Minister has announced a Mega Package for all the sections of the society to combat the COVID-19 Pandemic Crisis to boost the economy as well as morale of the country.</p>



<p>Since Railwaymen are performing their duties to transport aforementioned goods as well as Migrant Workers and have further started operating “Special Trains” for common rail users w.e.f. 12.04.2020, they can in no way be treated less than “COVID-19 Warriors”. As already submitted vide our letter dated 27.04.2020, freezing of Dearness Allowance and Dearness Relief, has proved to be extremely de-motivational rather than boosting their morale by sanctioning some Additional Incentive to them.</p>

<p>Sub: <strong>Career progression of the staff working in GP Rs.1800</strong></p>
<p>As I have discussed this issue personally with your goodself and tried to get resolved the issue regarding career progression of the staff working in GP Rs.1800; because in many departments; the employees working in GP Rs.1800 are stagnating in GP Rs.1800 for 15 years and even 20 years, and these are the staff those who are working in GP Rs.1800 are virtually doing the job of skilled nature, in almost all the departments, including Technical and Non-Technical.</p>
<p>It would be in all fairness if 50% posts of GP Rs.1800 should be upgraded to GP Rs.1900, which will resolve the problems of the Railway Industry as well as the employees.</p>
<p>In this connection, it is worth-mentioning that, we have also requested your goodself for reduction in the Direct Recruitment Quota, and the employees having qualification of RRB should be given benefit for their selection against those vacancies through &#8220;<strong>LDCE open to all</strong>&#8221; policy, to facilitate the highly educated staff available over the Indian Railways.</p>

<p><strong>Minutes of the meeting of the Sub-Committee-III to suggest measures for streamlining implementation of the National Pension System with employees</strong></p>
<p style="text-align: right;">Associations held on 10.02.2017 at Lok Nayak Bhawan, New Delhi</p>
<p>A meeting of the Sub-Committee-III to suggest measures for streamlining the implementation of the National Pension System (NPS) was held under the Chairmanship of Ms. Vandana Sharma, Additional Secretary (Pension) with Staff Side of JCM on 10.02.2017 at 3.00 p.m.,at Lok Nayak Bhawan, New Delhi. The following were present:</p>

<p>2. Shri Sanjiv Kumar, Deputy Secretary, Department of Personnel &amp; Training,</p>

JCM (Staff Side)</p>
<p>4. Shri Shiva Gopal Mishra, Secretary, Staff Side (JCM),</p>

<p>2. Additional Secretary (Pension) welcomed all the participants and briefed the Staff Side of JCM about the various issues allocated to the Sub-Committee-III. She invited suggestions from the participants on these issues.</p>
<p>3. The Staff Side handed over a communication dated 10.2.2017 containing their views on the various issues allocated to the Sub Committees. The Staff Side agreed that there is an urgent need to frame rules on the service matters of the NPS employees. Additional Secretary (Pension) assured the staff side that their views would be duly considered while framing rules in this regard.</p>
<p>4. Staff Side of the JCM emphasized that the Government employees should be excluded from the purview of NPS. In case, it was not possible to exempt the Government employees from the NPS, a minimum pension @ 50% of the last pay drawn or average emoluments of the last 10 months, whichever is more beneficial to the employees (along with dearness relief) may be ensured to all NPS employees on their retirement.</p>
<p>5. The Staff side was informed that in the event of invalidation / disability or death of the NPS employee, Pension / Family Pension as per the rates applicable under CCS (Pension) Rules is available to the NPS employees / their families. As regards the minimum guaranteed pension on retirement of the NPS employees, the views of the Staff Side of JCM would be conveyed to the Committee set up for streamlining implementation of the National Pension System.</p>
<p>6. The meeting ended with a vote of thanks to the chair.</p>

For recruitment through Talent Scouting, all the eligible candidates of declared games and events, must be given  opportunity for trials. Any eligible candidate of declared game &amp; event,  approaching the Railway for recruitment through Talent Scouting should immediately be registered and given a date for trial in due course.<br />
Trials of the candidates shall be  conducted and completed within one month from the date of receipt of the  application from the candidate or receipt of case from Railway Board/RSPB and all other formalities including issue of offer of appointment must be completed within three months from the date of receipt of application/ case.<br />
In the case of receipt of application/ case before the game-wise distribution of sports quota, the one month period for Trials and three months period for completing all formalities, shall be counted from the date of approval of Competent Authority for game-wise distribution of</td>

Any eligible candidate of declared game &amp; event, approaching the Railway for recruitment through Talent Scouting should immediately be registered and given a date for trial in due course.<br />
Trials of the candidates shall be  conducted and completed within one month from the date of receipt of the application from the candidate or  receipt of case from Railway Board/RSPB and all other formalities including issue of offer of appointment must be completed within three months from the date of receipt of application/ case. <b>However, with the approval of General Manager/Head of Organization of the concerned Railway/Unit three months period can be extended maximum up to six months, within the some financial year.</b><br />
In the case of receipt of application case before the game-wise distribution of sports quota, the one month period for Trials and three months period for completing all formalities, shall be counted from the date of approval of Competent Authority for game-wise</td>

<p>However. queries are being raised whether the wage calculation ceiling limit of‘ Rs. 3500/- p.m. had been removed. It is hereby clarified that there is no change in the wage calculation <strong>ceiling limit of Rs. 3500/- pm</strong>. for calculation of PLB.</p>

<p>Subject: <strong>Applicability of Old Pension Scheme to Substitutes who attained temporary status prior to 01.01.2004 but regularized after 01.01.2004 &#8211; clarification regarding. </strong></p>
<p>The issue of coverage of substitutes who had attained temporary status prior to 01.01.2004 but regularized after 01.01.2004 under Old Pension Scheme, has been raised by both the recognized Federations (A1RF &amp; NFIR) under PNM.AIRF item No.05/2012 and PNM/NFIR item No.15/2011 respectively. The issue has also been raised under DC/JCM (Railways) item No.20/2012.</p>
<p>2. The issue has been examined by Board and it has now been decided that substitutes who got temporary status prior to 01.01.2004 but regularized/absorbed after 01.01.2004 and after regularization, if the date of appointment is prior to 01.01.2004, in terms of provision of Board&#8217;s letter No.E(NG)ll/90/SB/Master Circular dated 29.01.1991(M.C. No.20/91) and para 6 of letter No.E(NG)11/2008/SB/SR115 dated 17.09.2010, then they may be covered under Old Pension Scheme.</p>
<p>3. Further, the employee and employer contribution of the NPS corpus of the Substitutes, mentioned in para 2 above, who so far have been covered under the National Pension System (NPS) may be adjusted in terms of the instructions contained in Board&#8217;s letter No.2010/AC-11/21/18 dated 31.03.2014(RBA No.5/2014)</p>

<p><strong><span style="background: #ffcf79; color: black; padding: 5px 8px; line-height: 2;">Sub:- Fixation of maximum ceiling limit for payment of Honorarium to Cashiers and other Cash &amp; Pay staff.</span></strong></p>

<p>The issue regarding fixation of maximum ceiling limit for payment of Honorarium to the Cashiers and other Cash &amp; Pay staff for the period from 01.01.2010 onwards, has been discussed with both the Federations (AIRF &amp; NFIR) and it has been decided by the Board as under:-</p>
<blockquote><p>1.1 A maximum ceiling limit in a financial year, for payment of honorarium to individual staff of Cash and Pay department viz. cashiers and other cash and pay staff, who disburse salaries and allowances, productivity linked bonus, all arrears including Pay Commission arrears etc. to staff shall not exceed 25% of his/her annual basic pay plus grade pay.  This ceiling limit applies w.e.f. 01.01.2010 and would be reviewed for downward revision after one year.</p></blockquote>
<p>2.  Henceforth sanction of honorarium to staff of Cash &amp; Pay Department would be accorded by the General ManagerGeneral ManagerGeneral Manager with the concurrence of FA&amp;CAO subject to thus ceiling limit of 25%.  No case of sanction of honorarium to such staff needs to be sent to Railway Board for sanction.</p>
<p>3.   This issues with the concurrence of Finance Directorate of Railway Board.</p>
