<p>Sub:- <strong>Filling up of vacancies of Sr.SO(A/cs) Sr.ISA and Sr.TIA Grade Rs.9300-34800 / Grade Pay Rs.4800/-through direct recruitment.</strong></p>
<p>There are large number of vacancies of supervisory staff (Sr.SO/A/cs, Sr.TIA and Sr.ISA), of Accounts department on Railways. Shortage of the supervisory staff has resulted in accumulation of arrears, internal checks in Accounts Offices, Stations and Stores depots which is hampering the mandatory internai check mechanism and efficiency of Accounts department.</p>
<p>Despite arranging intensive training for departmental examination (Appendix-3 IREM) to aspiring candidates, sufficient number of candidates are not qualifying the examination. In this regard some of the Railways have approached Board’s office for recruitment of supervisory staff of Accounts department through RRBs. In order to meet with the situation, it is proposed to till 50% of the existing vacancies (as on 1/1/14) of Sr.SO/A/cs, Sr.TIA and Sr.ISAs through direct recruitment as a one-time measure. Similar course was adopted in the past for tilling up of posts of TIAs on N F Railway.</p>
<p>The existing staff will also be eligible for appearing in the proposed special recruitment in terms of para 115(iv) of Board’s letter no. E(NG)-II/2001/RR-1/35 dated 17/12/02 (RBE 221/2002) to appear in the recruitment examination of supervisory staff of Accounts department through RRB as departmental candidates.</p>

<p><em><strong>POINTS RAISED BY THE GENERAL SECRETARY AIRF IN THE MEETING OF HON’BLE MR WITH THE GENERAL MANAGERS AND DRMS OF THE INDIAN RAILWAYS ON 19.06.2014 IN RAIL MUSEAUM, NEW DELHI</strong></em></p>
<p>&nbsp;</p>
<p style="text-align: left;">At the outset, while thanking Hon’ble MR, MoSR, CRB, other Railway Board Members, General Managers, General Secretary AIRF, <strong>Shri Shiva Gopal Mishra,</strong> raised the issue of digitalisation of records and making all the offices paperless. He also requested Hon’ble MR for introduction of such software which can provide all the information pertaining to employees on their mobile phones, particularly balance of leaves, Basic Pay, Dearness Allowance, Travelling Allowance, House Rent Allowance etc. and deduction being made from the salaries of the employees.</p>
<p style="text-align: left;">He also emphasised the demand for scrapping <strong>New Pension Scheme</strong> that came into effect from 01.01.2004 with restoration of Old Pension Scheme for all the Railway employees and liberalization of SPAD Clause to minimise stress and strain in the staff in the interest of safety.</p>
<p style="text-align: left;">1. <em><strong>IMPROVEMENT OF SAFETY ON THE RAILWAYS</strong></em></p>
<blockquote>
<p style="text-align: left;">(i) Thousands of Railwaymen lay their lives while working round-the-clock 24x7x365 days in all weathers, need a better treatment from the Railways and Government of India. Grievance Handling Machinery, particularly Permanent Negotiating Machinery, has been paralysed. Any grievance raised by a particular staff or union must be resolved within 60 days of raising of the grievance to remove stress of the staff, which is major danger for the safety.</p>
<p style="text-align: left;">(ii) Special attention to be paid for timely filling up of vacancies in Safety Categories. On account of shortage of manpower, the existing staff are compelled to adopt short-cuts, which is a potential threat to safety.</p>
<p style="text-align: left;">(iii) Adequate and proper training facilities be made available for skill development and to acquaint the manpower with latest technological development.</p>
<p style="text-align: left;">(iv) Proper infrastructure for maintenance, both preventive and routine, should be made available with adequate facilities.</p>
<p style="text-align: left;">(v) The New Pension Scheme, i.e. National Pension Scheme, introduced w.e.f. 01.01.2004, has totally eroded the Social Security, and the staff appointed on or after this crucial date is always afraid about their future, which also diverts their proper attention from their duty.</p>
<p style="text-align: left;">(vi) The system of induction to erstwhile Group ‘D’ Safety Categories, now in Grade Pay Rs.1800 and classified as Group ‘C’, needs to be de-centralized, and the old system of engagement in the form of Substitutes at the Divisional/Workshop level be restored with the process of sponsoring the names of the candidates by local Employment Exchange etc. with weightage of at least 5% marks to the wards of Railwaymen.</p>
<p style="text-align: left;">(vii) Modernised Tools and Equipments be made available to the technical staff engaged in maintenance of rolling stock, track, signalling gear etc.</p>
<p style="text-align: left;">(viii) Operating Staff, assigned the work of train passing duty, particularly on intensively utilised section should not be given additional work like commercial duties etc.</p>
<p style="text-align: left;">(ix) In the category of Running Staff, both Loco &amp; Traffic, no vacancies should be allowed to continue for a longer period of time.</p>
<p style="text-align: left;">(x) There should be proper resting facilities at out stations in Running Rooms, including cooking facilities and at home, so that they are not subjected to work without proper rest, which is a potential to endangering the safety.</p>
<p style="text-align: left;">(xi) Running Staff and the staff engaged in train operations should not be compelled to work longer duty hours, for which adequate manpower be made available.</p>
<p style="text-align: left;">(xii) There should be no compromise in the standard of the material and components, for which strict quality check be ensured through internal assessment, creating necessary paraphernalia for this purpose. Responsibility must be fixed on any breach to life cycle of the instrument or material.</p>
<p style="text-align: left;">(xiii) Outsourcing of perennial nature maintenance works in all kinds of rolling stock, track and signalling gears as also the infrastructure should not be resorted to in the larger interest of safe rail operation.</p>
<p style="text-align: left;">(xiv) Increasing trend of outsourcing is also endangering the safety of rail operation because the contractor not only engages untrained manpower, but also violates the Statutory Rules for contractual labours, viz. not paying legitimate wages, not providing even basic facilities in gross violation of Contract Labour(Regulation &amp; Abolition) Act, 1970.</p>
<p style="text-align: left;">(xv) Low paid contractual labour, engaged in perennial nature of departmental works, is found indulged in theft of railway materials. It was accepted by the them CRB, Shri Vivek Sahai, in PREM Group Meeting at the apex level, that, after the introduction of CST, theft incidents have increased and condition has been deteriorated.</p>
<p style="text-align: left;">(xvi) Inadequacy of funds for replacement of outdated assets, including rolling stocks, track and signalling gears, is also a major hurdle in safety of rail operation.</p>
<p style="text-align: left;">(xvii) In the recent days, some of the incidents of fire have caused lots of casualties and given bad name to IR. Previously, there was a separate department of RPF Fire, which used to train the staff and checking fire equipments, had been abolished, leaving Railway System in the hand of private parties, responsible for such incidents. Fire Department in the Railways needs to be restored.</p>
<p style="text-align: left;">(xviii) Track maintenance and problems in keeping block.</p>
<p style="text-align: left;">(xix) Scope of the LARSGESS needs to be widened, so that the staff working in Safety Categories, who are unwilling or incapable of working, can seek Voluntary Retirement with simultaneous appointment to their qualified and capable wards with a view to induct the young bloods in the system for better productivity and efficiency.</p>
<p style="text-align: left;">(xx) Safety Organisation in the Railways is working on ad-hoc basis and those who are rejected in the system are posted there. Safety Counsellors, instead of counselling, do policing and punishing the staff. This mentality needs a change.</p>
</blockquote>
<p style="text-align: left;">
<p style="text-align: left;">2.<strong><em> IMPROVING CLEANLINESS IN THE TRAINS AS WELL AS AT STATIONS</em></strong></p>
<p style="text-align: left;">
In our opinion, two types of action plan are required to be framed</p>
<p style="text-align: left;">
<strong>(A) EFFORTS TO BE MADE BY THE RAILWAYS</strong></p>
<blockquote>
<p style="text-align: left;">(i) Latest Mechanised Cleaning System needs to be introduced departmentally with adequate material, tools and plants and imparting proper training to the staff for their effective use.</p>
<p style="text-align: left;">(ii) Toilets in the trains be modernised and converted to bio-toilets to make them eco-friendly.</p>
<p style="text-align: left;">(iii) Cleaning of toilets and fioors of train compartment be done at regular interval on some identified stations, for which sufficient manpower with materials, equipment etc. be made available.</p>
<p style="text-align: left;">(iv) In case of outsourcing of cleaning system, both trains and stations, the contractor, when allotted the works, complies with the terms and conditions of the contract for a short duration of time and subsequently withdraws manpower as provided for in the agreement, and the quality gradually gets deteriorated on this account. The contractual manpower engaged by the contractor, on account of being untrained, low paid and inconsistent, are incapable of maintaining quality of cleaning on, both at the stations and the trains.</p>
<p style="text-align: left;">(v) Paucity of funds is another major factor in non-maintaining of proper cleanliness.</p>
<p style="text-align: left;">(vi) Rail users are also required to be trained through display of pamphlets, posters, documentaries, exhibitions, play/drama/Nukkad Nataks etc., not to spread garbage/wastage etc. everywhere, viz. in the compartment, on railway platform, trains, tracks etc. to maintain cleanliness and for its proper monitoring CCTVs/Cameras may be installed in train compartments and on railway stations.</p>
<p style="text-align: left;">(vii) Rail users should also be counselled for using the toilets etc. in proper manner.</p>
</blockquote>
<p style="text-align: left;">
<p style="text-align: left;">B. (i) Some Statutory Provisions be made to impose some fine on misuse of toilets, spreading garbage/wastage in the train compartments, rail platform and railway tracks etc. on the pattern of Metro Rail.</p>
<p style="text-align: left;">(ii) Proper system for monitoring violation of the above-mentioned Statutory Rules be introduced and ensured.</p>
<p style="text-align: left;">
<p style="text-align: left;">3.<strong><em> IMPROVING CATERING SERVICES ON INDIAN RAILWAYS</em></strong></p>
<blockquote>
<p style="text-align: left;">
(i) Owing to Railways’ accountability for serving proper quality of meals, only Departmentally- run Catering System needs to be restored.</p>
<p style="text-align: left;">(ii) To provide proper quality meals, snacks, breakfast etc. onboard, fully equipped and modernised Departmental Base Kitchens need to be established at major stations with sufficient manpower and proper infrastructure.</p>
<p style="text-align: left;">(iii) Strict quality check, right from raw-material to finished product, needs to be ensured.</p>
<p style="text-align: left;">(iv) Onboard service of edible items be assigned to departmental workforce only.</p>
<p style="text-align: left;">(v) Staff hygiene and their upkeep with proper uniform also need to be ensured.</p>
<p style="text-align: left;">(vi) Staff should be provided with adequate and proper quality equipments and utensils for hassle- free onboard service.</p>
<p style="text-align: left;">(vii) No outsourcing should be resorted to in the interest of quality and standard of catering services.</p>

<p style="text-align: left;">
<p style="text-align: left;">4. <em><strong>IMPROVING THE PUNCTUALITY OF THE TRAINS</strong></em></p>
<p style="text-align: left;">
The factors affecting punctuality can be broadly divided into two major groups</p>
<p style="text-align: left;">
<p style="text-align: left;">(A) REASONS ATTRIBUTABLE TO THE RAILWAYS</p>
<p style="text-align: left;">(i) inadequacy of trained manpower in Running, Operational and Maintenance Categories.</p>
<p style="text-align: left;">(ii) lmproper quality of materials, leading to in-service failure.</p>
<p style="text-align: left;">(iii) Compelled short-cuts in working owing to shortage of manpower etc.</p>
<p style="text-align: left;">(iv) Over-utilization of rolling stock and tracks beyond optimum capacity.</p>
<p style="text-align: left;">(v) Non-provision of proper maintenance corridor, resulting in line failures.</p>
<p style="text-align: left;">(vi) Longer hours of duty of Running Staff and Operating Staff.</p>
<p style="text-align: left;">(vii) Dual System of Law Enforcement Machinery, i.e. GRP and RPF.</p>
<p style="text-align: left;">(viii) Old aged signalling system needs to be replaced by modernised latest signalling.</p>
<p style="text-align: left;">(ix) Single traction system, i.e. either diesel or electric sometimes also leads to loss of punctuality on account of line failure, as such introduction of dual traction system may be introduced.</p>
<p style="text-align: left;">(B) <strong><em>REASONS ATTRIBUTABLE TO RAIL USERS</em></strong></p>
<p style="text-align: left;">(i) Frequent Alarm Chain Pulling(ACP) without any valid reason, resulting in remarkable loss in<br />
running time of trains.</p>
<p style="text-align: left;">(ii) Non-provision of strict Statutory Rules against misuse of ACP System etc. and non<br />
enforcement of existing rules.</p>
<p style="text-align: left;">(iii) Unauthorised trespassing of tracks and level crossing gates.</p>
<p style="text-align: left;">(iv) Overloading by the contractors, in case of leased brake-van etc.</p>
<p style="text-align: left;">(v) En-route violence by the unsocial elements travelling in the trains.</p>
<p style="text-align: left;">(vi) Dislocation of train services in terrorist affected areas.</p>
<p style="text-align: left;">5. <em><strong>IMPROVEMENT IN SERVICES RELATED TO RESERVATIONS, TICKETING ETC.</strong></em></p>
<p style="text-align: left;">(i) Departmental PRS need to be streamlined and strengthened by providing adequate and modern equipments with trained manpower.</p>
<p style="text-align: left;">(ii) Timely replacement of outdated and condemned equipments etc. be ensured.</p>
<p style="text-align: left;">(iii) Mis-utilization of manpower in other than the assigned duties of the Reservation and Booking Staff needs to be curbed.</p>
<p style="text-align: left;">(iv) UTS needs to be augmented so as to create this facility on all the railway station for smooth issuing of tickets to the travelling public.</p>
<p style="text-align: left;">(v) Check and balance to be maintained on e-ticketing system to prevent misappropriation etc.</p>
<p style="text-align: left;">(vi) Smart Card System be introduced to avoid long queues on booking windows.</p>
<p style="text-align: left;">(vii) Credit/Debit Card System may be thought of for issue of Reserved and Unreserved ticket.</p>
<p style="text-align: left;">(viii) Token System with Display Board be introduced in the PRS on all important and major stations to avoid longer queues and stress on the ticket issuing staff.</p>
<p style="text-align: left;">6. <em><strong>CAPACITY ENHANCEMENT ON INDIAN RAILWAYS</strong></em></p>
<p style="text-align: left;">(i) In the present resource constraints, double-decker passenger trains with Light Weight Bogie need to be introduced in all Mail, Express, Superfast, Passenger Trains.</p>
<p style="text-align: left;">(ii) For day-service trains, coaches having larger sitting capacity be utilised in place of conventional passenger coaches, for which, coaches of Jan Shatabadi Trains and Double Decker Trains would be most suitable.</p>
<p style="text-align: left;">(iii) For enhancement of freight loading capacity, new designs of wagons, having larger loading capacity need to be introduced.</p>
<p style="text-align: left;">(iv) Automatic Signalling System be introduced on all major routes to facilitate operation of more and more number of trains on the existing tracks.</p>
<p style="text-align: left;">(v) The length of the Mail, Express, Superfast trains may be further augmented with additional coaches.</p>
<p style="text-align: left;">(vi) Adequate number of Unreserved Express Trains, with newly designed coaches with sitting arrangement, be run on all major routes to cater the requirement of the poor people of the country.</p>
<p style="text-align: left;">(vii) Rather than providing Luggage Van in all passenger train services, separate Parcel Trains be introduced and the Luggage Van be replaced with Passenger Coaches for ordinary unreserved passengers.</p>
<p style="text-align: left;"><strong>7. PRIORITIZATION OF PROJECTS AND RATIONALISATION OF FUNDING</strong></p>
<p style="text-align: left;">(i) Allocation of funds should be given priority for those projects which are near completion so that the money already invested in the projects can be made effective use of on early completion of the same.</p>
<p style="text-align: left;">(ii) Projects of national interest still need to be given emphasis in view of national integrity and fulfilment of the aspirations of the people of the isolated areas.</p>
<p style="text-align: left;">(iii) Keeping in view the large-number of accidents occurring on manned-unmanned level crossings, ROBs and RUBs be given priority, which would not only help averting accidents but also save remarkable amount of revenue.</p>
<p style="text-align: left;">8.<strong><em> INNOVATIVE METHODS FOR ENHANCING THE EARNING AND FUNDING OF NEW PROJECTS</em></strong><br />
(i) Improper ticket checking system, due to shortage of checking staff, causes heavy financial loss to the Railways in the form of ticketless/irregular travelling.</p>
<p style="text-align: left;">(ii) Upgradation system of reserved accommodation is also not working well insofar as improvement in the railway earning is concerned.</p>
<p style="text-align: left;">(iii) Rationalisation of passenger fare with realistic approach is of utmost importance.</p>
<p style="text-align: left;">(iv) Useless wastage of money on the works executed without perspective and foresightness needs to be checked and accountability be ensured.</p>
<p style="text-align: left;">(v) Unwarranted for procurement also needs to be checked.</p>
<p style="text-align: left;">(vi) Timely disposal of surplus and condemned materials needs to be ensured.</p>
<p style="text-align: left;">(vii) Uncalled for intensive use of government vehicle needs to be checked.</p>
<p style="text-align: left;">(viii) Excessive misuse of manpower needs to be affectively curbed.</p>
<p style="text-align: left;">(ix) Freight Booking System needs to be modernised and upgraded to make it user-friendly.</p>
<p style="text-align: left;">(x) Undesired works in the name of beautification at the cost of safety need to be stopped.</p>
<p style="text-align: left;">
<p style="text-align: left;">9. <strong><em>REDUCTION IN EXPENDITURE ON INDIAN RAILWAYS</em></strong></p>
<p>(i) Unnecessary movement of managerial staff with the Saloon/RA should be minimised.</p>
<p style="text-align: left;">(ii) Foreign tours in the name of training to those staff and officers, particularly on the on the verge of retirement need to be stopped.</p>
<p style="text-align: left;">(iii) Musical Chair System on the posts of JAG and above be stopped.</p>
<p style="text-align: left;">(iv) Bungalow Peon System needs to be abolished.</p>
<p style="text-align: left;">(v) Proper utilization of surplus railway land be ensured.</p>
<p style="text-align: left;">(vi) Railways’ buildings need to be utilised for advertisement panels of reputed enterprises.</p>
<p style="text-align: left;">
<p style="text-align: left;">10. <em><strong>SPEEDING UP OF DECISION MAKING ON INDIAN RAILWAYS</strong></em></p>
<p>(i) As already announced by the Hon’ble Prime Minister, there is urgent need of speeding the decision making, for which paperless system, e-governance would be effective tools.</p>
<p style="text-align: left;">(ii) The authority to take decision in a particular matter should be widely known and on the pattern of Single Window System.</p>
<p style="text-align: left;">(iii) Decision in the particular case be ensured in maximum three layers.</p>
<p style="text-align: left;">(iv) There should not be diversified responsibility in decision making.</p>
<p style="text-align: left;">(v) Decentralisation of powers in case of decision making.</p>

<div>On the invitation of the Seventh Central Pay Commission for having Preliminary Interaction with All India Railwaymen’s Federation(AIRF), a delegation of the AIRF, comprising of Com. Shiva Gopal Mishra, General Secretary AIRF, Com. Rakhal Das Gupta, Working President AIRF, Com. Ch. Sankara Rao, Asstt. General Secretary AIRF and Com. J.R. Bhosale, Treasurer AIRF, met today, i.e. 28th May, 2014, the Seventh Central Pay Commission(Hon’ble Justice Shri Ashok Kumar Mathur, Chairman, Shri Vivek Rae, Member, Dr. Rathin Roy, Member and Ms Meena Agarwal, Secretary, Seventh Central Pay Commission) in Hotel Janpath(Camp Office of the VII CPC), New Delhi.</div>
<div></div>
<div><strong>The following points were raised by the AIRF before the VII CPC:-  </strong></div>

<div><strong>(i) Extension and improvement in Railway Services </strong></div>
<div><strong>(ii) Safety &amp; Training </strong></div>
<div><strong>(iii) Wages, Dearness Allowance and Other Allowances </strong></div>
<div><strong>(iv) Living Wage </strong></div>
<div><span style="color: #ff0000;"><strong>(v) Interim Relief </strong></span></div>
<div><span style="color: #ff0000;"><strong>(vi) Merger of Dearness Allowance</strong> </span></div>
<div></div>
<div>It was asserted by the AIRF that the Railwaymen are Industrial Workers and are governed by the Industrial Disputes Act, Factories Act and Hours of Employment Regulations etc.</div>
<div></div>
<div>It was stressed by the AIRF that, out of 7,000 railway stations, over 6,000 are road side stations where staff are bereft of all civic facilities like housing, electricity, drinking water, sanitation, medical facilities etc., and the education of their children suffers.</div>
<div></div>
<div>Indian Railways run 19,000 trains daily and additional train services are being introduced without developing</div>
<div>infrastructure and adding manpower, rather manpower is being reduced day-by-day. In spite of all impediments, there has been tremendous improvement in carrying goods traffic and passenger services.</div>
<div></div>
<div>AIRF further stressed that, the Railwaymen are working round-the-clock in all weathers and arduous conditions, even sacrificing their lives to keep the lifeline of the nation(Indian Railways) in operation. On the one hand it used to be said that we(the Railwaymen), are the second line of defence, on the other, when the issue of Wage Structure and Allowances comes, the Railwaymen always get raw-deal, saying, they are “Common Categories”. Quoting examples of the Running Staff, Technician, Technical Supervisor, Operating &amp; Commercial Staff, AIRF asked, where we are common? The VII CPC agreed that they would definitely look into these aspects while deciding wages and allowances of the Railwaymen.</div>
<div></div>
<div>It was impressed upon to the Seventh Central Pay Commission that AIRF would lead broad categories/ departments’ representation to VII CPC during oral evidence.</div>
<div></div>
<div>It was also stressed that the Seventh Central Pay Commission should consider the matter of granting Interim Relief as well as merger of Dearness Allowance with the Pay.</div>
<div></div>
<div>The Members of the Pay Commission, mainly the Chairman himself, interacted with AIRF’s representatives. The Pay Commission gave patient hearing and assured that they could understand the complexity and gravity of the Railway Industry, devotion and dutifulness of the Railwaymen and would try to administer justice to the Railwaymen by way of their recommendations.</div>
<div></div>
<div>Thereafter, representatives of the Staff Side, National Council (JCM), lead by Com. Shiva Gopal Mishra, Secretary, Staff Side, National Council(JCM), along with Com. Rakhal Das Gupta, Com. Ch. Sankara Rao and Com. J.R. Bhosale, Members, Standing Committee, NC/JCM/AIRF, held discussions with the VII CPC.</div>
<div></div>
<div>The issues of Fixation of Wages, allowances and the matters of Anomalies of VI CPC, Scrapping of New Pension Scheme, Promotional Policy, General Grade Structure along with the demands of Interim Relief and Merger of Dearness Allowance with the Pay were raised by the Staff Side, NC/JCM. Apart from AIRF representatives, in the delegation, Coms. M. Raghavaiah, Guman Singh, S.N. Pathak, S.K. Vyas, Sri Kumar, K.K.N. Kutty and B.C. Sharma were also present on the occasion.</div>
<div></div>
<div>The Chairman, VII CPC, on persistent demand of the Staff Side, NC/JCM, suggested that the Staff Side can submit separate Memorandum on Interim Relief and Merger of Dearness Allowance, so that VII CPC can seek necessary advice from the Government, as to how to deal with these issues since there has been no specific reference in the matter from the Government to VII CPC on these subjects.</div>
<div></div>
<div>It was decided that detailed memorandum on behalf of Staff Side, National Council(JCM) should be submitted by 30th June 2014, and all the departments, like Railways and others should submit their memorandum by 15th July, 2014.</div>
<div></div>

<div>Sub<strong>: Preliminary submission to the VII CPC </strong></div>

<div>I, on behalf of 13 lakh Railwaymen, welcome you and the Members of the VII CPC, would like to submit the following as a preliminary step towards our approach and expectations from the VII CPC.</div>
<div></div>
<div>All India Railwaymen’s Federation(AIRF) was established in the year 1924, and the leadership of this federation was heralded by the eminent personalities like Shri V.V. Giri, who was one of the founder members of the AIRF and was the General Secretary of the AIRF for long 10 years from 1927-37. Lok Nayak Jayaprakash Narayan was the President of this federation from 1947-57. Last President of the AIRF was Shri Umraomal Purohit, from 1980 to till his death in February 2014. He was also Secretary, Staff Side, National Council(JCM) since 1977.</div>
<div></div>
<div>All India Railwaymen’s Federation(AIRF) participated in the Independent struggle. It also saved Railway Industry from economic depression of 1930 and faced other challenging tasks at different times.</div>
<div></div>
<div>Railwaymen are the second line of defence, and during 1962 Chinese aggression, 1965 Pakistan War and 1999 Kargil War etc., Railwaymen stood firm in the duty post and carried out army and the necessary equipments to war front.</div>
<div></div>
<div>During natural calamities, like floods, earthquake etc., the Railwaymen transport necessary helps to the victims, and in far-flung areas in the country for conducting smooth elections. The Railwaymen run thousands of Special Trains, and during the 16th Lok Sabha elections, Indian Railways run 5,000 Special Trains in addition to split coaches for ferrying security personnel and election materials.</div>
<div></div>
<div>The Railways is a common man’s transport, cheaper than other modes of transport as also eco-friendly. The Indian Railways is the symbol of national integrity.</div>
<div></div>
<div><strong>EXTENSION AND IMPROVEMENT IN RAILWAY SERVICES </strong></div>
<div>The Railways generate resources, internally also to a substantial quantity. The Railways is having 16 Railway Zones, 06 Production Units and Metro Rail, Kolkata(a new Railway Zone).</div>
<div></div>
<div><strong>INDIAN RAILWAYS </strong></div>

<div>Indian Railways working is of belt system. It is not an individual’s performance, but collective efforts of all sections of the Railwaymen, which represents improvement in the performance.</div>
<div></div>
<div><strong>SAFETY </strong></div>
<div>Safety gets paramount importance in the working of the Indian Railways. Unfortunately, new trains are being</div>
<div>introduced as per the demands, but without increasing line capacity, rolling stock and manpower. Rather manpower is decreasing violating the provision of the Hours of Employment. A committee in respect of Working Hours etc. of the Railwaymen was appointed by the Ministry of Railways, which had submitted its report to the Railway Board in August 2013, but unfortunately, no decision has yet been taken on the report of the said committee despite repeated representations. National average for training is 2% of the total expenditure, but the Railways spent only 0.50%.</div>
<div></div>
<div>Railwaymen are the Industrial Workers and govern under the Industrial Disputes Act and Hours of Employment &amp; Regulations, framed under the Railway Act and Factory Act.</div>
<div></div>
<div>There are more than 7,000 railway stations, of them over 6,000 are road side stations. Large-number of stations are in the forest and terrorist infested areas. Staff working at the roadside stations are bereft of housing, potable water, sanitation, medical aid, and children education is a far cry.</div>
<div></div>
<div>Railwaymen work round the clock, and they have to remain vigilant all the 24 hours in 365 days. A committee was appointed on the Safety of the Railways under the chairmanship of Dr. Anil Kakodkar. Para 2.3 of the said report is cited below:-</div>

<div><strong>WAGES, DEARNESS ALLOWANCE AND OTHER ALLOWANCES </strong></div>
<div>The wages of the Railwaymen are low in comparison to the workers of the PSUs. This has been constantly agitating the minds of the Railwaymen.</div>
<div></div>
<div>1st to 7th CPC appointed only after the series of agitations, submission of Charter of Demands or after the Strike Notice.</div>
<div></div>
<div>AIRF had to launch country-wide strike against anti-labour report of the 2nd CPC in the year 1960 and against the report of the 3rd CPC(20-day long 1974 strike).</div>
<div></div>
<div><strong>LIVING WAGE</strong> was propagated by the 1st CPC as back as 1946-47. It has been embodied in the Article 43 of the Constitution of our country, wherein directive principles have been enshrined. Unfortunately, the same is yet to be achieved after 66 years of the Independence and 62 years of adoption of the Constitution.</div>
<div></div>
<div>The 4th CPC in para 7.32 of its report at page 85 had recommended periodical revision/review of wages through bilateral negotiations.</div>
<div></div>
<div>Railwaymen need separate consideration in respect of wages, allowance and other benefits. This matter was</div>
<div>agitated before the VI CPC also, and the VI CPC in para 7.36.100 of its report had observed as follows:-</div>
<div></div>
<div>“Various Railway Federations have demanded a special dispensation for Railway employees keeping in view the profitability of their organization. The demand is not without substance especially as employees have to be rewarded for efficient performance of the entire organization that has yielded continuous profits without resorting to any substantial increase in the passenger/freight fares in the recent years. A separate dispensation in terms of pay scales and allowances is not, however, possible, as long as the organization continues to be a Ministry in the Central Government because it will then need to be governed by the common pay scales and allowances for the entire Central Government. In such a scenario, the optimal solution would be corporatization of Indian Railways as a Public Sector Enterprise. This would allow the Railways flexibility in determining its own compensation package”.</div>
<div></div>
<div>The Staff Side, National Council(JCM) Standing Committee, had a discussion with the Government on Terms of Reference of the VII CPC on 24.10.2013 and requested to have another round of discussions in the matter, but unfortunately the government issued the said ToR unilaterally, which was protested by the Staff Side, NC/JCM. A meeting of the Standing Committee of NC/JCM was also held on 07.05.2014, wherein the issue of Interim Relief and merger of Dearness Allowance were again raised.</div>
<div></div>
<div>It may be mentioned here that, Interim Relief was recommended by the 3rd CPC, and the 4th CPC had recommended two <strong>Interim Relief</strong>. Before appointment of the V CPC, discussions were held on different dates in September 1993 with the Cabinet Secretary, when an <strong>Interim Relief </strong>of Rs.100 p.m. to Group `C’ and `D’ employees was sanctioned prior to appointment of V CPC and subsequently V CPC had recommended two Interim Relief. Interim Relief requires to bridge the gap of erosion in the real wage during interregnum period.</div>
<div></div>
<div>
<div><strong>MERGER OF DEARNESS ALLOWANCE </strong></div>
</div>
<div>25% Dearness Allowance was merged in the Pay after series of negotiation with the Cabinet Secretary in September 1993.</div>
<div></div>
<div>The V CPC in its report had also recommended merger of Dearness Allowance when it crosses 50%, and the same was done.</div>
<div></div>
<div>It is necessary to point out here that the inflation trend prevailing during 01.01.1996 to 31.12.2005 and from 01.01.2006 to 01.01.2004 inflation was 74%, whereas from 01.01.2006 to 01.01.2011, it was 51%, and further raised to 100% on 01.01.2014.</div>

<p>AIRF urged to Railway Board to stop recoveries from the employees, due to messy implementation of 2nd &amp; 3rd upgradation under MACP Scheme&#8230;</p>
<p>AIRF writes to Railway Board regarding to deny to eligible employees granting of 2nd &amp; 3rd upgradation under MACP Scheme in Railways with appropriate orders and illustrations.</p>
<p>He said in the letter, &#8220;The Board are therefore, requested to further look into the matter in totality, as this would undo the provision already made vide Railway Board&#8217;s letter dated 10/6/2009 &amp; 29/12/2011, resulting in a lot of recoveries from the staff in case of whom the MACPS has been implemented in terms of Railway Board’s letter under reference at S.No-1.</p>
<p>This issue may be discussed with AIRF threadbare, so that there is no contradiction creating confusion in implementation of MACPS prevailed over Indian Railways and recoveries, if any being initiated on this account in any Zonal Railway, may be stopped till finalization of this issue.</p>

Sub: <strong>Non-charging of annual increment in case of prolonged sickness followed by sad demise of the Railway employees</strong></p>
<p>As per provision under para 606(ii)(a), Chapter VI of the IREM Vol. I, the annual increment of the Railway employee is charged from the due date, i.e. presently from 1st July, only, when the employee resumes duty in case he/she is on leave or on sick list prior to that day.</p>
<p>It has been brought to the notice of AIRF that there are certain cases wherein the employee, due to prolonged sickness, followed by sad demise, could not resume duty on or after 1st July, i.e. due date of increment, and subsequently expired. Non-resumption of duty in such cases was beyond his/her own control because of serious ailment for which he/she was unable to resume duty and subsequently expired. In compliance of the above provision of the IREM, no annual increment from 1st July, i.e. due date, is charged in such cases and there is substantial cumulative loss at the time of settlement of such deceased employees.<br />
It may be appreciated that non-resumption of duty on the date of annual increment or thereafter due to prolonged sickness and subsequent death of the employee, being a hard case, should not debar him/her from charging of annual increment from the due date, as a result of which, he/she sustains cumulative financial loss, which is highly unfair and unjustified as well.</p>
<p>It is, therefore, urged upon that necessary clarification in this regard may be issued to all the Railway administrations to permit charging of annual increment in cases when the employee is unable to resume duty on the date of annual increment, i.e. 1st July at present and subsequently expires on this account, in the interest of justice, so that no undue financial loss is sustained by the bereaved family of the deceased employee on this account.</p>
<p>An early action in the matter shall be highly appreciated.</p>

<p>On the persistent forceful demand of the <a href="http://centralgovernmentnews.com/" target="_blank">Central Government employees</a>, including Railwaymen, successive Central Pay Commissions were appointed by the Government of India with a view to improve upon wage structure and to grant parity with other employees of the Public Sector Undertakings in the wake of market inflation and price hike of essential commodities. These Pay Commissions, while recommending revised pay structure have also recommended grant of <strong>Dearness Allowance</strong> on the basis of increase in the Price Index.</p>
<p>The very purpose of compensating the pay with payment of Dearness Allowance is being defeated because of unbridled inflationary pressure on the economy and the consequent steep rise in the price of essential commodities.This has resulted in erosion of the value of the wage, remarkably beyond tolerable limit, as a consequence of which, payment of Dearness Allowance has failed to compensate devaluation of pay.</p>
<p>While Dearness Allowance was merged with the pay on crossing the percentage beyond 50% during VCPC as the actual value of wage devaluated because of market hike to compensate eroded value of the wages besides payment of Dearness Allowance, but this time Dearness Allowance, which has already gone beyond 80% w.e.f. 1st July, 2013, is yet to be merged with the pay.</p>
<p>It would, therefore, be quite appropriate and in the fitness of the thing that Dearness Allowance is merged with the pay for all purposes to compensate the erosion in the wage in the wake of market inflation and steep price hike of essential commodities which are posing serious constraints in the livelihood of the Govern employees in general and the low-paid employees in particular.</p>

<p>Despite elapsing a period of around three months, nothing has been heard in this regard.</p>

The issue regaring stepping up of pay of senior employees at par with their Junior drawing higher pay under MACPS has been examined in consultation with DoP&amp;T on a reference from the Fedetations. <span style="text-decoration: underline;">DoP&amp;T have advised that stepping up of pay of senior at par with thier junior drawing higher Grade Pay under MACPS is not admissible.</span> Since, DoP&amp;T is the nodal Department for the purpose of MACPS, this Ministry is not in position to take any unilateral decision on the matter.</td>
