<p class="has-text-align-center"><strong>LTC relaxation of guidelines on Air Travel on Tours</strong></p>



<p>The government of India pays for air travel, and the officials concerned may only travel by Air India. Air India has discontinued the provision of credit for the purchase of air tickets. Air India tickets may be purchased using cash.</p>

<h3 class="wp-block-heading">Subject:- Proposal for seeking relaxation of guidelines on Air Travel on Tours/LTC are again circulated.</h3>



<p>Sir/Madam,</p>



<p>Attention is invited towards Department of Expenditure O.M.No.19024/22/2017-E.IV dated 19th July 2017 and 27.02.2018 (copy enclosed) which provides that all cases of Air travel, both domestic and international, where the Government of India bears the cost of air passage, the officials concerned may travel only by Air India Flight. The said instructions as contained in the aforesaid O.M were reiterated to adhere to these instructions scrupulously vide Board’s letter of even number dated 01.06.2017, 31.08.2017, 21.02.2019 and 27.05.2020.</p>



<p>2 Despite the reiteration of the aforesaid instructions the Board has been receiving a number of references from the different Commissionerates/ Directorates, in a routine manner, seeking relaxation in guidelines in respect of travel by airlines other than Air India and also seeking relaxation of rules allowing the purchase of tickets from sources other than those specified in Department of Expenditure O.M.No.19024/1/2009-E.IV dated 16.09.2010. As per extant instructions, the relaxation in such case Is required to be obtained from the Department of Expenditure as the power to grant relaxation vests with the Department of Expenditure.</p>



<p>3, On examining one such proposal, the Department of Expenditure has advised this Department again to ensure strict compliance of extant air travel guidelines by all officials/officers under the administrative control of CBIC as henceforth relaxation on account of ignorance/unawareness about these guidelines would not be considered.</p>



<p>4. In order to avoid reoccurrence of such cases in future, it is once again required to bring the extant guidelines of Department of Expenditure on air travel, of all concerned, for strict compliance in view of observation made by Department of Expenditure, as indicated in para 3 above.</p>



<p>5. Further, the Department of Expenditure has issued O.M. No. 19024/01/2021-E.IV dated 27.10.2021 (copy enclosed). In all cases of air travel (both domestic and international) including LTC where the Government of India bears the cost of air passage, the officials concerned may travel only by Air India. Air India has stopped extending the credit facility on account of the purchase of air tickets. Air tickets from Air India may be purchased in cash till further instructions. Therefore, all concerned Commissionerates/ Directorates are requested to bring these instructions to the notice of their officials/ officers under their administrative control for compliance.</p>

<div>Subject: &#8211; <strong>Clarification regarding purchase of Air Tickets from Authorized Travel Agents for the purpose of LTC. </strong></div>
<div></div>
<div>The undersigned is directed to refer to the instructions issued from time to time on the above noted subject and say that the Government employees are required to book their air tickets directly from the airlines (Booking counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz. &#8216;M/s Balmer Lawrie &amp; Company&#8217;. &#8216;M/s Ashok Travels &amp; Tour&#8217; and &#8216;IRCTC&#8217; (to the extent IRCTC is authorized as per DoPT O.M. No.31011/6/2002-Estt.(A) dated 02.12.2009) while undertaking LTC journey(s).</div>

<div>2. In a number of cases, it has been noticed that the aforesaid instructions are not being followed and as a result various Ministries/Departments continue to make references to DoPT seeking relaxation of the conditions for one reason or the other. The most common reasons given by the employees are unawareness of the rules and non-availability of Authorized Travel Agents viz. M/s Ashok Tmvels, M/s Balmer Lawrie &amp; Company at places where the tickets have been booked from. Even in such cases, the option of booking directly from the airlines through their website is available. In no case is the booking of tickets through any other agency is permissible.</div>

<div>3. All the Ministries/Departments of Government of India are advised to ensure that their employees are made aware of the above mentioned guidelines to avoid breach of any of the LTC rules.</div>

<p>Concession of Air travel, which the Central Government employees have been enjoying for the past 6 years, comes to an end today. It is saddening to see that a scheme, that was so popular and enjoyed by all across ranks, has come to an end.</p>
<p>Travelling by airplane with the entire family is still not an ordinary feat for the majority of Indians. It therefore comes as no surprise that the ones who didn’t utilize this opportunity are regretting it.<br />
For countless Central Government employees who completed a year in service and took their parents and siblings on a plane journey, it will be a memory worth cherishing for a very long time.</p>
<p>Former employees, who had served for 30-40 years but didn’t enjoy this facility, sure have their regrets. No matter how sophisticated and comfortable buses, trains and ships are, they can’t quite match the thrill of travelling by air.</p>
<p>There are no indications yet that the scheme could be extended, but one can be sure only after the 2014-15 General Budget is presented.</p>

<div>Recently, there were controversies regarding the travel allowances of Members of the Parliament. Let’s take a look at the actual travel allowance granted by the Central Government to the MPs:</div>
<div></div>
<div>Members of the Parliament are given concessions to travel to attend the Parliament sessions and to participate in the meetings. These to-and-from travel concessions are given from the usual place of residence of these members to the Parliament or to the place where the meeting is going to be held.</div>
<div></div>
<div>Via Train/Airplane: In case of train journey, charges for one First Class ticket and one Second Class ticket are given. The concession is given for whatever class the MP travels in.</div>
<div></div>
<div>For travel via air, 1.5 times the fare is given to the MP. For travel via road, the member is paid up to Rs. 13 per kilometre. If there is no direct air-route from the MP’s place of residence to the place where the Parliamentary session is being held, then the member is given the option to choose the travel mode that could get him/her to the destination within a day. The member’s spouse is entitled to accompany him/her once during the general session and twice during the budget meetings – adding up to not more than 8 times in a year – to New Delhi and back, via air/train or by road, from the place of residence.</div>

<div>Free Train Travel: Each MP and his/her spouse are given special identity cards that entitle them to travel free of cost, to any part of the country, by train, in First Class air-conditioned coach. His/her personal assistant is given identity cards that qualify them for free travel in Second Class air-conditioned railway coaches. These cards are valid for the entire tenure of the Member of Parliament.</div>

<div>8 trips via Air: Each year, the Member of Parliament is entitled, either with his/her spouse, assistants, or with relatives, to make 34 trips by airplane to any part of the country. The spouse or assistant can make 8 trips by air to meet the Member of Parliament. In case of physically challenged Members of Parliaments, the personal assistant is allowed to travel with him/her constantly. Members of Parliament are entitled to many such benefits and allowances.</div>

<p>Reference is invited to Circular No.EP-10-2008-15 dated 28.05.2008 circulating the DOP&amp;T’s O.M. F.No. 31011/4/2007-Estt.(A) dated 02.05.2008 regarding “CCS (LTC) Rules, 1988 – Relaxation for travel by air to visit NER and Circular No.EP-10-2010-16 dated 12.07.2010 circulating the DOP&amp;T’s O.M. No. 31011/2/2003-Estt(A-IV) dated 18.06.2010 regarding “CCS (LTC) Rules, 1988 – Relaxation for travel by air to visit J&amp;K.</p>
<p>2. Doubts have been raised as to “whether the  employees of the Corporation whose Headquarters and Hometown is same, can avail the benefit of Leave Travel Concession to NER and j&amp;k  as per the scheme as contained in the Department of Personnel and Training, Office Memorandum mentioned above’.</p>
<p>3. The matter has been examined and it is clarified that both NER and J&amp;K scheme of LTC allow relaxation for air travel on ALL India LTC to all categories of employees to the extent specified in the DOP&amp;T’s O.M. 31011/4/2007 –Estt.(A) dated 02.05.2008 and DOP&amp;T’s O.M. 31011/2/2003-Estt(A-IV) dated 18.06.2010 even if the Hometown and Headquarters are same.</p>

<p><b>Latest Air India Domestic Fare List &#8211; 2nd July, 2012</b></p>
<p>Air India Domestic Fare list updated with LTC Scheme &ndash; LTC Fare List 2012</p>
<p>Journey by Air Travel while availing LTC, stipulating that the orders insisting to travel by Air India only.</p>
<p>Group ‘A’ and Group ‘B’ officers (Gazetted and Non-Gazetted) are entitled to travel by Air to NER on </p>
<p>LTC.&nbsp;<span style="background-color: white;">Other employees are entitled to travel by Air to NER from </p>
<p>Guwahati or Kolkata airport only.</span></p>
<p>One more restriction of travel by Air India only need not apply to non-entitled employees who travel by air and </p>
<p>claim LTC reimbursement by entitled class of rail.</p>
<p>An employee can avail LTC to visit NER by conversion of one block of home-town LTC.<br />
Reimbursement of the actual expenses on air travel while availing LTC, will be restricted to cost of travel by the </p>
<p>economy class only.<br />

<span style="background-color: white;">To visit J&amp;K by any Airlines subject to their entitlement being </p>
<p>limited to LTC-80 Fares of Air India.</span><br />
Employees who are entitled to travel by rail by 2nd AC class for availing LTC to Andaman &amp; Nicobar </p>
<p>Islands can travel by air.</p>
<p>Air India has now updated once again the fare list for LTC Scheme. The table for LTC Scheme has been </p>
<p>classified in three columns such as, HLTC, DLTC and Airline Fuel Charge.</p>

CCS (LTC) Rules, 1988— Relaxation for travel by air to visit Jammu &amp; Kashmir</p>
<p>The Department of Personnel and Training has issued orders today regarding that the relaxation for travel by air to visit Jammu and Kashmir under Leave Trevel Concession, is extended for a further period of two years with effect from 18.6.2012 to 17.6.2014 as per CCS (LTC) Rules,1988. Note that this Department has already issued orders pertaining to extend to travel by air to visit NER for further two years upto April 2014.</p>

The undersigned is directed to refer to this Departments O.M. of even No. dated 18th June, 2010 on the subject mentioned above and to say that the relaxation for LTC travel to visit J &amp; K under CCS (LTC) Rules, 1988 is extended for a further period of two years w.e.f. 18th June, 2012 subject to the following conditions:</div>

<div style="text-align: justify;">
(a) Travel by Air to continue to be ¡n Economy Class only, irrespective of the entitlement of the officer.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
(b) The condition that air tickets can be purchased either directly from the Airlines (booking counters/website) or through authorized agents only viz., M/s Balmer Lawrie and Co. Ltd., or M/s Ashok Travels and Tours Ltd. / IRCTC (to the extent IRCTC is authorized as per D0PT’s O.M. No.31011/6/2002-Estt.(A) dated 02.12.2009), would necessarily apply.</div>

(C) All other conditions prescribed in this Department’s OM. dated 18.6.2010, read with O.M. dated 05.8.2010 and 25.8.2011 would continue to apply.</div>

<div style="text-align: justify;">The Central Government Employees had a great Opportunity to visit Jammu and Kashmir by Air through conversion of Home Town LTC. The family members of Central Government Servants, who visited this beautiful state which is named after the Heaven of Earth, enjoyed it very much as it was a wonderful Experience for them. All the dependents  of the Central Government Employees were excited for not only visiting this state, but the mode of journey they were entitled from their duty station or from Delhi/Amritsar to go to this lovely state is an experience like a dream come true. Each and every one who visited Jammu and Kashmir by availing this Concession are very much grateful to the Central Government and it will make them feel pride being a part of Government Service.</div>
<p>As the last date of this concession for conversion of Home town LTC/ All India LTC to go to Jammu and Kashmir by Air closes by 18th June 2012, the central government employees, those who are not availing this LTC to Jammu and Kashmir Concession before this due date, are feeling misfortune when they were hearing their colleges Jammu Experience. So they should not be let down and they are eagerly expecting that the Government should however extend the relaxation for LTC to Jammu and Kashmir for further Two more years beyond 18th June 2012.</p>
<div style="text-align: justify;">Sources close to the Government told that Relaxation for LTC travel by air to visit Jammu and Kashmir may be extended for further two more years beyond 18th June 2012 and necessary order will be issued soon.</div>
