We reproduce herein the text of the Circular Jointly issued by AIBEA- NCBE-NOBW- INBEF on the outcome of the discussions with IBA held at Mumbai on 31-10-2020.

As would be observed from this joint communication, revised pay scales have been worked out as under.

Issues like PQP, Special Pay, Fixed Personal Pay, HRA, Medical Aid, etc. are being finalised.

There would be 9 stagnation increments for both clerical and substaff at an interval of 2 years each.

DA rate would be 0.07% per slab of 4 points over 6352 points of Index.

HRA rate would be uniform for all centres Al over the country as against existing 3 different rates.

DA will be payable on Special Allowance and Transport Allowance.

Revision in duties/ powers and quantum of allowance of Special Pay posts are being worked out.

In view of all these issues nearing finality, stage is now set for the final settlement at the earliest. Already fake news in the name of AIBEA, false news, half-baked news, speculative news, etc. are active in the market. Other impediments are also being created. Hence all our units and members are cautioned not to be misled by all these attempts. Maintain unity and calmness. We cannot afford to divert our attention at this stage.

SAVE BANKING INDUSTRY
JOINT SIGNATURE CAMPAIGN
TARGET – ONE CRORE

The present Government at the centre with the focussed approach is targeting the “main nerve centre” of economic activity of our Nation [ie] our Industry, to carry out their plan of actions. Some of them are – broadly;

1. INFUSION OF CAPITAL TO BANKS: The Government conceded our demand but they are attached the conditions of reforms [ie] consolidation through mergers etc.

2. RECOVER THE BAD LOANS THROUGH STRINGENT MEASURES: In order to silence the strong voice of the people at large, an amendment to Banking Regulation Act – “Insolvency and Bankruptcy code” was brought in. 12 top accounts amounting more than Rs.2,52,000 crores is pending before National Company Law Tribunal[NCLT] for adjudication.

Through the NCLT total money will not come back to the Banks but accommodation of the big defaulters would certainly take place.

3. ACCOMMODATION OF THE BAD LOAND DEFAULTERS AND PENALISE THE COMMON MAN / DEPOSITORS: The earning to a financial Institution is mainly through lending operations. When the bad loans are increasing, earnings are declining.

To cover the future loss, the exercise of provisioning is taking place. Small depositors are to be paid increased rate of interest, to encourage the savings. But the present position is not favourable to small investors. In the name of non-maintaining the minimum balance in the accounts, depositors are penalised by levying charges and the income earned through this method is more than the real banking transactions.

4. BRANCH EXPANSION IS THE NEED OF HOUR NOT BRANCH CLOSURE: We have proved that the favourite issue of “financial inclusion” has been brilliantly implemented by Bankmen across the country thereby nearly 21 crores of accounts have been added with a total deposit of over Rs.70000 crores. We need branch expansion to cater the requirements of the common people of this country. At this point of time, Government is seriously pursuing the issue of mergers of Banks. 5 Associate Banks mergers with SBI had already led to closure of 1000 branches . Further 200 to 300 branches, SBI is planning to close down.

5. WITHDRAW FRDI BILL: Untimely introduction of the bill by the present Government has kick started the flight of Bank deposits to mutual fund. Leading Bank- SBI- has released an advertisement in social media instigating the small investors to invest in mutual funds instead of savings, through Bank accounts. The “bail in” clause has created sufficient fear and loss of confidence in Public Sector Banks.

Comrades, our Joint signature campaign has to be actively pursued and hit the target of getting the common people involved in the noble tasks of “Saving the Banking Industry” thereby “saving the Nation”.

Plunge into vigorous campaign as the time at our disposal is too short and also precious.

HOUSE RENT ALLOWANCE AS PER 2011 CENSUS

Recently Government of India has issued the Gazette notification for the Census as of 2011. It is the 15th Census in India beginning from 1872 and 7th since our independence.
Some data from the Census:

• Population as per this Census in 2011: 121,01,93,422
• Rank: No. 2 with 17.5% of world population ( 1st is China: 19%)
• No. of Districts: 640
• Most populace State : UP
• Least populous State: Sikkim
• Most populated metro : Mumbai : 1,84,14,288
• Most Literate State : Kerala ( 94 %)
• Least Literate State : Bihar ( 64 %)
• Sex Ratio : 940 Female : 1000 Male
• Literacy of Male : 82.14 %
• Literacy of Female : 65.46 %
• Highest populace District: Thane, Mumbai
• 100 % Literacy District : Palakkad, Kerala
• 100 % Banking State : Kerala
• 100 % Banking District : Palakkad
• Increase in population from last census in 2001 to 2011: 18.1 crore

Some disturbing facts:

• Total household: 24.39 cr; Rural households accounted for 17.91 cr (73%)
• 30 % of Indian rural households doesn’t have land and depend on casual labor for subsistence.
• As many as 2.37 crore (one in eight) families in villages live in houses of one room with ‘kaccha’ walls and roof.
• 23.52 % rural families have no literate adult above 25 years
• 74 % of the rural households survived on a monthly income of less than Rs 5,000 of its highest earner
• 51 % of the households are engaged in casual, manual labour and 30 % in cultivation.
• 7 in 10 homes in rural live on less than Rs 200 a day
• 18.06 lakh people are still engaged in manual scavenging
• Households with destitutes or those living on alms is over 6.68 lakh
• As many as 4.08 lakh households rely on rag-picking.

Higher HRA for bank employees: Employees in the below-mentioned upgraded centres would get the revised/higher HRA rates and receive the arrears from 2011.

In addition, in various towns and cities, number of small places in the outskirts have been brought as part of the bigger town/city/UA and such places would also attract the higher HRA of the concerned town/city/Urban Agglomeration.
