<h3 class="wp-block-heading"><strong>INDIAN ARMY ISSUES NOTIFICATIONS AS PER MODIFIED RECRUITING PROCEDURE</strong></h3>



<p class="has-text-align-right">16 FEB 2023</p>



<p>The Indian Army has announced modification to the recruitment procedure for Junior Commissioned Officer / Other Ranks / Agniveers. As per the modified recruitment procedure, Computer based Online Common Entrance Exam (CEE) will be conducted before the Recruitment Rally.</p>



<p>Notifications for registration have been uploaded on Join Indian Army website; <a href="http://www.joinindianarmy.nic.in" target="_blank" rel="noreferrer noopener">joinindianarmy.nic.in</a>. Online registrations for applications are <strong>now open from 16 February 2023 to 15 March 2023</strong> where candidates can apply as per their age, educational qualification, physical criteria and other Qualification Requirements (QRs).</p>



<p><strong>The recruitment will be carried out in three stages.</strong></p>



<p><strong>In Stage One</strong> all candidates who have registered and applied online on www.joinindianarmy.nic.in website will undergo a Computer based Online Common Entrance Exam (CEE).</p>



<p><strong>In Stage Two,</strong> the shortlisted candidates will be called for a recruitment rally at a location decided by respective Army Recruitment Office (AROs) where they will undergo Physical Fitness Test and Physical Measurement Test.</p>



<p><strong>Finally in Stage Three,</strong> the selected candidates will undergo Medical Tests.</p>



<p>The Computer based Online Common Entrance Exam (CEE) is planned to be conducted at approximately 175 – 180 Examination Centers all over India between 17 April 2023 to 30 April 2023. Educational videos on ‘How to Register’ and ‘How to appear’ in Online Entrance Exam have been uploaded on Join Indian Army website; www.joinindianarmy.nic.in , and on YouTube.</p>



<p>Cost of fee for Online Common Entrance Exam (Online CEE) is Rs 500/- per candidate where 50% of the cost will be borne by the Indian Army. Candidates are required to pay Rs 250/- during online registration of application. They can also give five choices of places for appearing in the Online Common Entrance Exam (Online CEE).</p>



<p>Changed procedure will focus on enhanced cognitive aspects during recruitment and will result in wider and better outreach across the country. It will also reduce large crowds assembling at Recruiting rallies and reduce the administrative commitments in their conduct besides reducing the number of candidates going for medical examination. The process will become more streamlined, simpler to execute and is in keeping with current technology.</p>

<h3 class="wp-block-heading">Subject: Provisions of Travel, Accommodation &amp; Medical Entitlement to Agniveers enrolled under AGNIPATH Scheme, 2022.</h3>



<p>I am directed to refer to Ministry of Defence letter no. DMA/JS (N&amp;DS)/2021/Agnipath-01 dated 15.06.2022 on the above subject and to state that in pursuance of the Government’s decision to implement the Agnipath Scheme, 2022. following provisions have been laid out for the purpose of Travel, Accommodation &amp; Medical Entitlement to Agniveers:</p>



<h3 class="wp-block-heading"><strong>TRAVEL ENTITLEMENT</strong></h3>



<h4 class="wp-block-heading"><strong>Joining Recruitment Centre</strong></h4>



<p>1. Agniveer selected and reporting to the recruitment centre would be reimbursed AC &#8211; III Tier / AC Chair train fare from their home to the designated recruitment centre or actual cost of travel expenses whichever is less. Similarly, Agniveer would be entitled for AC &#8211; III Tier / AC Chair Car in all types of entitled train(s) by ERW from training centre to the designated unit on successful completion of training.</p>



<h4 class="wp-block-heading"><strong>Duty</strong></h4>



<p><strong>2.&nbsp;Rail</strong>. Agniveer will travel by AC -III Tier / AC Chair Car in all types of trains by availing FRW while travelling on duty. In case of travel by any other mode the reimbursement would be restricted to AC —III Tier fare of superfast train or actual cost of Travel expense, whichever is less.</p>



<p><strong>3.</strong>&nbsp;<strong>Sea</strong>. Agniveer will travel by the lowest class of ship i.e. Bunk Class operated by Shipping Corporation of India.</p>



<p><strong>4.&nbsp;Road</strong>. Actual fare by ordinary public bus or at prescribed rates for auto rickshaw or Rs 12 per KM if no rates are prescribed.</p>



<p><strong>5.&nbsp;Daily Allowance on Temporary Duty</strong>. Agniveer on temporary duty would be required to stay in the mess. However, if required to stay in civil accommodation, the entitled hotel rates are as follows: –</p>

<p>Notes:</p>



<p>(a) Hotel charges would be on reimbursement basis without production of hotel bills against self contained claim only, if required to stay in civil accommodation in case of non availability of Mess.</p>



<p>(b) No ration will be drawn during the period of temporary duty.</p>



<p>(c) The above rates will be reimbursed provided the TD is for a period beyond 12 hours.</p>



<p><strong>6.&nbsp;Entitlement on Posting (Self Only)</strong>. Agniveer on posting would be entitled Lump Sum posting allowance as follows:</p>

<p><strong>Notes:</strong></p>



<ul class="wp-block-list">
<li>(i) The above amount is all inclusive and would be admitted as a lump sum without the requirement of providing any bills for transportation of personal effects / two wheeler.</li>



<li>(ii) No other allowance related to transfer/ posting <strong>would be admissible.</strong></li>



<li>(iii) Conveyance for self as admissible on duty would be admissible in addition to above.</li>



<li>(iv) The amount would be paid on publication of DOPT Il /Gen Form / POR by the new unit clearly indicating the distance in accordance with the distance chart issued by ADG (Strat Mov).</li>
</ul>



<p>7. <strong>Recall from Leave</strong>. An Agniveer granted annual leave who is recalled to service before the completion for the first half of his leave, may again be granted free conveyance to and from his home town when granted leave subsequently. This would be in addition to his entitlement under LTC. Further the rail fare from his home town to the unit when recalled will be reimbursed provided he has not proceeded on LTC.</p>



<p>8.&nbsp;<strong>Conveyance for Interview / Medical Examination etc.</strong>&nbsp;Agniveers when called for interview, medical examination etc for recruitment will be entitled to rail fare by AC — III Tier from place of residence in India to the place of interview and back. For places not connected by rail, actual bus fare will be admissible.</p>



<p>9.&nbsp;<strong>Conveyance on Exit (Self Only)</strong>. The Agniveer on Exit from Service will be entitled as per the entitlement on Posting. The payment will be made on publication of Non Effective DOPT II / Gen Form / POR.</p>



<p>10.&nbsp;<strong>Conveyance Related to self-illness</strong>. The Agniveer would be entitled as follows in respect of Illness: –</p>



<p>(a) Free conveyance will be admissible to the Agniveer when admitted to Civil Hospital, when transferred to Service hospital in the same station or another station when the condition of the patient permits such transfer.</p>



<p>(b) Free Conveyance by Rail / Air as indicated below will be granted to such number of persons as mentioned below in respect of an Agniveer reported as dangerously ill either in civil hospital or a Service hospital or to attend the funeral of an Agniveer within Indian limits provided that the death is not due to the individual s own misconduct:-</p>



<p>(i) Agniveers placed on dangerously ill list – Two Persons</p>



<p>(ii) To attend the funeral of an Agniveer – Two Persons</p>



<p>(iii) <strong>Rail</strong>. The visitors will be entitled to travel by by AC &#8211; III Tier / AC Chair Car in all types of trains in cash which will be reimbursed both ways. In case of travel by any other mode the claim would be restricted to AC &#8211; III Tier fare of superfast train.</p>



<p><strong>OR</strong></p>



<p>(iv)&nbsp;<strong>Air</strong>. Air journey may be permitted to one relative in case of Agniveer being placed on dangerously ill list / to attend the funeral. The second relative to travel by rail. However, if the relative travelling by air is a lady or a male above the age of 60 years or physically handicapped then the second relative may also travel by Air.</p>



<p>(v)&nbsp;<strong>Return Journey</strong>. ‘The return journey in all cases by the relatives will be performed as per entitlement given to Agniveers vide para 2, 3 and 4 above.</p>



<p>11.&nbsp;<strong>Conveyance to the relative of Aqniveer who are Battle Casualty</strong>. Two relatives of&nbsp; Agniveer will be entitled to visit the Agniveer once every six months who is a battle casualty undergoing treatment in the Hospitals for more than three months.</p>



<p><strong>12.&nbsp;Killed in Border/Line of Control (LC), operation/Counter-insurgency (CI) operations in India and abroad.</strong></p>



<ul class="wp-block-list">
<li>(a) The dead body will be embalmed and coffined for the purpose of transportation. The cost of embalming will be restricted to the extent of actual expenditure as charged by the Government Hospital and that of coffin should be the barest minimum on the basis of austerity standards.</li>



<li>(b) The dead body will be transported by fastest mode of transport available accompanied by only one person who may either be a member of the family or person deputed by the family or a unit representative from the place of occurrence as the case may be upto his Hometown or place of last rites.</li>



<li>(c) in case of death occurring in inaccessible areas requiring more than 12 hours of the journey time, the body will be evacuated by service helicopter to the nearest Hospital for embalming purposes and thereafter will be moved by fastest mode of transport to the nearest airport/ airfield from where the body will be flown/moved by commercial flights our courier flight to the Hometown/ place of last rites.</li>



<li>(d) TA (without halting allowance and incidentals) will be admissible to one member of the family/ person deputed by the family for the journey performed by Air/ Steamer/ Rail/ Road to reach the place death/ designated place of enable him to accompany the dead body of the deceased.</li>
</ul>



<p><strong>13.&nbsp;Conveyance of Dead Body.</strong></p>



<p>(a) If death occurs while at Permanent HQ in India and family desires to transport the body of the deceased Agniveer to his hometown, this will have to be done under own arrangements subject to the reimbursement of the amount due to them as admissible on posting.</p>



<p>(b) If death occurs while on tour in India or abroad, the body may be brought by air on a commercial flight to the HQ or to hometown according to the wishes of the family.</p>



<h4 class="wp-block-heading"><strong>LTC</strong></h4>



<p>14.&nbsp;<strong>Entitlement on LTC (Self only)</strong>. Agniveer would be entitled for the following:-</p>

<p>Notes:-</p>



<ul class="wp-block-list">
<li>(i) Agniveer cannot travel in a private car and claim train fare.</li>



<li>(ii) Agniveer can travel by air and claim is to be restricted to rail fare.</li>



<li>(iii) Agniveer can claim maximum 4 number of such LTCs during their engagement period.</li>



<li>(iv) Agniveer can claim LTC only after completion of their 6 months training and joining in respective Units.</li>



<li>(v) Only one LTC can be claimed in the same year.</li>



<li>vi) LTC would be counted against the year in which the leave commences.</li>

<h3 class="wp-block-heading">Subject: Provisions of Ration admissible to Agniveers enrolled under AGNIPATH Scheme, 2022.</h3>



<p>I am directed to refer to Ministry of Defence letter no. DMA/JS (N&amp;DS)/2021/Agnipath-01 dated 15.06.2022 on the above subject and to state that in pursuance of the Government&#8217;s decision to implement the Agnipath Scheme, 2022. it has been decided that Ration will be admissible to Agniveers as per conditions mentioned below:</p>



<p><strong>(a) AGNIVEERs in Indian Army</strong>: Ration to Agniveer in Army will be granted as per following Govt. orders:</p>

<p>2. An Agniveer proceeding on leave/TD and not drawing ration in kind would be entitled to draw Ration Money Allowance (RMA)/ Special Rate of Ration Allowance (SRA)/ Condiment Expenditure at specific rate as notified by Govt. of India orders No. PC-12045/ Q/ST-6 (Common Ration)/ 1411/ DMA (QS)/ 2019 dated 04.04.2019, No. 21704/ST-6 (Condiments)/ 1414/D (QS) dated 05.07.2022 and PC-1/ 12045/Q/ ST-6 (Common Ration)/ 1423/ DMA (QS)/ 2022 dated 07.07.2022 and as amended from time to time.</p>



<p>3. This issues with the concurrence of Finance Division of this Ministry vide their ID. No. 14(1)/2022-Fin(QB)/190 dated 25.11.2022.</p>

<p>AGNIPATH Scheme in the Indian Armed Forces is a scheme wherein selected candidates will be enrolled as Agniveers for four years period.</p>



<p>On completion of the four year period, Agniveers will go to the society as disciplined, dynamic, motivated and skilled work force for employment in other sectors to pursue their career in job of their choice.</p>



<p>Based on organisational requirement and policies promulgated by the Armed Forces, Agniveers after completing their engagement period, will be offered an opportunity to apply for enrolment in the permanent cadre. Of these upto 25% of Agniveers will be selected to be enrolled in the Armed Forces as a regular cadre.</p>



<p>The scheme provides an avenue to Indian youth, desirous of serving the country to get recruited in the Armed Forces for a short duration.</p>



<p>The scheme enhances the youth profile of the Armed Forces.</p>



<p><strong>AGNIPATH Advantages</strong></p>



<p>This proposal envisages providing opportunity to the youth to serve in the military for short duration.</p>



<p>It will also lead to a much more youthful and technically adept war fighting force by ensuring a fine balance between youthful and experienced personnel in the Armed Forces.</p>





<p>The broad objectives of the Scheme are:</p>



<p>a. To enhance youthful profile of the Armed Forces so that they are at their fighting best at all times with increased risk taking ability.</p>



<p>b. To attract young talent from the society to effectively exploit, adopt and use emerging modern technologies with enhanced technical thresholds of intake while leveraging Technical Institutions of the country.</p>



<p>c. To provide an opportunity to the youth who may be keen to serve the Nation in uniform albeit for a short period of time.</p>



<p>d. To imbibe The Armed Forces ethos, courage, camaraderie, commitment and teamwork in the youth.</p>



<p>e. To provide abilities and qualities such as discipline, dynamism, motivation and work-skills so that the youth remains an asset.</p>





<p>The scheme would be a win win situation for the Armed Forces, Nation, individuals and the society at large.</p>

<p>The operational effectiveness of the Armed Forces will enhance by this Scheme. By having a profile which is more fighting fit with less encumbrances, it is expected that the risk taking capability of these personnel would be higher. With the infusion of technology and revamping of the training programmes, the Armed Forces would ensure that the personnel inducted under the scheme have the same skill sets which are required to meet the operational challenges. Since the training standards are clearly defined, and monitored by the highest authorities in the Armed Forces, it would be ensured that the Agniveers meet the highest professional standards.</p>





<p>Candidates between 17% to 21 years of age meeting other educational, physical and medical criteria would largely be enrolled as Agniveers. The Scheme also aims to harness the “Skill India” initiative by enrolling candidates qualified in IT/ Diploma holders in future with the necessary skills for certain technical trades.</p>





<p>Based on organisational requirement and policies promulgated by the Armed Forces, all Agniveers after completing their engagement period, will be offered an opportunity to apply for enrolment in the permanent cadre. These applications will be considered by a centralised transparent rigorous screening system which would be based on merit and demonstrated performance during service. Upto 25% of the Aginveers would be selected for enrolment inthe permanent Cadre as per the existing Terms and Conditions.<br />Selection of Agniveers for further enrolment into the Armed Forces will be the exclusive jurisdiction of the Government through laid down policies.</p>





<p>A careful analysis of the methodology of induction, retention and release of Armed Forces. personnel in various developed countries was carried out to adopt the best Practices being followed in these countries. The analysis revealed the following:</p>



<p>a. Primarily Volunteer Model. All countries including those who have conscription have a volunteer Armed Forces once the mandatory time stipulation is over.</p>



<p>b. Enrolment Procedures. Majority of the countries follow multiple enrolments models at various stages of military career enabling soldiers to voluntarily continue or exit service.</p>



<p>c. Retention. All countries after the initial compulsory service period, retain soldiers based on their choice and a meritorious selection process.</p>



<p>d. Training. All countries have a shorter initial training period. Specialised training is imparted once the soldier is selected for service for a longer duration.</p>



<p>e. Incentivisation of Exit. These incentives vary from country to country but generally are in the following fields:</p>



<ul class="wp-block-list"><li>i. Relaxation/ Incentives to pursue higher education.</li><li>ii. Financial package on exit.</li><li>iii. Credits in education qualifications for type and duration of service rendered.</li><li>iv. Advantage for recruitment in the permanent cadre.</li><li>v. Some assurance of job on exit.</li></ul>



<p>f. The Agnipath scheme aims to follow the same model and similar incentives as have been given in the developed countries.</p>





<p>We shall be retaining the Regimental system, since the Scheme envisages selecting the best of the Agniveers and only those who proved their mettle, the cohesiveness of the unit would be ensured by these personnel. Further, these aspects would be focussed upon and accentuated by training received once the Aginveer reaches the unit.</p>





<p>Youth today eat better, run faster and longer, are more adept to technology and adapt more easily to change. The aim to exploit the talent of the present day generation in our training patterns while simultaneously utilizing technology such as simulators to ensure an effective training programme. Since the basic qualification and qualities available with the youth have improved over the years, it gives us an opportunity to restructure the training pattern with more time being available for both physical and technical. training. It also gives us an Opportunity to review our present training pattern to make them contemporary, technology based and tailor made for the requirements of the Armed Forces.</p>





<p>It is envisaged that in future women will be inducted in a progressive manner for joining the Armed Forces under the Agniveer Scheme.</p>





<p>The Scheme aims to capitalize on the broad based talent pool of the Nation and select the best for a career in the Armed Forces. The present pattern of selection into the Armed Forces is not being changed with the introduction of the scheme. The only change that is happening is in the Terms and Conditions of the service. As you all are aware, that the three Services are having well established selections centers spread over the country which have enabled them to recruit people from even the remotest part of the Nation. Since these very selection centers would continue to undertake the responsibility of recruiting personnel, we expect that the all India representation would not be affected by the introduction of the Scheme.</p>





<p><strong>Composite Annual Package</strong></p>



<ul class="wp-block-list"><li>Ist year package approx. Rs. 4.76 Lacs.</li><li>Upgradation upto approx. Rs: 6.92 Lacs in 4th year.</li></ul>



<p><strong>Allowances</strong></p>



<ul class="wp-block-list"><li>Risk &amp; Hardship, Ration, Dress, Travel allowances as applicable.</li></ul>



<p><strong>SevaNidhi</strong></p>



<ul class="wp-block-list"><li>30% of monthly emoluments to be contributed by individuals.</li><li>Equal amount matched &amp; contributed by the Government.</li><li>Corpus of Rs.10.04 Lakhs plus accrued interest, exempted from Income Tax, after four years.</li></ul>



<p><strong>Death Compensation</strong></p>



<ul class="wp-block-list"><li>Non-contributory life insurance cover of Rs. 48 Lakhs.</li><li>Additional Ex Gratia of Rs. 44 Lakhs for death attributable to service.</li><li>Pay for unserved portion upto four years including ‘SevaNidhi’ component.<br />Disability Compensation</li><li>Compensation based on % disability laid down by medical authorities.</li><li>Onetime ex-gratia of Rs.44/25/15 Lakhs for 100%/75%/50% disability respectively.</li></ul>
