<p>In the Parliament the Hon&#8217;ble Member Shri.Kunwar Rewati Raman Singh questioned that whether salary anomalies that have arisen on account of the sixth pay commission have not so far been resolved completely and what steps taken by the Government in this regard..?</p>
<p>The Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office SHRI V. NARAYANASAMY has replied to the question above mentioned in Lok Sabha on 8.5.2013 as follows&#8230;</p>
<p>&#8220;To resolve anomalies which may have arisen due to implementation of the recommendations of the <a href="http://centralgovernmentnews.com/category/6cpc/">6th Central Pay Commission</a>, orders were issued by the Government for setting up of Anomaly Committee(s) at National as well as Departmental level to look into the anomalies of common categories of employees and pay anomalies specific to the employees of a particular Ministry or Department.</p>
<p>A number of items, relating to the common category of employees were discussed in the National Anomaly Committee which held five meetings. Pay anomalies and other demands relating to the Central Government employees and pensioners/family pensioners were discussed with the representatives of the Staff Side. These have largely been resolved except a few issues where formulation of pay fixation by the Pay Commission was contested by the Staff Side; parity in <a href="http://centralgovernmentnews.com/category/pension/">Pension </a>which is sub-judice, is yet to be resolved.</p>
<p>Pay anomalies specific to the employees of a particular Ministry or Department are being considered by the Departmental Anomaly Committees and no centralized information in this regard is maintained&#8221;.</p>

<div>NFIR General Secretary writes a letter to DoP&amp;T and Finmin pertaining to that the Railway staff continues to face hardship due to non-issuance of orders by the Department of Expenditure, Ministry of Finance, for the decision on the agenda item 8.3 has been taken in the National Anomaly Committee, which was held on 17th July, 2012. <div>A large number of staff working in the Central Secretariat Services including the Railway Board have represented to the NFIR that though the decision on the above item has been taken in the National Anomaly Committee meeting held on 17th July 2012, the staff contiunes to face hardship due to non-issuance of orders by the Department of Expenditure, Ministry of Finance.</div>
<div></div>
<div>In this connection, attention is invited to the minutes of item No.8.3 of the meeting referred to above, extract of which is given below :-</div>
<div></div>
<div><strong>&#8220;Staff Side stated that anomaly in this case is basically due to the fact that it is for the firs time that CPC has recommended specific entry level pay for Direct Recruits (DRs). This has resulted in employees who were appointed in service prior to the DRs and got promoted earlier getting less pay as compared to their counterparts recruited directly and who joined after 01.01.2006. The Official Staff stated that in such cases stepping up of pay is permissible subject to certain conditions. However, the Staff Side insisted that on promotion, the pay of all the promotees should be fixed at the entry level of pay of the post as in the case of the direct recruits  wherever there is a provision of direct recruitment in the RRs.</strong></div>
<div><strong><br />
</strong></div>
<div><strong>The Staff Side requested that in cases where no direct recruitment actually took place even though RRs provided for the same or when a DR did not join, stepping up of pay should be considered.</strong></div>
<div><strong><br />
</strong></div>
<div><strong>This suggestion of the Staff Side was considered by the Official Side, who responded by stating that wherever there is a provision of direct recruitment in the Recruitment Rules, pay on promotion would be fixed at the prescribed minimum of the Entry Pay as provided for the Direct Entrants in the Revised Pay Rules, irrespective of the fact whether direct recruitment has actually taken place or not. The Staff Side agreed to close this issue thereafter.&#8221;</strong></div>

<div>The NFIR, therefore, requests that necessary clarification may kindly be issued at an early date to rectiry the anomalous sitation. A copy of the instructions issued may be endorsed to the Federation.</div>

<b><u>Highlights of National Anomaly Committee meeting held on 17.07.2012</u></b></div>
<div style="text-align: justify;">

<div style="text-align: justify;">
1. &nbsp; &nbsp;Promotee in same grade pay will get one extra increment.</div>
<div style="text-align: justify;">
</div>
<div style="text-align: justify;">
2. &nbsp; &nbsp; Running staff issues for giving MACP &amp; special increment will be resolved sympathetically &amp; orders will be issued within a month as per commitment of Secy./NAC &amp; DOPT chairman.</div>
<div style="text-align: justify;">
</div>
<div style="text-align: justify;">
3. &nbsp; &nbsp;The supervisors of earlier APEX Grade i.e. 7450-11500 are very likely to get one special increment. The AIRF is doing all out efforts to get that increment w.e.f. 01.01.2006.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
4. &nbsp; &nbsp;It has also been agreed that where there is Direct Recruitee in a cadre, promotee will get the basic pay @ par with Direct Recruitee in other words Promotee will not get less pay as compared to Direct Recruitee.</div>

5. &nbsp; &nbsp;The MACP issue including removal of infructous Grade Pay Rs. 2000 were also discussed and separate meeting on MACP issues will be held on 27.07.2012.</div>

6. The staff side also raised the issues of Librarians/Asstt. Librarians. The official side assured staff side for earlier consideration, after collecting data from Ministry of Culture which is nodal Ministry for this.</div>

<div style="text-align: justify;">
The staff side shown its anguish on non functional of JCM scheme due to which National Council is not being held since Feb. 2010. Meetings of anomalies committees are also not taking place frequently except Railways, Defence &amp; P&amp;T. The Departmental Anomaly Committees are either not constituted or non functional. Chairman National Anomaly Committee and Secy/DOPT assured that JCM scheme will be revived &amp; NC meeting will take place after the Monsoon session of Parliament.</div>
