<h3 class="wp-block-heading">Sub: Age relaxation to serving SC &amp; ST categories employees in Level-1 (erstwhile Group &#8216;D&#8217;) for filling up 40% induction quota in Mechanical Workshops.</h3>



<p>As the Railways are aware, in terms of extant rules/instructions, 40% of the vacancies in Pay Level-1 (erstwhile Group ‘D’) in Mechnical Whorkshops should be filled from amongst volunteers from other departments who may like to come over to the workshop cadre on bottom seniority. The staff of other departments who are inducted in workshops should not be more than 33 years of age.</p>



<p>A proposal for relaxation of 5 years in upper age limit to SC/ST employees in Level-1 for induction inside the workshops against 40% quota was under consideration. Matter has been examined in consultation with concerned Directorates. Competent authority has decided that relaxation of 5 years in upper age to SC/ST serving employees may be granted for filling up the 40% induction quota in Workshops.</p>

<strong>Ministry of Defence</strong></p>
<h1 style="text-align: center;">Age Relaxation for Defence Personnel by UPSC</h1>
<p>The policy on age relaxation applicable for ex-servicemen for appearing in Civil Services Exam (Group &#8216;A&#8217; &amp; &#8216;B&#8217; Posts) is governed by &#8216;Ex-servicemen (Re-employment in Central Civil Services and Posts) Rules, 1979&#8217; as amended vide DoP&amp;T Notification No. 36034/1/06-Estt.(SCT) dated 4th October, 2012. The following provisions have been made:-</p>
<p>For appointment to any vacancy in Group &#8216;A&#8217; and &#8216;B&#8217; services or posts filled by direct recruitment otherwise than on the result of an Open All India Competitive Examination, the upper age limit shall be relaxed by the length of military service increased by three years in the case of ex-servicemen and Commissioned Officers including Emergency Commissioned Officers or Short Service Commissioned Officers.</p>
<p>For appointment to any vacancy in Group &#8216;A&#8217; and &#8216;B&#8217; services or posts filled by direct recruitment on the result of an All India Competitive Examination, the ex-servicemen and Commissioned Officers including Emergency Commissioned Officers or Short Service Commissioned Officers who have rendered at least five years military service and have been released (i) on completion of assignment (including those whose assignment is due to be completed within one year otherwise than by way of dismissal or discharge on account of misconduct or inefficiency; or (ii) on account of physical disability attributable to military service or on invalidment, shall be allowed maximum relaxation of five years in the upper age limit.</p>
<p>The recruitment in armed forces are governed by their respective policies, rules including recruitment rules, orders on the subject.</p>

<p>Sub: <strong>Age relaxation to the residents of the State of Jammu &amp; Kashmir.</strong></p>
<p>Kindly refer to this Ministry’s letter of even number dated 06.01.2016 (RBE No. 1/2016) stipulating extension of the currency of relaxation of age limit of 5 years in favour of the residents of State of Jammu &amp; Kashmir for appointment to Central Civil Services and posts, recruitment to which are made to UPSC/SSC or otherwise by the Central Government up to 31/12/2017.</p>
<p>2. Department of Personnel &amp; Training have issued a further notifications No. 15012/1/2014-Estt(D) dated 09.02.2018 and accordingly age relaxation of 5 years in the upper age limit to all persons who had ordinarily been domiciled in the State of Jammu &amp; Kashmir during the period from the 1st day of January, 1980 to the 31st day of December, 1989 for appointment to Central Civil Services and posts, recruitment to which are made through UPSC or SSC or otherwise by the Central Government, stands extended up to 31/12/2019.</p>
<p>3. Accordingly, the same is also extended beyond 31.12.2017 to 31.12.2019 for recruitment made by Railway Recruiting agencies.</p>

<p>Relaxation of age up to 35 years (up to 40 years for members of Scheduled Castes and Scheduled Tribes) for the widows, divorced women and women judicially separated (JSW) from their husbands who are not re-married, for employment to Group &#8216;C&#8217; and erstwhile Group &#8216;D&#8217; post already exists in Department of Personnel &amp; Training’s (DoP&amp;T) Office Memorandum (OM) No. 15012/13/79-Estt (D) dated 19.01.1980. Similar relaxation also exists for Group &#8216;A&#8217; and Group &#8216;B&#8217; posts except where recruitment is made through open competitive Examination in DoP&amp;T OM No. 15012/1/87-Estt.(D) dated 05.10.1990. All the above mentioned instructions have been reiterated vide DoP&amp;T OM No. 41034/1/2014-Estt.(D) dated 30.01.2014.</p>
<p>It is incumbent upon all the Ministries/Departments of Government of India to follow the above mentioned instructions.</p>
<p>This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister&#8217;s Office Dr. Jitendra Singh in a written reply to a question by Shri B. Sriramulu in the Lok Sabha today.</p>

<p>The Ministry of Women and Child Development is considering taking up a proposal for age relaxation for widows for employment in Government and Central PSUs. The Ministry is also considering moving a proposal for tax rebates for single women who are having children. These are at a preliminary stage and formal proposals have not yet been prepared.</p>
<p>This information was given by the Minister of Women and Child Development, Smt Maneka Sanjay Gandhi in reply to a question in the Rajya Sabha today.</p>

With due regards, it is submitted that applications from eligible citizens of India are being invited by Ordnance &amp; Ordnance Equipment Factories for filling up the vacancies in Group ‘C’ Industrial Employees (IEs) in the Pay Band of Rs. 5200 – 20200, Grade Pay of Rs. 1800/- plus allowances as admissible to Central Government employees. As per Recruitment Rules (SRO) the age of the candidates should be between 18 to 32 years and as per OFB/MOD instructions age relaxation is granted for Ex-Trade Apprentices of Indian Ordnance Factories the period for which they had undergone training under the Apprentices Act, 1961.</p>
<p>Due to above relaxation, an Ex-Trade Apprentice of general category of Ord Fy gets 03 yrs age relaxation and he is eligible to apply for the Semi Skilled post upto the age of 35 (32 + 03) yrs, whereas a general candidate after passing National Trade Certificate (NTC) from any ITI undertakes his Apprenticeship of 01 year from any Ord Fys may get age relaxation of 01 year and he is eligible to apply for the same post upto the age of 33 (32+01) years only. This discrimination of age relaxation is causing discontentment amongst the Ex-Trade Apprentices of Ord Fys.</p>
<p>Therefore, you are requested to issue necessary instructions regarding age relaxation for recruitment of Semi-Skilled so that Ex-Trade Apprentices whether they have undergone entire apprenticeship of 03 yrs in Ord Fys or they have undergone apprenticeship of 01 year in Ord Fys after passing 02 yrs NTC from ITI may be equally benefitted and age relaxation may be granted for the period of training obtained from ITI plus apprenticeship in Ord Fys, i.e., eligible upto the age of 32 + 2+1= 35 yrs.</p>

<div>In terms of Board’s letter of even number dated 10/5/1999 (RBE No&#8230; 99 /1999), an across the board relaxation of <b>three years</b> above the prescribed upper age limit in open market recruitment to all non-gazetted posts including engagement of Substitutes on the railways has been provided. The currency of this relaxation contained in letter of even number dated 10.5.1999 (RBE No. 99/1999) has been extended from time to time and was available up to 03.2.2015 in terms of RBE No. 57/2012.</div>

<div>The matter has further been reviewed and it has now been decided by this Ministry to provide relaxation in the following manner above the prescribed upper age limit for recruitment to all non-gazetted posts including engagement of Substitutes:-</div>

<p>New Delhi: The Centre is considering age-relaxation for candidates appearing in this year’s Combined Graduate Level Examination (CGLE) for recruitment to various Group B and C government jobs.</p>
<p>The Staff Selection Commission (SSC) has already issued a notification for CGLE, 2015 and mentioned August 1, 2015 as the date of reckoning of age for the purpose of determining eligibility.</p>
<p>“Government has received representations from a large number candidates. In this regard, a proposal to allow the candidates who fulfil the age criteria as on January 1, 2015, to also apply for the posts as a onetime measure, is under the consideration,” a note by Department of Personnel and Training (Dopt) said.</p>
<p>The DoPT has sought comments on this from concerned stake holders.</p>

<p>Subject: <strong>Clarification on crucial date of determination of age of 56 years for induction into AIS and its applicability with reference to the year of select list-regarding</strong></p>
<p>The undersigned is directed to refer to the subject cited above and to say that on the direction of Hon’ble Supreme Court, and in consultation with Ministry of Home Affairs, Ministry of home affairs, ministry of environment and forest, UPSC and the state Governments, the central government has decided to raise maximum age limit from 54 years to 56 years for promotion/induction from state service/Non-state Civil Service to All India Service with effect from the Select List of 2015 with crucial date of determination of age as 01.01.2015. In order to implement this decision, this Department has issued four notifications dated 17.03.2015 amending the following date of their publication in the official gazette:-</p>
<blockquote><p>(i) Regulation 5 (3) of Indian Administrative Service (Appointment by Promotion) Regulations, 1955;<br />
(ii) Regulation 5 (3) of Indian police service (Appointment by Promotion) Regulations, 1955;<br />
(iii) Regulation 5 (3) of Indian Forest Service (Appointment by Promotion) Regulations, 1966; and<br />
(iv) Proviso 1 below Regulation 4(1)(iii) of Indian Administrative Service (Appointment by Selection) Regulation, 1997</p></blockquote>
<p>2. Further, as decided by the Government, anomaly in Non-SCS Select List vis-à-vis SCS Select List for the vacancies arising during the same year has been removed through OM dated 17.3.2015. As per this OM, for the Vacancies arising during the period 1.1.2014 to 31.12.2014, the select list of Non-SCS officers will be styled as Selected List-2014-A instead of Selected List 2015. The select list of SCS officers had already been styled coinciding with the year of the vacancies from the year 2010, after the clarificatory OM dated 25.08.2010. Thus, for the vacancies arising during the year 2015 (between 1.1.2015 to 31.12.2015), the Select List for both SCS officers as well as Non-SCS officers will be styled as Select List-2015.</p>
<p>3. Now, for the benefit of all stakeholders, it is clarified that the above amendments are applicable for the Select Lists of 2015 (vacancies arising between 01.01.2015 to 31.12.2015) and onwards with crucial date for determination of age as 1 st January of that Select List year. For example, for the Select List of 2015, the upper age limit for consideration will be 56 years with crucial date for determination of age as 01.01.2015.</p>
<p>4 In so far as the Select Lists of State Service/Non-State Civil Service officers of 2014/2014-A to be prepared for the vacancies arisen between 1.1.2014 to 31.12.2014 are concerned, the same would be prepared in accordance with the regulations existing in 2014. In other words, up-to the Select Lists of 2014/2014-A, the maximum age limit for consideration for induction into AIS would be 54 years and the same would be reckoned as on 1st January of the respective Select List year.</p>
<p>5(i). For further clarity, for example, 10 and 2 vacancies arose during 01.01 .2014 to 31.12 2014 in West Bengal cadre in the SCS and Non-SCS category respectively. The Select List for SCS officers would be styled as Select List 2014 and for Non-SCS officers, it would be styled as Select List 2014-A. The Selection Committee Meetings would be held in 2015 and the upper age limit will be 54 years with crucial date of determination as 01.01.2014 for both the category of officers.</p>
<p>(ii) Similarly, if 6 and 2 vacancies arise during 01.01.2015 to 31.12.2015 in Odisha cadre in the SCS and Non-SCS category respectively the Select Lists would be styled as Select List 2015 for both the category of officers. The Selection Committee Meetings for Select List 2015 would be held in 2016 and the upper age limit will be 56 years with crucial date of determination as 01.01.2015 for both SCs and Non-SCs officers.</p>
<p>6. All State Governments/Cadre Controlling Authorities and UPSC are, therefore, requested to implement the aforementioned amendments in accordance with the above clarifications,</p>

<p>Subject:- <strong>Action Taken on 62nd Report of the Department Related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice on the Status of Women Government Employees, Service Conditions, Protection against exploitation, Incentives and other related issues -regarding.</strong></p>

<p>The undersigned is directed to refer to Para 20.1 and Para 20.2 of the 62nd Report of the Department Related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice wherein, the Committee has drawn attention to extant instructions of the Government on age relaxation for appointment of widows, divorced woman and woman judicially separated from their husbands and who were not remarried allowing age concession up to the age of 35 years (40 years for member of SCs/STs) for the post of Group &#8216;C&#8217;and erstwhile Group &#8216;D&#8217; filled through SSC/Employment Exchange and has directed scrupulous compliance of these instructions by all administrative authorities.</p>
<p>2. The Department of Personnel and Training&#8217;s O.M. No. 15012/13/79- Estt.(D) dated 19.1.1980 provides that for purposes of appointment to Group C and D posts under the Central Govt. filled through the SSC and the Employment Exchange, the upper age limit in the case of widows, divorced women and women judicially separated from their husbands who are not remarried shall be relaxed upto the age of 35 years (upto 40 years for members of Scheduled Castes/Schedules Tribes) by invoking the provisions in the relevant recruitment rules, subject to production of a certified copy of the judgement/decree of the appropriate court to prove the fact of divorce or the judicial separation, as the case may be (provided through DoP&amp;T O.M. No. 15012/1/82-Estt.(D) dated 06.09.1983) . Further, this relaxation has been extended to Group &#8216;A&#8217; &amp; &#8216;B&#8217; posts except where recruitment is made through open competitive examination vide DoP&amp;T O.M.
