										<content:encoded><![CDATA[<p><strong>Government considering report on age limit for civil service exams</strong></p>
<p>Nearly eight months after its submission, the report of Baswan committee that suggested changes in civil service exam pattern and age limit is under examination, the government has said.</p>
<p>The committee had submitted its report to the Union Public Service Commission (UPSC) on 9 August 2016.</p>
<p>&#8220;The Baswan Committee&#8217;s report along with UPSC&#8217;s recommendations on it has been received on 20 March 2017 and the same is under examination,&#8221; the department of personnel and training (DoPT) said in response to an RTI query filed by a PTI correspondent.</p>
<p>Thousands of aspirants appear in the civil service exam conducted annually by the UPSC in three stages &#8211; preliminary, mains and interview &#8211; to select officers for Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS), among others.</p>
<p>The UPSC had constituted the expert committee under the chairmanship of former human resource development secretary and retired IAS officer B S Baswan to review the scheme of civil service examination in August 2015.</p>
<p>The committee is understood to have recommended reduction in upper age limit of 32 years to appear in the civil service exam, officials said.</p>
<p>&#8220;The recommendations made by the committee including on pattern of civil service examination and age limit are presently under consideration of the UPSC,&#8221; minister of state for personnel Jitendra Singh had told Rajya Sabha in a written reply in November last year.</p>
<p>In a related development, the UPSC has fixed a seven-day time frame for candidates to report mistakes or discrepancies in questions asked in the various examinations conducted by it.</p>

<p>(a) whether there is a shortage of Officers in the Indian Army against the total number of sanctioned posts for officers, if so, the details thereof;</p>
<p>(b) the age limit of officers in combat and combat support cadres at present; and</p>
<p>(c) whether the Government is considering to lower the age limit of officers in combat and combat support cadres, if so, the details thereof and if not, the reasons therefor?</p>

<p>(a) In Army (excluding Army Medical Corps, Army Dental Corps and Military Nursing Service), as on 01.07.2015, against the authorized strength of 49,631 officers, held strength of officers was 40,525 with a shortage of 9,106 officers.</p>

Guidelines on reemployment of Ex-servicemen in Public Sector Banks/Financial services have been issued vide the Ministry of Finance, Department of Economic Affairs (Banking Division) (Now Department of Financial Services) OM No.261/16/89-SCT(B) dated the 30th May, 1990.</p>
<p>The OM prescribes the following maximum age limit for recruitment of Ex-servicemen in the Public Sector Banks/Financial Institutions:</p>

<p>1. Further to central Org ECHS letter No B/49764/AG/ECHS dated 10 Oct 2003.</p>
<p>2. With imediate effect, ECHS facilities have been extend to dependents as applicable in CGHS vide MH &amp; FW letter No 4-24/9G-C&amp;P/CGHS (P) dt 31 May 2007 (Copy attached)</p>
<p>Annexure 3. VA : Age Limit for Dependent children<br />
Text of MH &amp; FW OM No. 4-24/96-C&amp;P/CGHS/CGHS(P), dt. 31.5.2007</p>
<p>Age Limit for Dependent Children of Government Servants and Pensioners for availing Medical Facilities under CGHS and Central Services (MA) Rules, 1944</p>
<p>The undersigned is directed to state that the age limit for dependent sons and daughters was earlier fixed vide Office Memorandum, No, B-12014/7/92-CGHS(P)dt. 31st December, 1993, issued by the Ministry of Health &amp; Family Welfare, according to which for sons to be dependent on his father/mother, he had to be less than 25 years of age or till he started earning, whichever was earlier.</p>
<p>As a result of stay granted by the Hon’ble High Court of Delhi in Civil Miscellaneous Petition No. 115/97 in Civil Writ Petition No. 2542 of 1996 in Shri Madan Mohan Sharina Vs. Union of India, the Ministry of Health &amp; Family Welfare issued an Office Memorandum No.4-24/96-C&amp;P/CGHS/CGHS(P) on 17th September, 1999, upper age limit for sons was removed subject to fulfilling other conditions regarding dependency and normally staying with the Government servant/pensioner. The Hon’ble High Court Of Delhi has dismissed the petition by its order on 29th November, 2006.</p>
<p>2. In view of the dismissal of the Writ Petition, it has been decided to re-fix the age limit for dependents, as indicated below:</p>

<div>5. This order would also be applicable to Central Government employees covered under Central Services (Medical Attendance) Rules, 1944.</div>

<div>6. This issues with the concurrence of IFD vide their Dy. No.2552/2007 dated the 15th May, 2007.</div>

<div>1. A son shall be entitled until he gels married. vide dt O.M. of even no. dt 25.2.2009 (Annexure 3.VAA).</div>
<div>2. For meaning of disability. refer O.M. of even No dt. 29.8.2007 (Annexure 3.VB) and dt. 2.8.2010 (Annexure 3.VBB).</div>

<div>Sub: <strong>Induction of Trackmen into other departments – Revision of age limit regarding.</strong></div>

<div>In terms of the extant provisions contained in para 179(xv) of Indian Railway Establishment Manual Vol.I, (Revised Edition-1989) First Re-print Edition-2009, the lower age limit of Trackmen for induction to Workshops against 10% and 40% quotas has been prescribed as 45 years.</div>

<div>2. The question of reducing the lower age limit has been considered by the Board in the light of the demand made by Federations viz AIRF &amp; NFIR in the PNM meetings. It has been decided that the lower age limit for induction of Trackmen for transfer to Workshops, Traffic and Commercial departments against 10% quota with 50% seniority and against 40% quota on bottom seniority, may be reduced from 45 years to 40 years. Other terms and conditions of transfer of Trackmen against both the quotas remain unaltered. The matter will be reviewed after 6 months. Railways are requested to furnish the details of number of Trackmen inducted into other departments for the period from 01.08.2012 to 31.01.2013.</div>
