Annual Increment for Central Government Employees

Last week, the Central Government has issued orders regarding the release of an additional 6% Dearness Allowance to the central government employees and 6% Dearness Relief to the pensioners from 1st January 2015. It turned out to be a sigh of relief for all of them as the government was a bit late in announcing the DA. Now the total DA stands at 113% of the basic pay. The employees will be paid arrears for the months of January, February and March. As for now, expectations and excitement are temporarily over….

The next episode to begin is the Annual Increment, which has to be given in the month of July every year as recommended by the 6th Central Pay Commission. From July, central government employees are entitled to receive 3% of their basic pay as annual increment. As we are aware that 6th CPC had given more financial benefits than previous pay commissions, by introducing various changes in the pay structures and pay scales. The calculations regarding annual increment were also changed. In the past, the annual increment was a fixed amount and was given on the appointment month every year. But in the 6th CPC, the annual increment was fixed at 3% of the basic pay and that to be given on a common date for all central government employees irrespective of their appointment date. It also clarified that, any amount which falls between 1 and 10 rupees, the total should be rounded to the next 10 rupees. For eg: If an employee’s increment is Rs. 401.00, the fixation should be Rs.410.00, while for an employee, who gets Rs. 400.90, the fixation should be Rs.400.00 only. This increment is automatically added to their basic pay every year.

As far as the employees are concerned, this year’s annual increment will be the last in this particular pay commission. July also makes the date for announcing the next installment of DA to the employees. As per the data received till now, and the trend regarding price index, continues, another 6% of DA is expected from July 2015. This makes the total DA at 119%.

From the employees point of view, they are eagerly awaits the recommendations of the 7th CPC which has to be implemented from the 1st of January 2016. But till now, a crystal clear picture has not emerged about the new pay scales and pay structures, and the date of submission to the government. Nobody is in a position to come out with the details of the 7th CPC.

Let’s wait and see what happens in the coming months!!!

Department of Personnel & Training
Estt (Pay I ) Section

New Delhi, the 6th December, 2012.

OFFICE MEMORANDUM

Subject : Advance Increments granted to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m. regarding.

The undersigned is directed to refer to this Department’s 0M No.18/44/88-Pay-I dated 07.12.2009 on the above subject which provides that the Advance Increments granted to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m. are treated as pay for all purposes.

2. Consequent upon implementation of CCS (RP) Rules 2008, the concept of Pay Band& Grade Pay has been introduced. Since there are no fixed rates of increments now, the manner in which advance increment(s) are to be computed has been considered in consultation with the Department of Expenditure. The grant of advance increments to Stenographers of Subordinate Offices on qualifying the speed test in shorthand at 100/120 w.p.m. after 1.1.2006 may be regulated as under:-

a) In terms of the instructions contained in this Department’s 0M No.18/44/89-Estt (Pay I) dated 07.12.2009, the advance increments granted to Stenographers of Subordinate Offices on qualifying Speed Test in Shorthand at 100/120 w.p.m. in terms of Department of Expenditure OM dated 04.10.1975 are to be treated as pay for all purposes and the past cases are also to be regulated accordingly. These advance increments were therefore to be taken into account for fixation ¡n the Revised Pay for those officials who were in receipt of such increments in the pre revised pay. In such cases, the advance increments will no longer continue as a separate element.

b) In respect of persons who become eligible for grant of advance increments consequent upon implementation of CCS (RP) Rules, 2008, the advance increment may be calculated by granting increment @ 3% of the Basic Pay on the date of passing of the test. Two advance increments may be calculated by granting two increments @ 3% of the Basic Pay on the date of passing the test. The amount of this increment may be treated as a separate element in addition to the Basic Pay (Pay in the Pay Band + Grade Pay), till such advance increments are taken into account as per (c).

c) Once the advance increments are taken into account for the purpose of pay fixation on promotion or being placed in a higher scale on grant of ACP/MACP or fixation of pay due to revision of pay scale etc., the advance increments will no longer be continued as a separate element as it will be merged with the basic pay.

3. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders will be issued after consultation with the Comptroller and Auditor General of India.

CHQ writes to CMD regarding grant of five advance increments to departmental JAOs who passed the JAO Part II examination held in January 2010

During our meeting with GM (Estt) on 31.7.2012 we were informed that the Committee constituted for considering the issue has recommended grant of advance increments to remove the anomaly and that the Management Committee will consider the recommendation.

We have been waiting patiently for more than three months for the Management Committee to take a view on the issue. But no decision appears to have been taken in this regard till date. The delay is causing a lot of resentment among the affected JAOs.’

Sir,

I am directed to say that after the issue of IAS (Pay) 2nd Amendment Rules, 2008 regarding implementation of the recommendations of the 6 CPC, the provisions contained in rule 7 for grant of advance increments to direct recruit IAS officers have been engaging attention of this Department. The amended provisions of rule 7 are as follows:

7. Grant of Advance increments: “Notwithstanding anything contained in rule 13 of the IAS (Probation) Rules, 1954, the State Government shall sanction the 2nd and 3rd increments due to a direct recruit with effect from the prescribed date of increment after he passes the prescribed departmental examination or examinations irrespective of the length of service, after which he shall be entitled to draw pay at the rate corresponding to this position in the pay band.
