<p><strong>(a) the number of seats freed up in Kendriya Vidyalayas by the cancellation of the MP quota and other quotas in 2022;</strong></p>



<p><strong>ANSWER</strong>: MINISTER OF EDUCATION SHRI DHARMENDRA PRADHAN</p>



<p>Every organization keeps revisiting its procedures and policies in order to bring qualitative changes in the system. Kendriya Vidyalaya Sangathan (KVS) has withdrawn some of the provisions that were discretionary such as quota of Hon’ble Minister of Education, Hon’ble Members of Parliament, Chairman, Vidyalaya Management Committee, Sponsoring Authority, etc. These quotas were over and above the sanctioned class strength and hence no seats have been freed. This will lead to maintaining a healthy pupil-teacher ratio (PTR) and also to achieve desired learning outcomes.</p>



<p><strong>(b) the number of children who have taken admission in Kendriya Vidyalayas under the PM Cares for Children Scheme, State-wise;</strong></p>

<p>220 children admitted in Kendriya Vidyalayas (KVs) under the PM Cares for Children Scheme. State/UT-wise details are annexed.</p>

<p>PM Cares for Children Scheme provides to ensure comprehensive care and protection of children who have lost their parent(s) to COVID pandemic, in a sustained manner, enable their wellbeing through health insurance, empower them through education and equip them for self-sufficient existence with financial support on reaching 23 years of age. Accordingly, special provisions have been made in the KVS admission guidelines 2022-23 for admissions to the children who have lost their parent(s) to COVID pandemic, over and above the sanctioned class strength.</p>



<p><strong>(d) whether the Government is considering a different scheme for allotting such Kendriya Vidyalaya seats to vulnerable populations in the subsequent academic years and if so, the details thereof?</strong></p>



<p><strong>ANSWER</strong>: MINISTER OF EDUCATION SHRI DHARMENDRA PRADHAN</p>



<p>KVs have a distinct character and are established to cater to educational needs of the wards of transferable Central Government Employees including Defence &amp; Para- Military personnel, Central Autonomous Bodies, Central Public Sector Undertakings (PSUs) and Central Institute of Higher Learning (IHL) by providing a common programme of education throughout the country. KVS has been providing education to children of marginalized communities, disadvantageous sections of society and economically weaker sections by giving 25% reservation in admission in Class-I. In addition, reservation as per constitutional provisions to Scheduled Castes, Scheduled Tribes and Other Backward Classes (Non Creamy Layer) and seats are also horizontally reserved for Differently Abled-children at entry stage. 2 seats per section are also reserved for single girl child in Class I.</p>

<p style="text-align:left"><strong>6. RESERVATIONS IN ADMISSION</strong></p>



<p><strong>A. SCHEDULED CASTE AND SCHEDULED TRIBE CATEGORY</strong><br /> 15% seats for Scheduled Caste and 7.5% seats for Scheduled Tribes shall be reserved in all fresh admissions in all Kendriya Vidyalayas. </p>



<p><strong>B. DIFFERENTLY ABLED CATEGORY</strong><br /> 3% seats of total available seats for fresh admission will be horizontally reserved for Differently Abled-children as per the provisions of RTE Act, 2009 read in conjunction with Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. </p>



<p><strong>7. ADMISSION WITH KV TRANSFER CERTIFICATE INCLUDING LOCAL<br /> TRANSFER (TC).</strong></p>



<p>(i) Admission of children with KV TC will be automatic (over and above Class strength) if the parent has been transferred from one station to another. When the class strength reaches 55, the efforts should be initiated to open additional sections. </p>



<p>(ii) Defence personnel and Para-military Forces who shift their families to a station of their choice whenever they are transferred to some non-family areas or posted in Naxal affected areas, can admit their children on KV TC in a KV located at the station where they will keep their family. </p>



<p>(iii) In all other cases where transfer of the parent is not involved, the admission with KV TC would be done only with the prior approval of the Deputy Commissioner of the region concerned. </p>



<p>(iv) All cases of local transfer on KV TC will be done with the approval of DC concerned on merit. </p>



<p>(v) A student with KV TC may also be permitted in project KVs only up to class&nbsp;strength of 45 with the prior concurrence of Chairman, VMC. Beyond this no admission on KV TC would be done in project schools. However, Deputy Commissioner of the region is empowered to allow admission in the<br />
project/nearest KV in extremely deserving cases. </p>



<p><strong>8. STUDENTS OF N.I.O.S / STATE BOARDS / ICSE FOR ADMISSION IN<br /> CLASS XI IN KENDRIYA VIDYALAYAS</strong><br /> The students of State Boards/ICSE/NIOS be considered for admission in class XI if vacancies exist. </p>



<p><strong>9. ADMISSION FOR CLASS X AND XII</strong><br /> Admissions to class X &amp; XII, other than KV students, will be entertained subject to availability of vacancies. Such admissions to class X and XII will be considered by the Deputy Commissioner of the Region concerned, only if, the average strength in class X/XII is below 40. This will further be subject to the following conditions: </p>



<p>i. The child has been in the same course of studies i.e. in a CBSE-affiliated school. </p>



<p>ii. For Class X, the child must have obtained not less than 55% marks in aggregate in class IX. </p>



<p>iii. For admission to class XII, 55% marks in class XI examination is mandatory. </p>



<p>iv. The child should otherwise be eligible as per KVS admission guidelines. </p>



<p>v. The combinations of subjects opted by the student are available in Kendriya Vidyalayas. </p>



<p><strong>10. ADMISSION OF CHILDREN STUDYING ABROAD SEATS</strong><br /> A KV Student, who went abroad with his parents on their deputation to a foreign  country, will be admitted to corresponding class on their return to India by the Principal  of Kendriya Vidyalaya, where admission is being sought (such admissions will be over  and above the class strength) </p>



<p><strong>11. ADMISSION FOR VACANT SEATS</strong><br /> In case seats remain vacant after 30th June as the case may be, in the year of admission, Deputy Commissioner of the Region is empowered to allow admissions upto the prescribed strength as per priorities in admission upto 31st July. </p>



<p><strong>Note</strong>: In case of any issue related to the interpretation of Admission Guidelines, the decision of Commissioner KVS, will be final. </p>



<p><strong>Note</strong>: The maximum age limit can be relaxed by two years in case of Differently abled children by the Principal. </p>



<p>B. There is no age restriction for admission to Class XI provided the student is seeking admission in the year of passing Class X examination. Similarly, there will be no upper &amp; lower age limit for admission to class XII provided there has been no break in the continuous study of the student after passing class XI. </p>

<h3 style="text-align: center;">Procedure for Admission in KV Schools through MP recommendations</h3>
<p>As per the decision taken in the 103rd Board of Governors meeting held on 30.10.2015, the existing quota of 06 (six) children for admission in Kendriya Vidyalayas on the recommendation of Hon’ble Members of Parliament during each academic session under the Special Dispensation Scheme is enhanced from 06 to 10 (ten) with effect from the academic session, i.e. 2016-17.</p>
<p>The Revised Scheme of Special Dispensation Admission for Members of Parliament comes into vogue with effect from the academic session 2016-17 with the following features:</p>
<p>1. Each Hon&#8217;ble Member of Parliament can refer 10 (ten) cases for admission under the scheme in an academic year but such recommendations shall be confined to children whose parents belong to his constituency either by domicile or on account of having been soon-before posted there or else on account of exigencies of service, migrate to his constituency. Such recommendations would be for admissions in Kendriya Vidyalaya(s) located in his constituency only. In case there is no Kendriya Vidyalaya in the constituency of the Hon&#8217;ble MP(Lok Sabha), she/he can recommend these admissions in the Kendriya Vidyalaya(s) located in any neighbouring contiguous constituency. For Members of Rajya Sabha, the State from which the member has been elected would be deemed to be his constituency for this purpose. Nominated members of Rajya Sabha and Lok Sabha can recommend 10 cases for admission in any one or more Kendriya Vidyalaya(s) of the country.</p>
<p>2. These admissions shall be over and above the class strength.</p>
<p>3. These recommendations would be made for classes I and IX.</p>
<p>4. These admission would be made at the beginning of the academic year and no admission would be allowed after the prescribed cutoff date of the year.</p>
<p>5. The recommendations to be made shall be valid only if these are made in the prescribed format provided to each Members of Parliament by KVS(HQ). Recommendations sent in any other format/manner shall not be considered.</p>
<p>6. The children recommended by Hon&#8217;ble Members of Parliament must be otherwise eligible for admission as per the extant KVS Admission Guidelines.</p>

<p>1. KV Students: Admissions in different streams viz. Science, Commerce, Humanities of Class XI in KVs for KV students who have passed Class X will be regulated as follows:</p>

The Seats will be allotted as per the rank in the merit list prepared as at (a) above vis &#8211; a-vis number of vacancies available in a particular stream in the Vidyalaya and as per the option of stream exercised by the student.However, the Class Strength will be fixed by the Principal of the kendriya Vidyalaya concerned in following manner.</div>

<div>The total No. of applications received from students of the same KVs from neighbouring KVs which are upto Class X or not having the desired stream. If any, plus no. of students failed and detained, etc. in class XI (including all streams) would be divided by the number of sections of class XI available in the KV (including Science, Commerce and Humanities streams) and the quotient arrived at, will be the maximum strength of each section of class XI of that KV of each stream. For example, if 200 applications are received from some KV and neighbouring KV which is upto Class X and 12 students failed in class XI (Including all streams in the school) and 4 sections of class XI (2 Science, 1 Commerce and 1 Humanities) are available , then 200+12 = 212/4 = 53/ 4 53 would be fixed as maximum strength of each section of Class XI. However, the maximum strength to be fixed should not be less than 40. Thus a combined merit list (including students from neighbouring school which are upto class X or not having desired streams) would be prepared. As per the option given by the students and maximum number per section as fixed (above), admission would be granted in each section (including detained students) eg: if 53 is the class strength fixed in a particular stream, 3 students are detained in that stream 53- 3=50 students would be admitted (including students from neighbouring schools which are upto class X, if ay).</div>

It has come to the notice that admission orders issued by KVS HQ under clause XIX (f) of admission Guidelines are not being honored by the Principals on the plea that admission orders have not been received by the school authorities. Consequently parents are facing hardships and the education of the child is being delayed.</p>
<p>You ore hereby directed to communicate to all the principal under your jurisdiction immediately that in no case children be refused admission and in case letter issued by KVSHQ has not reached the school, the principal may confirm Genuineness of the issue of admission order either from the undersigned (Phone 011-26965154) or, Shri.Y.Arun Kumar AC (Acad) (Phone 011-26564294). In no case, under any circumstance, parents be made to face hardship on account of flimsy grounds like non receipt of admission orders by the school /Principal.</p>

<p>It has been decided to collect and compile data regarding class-wise enrolment position in respect of every School. In this connection, you are requested to instruct all the Principals under your jurisdiction to upload the enrollment position in respect of their Schools on the School Website immediately and not later than 6th August, 2013 by 4.00 PM in the Annexed format.</p>

<div align="justify">I am to invite your attention to the subject cited above and to state that a proposal for enhancement of Vidyalaya Vikas Nidhi and Computer Fund was placed before the 94th meeting of BOG of KVS held on 28th December 2012. Further as per the directions of Board the matter was placed before the Hon’ble HRM &amp; Chairman of KVS for his kind approval. The Hon’ble HRM &amp; Chairman of KVS has approved the proposed enhancement of fees viz Computer fund and VVN contribution as per the details given below:-

<div align="justify">2.) With the issue of this letter, the provisions of Articles 59, 66 and 67A of the Accounts Code stand amended. The revised fee structure &amp; amendment to Articles 59, 66 and 67A of the Accounts Code be circulated among all the Vidyalayas of your Region for timely implementation. The details of various exempted categories from the payment of fees is enclosed in the form of Annexure – A. It has also been decided that such exemptions will not be available to children of Govt. employees to whom the facility of reimbursement of such expenses from their departments is available.</div>

<div align="justify">3) The revised fees structure mentioned above take effect from 01.04.2013.</div>

<div align="justify">Receipt of this letter and action taken for its circulation may be intimated to this office within a fortnight.</div>
