<h3 class="wp-block-heading">Sub : Sanction for payment of Productivity Linked Bonus (PLB)/Ad-Hoc Bonus for the year 2021-22 &#8211; reg.</h3>



<p>Ref : MoD letter No. 10(1)/2022 -D(Estt./NG) dated 11 01.2023.</p>



<p>Vide the reference above, Ministry of Defence has conveyed the sanction for payment of PLB/Ad-hoc Bonus for the year 2021-22 (copy enclosed). Accordingly PLB equivalent to 17 days wages for initial six months i.e. from April’ 21 to September’ 21 with an overall ceiling of Rs. 7000/- per month (as per MoD Letter No. 48(4)/98/Di(B&amp;C) dated 27.07.2000- copy enclosed – regarding PLB payable to teaching, staff, para 2(i) contained in the said letter may be noted) and non-PLB Bonus (Ad-hoc Bonus) for the rest of the six, months from Oct’ 21 to Mar’ 22 i.e. 15 days (Total 17+15 days = <strong>32 days</strong>) wages which is payable to the eligible employees of DoO(C&amp;S) &amp; DAD as per the OM No. 7/24/2007/E.III(A) dated 06.10.2022 (Copy enclosed) issued by the DoE(MoF) for the FY 2021-22 with an overall ceiling of wages of Rs. 7000/- per month. PLB/Ad-hoc Bonus may be calculated taking average number of days per month as <strong>30.4</strong> days.</p>



<p>2. The expenditure will be debited to Class Code Head 804/02 and UCC 826 and to the respective Heads to which the Pay and Allowances of the employees of allied establishments are debited. The financial implications will be met from the existing sanctioned budget of FY 2022-23.</p>

<h3 class="wp-block-heading">Subject: Payment of Productivity Linked Bonus/ Ad-hoc bonus for the year 2021-22.</h3>



<p><strong>Madam / Sir,</strong></p>



<p>I am directed to refer to this Ministry’s letter No.48(4)/98/D(B&amp;C) dated 27th July, 2000 on the above subject and to convey the sanction of the President to the payment of Productivity Linked Bonus equivalent to 17 days wages for initial six months i.e from April 21 to September’21 for the year 2021-22 to the eligible employees of DoO(C&amp;S) and allied Defence Production Establishments with an overall ceiling of wages of Rs. 7000/- per month Further, sanction of Non-PLB Bonus [Ad-hoc bonus] for rest of the six months from Oct 21 to March 22 is also conveyed for eligible employees of DoO(C&amp;S) and DAD as per the OM No. 7/24/2007/E.III(A) dated 06.10.2022 issued by the Department of Expenditure (MoF) for the financial year 2021-22 with an overall ceiling of wages of Rs.7000/- per month. The PLB and Non-PLB are to be calculated taking average number of days per month as 30.4 days. Non-PLB Bonus (ad-hoc bonus) may be calculated as per clarification given at SI.No. (j) Annexed with the Department of Expenditure (MoF) OM dated 06.10.2022.</p>

<p><em>Grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to <strong>30 days emoluments</strong> for the accounting year <strong>2021-22</strong> to the Central Government employees in Group ‘C’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. JCO/ORs in the Army and equivalent ranks in the Navy and Air Force will be eligible for the ad-hoc bonus for the financial year 2021-22</em>. <em>The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of <strong>Rs. 7000/-. </strong>The payment is to be effected by <strong>30.10.2022.</strong></em></p>

<p>A copy of <a href="https://centralgovernmentnews.com/non-productivity-linked-bonus-ad-hoc-bonus-to-central-government-employees-2022/" target="_blank" rel="noreferrer noopener">Ministry of Finance (Department of Expenditure) O.M. No. 7/24/2007/E III(A) dated o6th October 2022</a> on the above subject is forwarded herewith for information and necessary action in so far as Armed Forces personnel are concerned.</p>



<p>2. It is hereby clarified that JCO/ORs in the Army and equivalent ranks in the Navy and Air Force will be eligible for the ad-hoc bonus for the financial year 2021-22 in terms of the Ministry of Finance OM referred to in para 1 above, subject to the availability of requisite funds in the sanctioned budget provisions of Defence Services for the current financial year.</p>

<p>विषयः <strong>केन्द्र सरकार के कर्मचारियों को वर्ष 2020-21 के लिए उत्पादकता असंबद्ध बोनस (तदर्थ बोनस) प्रदान किया जाना।</strong></p>



<p>अधोहस्ताक्षरी को केन्द्र सरकार के समूह &#8220;ग&#8221; के कर्मचारियों और समूह &#8220;ख&#8221; के सभी अराजपत्रित कर्मचारियों जो उत्पादकता से संबदध किसी बोनस स्कीम के अंतर्गत नहीं आते हैं, को लेखा वर्ष 2020-2। के लिए 30 दिन की परिलब्धियों के बराबर उत्पादकता असंबद्ध बोनस (तदर्थ बोनस) प्रदान किए जाने के लिए राष्ट्रपति की स्वीकृति की सूचना देने का निदेश हुआ है। इन आदेशों के तहत तदर्थ बोनस के भुगतान के लिए गणना की अधिकतम सीमा, 29 अगस्त, 2016 के का.ज़ा.सं.7/4/2014-ई.॥(ए) के तहत 01/04/2014 से यथा-संशोधित 7000/- रुपए की मासिक परिलब्धियों की होगी। इन आदेशों के तहत तदर्थ बोनस का भुगतान केन्द्रीय अर्धसैनिक बलों और सशस्त्र बलों के पात्र कर्मचारियों के लिए भी स्वीकार्य होगा। ये आदेश संघ राज्य क्षेत्र प्रशासन के उन कर्मचारियों पर भी लागू माने जाएंगे जो परिलब्धियों के संबंध में केन्द्र सरकार की पद्धति का अनुसरण करते हैं तथा जो किसी अन्य बोनस या अनुग्रह स्कीम के अंतर्गत नहीं आते हैं।</p>



<p class="has-text-align-center"><strong><a href="https://centralgovernmentnews.com/bonus-order-2021-for-central-govt-employees-pdf/">Central Government Employees Bonus 2021 Order in English</a> </strong></p>



<p>2, यह लाभ निम्नलिखित नियमों एवं शर्तों के अधीन स्वीकार्य होगाः-</p>



<p>(i) केवल वे कर्मचारी इन आदेशों के अंतर्गत भुगतान के पात्र होंगे, जो 31.03.2021 को सेवा में थे और जिन्होंने वर्ष 2020-2 में न्यूनतम छह महीने तक लगातार सेवा की है। वर्ष में छह महीने से लेकर पूरे एक वर्ष तक लगातार सेवा की अवधि के लिए पात्र कर्मचारियों को यथा-अनुपात भुगतान किया जाएगा, पात्रता-अवधि की गणना सेवा के महीनों (महीनों की निकटतम पूर्णाकित संख्या) के रूप में की जाएगी।</p>



<p>(ii) उत्पादकता असंबदध बोनस (तदर्थ बोनस) की मात्रा की गणना औसत परिल्रब्धियों।गणना की उच्चतम सीमा, इनमें से जो भी कम हो, के आधार पर की जाएगी। एक दिन के लिए उत्पादकता असंबदध बोनस (तदर्थ बोनस) की गणना करने के लिए एक वर्ष की औसत परिल्रब्धियों को 30.4 (एक महीने के औसत दिनों की संख्या) से विभाजित किया जाएगा। तत्पश्चात्‌ दिए जाने वाले बोनस के दिनों की संख्या से इसको गुणा किया जाएगा। उदाहरण के लिए, मासिक परिल्रब्धियों की उच्चतम गणना सीमा को 7000/- रुपए (जहां वास्तविक औसत परिलब्धियां 7000/- रुपए से ज्यादा हैं) मानते हुए 30 दिनों के लिए उत्पादकता असंबद्ध बोनस (तदर्थ बोनस) 7000 x30/30.4 = 6907.89/- रुपए (पूर्णाकित 6908/- रुपए) बनेगा।</p>



<p>(iii) ऐसे दिहाड़ी मजदूर, जिन्होंने 6 कार्य-दिवसीय सप्ताह वाले कार्यात्रयों में पिछले तीन अथवा इससे अधिक वर्ष में हर वर्ष कम से कम 240 दिन (पांच कार्य-दिवसीय सप्ताह वाले कार्यात्रयों के मामले में 3 या इससे अधिक वर्ष में हर वर्ष 206 दिन) कार्य किया है, इस उत्पादकता असंबद्ध बोनस (तदर्थ बोनस) के भुगतान के पात्र होंगे। देय उत्पादकता असंबद्ध बोनस (तदर्थ बोनस) की राशि 1200 रुपए x 30/30.4 अर्थात 1184.2/- रुपए (पूर्णाकित 1184/- रुपए) होगी। ऐसे मामलों में जहां वास्तविक परिलब्धियां 1200/- रुपए प्रतिमाह से कम हैं, इस राशि की गणना वास्तविक मासिक परिलब्धियों के आधार पर की जाएगी।</p>



<p>(iv) इन आदेशों के अंतर्गत सभी भुगतान रुपए के निकटतम पूर्णाक में किए जाएंगे।</p>



<p>(v) तदर्थ/उत्पादकता असंबद्ध बोनस के विनियमन के संबंध में विभिन्‍न बिंदु अनुबंध में दिए गए हैं।</p>



<ol class="wp-block-list" start="3"><li>इस मद में होने वाला व्यय उन संबंधित शीर्षों के नामे डाल्रा जाएगा जिनमें इन कर्मचारियों के वेतन एवं भत्ते डाले जाते हैं।</li><li>उत्पादकता असंबद्ध बोनस (तदर्थ बोनस) की मद में होने वाला व्यय चात्र्‌ वर्ष के लिए संबंधित मंत्रालयों/विभागों के संस्वीकृत बजट प्रावधान के अंदर प्रा किया जाना है।</li><li>जहां तक भारतीय लेखापरीक्षा और लेखा विभाग में कार्यरत व्यक्तियों का संबंध है, ये आदेश भारत के संविधान के अनुच्छेद 148(5) के तहत यथा-अधिदेशित भारत के नियंत्रक और महालेखा परीक्षक के परामर्श से जारी किए जाते हैं।</li></ol>

<h3 class="wp-block-heading"><em>Subject: Grant of ad-hoc bonus to State Government employees for the financial year 2019-2020.</em></h3>



<p><br />The matter relating to grant of ad-hoc bonus&nbsp;for the financial year 2019-20 to State Government employees has been considered and the Governor is pleased to order that the State Government employees may be granted ad-hoc <a href="https://centralgovernmentnews.com/category/bonus/">bonus</a> equivalent to <strong>30 days emoluments for the financial year 2019-20</strong> on the following terms and conditions:</p>



<p>(I) Government Servants who were in service on 31-03-2020 and continuing in service on 1st April 2020 and drawing pay in Pay Level in the&nbsp;Pay Matrix&nbsp;L-12 or less under Rajasthan Civil Services (Revised Pay) Rules, 2017 or Grade Pay of Rs.4800 or less drawing pay in Rajasthan Civil Services (Revised Pay) Rules, 2008 (excluding officers of State Services) are entitled for ad-hoc bonus.</p>



<p>(II) For drawing ad-hoc bonus Government employee must have rendered at least six months of continuous service during the year 2019-20. Ad-hoc bonus equal to 30 days emoluments will be admissible to eligible employees who have rendered continuous twelve month service during the year 2019-20. Pro-rata payment will be admissible for continuous service from six months to twelve months. The eligibility period shall be taken in terms of number of months or service rounded to the nearest number of months. Rounding to the nearest number of months will, however, not be permissible for service of less than six months.</p>



<p>(III) The amount of ad-hoc bonus payable to the eligible employees for the financial year 2019-20 will be computed on the basis of actual emoluments as on 31st March 2020 and for the purpose of calculation of ad-hoc bonus the maximum amount of emoluments will be restricted to Rs.7000/- per month.</p>



<p>(IV) The term ’emoluments’ occurring in this order will include basic pay, personal pay, deputation allowance and&nbsp;dearness allowance&nbsp;but will not include other allowances such as house rent allowance, compensatory (city) allowance etc.</p>



<p>(V) The amount of ad-hoc bonus payable shall be computed assuming the month of 31 days.</p>



<p>(VI) The amount of ad-hoc bonus payable will be rounded off to the nearest rupee.</p>



<p>(VII) 25% of the ad-hoc bonus shall be paid in cash and 75% of the ad-hoc bonus shall be credited to the General Provident Fund Account of the respective employees who are recruited to the Civil Services before 1-1¬2004.<br /><br />(VIII) For the employees recruited to the Civil Services on or after 1-1-2004 and who are governed by Contributory&nbsp;Pension&nbsp;Scheme the 25% of the ad-hoc bonus shall be paid in cash and 75% of the ad-hoc bonus shall be credited in a Scheme being put in place on lines of GPF. The procedure for operation of this Scheme will be prescribed in due course of time. Meanwhile amount of 25% of ad-hoc bonus which is to be paid in cash can be drawn by DDO for the employees appointed on or after 1¬1-2004.</p>

<p>It is further clarified that: </p>



<p>(a) Except in the case of extra-ordinary leave (leave without pay), the period of leave of other kinds will be included for the purpose of working out eligibility period. The period of extra-ordinary leave (leave without pay) will be excluded from eligibility period but will not count as break in service for the purpose of ad-hod bonus. In case a Government servant is on leave on 31-03-2020 the emoluments last drawn immediately before proceeding on leave shall be taken into account for the purpose of eligibility and calculation of ad-hoc bonus.</p>



<p>(b) The subsistence allowance given to an employee under suspension shall not be treated as emoluments. Such an employee will become eligible for the benefit of ad-hoc bonus if he is re-instated with benefit of full emoluments for the period of suspension and in other cases such period will be excluded for the purpose of eligibility as in the case of employees on leave without pay. In case a Government servant is under suspension on 31-03-2020 no ad-hoc bonus for the year 2019-20 shall be given for the present. If he is reinstated later on, eligibility of the period under suspension for the purpose of ad-hoc bonus shall be decided on the lines indicated above.</p>



<p>(c) The employees who retired on superannuation or on invalidation on medical grounds or on voluntary retirement or died on or before 31st March 2020 will not be eligible for ad-hoc bonus.</p>



<p>(d) The eligibility of the re-employed Government servants for the purpose of ad-hoc bonus shall be determined on the basis of service rendered during the year 2019-20 after re-employment. The basic pay in respect of such persons shall mean basic pay fixed on re-employment or as increased thereafter and admissible on 31-03-2020 plus pension (including commuted part, if any).</p>



<p>(e) Employees who resigned from service on or before 31-03-2020 shall not be eligible for ad-hoc bonus under these orders.</p>



<p>(f) Employees engaged on part time / casual or on a daily wage or on contract basis will not be eligible for ad-hoc bonus.</p>



<p>(g) Employees appointed as probationer trainee shall not be eligible for ad-hoc bonus.</p>



<p>(h) (1) Government servants who were on deputation on 31-03-2020 if have opted for deputation allowance in terms of this department order No. F.1(47)FD(Gr.2)/ 82 dated 27th June, 1989, as amended from time to time and are eligible for ad-hoc bonus under this order, shall be paid, the admissible amount of ad-hoc bonus by the borrowing organization. The eligibility period shall include the continuous service rendered under the Government as also the period spent on deputation upto 31st March 2020. Similarly, Government servants who returned from deputation during the year 2019-20 shall be paid ad-hoc bonus by the Government which may be calculated on the basis of eligible and continuous service rendered under the borrowing organization and the Government.</p>



<p>(2) In the case of Government servants who were on deputation to Public Sector Undertakings, Cooperative Societies, Autonomous Bodies etc. and who have opted for deputation allowance in terms of this department order No.F.1(47)FD(Gr.2)/82 dated 27th June, 1989, as amended from time to time and are eligible for ad-hoc bonus under this order, out of the amount of bonus paid under the Payment of Bonus Act, 1965 by the aforesaid organization the amount equal to the amount of ad-hoc bonus admissible under this order shall be retained by the Government servants and the residual amount shall be deposited in the Government account.</p>



<p>(3) Government servants on deputation who have opted for bonus and / or ex-gratia payable to the employees of the borrowing organization in terms of this department order referred to above will be entitled to ad-hoc bonus equal to an amount by which, the bonus and / or ex¬gratia admissible as per order of the borrowing organization falls short of the total of (a) the deputation allowance which would have been admissible and (b) the ad-hoc bonus admissible under this order.</p>



<p>(4) In the case of Government servants belonging to the Cooperative Department and on deputation to Cooperative Institutions registered under the Rajasthan Cooperative Societies Act, 1965 whose terms of deputation are governed by the Cooperative Department Order No. F. 18 (75) Coop. /76 dated 13.07.1976 as amended from time to time, ad-hoc bonus, equal to an amount by which the bonus/ex-gratia paid/payable as per terms of deputation falls short of the total of (a) 1.5% of basic pay in Rajasthan Civil Services (Revised Pay) Rules, 2017 or 2.5% of Basic Pay in Rajasthan Civil Services (Revised Pay) Rules, 2008 subject to Rs.600/- per month drawn during the year 2018-19 and (b) the amount of ad-hoc bonus admissible under this order shall be payable by such borrowing Cooperative Institution.</p>



<p>(i) In cases where it is in the notice of Head of Office that the Government servant eligible for ad-hoc bonus on 31-03-2020 will definitely become ineligible for grant of ad-hoc bonus due to retrospective grant of pay in Pay Level in the Pay Matrix L-13 in Rajasthan Civil Services (Revised Pay) Rules, 2017 or Grade Pay of Rs, 5400/- in Rajasthan Civil Services (Revised Pay) Rules, 2008 and above or promotion in State Services, only pro-rata ad-hoc bonus be permitted provided that the eligibility period is six months or more.</p>



<p>(j) The payment of ad-hoc bonus, except to those Government servants who were on deputation on 31-03-2020, under these orders shall be made by the office in which an employee is posted on the date of issue of this order and it will be chargeable to the Budget Head to which the pay and allowances of the employees are charged. The payment of ad-hoc bonus to those Government servants who were sent on deputation after 31-03-2020, but before issuing of this order, shall be made by the office where the employee was posted as on 31-03-2020.</p>

<p>(k) This order shall also be applicable to the employees of the Zila Parishads &amp; Panchayat Samities and the Work-Charged employees who are drawing pay in the pay scales prescribed for them.</p>



<p>(l) In the case of those PSUs / Boards / Corporations to which the payment of bonus under Bonus Act, 1965 is not applicable but who have been paying ad-hoc bonus / ex-gratia in the past as per orders issued by the State Government, ad-hoc bonus I ex-gratia may be paid at rates not exceeding the rate at which ad-hoc bonus is payable under the orders issued by the State Government for payment of non-productivity linked ad-hoc bonus to its employee. In such case ad-hoc bonus / ex-gratia shall be payable strictly in accordance with the principle on which ad-hoc bonus / ex-gratia is paid by the State Government. Therefore, 25% of the ad-hoc bonus / ex-gratia shall be paid in cash and 75% of the ad-hoc bonus / ex-gratia shall be credited in a Scheme being put in place on lines of General Provident Fund. The procedure for operation of this Scheme will be prescribed in due course of time. Meanwhile amount of 25% of ad-hoc bonus which is to be paid in cash can be drawn by DDO for the employees. State Enterprises Department i.e. BPE will issue necessary orders on the lines of orders as applicable to State Government employees and deduction from ad-hoc bonus / ex-gratia will be deposited in the Scheme to be issued in due course. State Enterprises Department will ensure that ad-hoc bonus / ex-gratia will be granted only for the employees of PSUs / Boards I Corporations which are financially in a position to pay the ad-hoc bonus / ex-gratia. For this purpose no grant will be issued by the State Government. Any deviation / exception .to the above would be treated as violation of provisions of RAPSAR Act, 1999.</p>

<p><strong>Subject: Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2019-20</strong></p>



<p>The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to <strong>30 days</strong> emoluments for the accounting year 2019-20 to the Central Government employees in Group ‘C’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc <strong><a href="https://centralgovernmentnews.com/category/bonus/" target="_blank" rel="noreferrer noopener">Bonus</a></strong> under these orders shall be monthly emoluments of Rs.7000/-, as revised w.e.f 01/04/2014 vide OM No.7/4/2014-E.III(A), dated 29th August, 2016. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.</p>



<p>2. The benefit will be admissible subject to the following terms and conditions:-</p>



<h4 class="wp-block-heading"><a href="https://centralgovernmentnews.com/78-days-bonus-for-non-gazetted-railway-employees-payment-of-productivity-linked-bonus-2019-20/" target="_blank" rel="noreferrer noopener">78 days Bonus for non-gazetted Railway employees &#8211; Payment of Productivity Linked Bonus 2019-20</a></h4>



<ul class="wp-block-list"><li>Only those employees who were in service as on 31.3.2020 and have rendered at least six months of continuous service during the year 2019-20 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);</li><li>The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 7000 (where actual average emoluments exceed. Rs.7000), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 7000×30/30.4=Rs.6907.89 (rounded off to Rs.6908/-).</li><li>The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 day week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.</li><li>All payments under these orders will be rounded off to the nearest rupee.</li><li>Various points regarding regulation of Ad-hoc/Non-PLB Bonus are given in the Annexure.</li></ul>



<p>3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.</p>



<p>4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/ Departments for the current year.</p>

<p>Sub: <strong>Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2018-19.</strong></p>



<p>The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2018-19 to the Central Government employees in Group ‘C’ and all non gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs. 7000/-, as revised w.e.f 01/04/2014 vide OM No.7/4/2014 E.Ill(A), dated 29th August, 2016. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. <p>Dear Comrades,<br /> Abnormal delay is taking place in declaration of Bonus &amp; DA. Normally, DA is declared in September. Bonus is declared well ahead of Pooja holiday. But this time, till today no orders are issued. To protest against this abnormal delay, Confederation of Central Govt. Employees &amp; Workers CHQ calls upon all affiliates and C-o-Cs to hold protest demonstration in front of all offices from today onwards till Bonus &amp; DA is declared. Higher form of action will be decided by National Secretariat,If Govt refuses to declare DA &amp; Bonus.</p>

<p>7th Pay Commission latest news today: Around 1.1 crore central government employees are eagerly waiting for the announcement of an increase in their Dearness Allowance (DA). The festive season has virtually started and Dussehra, Diwali and other big holy days are just around the corner. This is the time when everyone celebrates these festivals with pomp and splendour and that includes <a rel="noreferrer noopener" aria-label="central government employees (opens in a new tab)" href="https://centralgovernmentnews.com" target="_blank">central government employees</a> too. For this money is required and so far the extra amount from DA has not reached them. They have been waiting for the good news announcing the granting of DA. However, this has not happened so far and today Modi Cabinet meeting is scheduled today will start at evening 06.30 PM of 03rd Oct, 2019.</p>

<p>They were hopeful that it will be announced in last month September 2019, but due to PM’s foreign visit the announcement get delayed. The announcement of the DA hike is made by government usually by mid-September. It is October now and the same has not happened. Now the the same should have happened today in Cabinet meeting scheduled today evening around 6.30 pm as per news sources. and the chances of the 7th pay commission (7th CPC) linked DA hike and Ad-hoc Bonus are to be considered.</p>

<p>Expectations are that the government may announce it by Dussehra in October. The government is expected to announce DA hike of 5% and this translates from between Rs 900 to Rs 12,500 per month increase in salary, depending on the pay levels. The 5% increase in DA of central government employees, if it happens, will be the highest in 3 years. The reason for this is the rise in inflation in AICPI during January to June 2019. Inflation in the AICPI figures for January to June has risen by more than 5%.</p>



<p>Ad-hoc Bonus for Central Government Employees is also on the cards as PL Bonus to Railways and Defence Employees have already approved. Now, it will also be announced on today and will be great festival gift from the Modi Cabinet to all non-gazetted central government employees.</p>

<p>Subject : <strong>Grant of ad-hoc bonus for 30 days to the Group &#8216;C&#8217; &amp; &#8216;D&#8217; RPF/RPSF personnel for the financial year 2017-2018. </strong></p>
<p>The President is pleased to decide that all Group &#8216;C&#8217; &amp; &#8216;D&#8217; RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2017-2018, without any wage eligibility ceiling. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs.7000/-, as revised w.e.f 01.04.2014 vide Ministry of Finance (Department of Expenditure)&#8217;s OM No. 7/4/2014/E.III9A), dt. 29th August, 2016.</p>
<p>2. The benefit will be admissible subject to the following terms and conditions:-</p>
<blockquote><p>a) Only those Group &#8216;C&#8217; &amp; &#8216;D&#8217; RPF/RPSF personnel who were in service on 31.3.2018 and have rendered at least six months of continuous service during the year 2017-18 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).</p>
<p>b) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.7000/- (where actual average emoluments exceed Rs. 7000), Non-PLB (ad-hoc bonus) for thirty days would work out to Rs.7000 x 30/30.4 = Rs.6907.89 (rounded off to Rs.6908/-)</p>
<p>c) All payments under these orders will be rounded off to the nearest rupee.</p>
<p>d) Various points regarding regulation of Ad-hoc/Non-PLB Bonus are given in the Annexure.</p>
<p>e) All the Group &#8216;C&#8217; &amp; &#8216;D&#8217; RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.</p></blockquote>
<p>3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>

<p>Sub: <strong>Productivity Linked Bonus for the Accounting year 2017-18.</strong></p>
<p>The undersigned is directed to convey the sanction of the president of lndia to the payment of <strong>Productivity Linked Bonus</strong> for the Accounting year 2017-18 equivalent of emoluments of <strong>60 (Sixty)Days</strong> to the employees of Department of Posts in MTS, /Group &#8216;C&#8217; and non-gazetted Group &#8216;B&#8217;. <strong>Ex-gratia</strong> payment of bonus to Gramin Dak Sevaks who are regularly appointed after observing all appointment formalities, and <strong>Ad-hoc</strong> payment of bonus to <strong>Casual laborers who have been conferred Temporary Status</strong> are also to be paid equivalent to allowance/wages respectively for <strong>60 (Sixty) Days</strong> for the same period</p>
<p>1.1 The calculation for the purpose of payment of bonus under each category will be done as indicated below:-</p>
<p>2. <strong>REGULAR EMPLOYEES:</strong></p>
<p>2.1 Productivity Linked Bonus will be calculated on the basis of the following formula:-</p>
<p style="text-align: center;"><strong>Average emoluments X Number of days of bonus</strong><br />
<strong>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-</strong><br />
<strong>30.4 (average no. of days in a month)</strong></p>
<p>2.2 The terms &#8220;<strong>emoluments</strong>&#8221; for regular Departmental employees includes Basic Pay in the Pay Band plus Grade Pay, Dearness Pay, Personal pay, Special pay (Allowances), S. B Allowance, Deputation (Duty) Allowance, Dearness Allowance and Training Allowance to Faculty members in Training Institutes. In case of drawal of salary exceeding <strong>Rs.7000/- (Rupees Seven Thousand only)</strong> in any month during the accounting year 2017-18, the emoluments shall be restricted to Rs.7000/-  (Rupees Seven Thousand only) per month only.</p>
<p>3.5 In case of those Gramin Dak Sevaks who were under put off, or on whom dies-non was imposed, or both during the accounting year, the clarificatory orders issued vide Paras 1 &amp; 3 respectively of this office order No 26-08/80-PAP (Pt-l)dated 11.6.1981 and No. 26-04/87-PAP(P.II) dated 8.2.1988 will apply.</p>
<p>4. <strong>FULL TIME CASUAL LABOURERS INCLUDING TEMPORARY STATUS CASUAL LABOURERS.)</strong></p>
<p>4.1 Full Time casual Laborers (including Temporary status casual Laborers who have worked for 8 hours a day, for at least 240 days in a year for three consecutive years or more (206 days in each year for three years or more in case of offices observing 5 days a week) as on 31 03.2018) will be paid <strong>ad-hoc bonus</strong> on notional monthly wages of Rs 1200/. (Rupees Twelve hundred only) The <strong>maximum ad-hoc</strong> <strong>bonus</strong> will be calculated as below:</p>

<p>Accordingly, the rate of bonus per day will be worked out as indicated below:</p>

<p>The above rate of bonus per day may be applied to the number of days for which the services of such casual laborers had been utilized during the period from 1.4.2017-31 .03.2018. In cases where the actual wages in any month fall below Rs.12001 during the period 14.2017 to 31 3.2018, the actual monthly wages drawn should be taken into account to arrive at the actual ad-hoc bonus due in such cases.</p>
<p>5. The amount of Productivity Linked Bonus/ex-gratia payment/Ad-hoc bonus payable under this order will be rounded off to the nearest rupee. The payment of Productivity Linked Bonus as well as the ex-gratia payment and ad-hoc payment will be chargeable to the Head &#8220;salaries&#8221; under the relevant Sub-Head of account to which pay and allowances of the staff are debited The payment will be met from the sanctioned grant for the year 2018-19.</p>
<p>6. After payment, the total expenditure incurred and the number of employees paid may be aicertained from all the units by Circles and consolidated figures be intimated to the Budget Section of the Department of Posts The Budget Section will furnish consolidated information to PAP Section about the total amount of bonus paid and the total number employees (category-wise) to whom it was disbursed for the Department as a whole.</p>
<p>2.3 &#8220;<strong>Average Emoluments</strong>&#8221; for a regular employee is arrived at by dividing by twelve, the total salary drawn during the year 2017-18 for the period from 1.4.2017 to 31.03.20.18, by restricting each month&#8217;s salary to Rs. 7000/- per month. However, for the periods of EOL and Dies-Non in a given month, Proportionate deduction is required to be made from the ceiling limit of Rs 7000/-</p>
<p>2.4 In case of those employees who were under suspension, or on whom dies-non was imposed or both, during the accounting year, the clarificatory orders issued vide Paras 1 &amp; 3 respectively of this officer order No 26-8/80-PAP (Pt.l) dated 11.6.1981 and No. 26-4/87-PAP(Pt.II) dated 8.2 1988 will apply.</p>
<p>2.5 Those employees who have resigned/retired or left services or proceeded on deputation within tire Department of Posts or those who have proceeded on deputation outside the Department of Posts after 31 .03 2018 will also be entitled to bonus. In case of all such employees, the Productivity Linked Bonus admissible will be as per provisions of Paras 2.1 to 2 3 above</p>
<p><strong>3. GRAMIN DAK SEVAKS (GDS)</strong></p>
<p>3.1 In respect of GDS employees who were on duty throughout the year during 2017-18, Average Monthly Time Related continuity Allowance will be calculated taking into account the Time Related Continuity Allowance (TRCA) plus corresponding Dearness Allowance drawn by them for the period from 1.4.2017 to 31.3.2018 divided by 12. However, where the Time Related Continuity Allowance<br />
exceeds Rs. 7000/- in any month during this period, the allowance will be restricted to Rs.7000/- per month Ex-gratia payment of bonus may be calculated by applying the bonus formula as mentioned below:</p>

<p>3.2 The allowance drawn by a Substitute will not be counted towards bonus calculation for either the Substitutes or the incumbent GDSs. In respect of those GDS who were appointed in short term vacancies in Postmen/MTS Cadre, the clarificatory orders issued vide Directorate letter No 26-6/89-PAP dated 6.2.1990 and No. 26-7/90-PAP dated 4.7.1991 will apply.</p>
<p>3.3 If a GDS has been on duty for a part of the year by way of a fresh appointment, or for having been put off duty, or for having left service, he will be paid proportionate ex-gratia bonus calculated by  applying the procedure prescribed in Para 3.1 above.</p>
<p>3.4 Those Gramin Dak Sevaks who have resigned discharged or left service after 01.04.2018 will also be entitled to proportionate ex-gratia Bonus. In case of all such Gramin Dak Sevaks, the Ex-gratia Bonus admissible will be as per provisions of Para 3.1 above.</p>
<p>7. This has the approval of Hon&#8217;ble Finance Minister vide Ministry of Finance, Department of Expenditure&#8217;s ID No. 942259/E.III(A)/2018 dated 12.10.2018 and issue with the concurrence of AS &amp; FA vide Diary No 100/FA-2018/CS dated 15.10.2018.</p>
