<p>Subject-:<strong> Promotion to the grade of Deputy Secretary, CSS on ad-hoc basis &#8211; Extension of period upto 30.06.2019 &#8211; regarding.</strong></p>
<p>The undersigned is directed to refer to this Department&#8217;s Order No. 4114/201 I-CS.I(D) dated 31.07.2012 and subsequent several orders for promotion of Under Secretaries of the CSS to the Grade of Deputy Secretary on ad-hoc basis.</p>
<p>2. With the approval of the competent authority, the tenure of ad-hoc basis appointment of all the Deputy Secretaries is hereby extended beyond 30.06.2018, i.e. from 01.07.20 18 and up to 30.06.2019 or till the posts are filled up on regular basis or till further orders, whichever is earlier, subject to vigilance clearance.</p>
<p>3. This order will be applicable to all such officers who are continuously holding the post of Deputy Secretary on ad-hoc basis as per aforementioned Orders. The continuation of ad-hoc promotion is subject to the conditions mentioned in the orders referred above and also the conditions mentioned below:</p>
<blockquote><p>i. No disciplinary proceeding has been initiated during the period between last extension and now; and<br />
ii. No penalty has been imposed during the period between last extension and now.</p></blockquote>
<p>4. In case any of these conditions is attracted in respect of any of the officers, the same may be brought to the notice of this Department immediately for further appropriate action.</p>

<p><em><strong>Subject:- Promotion of Personal Assistants (PAs) of CSSS to Private Secretaries (PSs) of CSSS on ad-hoc basis:-regarding</strong></em></p>
<p>The undersigned is directed to refer to this Department&#8217;s OM of even No. dated 25.10.2018, 26.10.2018 and 02.11.2018 respectively on the above mentioned subject. All the cadre units were requested to conduct DPCs of the eligible PAs of CSSS as shown in the Annexure-I to the OM of even no. dated 25.10,2018 to assess suitability for ad-hoc promotion to the grade of PS for a period upto 30.06.2019 .</p>
<p>2. The Cadre Units were also requested to complete the exercise of conducting the DPC meeting within one month and send duly filled option form to this Department as per Annexure­II of OM dated 25.10.2018.</p>
<p>3. Based on the information received from the Cadre Units, the Competent Authority has decided to nominate the PAs whose names appear in Annexure-1 of this OM to post them to the Cadre Units indicated against their names for their promotion to the Grade of PS of CSSS purely on ad-hoc basis and after having been found &#8216;fit&#8217; by the DPC and clear from vigilance angle.</p>
<p><span style="text-decoration: underline;">4. The ad-hoc appointment of these officials shall take place with effect from the date they </span><span style="text-decoration: underline;">assume charge of the post of PS in the allocated Cadre Units.</span> The ad-hoc appointment shall not confer on the appointees any right to continue in the grade indefinitely or for inclusion in the Select List of PS for regular appointment or to claim seniority in the PS Grade of CSSS. The period of ad-hoc promotion would be upto 30.06.2019 or till the regular PSs become available, whichever is earlier.</p>
<p>5. If any of the officers shown in the list is on deputation, he/she may be given the option to revert within one month with a view to avail of the Promotion. The ad-hoc promotion is subject to the conditions mentioned in para 3 of this Department&#8217;s OM of even number dated 10.2018.</p>
<p>6. The notification/order for promotion should be issued by allocated Cadre Units of officers after the due process is completed and a copy of such orders should invariably be endorsed to this Department for records. The fact that the appointment of the officer(s) would be subject to further orders which may be passed by Hon&#8217;ble Courts in the cases mentioned in para 3 (vi), (vii), (viii) and (ix) of OM dated 25.10.2018 and references to that extant in the connected court matters, should be clearly mentioned in the promotion order/notification.</p>
<p>7. Web Based Cadre Management System: Promotion of officers may be reflected in Web Based Cadre Management System. This is the responsibility of the nodal officers of all cadre units concerned.</p>

										<content:encoded><![CDATA[<p><strong>Important Bonus Clarifications 2018</strong></p>
<p><strong>1. Whether the employees in the following categories are eligible for the benefit of ad-hoc bonus for an accounting year</strong></p>
<p>Subject to completion of minimum six months continuous service and being in service as on 31st March, 2018.</p>
<blockquote><p><strong>(a) Employees appointed on purely temporary ad-hoc basis.</strong></p>
<p>Yes, if there is no break in service.</p>
<p><strong>(b)Employees who resigned, retired from service or expired before 31st March, 2018.</strong></p>
<p>As a special case only those persons who superannuated or retired on invalidation on medical grounds or died before 31st′ March, 2018 but after completing at least six months regular service during the year will be eligible for the ad-hoc bonus on pro rata basis in terms of nearest number of months of service.</p>
<p><strong>(c)Employees on deputation/foreign service terms to state governments, U.T.Governments, Public Sector Undertakings, etc., on 31st March, 2018.</strong></p>
<p>Such employees are not eligible for the ad-hoc bonus to be paid by the lending departments. In such cases the liability to pay ad-hoc bonus lies with the borrowing organization depending upon the ad-hoc bonus/PLB/ex-gratiafincentive payment scheme, if any, in force in the borrowing organization.</p>
<p><strong>(d) Employees who reverted during accounting year from deputation on foreign service with the organizations indicated in &#8216;C&#8217; above.</strong></p>
<p>The total amount of bonusiex-gratia received for the accounting year from foreign employer and the ad-hoc bonus, if any, due from a central government office for the period after reversion will be restricted to the amount due under ad-hoc bonus as per these orders.</p>
<p><strong>(e) Employees from state Government/U.T. Admn./Public Sector Undertakings on reverse deputation with the Central Government.</strong></p>
<p>Yes, they are eligible for ad-hoc bonus to be paid by the borrowing departments in terms of these orders provided no additional incentive as part of terms of deputation, other than Deputation Allowance, is paid and the lending authorities have no objection.</p>
<p><strong>(f) Superannuated employees who were re-employed.</strong></p>
<p>Re-employment being fresh employment eligibility period is to be worked out separately for re-employment period; the total amount admissible, if any. for prior to superannuation and that for re-employment period being restricted to the maximum admissible under ad-hoc bonus under these orders.</p>
<p><strong>(g) Employees on half-Pay leave/E.O.L/Leave not due/study leave at any time during the accounting year.</strong></p>
<p>Except in the case of leave without pay the period of leave of other kinds will be included for the purpose of working out eligibility period. The period of E.O.L./dies non will be excluded from eligibility period but will not count as break in service for the purpose of ad-hoc bonus.</p>
<p><strong>(h) Contract employees.</strong></p>
<p>Yes. if the employees are eligible for benefits like dearness allowance and interim relief. Categories not eligible for these benefits would be considered at par with casual labor in terms of ad-hoc bonus orders.</p>
<p><strong>(i) Employees under suspension at any time during the accounting year.</strong></p>
<p>Subsistence allowance given to an employee under suspension for a period in the accounting year cannot be treated as emoluments, Such an employee becomes eligible for the benefit of ad-hoc bonus if and when reinstated with benefit of emoluments for the period of suspension, and in other cases such period will be excluded for the purpose of eligibility as in the case of employees on leave without pay.</p>
<p><strong>(j) Employees transferred from one Ministry./Department/Office covered by ad-hoc bonus orders to another within the Government of India or a Union Territory Government covered by ad-hoc bonus orders and vice versa.</strong></p>
<p>Employees who are transferred from any of the Ministry/Department/Office covered by ad-hoc bonus orders to another such office without break in service will be eligible on the basis of combined period of service in the different organizations. Those who are nominated on the basis of a limited departmental or open competitive exam from one organization to a different organization will also be eligible for the ad-hoc bonus. The payment will be made only by the organization where he was employed as on 31st March,2018 and no adjustments with the previous employer will be necessary.</p>
<p><strong>(k) Employees who are transferred from a Government Department/Organization covered by ad-hoc bonus orders to a Government Department/Organisation covered by productivity &#8211; Linked Bonus scheme or vice versa.</strong></p>
<p>They may be paid what would have been paid on the basis of emoluments in ad-hoc bonus covered department for the entire year less the amount due as productivity-linked bonus. The amount so calculated may be paid by Department where he was working on 31s’ March, 2018 and/or at the time of payment.</p>
<p><strong>(I) Part-time employees engaged on nominal fixed payment</strong></p>
<p>Not eligible.</p></blockquote>
<p><strong>2. Whether ad-hoc bonus is payable to casual labour for an accounting year in the following cases:-</strong></p>
<blockquote><p><strong>(a) Those who have put in specified number of days of work in different offices during each of the three years ending with the said accounting year.</strong></p>
<p>The eligibility is to be worked out for three years from the said accounting year backwards. The period of 240 days of work in each of these years may be arrived at by combining the number of days worked in more than one offices of the government of India, for which bonus. ex-gratia or incentive payment has not been earned and received.</p>
<p><strong>(b) Casual labour who were not in work on 31st March, 2018 .</strong></p>
<p>The condition of being in on 31st March, 2018 employment as laid down in these orders is applicable to regular Government Employees and not to casual labour.</p>
<p><strong>(c) Those who have put in at least specified number of days of work in each of two years preceding the accounting year but are short of this limit due to regularization in employment in the said accounting year.</strong></p>
<p>If a casual labour, who has been regularized in the accounting year does not fulfill the minimum continuous service of six months as on 31st March, 2018 and therefore, cannot be granted benefit as a regular employee, he may be allowed the benefit as for a casual labour provided the period of regular service in the said year if added to the period of work as casual labour works out to at least specified number of days in that accounting year.</p></blockquote>

<p>Subject: <strong>Payment of arrears on ad-hoc basis of pay to Defence Forces Personnel pending issuance of Notification accepting 7th Central Pay Commission Award.</strong></p>
<p>Sir,<br />
Government of India have promulgated vide Resolution No.1(6)/2016/D(Pay/Services) dated 05 Sept 2016 and No.1(7)/2016/D (Pay/Services) dated 05th September, 2016 accepting the recommendations of 7th Central Pay Commission in so far as they relate to pay of Service Officers, MNS Officers, JCOs/ORs, NCs(E) including DSC Personnel. Since fixation of pay and consequent calculation of arrears may take some time, I am directed to convey the sanction of the President to the payment of arrears on an ad-hoc basis, @ 10% of existing Basic Pay plus Dearness Allowance @ 125%.</p>
<p>2. Payment of the above ad-hoc amounts will be made only to those personnel who were in service as on 01 Jan. 2016 and continue to be in service thereafter. The pay being drawn as on 01 Jan 16 would be reckoned for calculating the arrears. Pay for this purpose includes Pay in Pay Band, Grade Pay, Gp X Pay, MSP and NPA as applicable along with 125% DA thereon. Over-payment, if any, would be adjusted against the pay and allowances due. The amount so paid will be adjusted against the final computation of arrears on the revised pay scales.</p>

										<content:encoded><![CDATA[<p><strong>Armed Forces to get 10% Arrears before October 30 : The defence ministry has said a <em>pending issuance</em> of the pay commission notification has been sanctioned by the president on ad-hoc basis.</strong></p>
<p>Even as the Central government and the three armed forces chiefs are trying to sort out a dispute over the new pay grades for the army, navy and the air force, the central government has planned a temporary payment for the armed forces.</p>
<p>The defence ministry has said a “<strong>pending issuance</strong>” of the pay commission notification has been sanctioned by the president on ad-hoc basis. The arrears will be 10 percent of the current pay drawn by the soldiers, which would be calculated from January 2016.</p>
<p>This means all the soldiers are set to receive roughly one month’s salary. The government is trying to ensure that the arrears are reflected in salary slips before October 30 (Diwali).</p>
<p>According to media reports, the army, navy, and the air force personnel (unlike the civil service) have neither received their arrears arising out of the pay-commission order, nor have their new salary scales come into force. The delay is due to the three service chiefs’ intervention seeking correction in the anomalies in the compensation structure for the forces.</p>
<p>The service chiefs have said that the services will not implement the pay commission’s recommendations until and unless the anomalies, which include those related to disability and pay pensions, are resolved.</p>
<p>In other news, the government on Monday refuted media reports, which suggested that the disability pension scheme for the armed forces had been cut. Government sources cited by a leading daily claimed that the disability pension for sepoys had increased by Rs 2,700 per month, for havaldars by Rs 1,450 per month and for naiks by Rs 2,300 per month post the implementation of the 7th pay commission.</p>
<p>Media reports indicated that the government has notified of a new set of rules for granting disability pensions to the armed forces. The new pension calculation method replaces the decade-old system put in place by the sixth pay commission (CPC) according to which, the pensions arising by disability aggravated by military services/wars were calculated on percentage basis on the last pay drawn.</p>

<p>Sub: <strong>Promotion of Group ’A&#8217; and Group &#8216;B’ officers to Senior Scale on ad-hoc basis.</strong></p>
<p>Ref: Board’s letter Nos. E(GP)85/1/48 dated 31.12.85, EV(GP)89/1/8 dated 17.04.90 and 22.08.90.</p>
<p>In terms of Board’s letter No. ElGP)85/1/48 dated 31.12.85, Group ‘A’/Junior Scale officers with more than 3 years of service but less than 4 years, were eligible to be considered for looking after the duties in Senior Scale, on payment of Special pay, as fixed from time to time by the Board, in addition to their pay in Junior Scale, and it was only in the absence of Group ’A’ officers who have completed their probation successfully, that Group &#8216;B’ officers who have rendered not less than 3 years of service in Group ’B’ could be considered for ad-hoc appointment to Senior Scale. This was based on the fact that all Senior Scale posts are in Group ’A’ and, as such Group ‘B’ officers, irrespective of their length of service, can have no claim for promotion to Senior Scale, even on ad-hoc basis. However, while the position as contained in Board’s letter dated 31.12.85 basically remaining unchanged, it was decided by the Board vide Board&#8217;s letter No. E(GP)89/1/8 dated 17.04.90, as a temporary measure in the overall administrative interest, that in cases where a Group &#8216;A’/Junior Scale officer who was eligible for regular promotion to Senior Scale, having completed 4 years’ service, was not available, Group &#8216;B’ officers, who had rendered not less than 6 years&#8217; service in Group &#8216;B’, could be considered for ad-hoc promotion to Senior Scale, and in case, no such Group ‘B’ officer was available, the provisions contained in sub-paras 3.1(ii) and (iii) of Board&#8217;s letter dated 31.12.85, would continue to be followed.</p>
<p>2. The matter has since been reconsidered by the Board. After careful consideration, it has been decided that the position as was laid down in Board’s letter No. E(GP)85/1/48 dated 31.12.85 which is in consonance with Rule 214(b) of IREC Vol.- I, be restored. Therefore, the order of preference to be followed henceforth, while considering Group ’A’ (Junior Scale/Group ’B&#8217; officers for ad-hoc promotion against Senior Scale vacancies, will be sunder:-</p>
<blockquote><p>i) Vacancies arising in Senior Scale should be filled by Group .‘A’/Junior Scale officers with 4 years of service who are eligible for regular promotion to Senior Scale;</p>
<p>ii) If eligible Group ‘A&#8217;/Junior Scale officers are not available but Junior Scale officers with a minimum of 3 years of service in Junior Scale, who have completed the probation successfully, are available, they should be considered for looking after the duties in Senior Scale on payment of charge allowance, as fixed by the Board from time to time, in addition to pay in Junior Scale, subject to the condition that pay plus charge allowance does not exceed the pay admissible on regular promotion to Senior Scale on completion of 4 years of service in Junior Scale;</p>
<p>iii) Failing (i) and (ii) above, by Group ’B’ officers who have rendered not less than 3 years of service in Group &#8216;B’ and have been adjudged suitable by a Committee of HODs for appointment against Senior Scale vacancies.</p></blockquote>
<p>3. For making ad-hoc promotion to Senior Scale, number of vacancies arising during the period 1st July of any year to 30th June of the following year shall be computed and while empanelling Group ’B’ officers for ad-hoc promotion to Senior Scale against any such vacancies it shall be ensured that there may be no reasonable likelihood of any such Group B’ officers not getting empanelled for regular promotion to Group ’A’/Junior Scale at a later date by the DPC constituted by the UPSC, and also adequate number of Senior Scale vacancies are available for Group &#8216;A’/Junior Scale officers so as to consider them for ad-hoc promotion on completion of 3 years of service, so that there may be no occasion for Group &#8216;B&#8217; officers having to be reverted once they have been promoted to Senior Scale on ad-hoc basis.</p>

<p>Subject: <strong>Posting of regular Under Secretary and posting on promotion to the grade of Under Secretary on ad-hoc basis &#8211; seeking options &#8211; regarding.</strong></p>
<p>The undersigned is directed to say that one Under Secretary who has returned from long leave is to be given posting. Further, it is also proposed to promote 8 Section Officers to the grade of Under Secretary from the approved panel.</p>
<p>2. The vacancies proposed to be filled up and the officers who are to be considered for posting are given in the Annexures to this OM. The vacancies include vacancies on account of existing vacancies and the retirement / deputation vacancies arising on 30.04.2016. Ministries/ Departments are requested to verify the vacancy position and in case of any discrepancy the same may be brought to the notice of this Department immediately.</p>
<p>3. The officers are requested to exercise option by 5.30 PM on 27.04.2016. The options may be submitted at the e-mail address given below as per enclosed proforma. Posting of officers will be decided in terms of Rotational Transfer Policy.</p>
<p>4. Web Based Cadre Management System: The officers concerned should also ensure that their data is complete in all respects in the web based cadre management system at <strong>cscms.nic.in</strong> If the data is not complete it should be first got updated through the nodal officer of the Ministry/ Department / CS.I Division before submitting the option . If the data is not complete in the web based system, the officer concerned will not be considered for promotional posting.</p>

<p>Subject: <strong>Promotion of Grade-I (Under Secretary) officers of CSS to the Selection Grade (Deputy Secretary) on ad-hoc basis along with posting of a Deputy Secretary &#8211; Furnishing of personal information thereof.</strong><br />
The undersigned is directed to say that promotions of officers of Grade-I (Under Secretary) of CSS to the Selection Grade (Deputy Secretary) on ad-hoc basis along with posting of a Deputy Secretary are likely to be made shortly.<br />
2. The officers who are to be considered for promotion/posting is at Annexure-I. Details of vacancies that will be available on 01.05.2016 in DSlDirector grade of CSS is at Annexure II.<br />
3. The officers may exercise their choices as per RTP latest by 21.04.2016 (01:00 PM) in the format at Annexure-III. The options should be furnished to Under Secretary, CS-I (D), Department of Personnel and Training through e-mail (uscsoned@gmail.com ). If option is not received from the officers who are in the cadre by 21.04.2016, it will be presumed that the officer concerned has no specific choice and posting will be decided by the Placement Committee accordingly. In case the officers who are on deputation do not furnish their choices by the stipulated time, it will be presumed that they are not willing to repatriate to the cadre to avail ad-hoc promotion and their names will be considered in future only on receipt of  written communication conveying their willingness to repatriate to the cadre to avail promotion.<br />
4. The officers before submission of options should ensure that data in their respect is complete and update in the web based cadre management system (cscms.nic.in). If the data is not complete, it should be first got updated before submission of option.</p>
